1. Air Ticket

Book your air ticket. Best to take direct flight, below are the direct flights to Malaysia
during entry restrictions (policy may change due to unforeseen circumstances):

Domestic transit or inter-state travel


a. International arrivals are allowed to transit or travel inter-state after landing Malaysia
with conditions as below, except if you are symptomatic, detected positive COVID-19,
or are the close contacts to the positive cases (policy may change at any time):
▪ Peninsula Malaysia: only to those who are fully vaccinated and have gotten
approval for home quarantine (please refer to the home quarantine guidelines).
▪ Sabah: only to those who have gotten approval to enter Sabah.
▪ Sarawak: transit all NOT allowed effective 22 December until you completed your
quarantine at the first port of entry (ie KL/Selangor if you landing KLIA).
b. Please allow at least 4 hours for customs & immigration, as well as health
screening process at first port of entry (ie KLIA) before you transit/travel inter-state.

2. Letter of Undertaking/Travel Note

Travelers entering Malaysia no longer required LOU or Travel Note effective 1 May 2021.

3. PCR-Covid Test in China

a. You are required to do the English/bilingual RT-PCR-covid test in China 48 hours before
boarding, only passengers with negative results are allowed to board the flights to
Malaysia.

b. Below are the hospitals providing English covid test report in Beijing, Shanghai,
Guangzhou, Shenzhen, Suzhou, Hangzhou, Nanjing, Chengdu, Wuhan, Xi'an,
Ningbo, Tianjin, Chongqing, Shenyang:

4. Entering Malaysia

You can enter Malaysia directly if you are a Malaysian citizen or permanent resident during
the travel restrictions.

Quarantine hotel:
▪ Quarantine hotel will be operated by the hotels itself effective 22 November 2021.
International arrivals need to make pre-booking and payment with your preferred hotel
directly before boarding. Your hotel booking will be verified by the Immigration
Department once you enter Malaysia.
▪ Airport transport: Please arrange for airport transport from your first port of entry
(first airport that you landing Malaysia) with your quarantine hotel directly.
▪ Fees: various depends on the hotel
▪ Food: meals all-inclusive, food delivery is permitted but only limited to selected fast
foods.
▪ Hotels: Pre-book hotel depending on which international airports you landing:

6. At Airport

a. China international airport before departure:


▪ Please be at China airport 3-4 hours before boarding.
▪ Show your RT-PCR covid test report.
▪ You must complete your health declaration and fill in personal details at the airport
before departure.
b. Malaysia international airport upon arrival:
▪ Health worker will conduct RT-PCR test, the COVID-19 screening test fee is free of
charge for Malaysian citizen effective 1 October 2021 (prior to this RM150 per
person).

7. PCR-Covid Test in Malaysia

a. Day 1: You are required to do the PCR test upon landing Malaysia.
b. Day 5: Those who are doing home quarantine, please remember to scan the QR code
at Malaysia international airport upon landing Malaysia, so that you can do your PCR
test on the 5th day at government clinic (QR code provided), else you need to do your
RT-PCR at the private clinic.

8. Quarantine in Peninsula Malaysia

▪ Location: Quarantine would be conducted at the city of your port of entry, meaning
the first city you land in Malaysia effective June 15, 2021, except (policy may change
at any time):
o Peninsula Malaysia: transit/inter-state travel is permitted, quarantine can be
done at your home-town provided you are fully vaccinated and have gotten
approval for home quarantine
o Sabah: quarantine can be done in the quarantine center in Sabah provided you
have gotten approval to enter Sabah.
o Sarawak: quarantine must be done at the first port of entry regardless of
vaccination status (ie at KL/Selangor if you landing KLIA) effective 22 December
▪ Fee: Quarantine hotel’s standard package is RM150/day in Peninsula Malaysia.
▪ Duration: Quarantine has been shortened with effect from 18 October 2021:
o From 14 to 7 days for those who are fully vaccinated
o From 14 to 10 days in the hotel for those who are not fully vaccinated
▪ There might be a 7 days extension if necessary.

9. Entering Sabah & Sarawak

Sabah
▪ Please get prior approval to enter Sabah website https://phednp.wixsite.com/website
▪ Fill up eHealth Declaration Form (eHDF) before entering Sabah

▪ Mandatory quarantine can be done in Sabah, 7 days for those who are fully vaccinated
or 10 days for those who are not fully vaccinated or have not been vaccinated
effective 8 January 2022.
▪ Home quarantine is NOT allowed.

▪ Partially or not vaccinated: 10 days
o Home quarantine is NOT allowed
o Transit to other destinations is not allowed until quarantine is completed
o Compulsory for all international arrivals to declare their travel history to the
Authorities at the airports. Failure to comply may result in legal action.

10. Emergency/attending funeral/visiting family member in the critical care

a. Please obtain approval from your respective KKM with details and supporting docs
(death certs, hospital letter etc.) for time out to attend the funeral or to visit the family
member in critical care during your quarantine. Please click to check, call and email:

b. Obtain approval from the hospital for visit.
c. You still need to undergo for complete mandatory quarantine upon landing Malaysia.

11. Home Quarantine

▪ Eligible: International arrivals who are fully vaccinated with tempat kediaman yang
sesuai may apply for home quarantine online affective 21 September 2021, 7-10
days before boarding.
▪ Duration: Home quarantine have been shortened from 14 to 7 days for those who are
fully vaccinated with effect from 18 October 2021.

▪ Transportation: Please engage the airport private car services that are equipped with
personal protective equipment to send you home for quarantine.
▪ Pintu Masuk Johor: Beginning 28 August 2021, international arrivals who completed
the vaccination entering Malaysia through Johor port and wish to apply for home
quarantine in Johor must apply at least 7 days before arrival to Johor State Health

Documents needed:
i. Vaccination proof (Vaccination Certificate or Vaccine Passport) in English or bilingual

Note:
▪ Home quarantine approval is only valid for one month
▪ If the application is approved, the traveller will need to bring the email stating the
approval for quarantine at home or residence
▪ If the application is not approved, or the traveller doesn’t have any suitable location
for home quarantine, your quarantine will be conducted at the first port of entry (ie
KL/Selangor if you landing KLIA)

2. Exiting Malaysia

a. Income tax issue:


Please check in case you are being barred from leaving Malaysia due to income tax

b. Who can exit Malaysia during the pandemic?


Malaysians who are fully vaccinated are permitted to travel abroad without
MyTravelPass approval effective 11 October 2021. Children or dependent at 17 year-
old and below must be accompanied by a fully vaccinated parent or legal guardian.

4. Boarding Requirements

a. Very important. Please read the boarding requirements published by China

b. Important :
▪ Please obtain a supporting letter from your company in China with information
below:
o Letter with company letterhead
o Your name and position
o Reason why you need to return to China
o Commitment to adhere to all the health and safety measures including the
quarantine policies after returning to China
o Have you completed your vaccination? What are the vaccine taken? Stated that
you and your company will take full responsibility should you contagious with
covid-19
o Letter to be signed off by the officer in charge of your HR Department, put
his/her Name, mobile & office phone number
o Company stamp
o Please scan and email the letter (do not take photo)
▪ Send your company supporting letter together with the Health Declaration Form
and all the documents required by 4(a) 7 days before your departure
▪ Policy may change at any time. Please contact the Consular Office of Embassy of
the People’s Republic of China in Malaysia in advance for advice/latest boarding
requirements before purchasing your air ticket, and for approval 7 days before your

5. At Airport

a. Malaysia international airport before departure:


▪ You need to obtain a green international health code to board the flight.
▪ Please be at KLIA 3-4 hours before boarding.
b. China international airport upon arrival:
▪ China Health Code (健康码)
▪ Health Code can be found in Alipay (支付宝) > Health Code (健康码) > Choose for
location (选择地区).
▪ China Travel Code (行程码)
▪ Travel Code can be found in the WeChat. In the search box type “通信行程码”.

6. Quarantine Policy in China for International Arrivals


As of 11 January 2022

b. International arrivals through other domestic cities have to wait 21 days
before entering Beijing, and 7 days health monitoring in Beijing.
c. For those with an inbound period of less than 21 days but are already in
Beijing, the 7+7 home or centralized quarantine and health monitoring
have to be completed in Beijing
Chongqing 14 days centralized quarantine + 7 days home quarantine + 7 days
community monitoring
Dalian 14 days centralized quarantine + 7 days home quarantine + 7 days
community monitoring
Fujian 14 days centralized quarantine + 7 days home quarantine + 7 days health
monitoring

▪ The QR code will show “Vaccination record does not exist in VMS blockchain system”
error when you press/scan. VMS (Malaysia Vaccine Management System) blockchain is
a system used to record the vaccines received by Malaysia, it is for Malaysia
Vaccination Program means the vaccination taken in Malaysia only, it does not apply
to the vaccines taken in overseas.
▪ Digital Certificate for vaccine taken in overseas cannot be downloaded and printed out
from MySejahtera. Please refer to the vaccination proof issued by China if necessary.
▪ Your vaccination proof in China issued in English or bilingual (Vaccination Certificate or
Vaccine Passport) is good to use as a reference in Malaysia if your MySejahtera
has still not been updated.

5. Passport Renewal in Hong Kong

Applicant may apply/renew Malaysian Passport in Consulate General of Malaysia in Hong Kong
which takes one day for processing and collection.

Malaysians residing overseas may apply for a new passport at the Immigration Section of the
Consulate-General of Malaysia (23/F Malaysia Building) provided:

▪ Applicant is a holder valid Malaysian International Passport;


▪ Applicant possesses long-term work permit (over 6 months) from Hong Kong SAR, Macao SAR
and People's Republic of China;
▪ Children 12 and above must possess MyKad.

A. Required Documents
▪ Malaysian International Passport;
▪ MyKad - original and one (1) photocopy of both sides; and
▪ Hong Kong ID / Macao ID / Permanent Status ID / valid work permits.

6. Lost Your Malaysian Passport

Before you lose your passport:


▪ You are strongly advised to look after you passport, keep it safe and check its validity well in
advance of travel.
▪ Suggest that you scan, and keep 10 photocopies of your Malaysian passport (information page,
visa pages, last page 49) in a safe place for reference in case if you lose your passport.

A. In China

1. Local Public Security Bureau/Police Station (公安局)


a. Report your loss immediately.
b. Which Public Security Bureau to report to?
i. If you know where you lost your passport - report to the Public Security Bureau
where you lost your passport
ii. If you do not know where you lost your passport – report to the Public Security
Bureau that is taking care of your residential area
iii. If you lost your passport when you are traveling/business trip – report to the
Public Security Bureau that is taking care of your hotel area
c. A Report of Loss (报警回执) will be issued to you in Chinese language, along with a
record of your personal info and details about the loss of your passport.
d. Get the Notary public Offices (公证处) to translate the Report of Loss to English, and
get the Malaysian embassy or consulate office to endorse the translation.
e. Your passport will be void immediately once you make the report of loss.

2. Embassy or Consulates of Malaysia in China


a. Report your loss to Malaysian Immigration Section immediately.
b. Completed the Borang Soal Selidik Kehilangan Passport Malaysia and meet Consular in
Consular Department. Consular will interview, translate police report and issue an
official letter to Immigration Section to issue an Emergency Certificate.
c. Applicant must bring the following items for Emergency Certificate submission:
i. Fill up Emergency Certificate (EC) application form
ii. Two passport size photo in white background
iii. Photocopy of passport from storage (if applicable)
iv. Please show documentary evidence of your citizenship ie NRIC (original &
photocopy)
v. Original and photocopied documents from the Consular Department
vi. Payment of RMB130.00 (cash only)
d. A Malaysian Emergency Certificate will be issued within 3 working days which is
valid for 3 months (authority of Immigration Attaché maximum up to 9 months) from
the date of issuance. Emergency Certificate can be used as Single Journey only from
China to Malaysia. Emergency Certificate holders can’t transit in any other country. All
the lost passport cases are subjected to investigation and applicant should pay the
penalty in Malaysian Immigration Department.

3. Local Exit-Entry Administration Bureau (公安局出入境管理局)


a. Report for loss, and keep the Confirmation of Reporting the Loss of Passport (护
照报失证明).
b. Which Bureau to report to? If your passport was lost or stolen outside of Shanghai, the
lost report should be lodged with the city or the local Exit-Entry Administration Bureau
where you lost your passport.
c. Supporting documents:
i. Application of Loss of Foreign Passport
ii. 3 copies of 2-inch photos in white background
iii. Evidence that can prove your identity (photocopy/scan copy of your lost passport
if you have, original and photocopy of your China work permit, China driving
license, student ID, social security card etc)
d. A Confirmation of Reporting the Loss of Passport (护照报失证明) in English will be
issued within 2-7 working days which is valid for 30 days from the date of issuance.
e. You would need to exit China if you couldn’t get your replacement passport within 30
days.
f. The Loss Report of Foreign Passport can be used as temporary identity within China ie
taking domestic flights, high-speed rail or staying in the hotels.

4. Local Public Security Bureau/Police Station (公安局)


Temporary Residence Registration Form in China (境外人员临时住宿登记):
a. Please register at your nearest police station/local public security bureau within 24
hours after getting your Malaysian Emergency Certificate.
b. The Exit and Entry Administration Law of the People's Republic of China,
Article 33:
The registered items of a foreign residence permit shall include name, sex, date of
birth, reason for residence and duration of residence of the holder, date and place of
issuance, passport number or other international travel documents number. Where the
registered item in a foreigner’s residence permit has changed, the holder shall, within
10 days from the date of change, apply to the exit/entry administration of public
security organ under the local people’s government at or above the county level in the
place of residence for going through the formalities for alteration.

10. Certificate of Good Conduct in Malaysia, 无犯罪记录证明书

A. Original Certificate Issued by Putrajaya

a. The Certificate of Good Conduct for application of permanent residence must be the
original certificate issued by Putrajaya.

f. The Certificate of Good Conduct must be issued no more than 6 months upon the
submission for permanent residence.

B. Online Application

a. For new job in China, the Certificate of Good Conduct can be applied online. Visit Ministry
of Foreign Affairs Malaysia website.
Sign up for account: www.kln.gov.my

b. Look for e-Consular, click “Letter of Good Conduct (SKB)”

c. Login and look for Certificate of Good Conduct / Sijil Kelakuan Baik. Fill up the application
form. Print out the “Application Acknowledgement Slip” and keep it for reference. It takes
1-2 months to get processed approximately.

d. You will receive an email once your Certificate of Good Conduct is ready for collection, or
your status is under “certificate is ready for collection” on the website, print out the
Collection Slip. You may choose either to collect your CGC at the consulate office or to
receive the Certificate of Good Conduct via postal services:

i. Collection at consulate office:


▪ Self-collection: bring along the Collection Slip, and cash RMB ¥44
▪ Third party collection: bring along an authorization letter, Collection Slip,
photocopy of the applicant’s passport, cash RMB ¥44
ii. Via postal: kindly contact consulate office for cash payment & arrangement.

e. The Malaysian consulate offices in China offers both the original language and Chinese
translated version.

f. Your passport must be valid for more than 6 months upon the application for
Certificate of Good Conduct.

g. The Certificate of Good Conduct must be issued no more than 6 months upon the
submission for new job.

This application is intended for verification of marital status of non-Muslims Malaysian citizen who
wish to marry abroad. Applications can be submitted only at the Jabatan Pendaftaran Negara
headquarters in Putrajaya.

Documents required (source from JPN’s website):


a. Form JPN.KC09 must be fully completed, particularly the ID number, names of spouses,
date and place of marriage.
b. MyKad (photocopy of MyKad if application is by post)
c. Photocopy of passport pages with personal details of prospective spouse who is a non-
citizen.
d. Application letter stating the purpose of the application.(ORIGINAL)
e. Statutory Declaration stating the applicant’s current marital status. If the applicant is
outside the country, then the declaration needs to be made before a Malaysian
representative in that country.(ORIGINAL)
f. The applicant must issue the power of attorney to delegate the lawyer or mother or father
or their children or sibling (brother or sister) to oversee the application, if
applicable.(ORIGINAL)
g. Application letter from the lawyer with power of attorney, if application is made through
the lawyer.(ORIGINAL)
h. Application fee RM5 only.

▪ To translate the Single Status Certificate into the Chinese language, use the translation

b. The Single Status Certificate is only valid for 150 days from the date of issue.
c. Under normal circumstances, the Single Status Certificate issued by the JPN headquarters in
Putrajaya must be certified by the Ministry of Foreign Affairs at Wisma Putra Putrajaya, or
Kuching or Kota Kinabalu before it can be used in overseas.
