In view of the termination of contract of ROYALINK BUILDERS, INC., represented by LORENZO

A. PATNONGON, JR., with addresses at 3rd Floor, RBI Center, No.2 Calderon Street corner
J.P. Rizal Street, Kalumpang, Marikina City and No.3 Guerilla Street, Sto. Nino, Marikina City,
as recommended by District Engineer Rene F. Zarate, Baguio City District Engineering Office,
and approved by Regional Director Khadaffy D. Tanggol, DPWH CAR Regional Office, for the
Contract: CY 2018 Basic Educational Facilities Fund (BEFF) Batch 1- Construction
of 4 Storey, 4 Regular Workshop, 2 Science Laboratory, and 2 ICT Laboratory,
Baguio City National High School (Senior High School - Stand Alone), Baguio City,
the subsequent Blacklisting approval and recommendation for confirmation was issued by
Senior Undersecretary Rafael C. Yabut through a Memorandum dated 04 February 2021, for
the violation of the terms and conditions of contract during its implementation stage. Hence,
the Blacklisting of ROYALINK BUILDERS, INC., is hereby confirmed.

As such, ROYALINK BUILDERS, INC., is hereby Blacklisted/Suspended for a period

of one (1) year from participating in all government projects, as and by way of Administrative
Sanction, pursuant to Section 6.0 of Appendix 17, Uniform Guidelines for Blacklisting of
Manufacturers, Suppliers, Distributors, Contractors, and Consultants, of the Implementing
Rules and Regulations, as amended, of Republic Act No. 9184.

This Blacklisting Order shall take effect immediately and shall not in any manner relieve
ROYALINK BUILDERS, INC., from any financial obligations related to or connected with its
terminated contract under the' terms and conditions of the contract and existing laws, rules
and regulations, or such criminal liability under applicable laws, if warranted, even after the
expiration of the period of penalty as specified in the next preceding paragraph.
