1.0 PREFACE

NOTE: This document supercedes TO-HQ-02-001-00 dated November, 2003


entitled ‘Develop Process: Supporting Guidelines & Philosophies – Design
Philosophies’

This document forms an introduction to a suite of Engineering Design


Philosophies covering the Codes and Standards to be used by discipline
design engineers on all OMV E&P GmbH (OMV) projects, both onshore and
offshore on a worldwide basis.

This Tier 2 document represents the link between The Develop Process and
the more detailed philosophy documents which have been prepared for each
of the facilities engineering design disciplines as listed in Section 5 below.

The overall aim of these documents is to ensure consistency in the design of


all future OMV E&P production facilities by the establishment of a set of
standards, guidelines and references to international codes that are to be
used in the design process.

These documents have been developed with reference to OMV Exploration &
Production GmbH IMS and Corporate Policies including all HSEQ Policies, in
particular the 12 Policy Elements set out in HSEQ Policy Elements and
Objectives HSEQ-HQ-00-01-00.

2.0 INTER-RELATIONSHIP BETWEEN CORPORATE DOCUMENTATION AND


DESIGN PHILOSOPHIES

This Tier 2 document is intended to provide an interface between Corporate


Documentation and individual Design Philosophies. The overall document
structure is:-

3.0 COMPLIANCE WITH DESIGN PHILOSOPHIES

Use of the following terms have specific meaning within the philosophies referred
to in section 6.0.

3.1 Deviation Procedure


Any deviation from the mandatory requirements of a philosophy or judgement on
the applicability of local rules, regulations and standards shall be submitted in
writing to the Process Owner of the Develop Process (Head of OMV E&P TO
ENO) for approval and shall be supported by an evaluation of the risks of
non-compliance, including, where necessary, an assurance of the cost / benefits
of compliance.

3.2 Technical Authority


OMV E&P TO ENO shall assign and / or employ technical expertise in various
engineering disciplines, known as Technical Authorities. These Technical
Authorities shall be assigned the task, as the need arises, to make
determinations on the validity of the basis for the Requests for Deviation from
philosophies.

3.3 Management Responsibilities


The Process Owner of the Develop Process (The Head Technical and
Operations – Engineering and Operations -EP TO ENO) has responsibilities
as follows: -

♦ Ensure that all OMV facilities are designed to the standards described in
the various philosophies listed in Section 5.0 through independent vetting,
auditing and project reviews.
♦ Liaise with the Asset Manager, Development Manager and other key
positions involved in a given development to ensure the goals of OMV are
being allowed for and the spirit of the philosophies is being met.
♦ Provide a forum for a project team to request approval for deviations from
specific philosophies on project specific grounds which may include
exceptions due the size, location and or complexity of a given project.

4.0 DEFINITIONS

The following technical definitions are used widely throughout the philosophy
documents. Additional definitions with particular relevance to a specific
philosophy are given within that document only.

Asset Individual licences, facilities or other items of value


owned or operated by the company and managed
by an Asset Team.
Development Planned scheme or undertaking to enhance or
realise the value of an asset.
AFP System A system which can be activated upon detection of
fire, gas or explosion effectively designed to control,
mitigate, suppress or extinguish the fire to maintain
a predetermined level of safety for a predetermined
duration.
As Low As To reduce a Risk to a level which is As Low As
Reasonably Reasonably Practicable involves balancing
Practicable reduction in Risk against the time, trouble, difficulty
(ALARP) and cost of achieving it. This level represents the
point, objectively assessed, at which the time,
trouble, difficulty and cost of further reduction
measures become grossly disproportionate to the
additional risk reduction obtained.
Autonomy Time The duration for which the battery can supply its
rated load within its specified voltage limits,
(Of A Battery) following a prolonged period (i.e. not less than one
year) of battery float-charge operation.
Availability The percentage of time during normal operation
(equipment) that the system will respond to operational
demands, i.e., it has not failed.
Commissioning Introduction of product into a system to commence
operation. Replace product with feed stream.
Company An organisation engaged, as principal or contractor,
directly or indirectly, in the exploration for and
production of oil and/or gas. For bodies or
establishments with more than one site, a single
site may be defined as a company.
Contractor The party which carries out all or part of the design,
engineering, procurement, construction, installation,
commissioning or management of a project or
operation of a facility.

Design Life The total lifetime in years of the system, from


installation to abandonment.
Design Pressure The maximum internal or external pressure to be
used in determining the minimum permissible wall
thickness of equipment and piping. The minimum
permissible wall thickness may be derived from a
lower operating pressure, but higher operating
temperature. Relief is normally initiated at design
pressure.
Detailed Design The main design phase during which the system is
studied in detail and the main design
documentation is produced.
Double Block and Two barriers with a bleed between the barriers.
Bleed Typical arrangement is two block valves with a
bleed valve in the middle.
Electrical Civil engineering works, buildings, machines,
Installation apparatus, lines and associated equipment used
for the generation, conversion, transformation,
transmission, distribution and utilisation of
electricity.
Emergency Shutdown due to an emergency having occurred or
Shutdown having the potential to occur.

Enclosure A part providing protection of equipment against


external influences and protection against direct
contact.
Emergency Actions taken by personnel (on or offsite) to
Response control/mitigate a hazardous event.

Evacuation, Escape General term used to describe the range of possible


and Rescue (EER) actions including escape, muster, refuge/shelter,
evacuation, rescue and recovery.
Escape The movement of personnel away from a
hazardous event to a place of relative safety.
Escape Route Route from any area, to which personnel have
access, allowing for Escape as defined above.

Evacuation The planned method of leaving an installation in an


emergency
Evacuation Route Those Escape Routes which lead to Evacuation
facilities
FEED The preliminary design phase, carried out for the
purposes of identifying a feasible design, ordering
long-lead items, and producing cost and schedule
estimates.
Hazardous Area An area in which an explosive atmosphere is or
may be expected to be present in quantities such
as to require special precautions for the
construction, installation and use of electrical
apparatus. The hazardous area may be classified
as Zone 0, 1 or 2, or Division 1 or 2. The zone
classification is given below; reference should be
made to documents such as API RP500, in respect
of classification into Divisions.
High Voltage Any voltage exceeding Low Voltage.

Increased Safety A type of protection applied to electrical apparatus


that does not produce arcs or sparks in normal
service and under specified abnormal conditions, in
which additional measures are applied so as to give
increased security against the possibility of
excessive temperatures and of the occurrence of
arcs and sparks. This type of protection is referred
to as “e.”
Integrity The standards and parameters, to which the plant
has been designed, built, tested and are operated
to.
Loss or reduction of integrity means that the plant
has a higher risk of incurring an unforeseen
circumstance that is unacceptable to OMV.

Intrinsic Safety A type of protection in which a portion of the


electrical system contains only Intrinsically Safe
apparatus, circuits, and wiring that is incapable of
causing ignition in the surrounding atmosphere.
Intrinsically Safe Circuits or equipment may be of
Category “ia” or “ib”: the former has a greater
tolerance of faults and may be used in hazardous
locations where the latter is not permissible.
Inverter A converter for conversion from d.c. to a.c.

Isolation (process) A physical barrier (blind) or a tested barrier.


Logic Solver The part of the safety system that the field I/O are
connected to that implements the logic functions.
Low Voltage (a) in relation to alternating current, a voltage
exceeding 50 volts measured between phase
conductors (or between phase conductors and
earth), but not exceeding 1000 volts measured
between phase conductors (or 600 volts if
measured between phase conductors and earth),
calculated by taking the square root of the mean of
the squares of the instantaneous values of a
voltage during a complete cycle;
and
(b) in relation to direct current, a voltage exceeding
120 volts measured between live conductors (or
between live conductors and earth), but not
exceeding 1500 volts measured between live
conductors (or 900 volts if measured between live
conductors and earth).
Maximum Allowable The maximum pressure to which pressure
Operating Pressure equipment is allowed to operate to ensure that the
design conditions are not exceeded. The MAOP of
a pipeline is conditional on the integrity of the
pipeline established by hydrostatic testing and the
design assumptions.

Maximum Design The material temperature representing the most


Temperature severe condition of coincident pressure and
temperature. The design temperature shall
encompass the maximum operating temperature.
Maximum Operating The maximum pressure predicted including
Pressure deviations from normal operations, e.g. start-
up/shutdown, control requirements and process
upsets.
Maximum Allowable The maximum allowable pressure that the item of
Working Pressure pressure equipment is able to withstand while staying
within the allowable stress limits of the design code
when based on the as-built dimensions and
materials. This value shall not be limited by the basic
shell or head thickness.
Maximum Operating The maximum temperature in the equipment
Temperature including plant operation at unstable conditions,
such as, start-up/shutdown, control requirements,
process flexibility and process upsets.
Minimum Design The minimum temperature, which serves as a base
Temperature for specifying the low temperature characteristics of
the material. The design temperature shall
encompass the minimum operating temperature.
Minimum Operating The minimum pressure predicted including
Pressure deviations from normal operations, such as,
process start-up and shutdown.
Minimum Operating The minimum temperature in the equipment
Temperature including plant operation at unstable conditions,
such as, start-up, shutdown and depressurising.
Muster Area Designated area where personnel report when
required.
Non-Hazardous An area in which an explosive atmosphere is not
Area expected to be present in quantities such as to
require special precautions for the construction,
installation and use of electrical apparatus.
Offshore A site encompassing the overall process and utilities

OMV The term ‘OMV’ is used throughout the philosophy


documents to denote the worldwide onshore and
offshore operations of OMV E&P GmbH.
Onshore Plant A site encompassing the overall process and
utilities of an asset.
Operator The person responsible for managing the operation
of the plant and process at the CCR.
Operating The pressure in the equipment when the plant
Pressure operates at steady state condition, subject to
normal variation in operating parameters.
Operating The temperature in the equipment when the plant
Temperature operates at steady state condition, subject to
normal variation in operating parameters.
PFP System Passive Fire Protection (PFP) coating, cladding
arrangements or a free standing system which in
the event of fire will provide thermal protection to
the substrate to which it is attached or the protected
area and does so independently of a requirement
for human, mechanical or other intervention to
initiate a response.
Pipeline System The Pipeline System consists of the pipeline (a
conduit for transportation of fluids consisting of
welded assemblies of carbon steel or CRA line pipe
joints, or constructed of non-metallic materials, e.g.
plastic and fibre reinforced plastic pipelines for gas
transportation) and all parts of associated physical
facilities, including appurtenances and ancillary
equipment such as supports, valves, flanges,
regulators, pressure vessels and other equipment
required for safe and efficient operation of the
system.
Process Control The overall grouping of E/E/PES, mechanical and
System manual facilities provided to operate the process
and utilities of an asset.
Process Shutdown Shutdown due to an abnormal process situation.

Project Planned scheme within a Development to engineer,


procure, construct and bring into service capital (or
leased) surface and subsurface facilities required to
meet development objectives.
Rescue The process by which those who can’t effect their
own Escape or Evacuation are assisted in doing so.
Risk A term which combines the chance that a specified
undesired Event will occur and the severity of the
consequences of the Event.
Safety Critical Any item of plant or equipment (including computer
Element programmes) which can cause or contribute to a
Major Accident event
or
Any item of plant or equipment the purpose of
which is to prevent, control or mitigate a Major
Accident.
Safety System The overall grouping of emergency shutdown and
process shutdown services. The safety system
does not encompass other safety devices such as
pressure safety valves.
Test Report Document prepared by the manufacturer indicating in
detail the tests and verifications to which the electrical
apparatus has been subjected, and their results.
Unit An area containing a particular part of the process
or utility that is segregated from other parts of the
process for example a turbine hall.
Vendor The supplier of materials or equipment, not
necessarily the Manufacturer.
Zone An area indicating the frequency of the appearance
and the duration of an explosive gas atmosphere.
Zone 0 An area in which an explosive gas atmosphere is
continuously present or is present for long periods.
Zone 1 An area in which an explosive gas atmosphere is
likely to occur in normal operation.

Zone 2 An area in which an explosive gas atmosphere is


not likely to occur in normal operation and if does
occur it will persist for short period.
