The Authority wishes to carry out internal recruitment of staff in various vacant positions as
follows.

I. PRINCIPAL ENGINEER (ROADS), KeRRA GRADE 4 - 10 POSITIONS)

(a) Job Description

An officer at this level may be deployed in the Regional Offices as the Regional Manager
or in any of the following functional areas where Duties and responsibilities at this level
entail: -

Planning, Design and Environment

a) Coordinating road investment programmes for road networks;


b) Coordinating traffic surveys and management of traffic data;
c) Collecting and collating economic, environmental and social data for road investment
programmes and strategies;
d) Providing training in road safety audits, accident data analysis, design review and
implementation of road accident counter -measures;
e) Undertaking public sensitization on road safety;
f) Coordinating preparation of engineering design of road works and structures;
g) Preparing road asset database;
h) Developing and monitoring bridge maintenance and construction program;

Construction

a) Coordinating preparation of short, medium and long term road works programs;
b) Coordinating public private partnership programs;

h) Reviewing standards and specifications for road works;
i) Supervising roads and structures works contracts;
j) Enhancing resource mobilization from government and development partners
k) Enhancing resource mobilization through public private partnerships;
1) Enhancing efficiency in utilization of financial resources including aid; and
m) Enhancing knowledge transfer and capacity building by encouraging partnership
of foreign consultants and contractors with local firms in undertaking
projects/consultancies;

Road Asset Management

a) Coordinating the formulation of road asset management policies;


b) Coordinating of annual road inventory and condition surveys;
c) Coordinating compilation and analysis of annual road maintenance work
programmes;
d) Liaising with Kenya Roads Board (KRB) and other stakeholders on management
of Road Maintenance Levy Fund (RMLF);
e) Overseeing the preparation of annual procurement plans;
f) Coordinating the operations of the authority regional offices;
g) Ensuring expenditure controls and measures within the unit;
h) Implementing road works emergency response programmes;
i) Coordinating and preparing tender documentation for road works;
j) Monitoring supervision of road maintenance works;
k) Ensuring implementation and conformance to road management systems and
periodic reviews of the performance standards;
1) Overseeing activities of axle load control;
m) Reviewing and acting on reports on axle load control programmes;
n) Representing the authority in local and regional axle load stakeholder forums;

with set standards and specifications;

consultations and collaboration;
q) Managing road reserve boundary and usage;

Research, Strategy & Compliance

a) Coordinating the preparing, monitoring and evaluating of strategic plans and


projects;
b) Coordinating materials testing and research programs;
c) Coordinating the preparation of the road sector investment programs for road
networks and performance contracts;
d) Implementing and monitoring of ISO Quality Management System;
e) Overseeing the preparation of quality assurance plans;
t) Preparing the business process reengineering systems
g) Coordinating the undertaking of technical audits for works and services;
h) Preparing reports on quality assurance findings and recommendations;
i) Coordinating preparation of risk assessment and classification system/criteria;
j) Coordinating the preparation of risk assessment programs;

m) Facilitating development of effective networks for risk management information
sharing.

(b) Job Specifications

For appointment to this grade, an Officer must have:-

a) Bachelor's Degree from an institution recognized by the Commission of Higher Education


in the field of Civil and Structural Technology, Civil Engineering or its relevant equivalent.
b) Master's Degree from a recognized institution in any field related to Civil Engineering,
Business Administration, Project/ Construction Management
c) Professional qualification and membership to the Institution of Engineers of Kenya or other
recognized professional body.
d) Mangagement Course lasting not less than four weeks from a recognized institution;
e) A minimum period of eight (8) years relevant work experience with at least three (3) years'
experience in a supervisory capacity
t) Management Course lasting not less than four (4) weeks from a recognized institution
g) Fulfilling the requirements of Chapter Six of the Constitution
h) Proficiency in computer applications
i) Demonstrated competence in work performance and results

(a) Job Description

An officer at this level will be deployed in any of the following technical areas.

Duties and responsibilities at this level entail:-

a) Preparing of roadside development and control;


b) Preparing, monitoring and evaluating strategic plans and projects;
c) Preparing of preliminary and detailed engineering road designs;
d) Preparing of preliminary and detailed engineering designs of road structures;
e) Supervising of road and structures contracts;
f) Carrying out traffic surveys and management of traffic data;
g) Collecting and collating economic, environmental and social data for road
investment programmes and strategies;
h) Providing training on road safety audits, accident data analysis, design review and
implementation of road accident counter -measures;
i) Undertaking public sensitization on road safety;
j) Preparing road assets database;

Construction

c) Assisting in preparing materials testing and research programs;
d) Assisting in carrying out traffic surveys and management of traffic data;
e) Assisting in collecting and collating economic, environmental and social data for road
investment programmes and strategies;

g) Assisting in preparing tender documentation for road works;

Construction

(b) Job Specifications

For appointment to this grade, a candidate must have: -

a) Bachelor's Degree from an institution recognized by the Commission of Higher Education in


the field of Civil and Structural Technology, Civil Engineering
b) Proficiency in computer applications;
c) Registered Graduate Engineer of the Institution of Engineer of Kenya (IEK).
d) Fulfilling the requirements of Chapter Six of the Constitution.

4. PRINCIPAL SUPPLY CHAIN MANAGEMENT OFFICER, - KeRRA GRADE 4 -


(1 POSITION)

(a) Job Description

Duties and responsibilities at this level will entail:

a) Preparing and consolidating procurement and disposal plans;


b) Coordinating and monitoring Market surveys and research for goods, works and services;
c) Coordinating Maintenance and archiving of documents and records of the procurement and
disposal activities for the required period;
d) Implementing donor and special projects related programs including consultancies;
e) Coordinating preparation of the Authority's frame work agreements for goods, works and
services;

f) Coordinating preparation and consolidation of monthly, quarterly, semi-annual and annual
statutory and management reports on procurement activities countrywide;
g) Monitoring and managing all procurements contracts at the KeRRA regions with a value as
prescribed in the procurement manual to ensure adherence to the law;
h) Coordinating Preparation of tender and asset disposal documents to facilitate fair competition
and contract documents in line with the award decision as well as issuance of debriefing letters;
i) Preparing contract variations and modifications documents for goods, works and services;
j) Reviewing and updating of procurement Manuals and other procurement policies annually;
and
k) Participating in contract implementation.

(b) Job Specifications

For appointment to this grade, an officer must have:

a) Bachelor's Degree from a recognized institution.


b) Master's Degree in procurement and logistics or Supply Chain Management from a
recognized institution.
c) Professional Diploma in Purchasing and Supply Chain or its equivalent.
d) Member of the Kenya Institute of Supplies Management or Chartered Institute of Supplies.
e) A minimum period of eight (8) years relevant work experience with at least three (3) years'
experience in a supervisory capacity.
f) Management Course lasting not less than four (4) weeks from a recognized institution.
g) Fulfilling the requirements of Chapter Six of the Constitution
h) Proficiency in computer applications
i) Demonstrated competence in work performance and results
j) Senior Management Course lasting not less than four (4) weeks from a recognized
institution and

5. PRINCIPAL LAND SURVEYOR, KeRRA GRADE 4 -{2 POSITIONS)

(a) Job Description


Duties and responsibilities at this level will entail:

a) Assisting in developing and reviewing policies, plans and strategies on surveying and
mapping;
b) Overseeing maintenance of road reserve boundaries;
c) Reviewing of engineering and cadastral survey reports;
d) Coordinating publication of plans, maps and charts;
e) Providing guidance on standardization and certification of survey equipment;

f) Overseeing monitoring and evaluating the survey and mapping activities;
g) Overseeing preparation and submission of technical and administrative reports of the
section;
h) Overseeing angular observation tasks, trigonometric heighting, triangulation, computations
using resection solution, twin station problems and re-establishment of lost trig points by
the staff;
i) Coordinating, supervising, mentoring and training of section staff;
j) Providing guidance on standardization and certification of survey equipment used for road
projects; and
k) Monitoring and evaluation the integrity of survey work done for road works.
I) Overseeing the preparation of road reserve and asset protection work plans;
m) Overseeing the cadastral survey and mapping of land assets (camps, weighbridges and road
reserves);
n) Supervising the data collection and analysis of the status of the road reserves;
0) Organizing and facilitating the opening of road reserves and ensuring the removal of illegal
structures/uti lities, and preparation of the necessary reports and documentation;
p) Liaising with other road Authorities, stakeholders and ensuring harmonious and
coordinated operations related to road asset/reserve protection;
q) Organizing and facilitating the rehabilitation of road reserves damaged by floods and
liaising with the Disaster Management team, where necessary;
r) Identifying GIS and survey requirements as well as standards for road reserve
acquisition and protection;

(b) Job Specifications

For appointment to this grade, the officer must: -

a) Have a minimum of eight (8) years relevant work experience and at least three (3) years in
a supervisory role in a position in the Public Service or in the Private Sector;
b) Have a Bachelor's Degree in Surveying and Photogrammetry or an equivalent qualification
from a recognized institution;
c) Master's Degree in a relevant field from a recognized institution;
d) Be a full member of the Institution of Surveyors of Kenya (ISK), (Land Surveyors
Chapter);
e) Have a certificate in Management Course lasting not less than four (4) weeks from a
recognized institution;
f) Be proficient in computer applications;
g) Demonstrate competence in work performance; and
h) Fulfill the requirements of Chapter Six of the Constitution

6 LAND SURVEYOR, KeRRA GRADE 6 - (11 POSITIONS}

(a) Job Description

Duties and responsibilities at this level will entail: -

a) Carrying out large area cadastral, geodetic and mapping control surveys;
b) Supervising small and medium area cadastral, adjudication, small, medium and high
density topographical surveys, sub-divisional schemes, photo control, site and general
engineering surveys;
c) Undertaking preliminary quality control of cadastral, adjudication and general boundary
surveys.
d) Undertaking computations and adjustments of triangulation and traversing methods; and
e) Conducting traversing and tachometry, aerial photography, including interpretation and
identification of photo control points and pre-marking

(b) Job Specifications

For appointment to this grade, an officer must:

a) Have a Bachelor's Degree in Surveying and Photogrammetry or an equivalent qualification


from a recognized institution;
b) Be an associate or graduate member of the Institution of Surveyors of Kenya (ISK) (Land
Surveyors Chapter);
c) Be proficient in computer applications; and
d) Fulfill the requirements of Chapter Six of the Constitution.

7. SURVEY ASSISTANT, KeRRA GRADE 8 - (1 POSITION)


(a) Job Description
Duties and responsibilities at this level will entail:
a) Use of modern survey equipment in survey work and related computations and adjustments
including triangulation;
b) Traversing and tachometry;
c) Aerial mapping; 36

e) Geodetic leveling;
f) Organization of an independent survey team, personnel and equipment;
g) Supervision of junior staff; and
h) Taking charge of a survey team of supporting staff.

a) Kenya Certificate of Secondary Education mean grade C with C- in both Mathematics and
Physics;
b) Diploma in Land Surveyor its equivalent qualification from a recognized institution; and

d) Fulfill the requirements of Chapter Six of the Constitution

10. ASSISTANT GIS OFFICER, KERRA GRADE 8 (1 POSITION)


(a) Job Description
Duties and responsibilities at this level will entail: -
a) Carrying out maintenance and services of GIS instruments;
b) Undertaking topographical and cadastral mapping for roads;
c) compiling orthophoto mapping and photo-mosaics;
d) Undertaking production, collection, interpretation, maintenance and dissemination of
maps;
e) Undertaking photographic rectification, photo-preparation and dispositive point-

f) digitizing land use and land cover maps;
g) Preparing reports based on survey data results; and
h) Designing of user friendly interfaces.

(b) Job Specifications


For appointment to this grade, a candidate must:
a) Have a Diploma in any of the following fields: Geographic Information Systems (GIS),
Geometric Engineering, Land Surveying, Cartography or Photogrammetry and Remote
Sensing or its equivalent qualification from a recognized institution.
b) Be proficient in Computer applications.
c) Fulfill the requirements of Chapter Six of the Constitution

11. SENIOR ECONOMIST/ SENIOR STATISTICIAN, KeRRA GRADE 5


(1 POSITION)

(a) Job Description


Duties and responsibilities at this level will entail:-
a) Collating data related to implementation of the Authority's Strategic Plan;

b) conducting economic studies as part of the road design and tender documentation process;

d) Preparing terms of reference for economic surveys and facilitating implementation of related
recommendations;
e) liaising with Consultants and other Stakeholders on economic matters;

g) Undertaking economic analysis of investments, programmes and projects;
h) monitoring the implementation of the Authority's plans and performance contract; and
i) Undertaking the preparation of annual work programmes and budgets for road planning and
development

For appointment to this grade, an officer must have: -
a) A minimum of five (5) years' experience in relevant work in the Public Service or in the Private
Sector.
b) Bachelor's degree in any of the following disciplines: - Economics, Statistics, Project
Management, Monitoring & Evaluation or its equivalent qualification from a recognized
institution.
c) Be a member of a relevant professional body / institution; (iv) Proficiency in computer
applications;

12. SENIOR MONITORING AND EVALUATION OFFICER KeRRA GRADE 5


(1 POSITION)

(a) Job Description


Duties and responsibilities at this level will entail:-
a) Developing and reviewing monitoring, inspection and evaluation procedures;
b) Developing monitoring and impact indicators for the project success;
c) Monitoring and evaluating Road construction, rehabilitation & Maintenance Projects,
Authority's strategic plans and performance contracts;
d) Collating annual work plans, programmes and budgets for road planning and development
as well as realigning the plans to the budget;
e) Monitoring all project activities, expenditures and progress towards achieving the project
output;
f) Preparing reports on the findings and lessons learned from project innovations;

g) Monitoring the sustainability of the project's results and preparing reports on the findings
and lessons learned from project innovations;
h) Preparing reports quarterly, half-yearly and annual progress on all project activities to the
Board of Directors and Senior Management;
i) Preparing relevant reports for monthly & annual project reviews and site visits undertaken
in liaison with the Resident Engineer;
j) Preparation of terms of reference for monitoring and evaluation and facilitating
implementation of related recommendations;
k) Carrying out economic feasibility studies to determine project viability for future
investment;
I) Undertaking post project implementation appraisals of completed projects and Preparing
management reports thereof;
m) Conducting project economic and financial appraisals to determine risks and the economic
viability of road projects; and
n) Undertaking economic analysis of investments, programmes and projects and Preparing
development and investment plans thereof.

(b) Job Specifications


For appointment to this grade, an officer must have: -
a) a minimum of five (5) years' relevant work experience in the Public Service or in the
Private Sector;
b) Bachelor's Degree in any of the following disciplines: - Monitoring & Evaluation/ Project
Management/ Economics or its equivalent qualification from a recognized institution;
c) Professional Certificate in' Project Monitoring and Evaluation from a recognized
institution;
d) Professional Certificate in Project Management from a recognized institution.
e) Membership to a relevant professional body;
f) Project Implementation and Management course lasting not less than three (3) weeks from
a recognized institution;
g) Proficiency in computer applications;

13. SENIOR BUSINESS DEVELOPMENT OFFICER KeRRA, GRADE 5
(1 POSITION)
(a) Job Description

Duties and responsibilities at this level will entail:

a) implementation of policies, strategies, procedures and systems for identifying alternative


sources of revenue in the Authority;

b) Reviewing potential business proposals and making recommendations for investment;

c) facilitating negotiations for contracts for alternative revenue sources;

d) Coordinating the development and implementation of local and international resource


mobilization strategies;

e) facilitating the identification of funding based and fundraising partners;

f) Coordinating and leading income generation activities;

g) Coordinating the identification ofthe right business strategy mix for resource mobilization;

h) Coordinating the development of business and resource mobilization plans, strategies and
programmes; and

i) Conducting business market survey for the Authority.

(b) Job Specifications

For appointment to this grade a candidate must have: -

a) A minimum of five (5) years relevant work experience in the Public sector or in the Private
Sector.

b) Bachelor's Degree in any of the following disciplines: - Marketing, Accounting, Finance,


Business Administration or other relevant and equivalent qualification from a recognized
institution.

c) Membership in good standing of the Institute of Certified Public Accountants of Kenya


ICPAK) or any other recognized professional body.

d) Proficiency in computer applications.

e) Fulfilled the requirements of Chapter Six of the Constitution; and

(a) Job Description

Duties and responsibilities at this level entail: -

a) Supervising road works;


b) Preparing work programmes;
c) Utilizing allocated funds;
d) Assisting in weigh-bridge operations;
e) Ensuring compliance on set weight limits for axle load control;
f) Collecting data on road inventory;
g) Preparing tender documents; and
h) Carrying out annual traffic count.

(b) Job Specifications

For appointment to this grade, an officer must have:

a) Diploma from a recognized institution in the disciplines of Building and Civil


Engineering, Construction Management
b) Proficiency in computer applications
c) Minimum five (5) years working experience
d) Proficiency in computer applications
e) Fulfilling the requirements of Chapter Six of the Constitution
f) Demonstrated competence in work performance and results

15. ASSISTANT ROAD OFFICER KeRRA GRADE 8 - (30 POSITIONS)

(a) Job Description

This will be the entry and training grade for this cadre. An officer at this level will work under the
supervision of a senior officer.

a) Supervising all roads construction and maintenance works;


b) Preparing and maintaining site records and other road work records;
c) Preparing roadwork programmes in liaison with the supervisor;
d) Selecting and locating suitable materials for Road works;
e) Assisting in collecting data on road inventory;
f) Ensuring that all site records are prepared on time and submitted as required; and,
g) Advising on priorities for maintenance programmes.

(b) Job Specifications

For appointment to this grade, a candidate must have:

a) Diploma from a recognized institution in the disciplines of Building and Civil


Engineering, Construction Management,
b) Certificate in Supervisory Course,
c) Proficiency in computer applications
d) Fulfilling the requirements of Chapter Six of the Constitution

16. ENVIRONMENTALIST, KeRRA GRADE 6 - (1 POSITIONS)

(a) Job Description

Duties and responsibilities at this level will entail: -

a) Collating and analyzing environmental research findings;


b) implementing of environmental and social strategies and action plans that ensure
sustainable roads development;
c) implementing relevant environmental laws and regulations;
d) Coordinating Environmental Impact Studies of new projects;
e) monitoring, assessing, evaluating the impact of development activities on the
environment and advising on corrective measures where appropriate;
f) Collating, and analyzing environmental research findings;
g) tracking progress on environmental and social performance systems;
h) Providing support to project development initiatives in the Authority and ensuring
environmental and social development issues are addressed;

(a) Job Specifications

Duties and responsibilities at this level will entail assisting in: ~


a) Preparing payment documents in accordance with the laid down rules and regulations;

b) Data capturing into the financial management system;

c) Preparation of accounting schedules and registers;

d) Writing cheques where necessary;

e) Receipting of money due and payable to the Authority;

f) File all finance documents as per laid down procedures; and

g) Facilitate audits by retrieving the required documents and files.

(b) Person Specifications

For appointment to this grade, a candidate must have:

a) Accounting Technicians Diploma or its equivalent qualification from a recognized

institution;

b) A minimum of five (5) years' experience in relevant work in the Public Service or in the

Private Sector;

c) Proficiency in computer applications; and

d) Fulfilled the requirements of Chapter Six (6) of the Constitution.

37. TRANSPORT ASSISTANT ~KeRRA GRADE - 8 (1 POSITION)

a) Coordinating the renewal of general insurance covers for the motor vehicles;

b) Issuing and recording of vehicle work tickets;

c) Preparing and updating repair and maintenance schedules and logs for the Authority's

vehicles;

KeRRA - GRADE 8- 10 POSITIONS

(a) Job Specifications

Duties and responsibilities will entail assisting in:

a) Stock taking, reconciliation, preparation and maintenance of records;


b) Expediting pending orders and attending to any clarifications sought by bidders;
c) Managing of Supply Chain Records;
d) Issuing and recording notification of tenders, addenda, bid and performance bonds to
bidders while maintaining a soft and hard copy records of the same;
e) Participating in conducting periodic and annual stock taking.
f) Preparing LPOs/LSOs for dispatch to suppliers and
g) Selling/Issuing procurement and disposal tender documents to bidders; and
h) Issuing debriefing letters.
