This has reference to your bid regarding the procurement of 72 units of Solar Powered Chest
Freezer for BARMM under the FishCORAL Project of the MAFAR-BARMM.
One integral part of our duty as members of the Technical Working Group of the Special
Bids and Awards Committee (TWG-SBAC) for the MAFAR-BARMM is to see to it that all bid
documents submitted to us are in accordance with the mandate of RA 9184 and its IRR.
After careful evaluation of the bids for the above-mentioned project, your company’s bid
obtained the lowest calculated bid. As part of our post-qualification procedures, it is required
for us TWG members to verify and validate whether your company have passed all the
conditions and requirements as specified in the Bidding Documents. This was one of the
reasons why we asked your company for a zoom meeting last July 1, 2021.
During the zoom meeting, your company representative stated that your company is
currently under the process of installing a ventilation system in the Cotabato Regional and
Medical Center here in Cotabato City. However, upon reinspection of your bid documents,
the same project was not reflected in your statement of ongoing government and private
contracts. In this regard, we are requesting your office for an official explanation why the
same was not included in your statement of ongoing projects as well as the copies of the
notice of award, notice to proceed and other relevant documents in connection with the said
project.
