1.0 SCOPE OF WORK


The scope of work for Aluminium Busbar installations includes the following:
● Pre-mobilization of manpower, equipment and machinery
● Prepping of materials at laydown workshop
● Driving of lorry for materials to site
● Loading and unloading materials from vehicle (manual handling)
● Loading and unloading of materials by lorry crane
● Storage of materials and equipments
● Hoisting / lowering of material (copper plate) into position using chain block
● Bolt tensioning using hydraulic wrench torque
● Bolt torquing (manual) using torque wrench
● Working under adverse weather (rain, lighting, haze)
● Working after hours (overtime, after 5pm)
● Housekeeping

2.0 PURPOSE/ OBJECTIVE


The main objective of the Job Method Statement is to eliminate or minimize the risk of injury to
people, damage to property and harm to the environment and this applied to all projects.
The Job Method Statement will be included with Safe Work Procedure that will act as a Safety
tools/ documents for all site works in communicating to the workforce on the safety measures and
requirements to align to during their day to day activities on site.
The objective of the JMS is to ensure that the work methods carried out on site has been carefully
read through, risks were evaluated and controlled and most of all to ensure “NO HARM” to any
personnel, property or the environment.

5.0 SAFE WORK PROCEDURE


BASIC HSE MEASURES RELATED TO THE SPECIFIC WORK ACTIVITY WORK
PROCEDURES
FOR INSTALLING COPPER PLATE
5.1 Control Measures for Pre-Mobilization of Manpower, Tools and Equipment

● All work personnel must attend SAMYOUNG Safety Induction prior to work
● All work personnel are to be provided with full Personal Protection Equipment
● Prior to mobilization, all personnel assigned for the work shall be adequately trained for
performing work in green field
● In related to mobilization and required training, Safety Coordinator/ Supervisor must check
for compliance with project’s HSE plan and safe work procedure
● Drivers and operators must be certified and competent to carry out their job
● All workers should have valid work passes
● All plants and equipments to be pre-mob inspected and approved by SAMYOUNG HSE

● Ensure all materials/tools/equipment are properly secured to avoid rolling or falling object
causing of personnel injury / property damages
● Do not stack materials too high or exceed transport bed
● Trained & approved signal man shall guide all vehicles such as lorry, lorry/mobile crane,
and trailer etc. while moving inside the work site. The signal man shall be equipped with
whistle, red and green flag/light stick (night work). The driver for the mobile plant must wind
down the window for easy communication with the signal man.
● For a long vehicle additional signal man shall be provided.
● All Lifting gears shall be inspected 4 times a year (quarterly) and to be color tagged.

● Adhere to site speed limit.


● Signal man to stand at a safe distance of at least 3 m diagonally from the vehicle

5.2 Control Measures for Prepping of Copper Plate at Laydown Workshop Using Power
Tools ( Angle Grinder)
● Stay alert at all times. Never to use tool while under the influence of intoxication of any
substance
● Never wear loose clothes in order to avoid getting caught by moving parts
● Never overreach and keep proper footing and balance at all times while operating tool
● Always wear face shield, protective gloves and steel toe boots while grinding
● Always be at a safe distance from another worker while grinding
● Grinder to be fitted with proper guard to protect operator from broken fragments
● Never use cutting disc for grinding
● Conduct inspection on power tools 4 times a year (quarterly) and be sure each power tool is
tagged with the right color coding according to the project

5.3 Control Measures for Driving of Lorry for Materials Transportation to Site
● Ensure that all equipment and materials are secured properly and keep within vehicle
parameters
● Adhere to speed limit of 20km/h or below and follow site rules and regulations
● Provide signal man to guide the transporting vehicle into site
● Ensure lorry crane materials are stacked within vehicle bed perimeters and secured
● Signal man to assist operator/driver at all times when mobilizing to site
● Secured load by lashing using ratchet and additional lashing or ratchet is required
depending on how big the load is to ensure that the load is securely tight
● Provide signal man to guide the transporting vehicle/lorry crane into site and to provide
additional signal man when required for congested tight spot area
● Drivers should lower down their vehicle window for better view and communication with the
signal man positioning front and back side of the vehicle

5.4 Control Measures For Loading/Unloading of Materials from Vehicles (Manual


Handling)

● Educate workers on load splitting and making multiple trips to finish the task
● Ensure sufficient manpower is planned and deployed for job
● For manual lifting, assess the weight load before lifting. Workers should not exceed to his
physical limitation (20Kg to 25kg load) and must wear appropriate hand glove and PPE
● Use of mechanical aids to move where it is practicable such as forklift or lorry crane
● To provide more manpower for frequent work rotation
● All workers are advised to adopt proper manual handling posture at all times

5.5 Control Measures For Loading/Unloading of Materials Using of Lorry Crane

● Lifting crew involved in the operation shall undergo and complete SAMYOUNG in house
safe lifting & rigging training.
● Ensure sufficient manpower is planned and deployed for job.
● The lifting operation shall be suspended during heavy wind conditions. No lifting operation
shall be carried out during lightning alert
● The riggers should not stand under the load while the load is still elevated, they should
attach the tagline to control the load and lower it to the ground. The position of the hand
should not be in between the load or in the line of fire to prevent pinch point or injuries
● The lorry crane being used for the operation shall be adequately maintained as per the
project’s maintenance regime plan. Lifting gears and accessories shall be colour coded as
per project’s colour coding
● Communications between the lorry crane operator and riggers needs to be clear at all times

● The load to be lifted shall be checked for any loose objects to ensure no objections which
prevent a clean lift from the transport
● Tag line to be attached to the base of the object before the lifting operation starts
● Lorry crane is to be driven out from the site once the lifting operation has ended

5.6 Control Measures for Storage of Materials/Equipments

● All tools will be stored at our temporary storage, an iron cabinet which bares the company’s
name
● Storage should have proper access with adequate lighting for workers to walk safely.
Housekeeping should be maintained at all times in the temporary storage area to prevent
slipping and tripping hazards

5.7 Control measures for Hoisting of Material (Copper Plate) into Position Using Chain
Block

● Chain block is to be inspected prior to use. Be sure chain block isn’t kinked, twisted or
damaged
● The load must not be over the capacity of the chain block
● Proper maintenance and storage is parallel. Never expose block to rain and excessive
humidity. Be sure chain block is color tagged according to the project’s maintenance regime
● Workers wear gloves while operating chain blocks to avoid pinch points and never stand
under a raised load
● Never leave a raised load unattended

5.8 Control Measures for Bolt Tensioning using Hydraulic Wrench Torque

● Operators need to be a trained personnel


● Examine the equipment before use to ensure all parts are firmly secured
● Operators and team needs to wear safety google to avoid flying particles getting to eyes
● Do not use damaged or worn out socket drives. Always secure the socket to the square
drive to prevent the socket from slipping off
● Use the right sized socket (S-wrench) or W-wrench on the nut
● Torque must be properly positioned manually to make sure the reaction force is safely
transmitted
● Avoid tilting the wrench
● Hold equipment firmly on the middle handle

5.9 Control Measures for Bolt Torquing (Manual)

● Always wear safety goggles/safety glasses when using a torque wrench or any other hand
tool
● Wrench needs to be inspected for cracked/worn out sockets and lubricate tool to avoid
crack

● Never use handle extension unless the wrench manufacturer allows such modification
● Never drop wrench to avoid loss of calibration. Equip wrench with lanyard
● Never expose wrench to extreme humidity, heat or any corrosive environment
● Wrench to be inspected and calibrated regularly

5.10 Control Measures For General Housekeeping

● All tools and materials are to be kept in proper storage area with proper signage
● Cables are to be elevated 2m above grounds and work area are to be maintained with good
cable management
● All access route or passageway are to be clear of any materials at all times as to prevent
any obstruction during course of emergency
● To spray water before cleaning on area to prevent from any flying dust or particles
● Workers are to be provided with proper dust mask to prevent from direct inhalations of
particles
● All materials are to be properly stacked and secured to prevent any toppling

5.11 Control Measures for Working in Adverse Weather Condition

● Educate workers to drink sufficient quantities of water while working on hot weather to avoid
dehydration. Ensure water supplies are sufficient by providing the water containers near the
working place.
● Workers should have enough breaks (Lunch and Coffee).
● In case of haze condition, notify workers to stop and rest if PSI reading is in hazardous limit
● Workers exposed to haze conditions should be verified according to the PSI reading,
outdoor activities involving strenuous activity should be minimized or avoid during 100 –
200 PSI readings
● Between 200 – 300 PSI, all outdoor activities should be stopped and check on worker
health
● Particulate respirators (N95) should be provided to protect workers from exposed haze
conditions
● In case of raining and lightning alert, the workforce should be evacuated to the rain and
lightning protected shelter and wait for further instruction. All works at open area are to
stopped at once

5.12 Control Measures for After Hours Work (overtime after 5pm)

● A permit to work (PTW) request form needs to be filled and submitted to Samyoung HSE
department before 4pm
● There is to be enough or sufficient manpower provided during night works so as to have
more regular work rotations
● All workers are to be advice to have an adequate resting time and proper meals before
work start

● Management is to control working hours on site so as to ensure that all personnel have not
worked excessive hours.
● Supervisors are to give direct supervision during night work and to monitor workers
behavior for any signs of fatigue or overworked which may lead to any incident or accident
at workplace
● Ensure that all work area and access are provided with adequate lighting to have better
visibility on site

6.0 ROLES & RESPONSIBILITIES OF KEY PERSONNEL ON EXECUTING THE

6.6 Machinery Operators

7.0 COMMUNICATION/ TRANSPORTATION/ STORAGE FACILITIES


7.1 Communication
Site key personnel will communicate using walkie talkie or grid phones. Walkie Talkie will be used
between signal man, crane operator and lifting supervisor when blind spot occurs

7.2 Transportation
Construction equipment and materials will be transported into the project site using necessary.
Trailer beds or lorry cranes. Materials transported shall be adequately secured during vehicle
movement

7.3 Storage Facilities


Construction equipment and materials will be stored in AMIN SYSTEM designated storage yard
and shall not obstruct any emergency access or equipment and shall not interfere with
neighbouring owners.

8.0 PPE COMPLIANCE


All mandatory PPE in compliance must adhere to.
PPE such as:
1. Safety Helmets with chin straps
2. Safety Glass
3. Safety Boots
4. High visibility vest;Must be worn throughout the duration of project
Additional PPE such as:
a) Suitable working gloves- must be worn by lifting crew or fitters when handling materials,
tools, equipment
b) Ear Plugs/ Muffs – to be worn by fitters during cutting, grinding.
c) Respirators with cartridges – to be worn by fitters during cutting, grinding.
d) Face Shield – Must be worn by fitters during cutting & grinding works
e) Rubber Gloves – to be worn during handling of adhesives
