II. BACKGROUND/RATIONALE

One of the primary goals of each member of the National Commission on


Indigenous Peoples is to care and protect the rights and well-being of the IP’s
with regards to their ancestral domains, self-governance, empowerment and
human rights. Programs are also implemented to enhance awareness and to
improve interaction with other stakeholders.

Kalinga Alay sa mga Katutubo Program helps to stretch forth the goals of
NCIP for the Indigenous People. It delivers the basic services to our IP brethren’s
community, mainly those living in the hinterlands and areas identified as Peace
and Development Zone (PDZ) and Geographically Isolated and Disadvantaged
Area (GIDA).

In addition, the program allows opportunity for IP’s to be imparted with


knowledge concerning health and safety protocols executed in this time of
pandemic.

III. OBJECTIVES

General Objectives:

The Kalinga Alay sa mga Katutubo Program aims to reach and fulfill the
basic needs of the IP’s that are far from the urban areas and unable to
provide their necessities. There are selected barangays of CARAGA that are
considered as part of Indigenous Cultural Community (ICC) to conduct the
program. NCIP members together with the partner agencies will conduct the
program. This activity will remind the IP’s of the area on what are the
important matters to be considered in this time of Covid-19 pandemic.

Specific Objectives:

1. To conduct legal consultation and IEC on relevant laws;

2. To conduct dental services to the Indigenous people;

3. To perform medical services;

4. To distribute school supplies and hygiene kits to the children;

5. To register IP’s to the Local Civil Registrar (LCR) Services;

6. To register IP’s to the Commission on Election (COMELEC)


Services;

7. To consult them with the NCIP Regional Director;

8. To conduct Operation Tuli for the uncircumcised;

9. To conduct free haircut;

10. To introduce them to the Department of Agriculture (DA) Services;

11. To introduce them to the Department of Environment and Natural


Resources (DENR) Services;

12. To distribute blankets to the elders.

IV. METHODOLOGY

The Kalinga Alay sa mga Katutubo Program for the selected Indigenous
Cultural Community (ICC) of CARAGA is a one day activity which is set to be
implemented on xxx

The NCIP members as well as the partner agencies in participation of the


activity will bring the necessary materials for the operation of services and
distribution of goods.

The Partner Agencies in participation of the Kalinga Alay sa mga Katutubo


Program are the following:

Barangay Health Workers;
 Local Civil Registrar (LCR);
 Commission on Election (COMELEC);
 Philippine Coconut Authority (PCA);
 Department of Agriculture (DA);
 Department of Environment and Natural Resources (DENR);
 Technical Education and Skills Development Authority (TESDA);
 Department of Social Welfare and Development (DSWD);
 Department of Education (DepEd);
 Population Commission (PopCom);
 PhilHealth;
 Land Transportation Office (LTO);
 San Roque Mining, Inc. (SRMI);
 Agata Mining Ventures Inc. (AMVI);
 Barangay, Municipal, Provincial Local Government Units; Philippine
National Police (PNP) San Francisco Municipal Police Station, Provincial
Police Office led by PMAJ Jennifer Omiter and Provincial Legal Officer Atty.
Maribel Caerlang, and PNP Special Action Force (SAF) and;
 Armed Forces of the Philippines (AFP) 29th Infantry Battalion led by LTC
