1. Introduction (Overview of the operation/works)

Under the Contract, it is necessary to carry out the abandonment of existing subway, construction of
Underpass S3 & Retaining Wall RW S4 & S9 etc to form the future CKR routing and Kai Fuk Road.
Basically, several major TTA schemes would be developed for different stages of road diversion at
Kai Fuk Road to facilitate the construction activities. The major schemes are listed below and
attached in Appendix C.

 Pre-Stage: Advance works (i.e. UUs diversion, proposed temporary bus stop layby and footway
& carriageway) would be carried out under this stage. No road diversion would be required.
[Works completed on 21 Aug 2021]
 Stage 1: The slow lane of Kai Fuk Road Westbound would be shifted southern side, based on
the permanent kerb line of footpath, tentatively scheduled at Q3 2021. HyD, AMMJV & APYJV
pointed out that there was no room to shift the road beyond the alignment of permanent kerb
line due to the land lot boundary constraint. [TTA Modified Stage 1 implemented on 22 Aug
2021]
 Stage 2: The mid & fast lanes of Kai Fuk Road Westbound would be shifted southern side to
match the re-aligned slow lane, tentatively scheduled at Q1 2022.
 Stage 3: All lanes of Kai Fuk Road Eastbound from outside KITEC to outside SINOPEC gas
filling station would be shifted southern side, tentatively scheduled at Q3 2022.
 Stage 4: Re-aligned carriageway of Kai Fuk Road Eastbound would be shifted back to approx.
original position, tentatively scheduled at Q1 2023. However, the number of traffic lane would
be reduced from 3 to 2 lanes under construction stage before road opening of CKR.
 Stage 5: Re-aligned mid & fast lanes of Kai Fuk Road Westbound would be shifted northern
side. And the remaining slow lane would be proposed to link to the newly constructed S1/S9
vehicular bridge for road users to Kowloon Bay area before road opening of CKR.

This method statement is to present the construction scheme facilitating the above-mentioned TTA
Stage 2 implementation The endorsed TTA Scheme, by TMLG members, for TTA Pre-stage
facilitating Stage 2 (i.e. TTA Stage 1.1, 1.2 & 1.3) and TTA Stage 2 are provided in Appendix D & E
respectively.

they are in good working condition and comply with the current regulations.

6. Construction Methods / Construction Sequence

1 Preparation Works
1.1 Existing underground utilities should be checked by reviewing the latest drawings
from all related utility companies.
1.2 Utilities detection and trial pit / trench would be conducted to identify actual location
of existing utilities on-site before commencement of road & drainage works to ensure
protection and temporary support are provided to all existing underground facilities if
necessary.
1.3 Permit to Dig system shall be implemented for working near existing underground
utilities.

3 Construction Sequence for Road & Drainage Works


The area under the above-mentioned sections would be formed the future temporary
carriageway under Stage 2 Road Diversion at Kai Fuk Road. The following paragraph would
point out the works would be constructed.

3.1 The general sequences for drainage work are listed below.
a) To break and remove the existing hard pavement;
b) To excavate the trench to formation level;
c) To lay drain pipe (ie. Precast concrete pipe) with min.900mm cover at
carriageway;
d) To construction the manhole / gully;
e) To coordinate with DSD for inspection before backfilling;
f) To construct water / air test of pipeline;
g) To carry out the backfilling with suitable material and conduct SRT at 300mm
of each layer up to sub-base level;
h) To backfill with sub-base and conduct a layer of SRT;
i) To construct the asphalt pavement for carriageway area.

3.2 The general sequences for backfilling works are listed below. The details of
backfilling at each area are indicated in Appendix G
a) To carry out the backfilling with (i) suitable general fill material and conduct SRT
at 300mm of each layer up to sub-base level or (ii) coarse fill material and
conduct suitable compaction method (refer to Appendix H for catalogue of
vibration roller);
b) To backfill with sub-base and conduct a layer of SRT;
c) To construct the asphalt pavement for carriageway area. (refer to CSF No.
HY/2018/02/CSF/CS/000451 for details of asphalt pavement method)

7. Dealing with Underground Utilities (where applicable)

Risk Assessment attached in Appendix A has been prepared for all general activities. Specific
safety procedures and precautions have been developed for all site operatives to follow. The
Construction Team Leader together with the RSO, will over the implementation and make
adjustment accordingly to the actual site operations, in order to ensure a safe and amicable
working environment is maintained.

General Site Safety

With reference to the Project Safety Plan, the following items need to be instituted through the course
of the works described within this method statement.

1 Site Specific Safety Induction Training Course


All workers will attend the Site Specific Safety Induction Course conducted by the Safety
Officer. The Safety Officer will explain all necessary health and safety requirements and the
use of PPE (Personal Protective Equipment). Emphasis will be placed on site specific safety
hazards and risk management.

2 Pre-Task Meeting and Pre-Work Risk Assessment


A Pre-task meeting will be arranged before commencement of the works among
representatives of sub-contractors. Site Agent / Site engineer will brief the nature of works, the
safety aspects and the requirements laid down in the Project Safety Plan. The Site Agent in
charge of the work shall explain the system of work to his supervisors and workers.
Furthermore, the pre-work risk assessment will also be carried out before the commencement
of work on a daily basis. This will primarily provide a daily check and monitor for any changes
or deviation to the original assumption during the initial risk assessment analysis.

3 Site Specific Safety Issues


The construction works is considered to be executed at a distance away from the live traffic or
pedestrian routes. Safety hazards are summarized in Appendix A. Specific safety measures
required for the proposed underpinning and relocation works are presented in the Risk
Assessment in Appendix A .

3.1 Safety during the Works


The potential hazards associated with the loading and unloading of heavy steel
sections and the installation of 4 main UC members are identified as being the main
risk in the proposed works. The use of appropriate lifting gear and temporary barriers
will be used to fence off the works area to demarcate the potential hazard zone. The
access to the works zone will be prohibited to unauthorized person and only trained
workers will be allowed for access.

3.2 Method Statement and Work Procedure Training


Before the commencement of the works, the Site Agent/Engineer/Foreman in
charge will provide specific method statements and work procedures training on the
safe work method and safety precautions to be implemented to the supervisors and
workers involved in the works.

3.3 Risk Assessment


All the potential hazards, consequences and mitigations will be analysed in the
risk assessment attached in the Appendix A.

All plant shall have valid test certificates and equipped with all safety accessories. Critical parts
inspection or special plant inspection shall be conducted by a competent person before
commencement of works. Relevant statutory forms shall be kept available and updated at all
times.

2 Lifting Appliances
All lifting appliances shall have valid test certificates and equipped with all safety accessories.
Critical parts inspection or Special plant inspections shall be conducted by a competent person
before commencement of works. Relevant statutory forms shall be kept available and updated
at all times. The lifting appliances shall conform to the current coding system.

3 Person Protective Equipment


Construction Manager shall ensure that all workforces were issued with basic personal
protective equipment (e.g. safety helmet, safety boots and reflective vest) and other personal
protective equipment which is suitable to specific task. Sufficient stocks shall be kept available
and record of issuing shall be maintained. All site staff and visitor must equip the mandatory
personal equipment such as safety helmet, safety shoes and reflective vest.

4 Permit System
Use Permit-to-Work system for excavation near existing utilities; Use Permit-to-Operate
system for crane; Use Hot Work Permit system for welding and frame cutting work.

5 Bad Weather
Works shall cease off during periods of bad weather, e.g. during heavy rain.

6 Electrical System
All temporary electrical systems shall be installed, regularly inspected and maintained by
Registered Electrical Worker.

7 Mechanical System
All lifting appliances and lifting gears shall be tested and examined by Registered Professional
Engineer and issued with valid test certificates. Pre-use inspection shall be conducted for lifting
appliances by operator and lifting gears by qualified riggers to assure they are in good working
condition. Adequate guard shall be provided for moving and dangerous parts of mechanical
equipment.

8 Hand and Power Tools


Proper tool box/ bag shall be provided for keeping hand tools. Inspect hand tools in good
condition before use. Powered tools shall be inspected by qualified fitter, electric tools shall be
inspected by appointed registered electrical worker and affixed with inspection tag before use.
All powered and electric shall be provided with safety guard and maintained in accordance with
manufacturer’s recommendations.

9 Access and Egress


Proper tool box/ bag shall be provided for keeping hand tools. Inspect hand tools in good
condition before use. Powered tools shall be inspected by qualified fitter, electric tools shall be
inspected by appointed registered electrical worker and affixed with inspection tag before use.

All powered and electric shall be provided with safety guard and maintained in accordance with
manufacturer’s recommendations.

10 Fire and Explosion


Storage area of timber materials shall be provided with suitable fire extinguisher or water point.
Chemical substances shall be stored at designated location away from heat source or naked
flame in drip tray.

11 Stacking and Storage


Materials shall be stored in even and firm surface and do not obstruct accesses. Prefabricated
wall mould shall be fixed by tie wires in position if store vertically. The maximum height of
storing material is 1.8m.

12 Housekeeping and Good Order


Maintain good housekeeping in work location. Review and remove unused material/ equipment
at suitable interval.

13 Chemicals
All chemical containers shall be affixed with correct chemical labels. Safety data sheet of
relevant chemical substances shall be collected from suppliers and provide training to
concerned parties accordingly. Adequate stock of personal protective equipment for use of
chemical shall be maintained.

14 Lifting
Fence off lifting zone and provide lookout person during work. Check lifting eyes of concrete
blocks in good condition before lifting. Appoint qualified signalman to direct lifting operation
and adopt correct rigging method.

15 Underground Utilities
Trial trenches and trial pits shall be excavated prior to commencement of driving works. Up-to-
date utilities record plans shall be issued to supervisor on site, and briefings shall be carried
out to inform workers about utilities features that are located in the proximity of the piling works.
Workers shall also be trained on the procedures to be taken if utilities features are encountered
during their works.

16 Trial pits / Trenches


Trial pits and trenches excavated for identifications of underground utilities/ obstructions shall
be properly fenced off, with proper access into and out of the excavated area and temporary
lateral supports as necessary.

9. Environmental (Environmental aspect & impact identification as well as mitigation measures)

All plants will be maintained regularly to ensure the plants are in good condition, such that the noise
emission levels will be maintained at the specified levels.

The following environmental measures will be implemented in the aspect of noise control, dust
control, waste and construction refuse, water pollution during the proposed underpinning and

relocation work. The following environmental mitigation measures, those stated in Particular
Specification and relevant management plans/proposal will also be incorporated and must be
adhered to.

1 Noise Control
The major source of noise impact will be the use of excavator. In case if the noise level
goes beyond the acceptable level, canvas will be used to enclose the mast of the machine
to mitigate the noise impact the outside. If necessary, moveable noise panels will be used
to further mitigation the noise impact.

The following measures will also be implemented to minimize the potential disturbance to
the community:

• It is envisaged that the working hours for the proposed works will be from 07:00 to 19:00,
except Sundays, Public holidays and those non-working days instructed by the Engineer,
unless otherwise allowed by the Construction Noise Permit granted in the future.
• As far as possible, the number of heavy plant and/or equipment and/or vehicles in the site
area will be kept low to minimize excessive noise.
• In order to minimize noise from machinery and/or plant on site, only well maintained plant
will be allowed to operate on site; and such plant will be serviced regularly during the works.

2 Dust Control
Major are quality impacts will come from the xxx from the construction plants. Therefore,
the excavator will be enclosed by canvas during the work and all plants will be maintained
regularly to ensure the plants are in good condition, such that the exhaust emission will not
be exceeded.
• It is anticipated that the proposed works will involve small quantities of earthwork. The
temporary stockpile will be covered with tarpaulin sheeting. Sprayed water will be used to
supress dust if necessary.
• In order to provide the dust suppression measures during the mixing of cement grout a
temporary cover will be provided to enclose the grout mixer.
• Speed of vehicles on site will be controlled at 10km/h.

3 Waste / Construction Refuse


Construction refuse will be collected on a regular basis. Construction debris will be taken away
by grab lorries to a designated dumping site stated in the Waste Management section of the
Environmental Management Plan (EMP). The construction and demolition waste will be
disposed offsite under the trip tickets system and prescribed site procedures according to
EMP will be strictly followed. Construction waste will require proper sorting before leaving the
construction site.

10. Quality Control (Inspection and Test Plan including hold points)

Refer to Appendix B for Inspection and Test Plan.

To ensure the attainment of the required standard of works, the methods of working and the required
works standards / acceptance criteria are defined in the method statement, inspection & test plans,
and are communicated to relevant staff and workers carrying out the works. Day to day routine
inspections of the works will be carried out by the Construction Team Leader, Site Engineers and
Foreman as appropriate, to ensure that all works are performed following the requirements of these
documents.

Specific quality checks shall be carried out in accordance with the approved Inspection & Test Plan
with “Hold Points” at critical elements for confirmation of compliance before proceeding further.

Request for Inspection and Survey Check (RISC) shall be issued to the RSS following inspection of
the works by the APYJV’s project team. The Inspection & Test Plan for the works (Appendix B) will
identify all Hold Points and Witness Points.

Following the Inspection & Test carried out, inspection and / or test records are to be prepared to
indicate whether the specified requirements have been met. Records of Inspection and testing will be
maintained and kept available for inspection and final handover as appropriate.

12. Emergency Communication Procedure

The Emergency Communication Procedure will follow the prescribed workflow procedure as attached.

13. Stakeholders Engagement (If Applicable)

It is the prime concern of both the AMMJV and the Contractor to coordinate and manage the
stakeholders properly to minimize disturbance and nuisance to them as well as to avoid any
unnecessary complaints from them. This will include the deployment of a senior management staff
to be responsible for handling public relation matters and also to include in the mandatory briefing
to all members of the Contractor's staff and all of its subcontractors the issues of fostering and
maintaining good relationship with the stakeholders.

Under the Contract, the contractor is required to coordinate the Works with that of Designated
Contractors and Interfacing Contractors and other concerned parties. The Contractor will take
all reasonable steps to ensure that the execution of the Works is properly coordinated and
integrated with the works of the Designated and Interfacing Contractors. Apart from the Designated
Contractors and Interfacing Contractors, there are also other parties with which the Contractor
is required to liaise. A tentative list of these parties is attached below.

in minimizing any environmental impacts and nuisances to commuters using public transportation,
residents nearby and any other stakeholders identified.

At the time of writing, no specific Stakeholder Engagement including pedestrian and resident has
been identified for the proposed TAM grouting works. Nonetheless, adaptation of the works or
specific precaution measure may be implemented during the course of the works, should any
complaints or remarks be raised by stakeholders.
