Rationale

The majority of drug users develop substance abuse in their youth. According to the Dangerous
Drugs Board, almost half of the substance addiction cases reportedly start from 15 to 19 years of
age in the Philippines alone.

Access to prescription medications at home and illegal drugs on the street has become an entry
point to certain people's habits. In fact, according to the U.S. Department of Health and Human
Services, about 50 percent of all adolescents are experimenting with drugs at least once in their
lives because of easy access to substances.

Some teenagers may end up trying various drugs out of curiosity, peer pressure, mental health
issues, social alienation, permissive parenting, and the lack of strict interventions and support
services designed to help young people stay clean.

As a result, they could end up becoming addicted later in life. Therefore, it is critical for parents,
the school, and the community to identify the warning signs and intervene early to prevent
substance abuse from being addictive.

Cannabis or what is mostly known as marijuana is a type of drug which is used for medical and
recreational purposes. However if in the wrong hands, and if used abusively and wrongly, this
can cause harm and addiction to people. It has mind-altering compounds that affect people’s
brains and bodies. Other harmful drugs that came from cannabis such as weed, pot, or even
cocaine can also lead to harmful events. Harmful drugs can make people have hallucinations and
lost control of their body and mind. Drugs have been the enemy of many countries including the
Philippines. Since 2016, the war on drugs had been going on in the Philippines with the purpose
of eliminating drug users. This program led to the death of over 12,000 Filipinos who are mostly
poor. The program aims to decrease the number of drug users and drug addicts in the country.
However, the method of the campaign led to unlawful killing which harms human rights.
Falsifying of evidence to justify the unlawful killing increases which caught the attention of the
public and cause an uproar. However, despite the cries and calls of the public for an
investigation, the president still continues the campaign. The government wants to eliminate drug
addicts and users but fails to do the first step which is education. With the same purpose and goal
but different methods, the proponents decided on a campaign that will happen amidst the
pandemic. Most youths are drawn to this kind of path because of various reasons such as
problems, the influence of others, or even poverty. People are drawn easily because of a lack of
education and awareness about the topic. People are not are enough of the consequences and do
not have much information about the drugs. Hence, the proponents want to take the step and
educate the youths as a way to prevent an increase or more cases of drug users and addicts. This
project proposal aims to educate youths, particularly the high school and college students in Abra
and Ilocos Sur on how to develop the awareness, attitude, and knowledge to appreciate life and
live healthily. The proponents aim to prevent drug abuse before it even starts through an online
drug information campaign. The campaign will take place in google meet with a limit of 20
participants on the session to ensure that everyone will be given attention. This program will be
made that will cover various topics regarding drugs that will help the participants be open-
minded and aware of the possibilities and danger that it will cause as well as how they can
prevent taking the wrong path.

In year 2020, COVID-19 started to spread widely all over the world. According to David
Sparkman of EHS Today, the cases of drug abuse rise because of Corona Virus. In present, we
are in the midst of a pandemic within a pandemic.

This pandemic hinders Abra and Ilocos Sur’s institutions and organizations to continuously
campaign and work toward a drug-free province. Therefore, this proposal was design to
formulate a strategy on how we can spread awareness against drug abuse within a pandemic.

Methodology

This chapter lays out the plans, participants, and resources that we will use to organize
the campaign.

This proposal aims to make young people conscious of the effects of the usage of drugs.
Our main participants will be Junior high school, Senior high school, and College students in
Abra and Ilocos Sur. To carry out this program, we will carry out knowledge into what leads
young people to use drugs and on the solutions so we may provide guidance. After that, we're
going to outline how we will run the initiative properly. Before starting the program, the
participants are required to answer a survey via google forms to test if they have knowledge
about our topic. This campaign is to be carried out by means of a google meeting with the
duration of 1 hour and 30 minutes, once all has been resolved, we will again require the
participants to answer a survey via google forms to check if they learned on our program.

We're trying to reach the Barangay Office or the Police Station to help us share the details
regarding this online campaign that we're going to do. We're even going to try to ask one of the
officers to be our guest speaker if they approve.

Description of the Project

The goal of the Online Drug Information Campaign is to educate and enable Filipinos
youth to reject illicit drugs. This goal includes preventing drug use and encouraging occasional
users to discontinue use. The Anti Drug Abuse Campaign Project is an educational and a
rehabilitation project targeting youth involved with drugs, children recovering from forced drug
use, and youth whose efforts in research and outreach help to make a difference in their life.

Objectives

The objectives of the Online Drug Information Campaign is to educate youth to stop
using illicit drugs by enhancing their awareness and understanding of the harmful social and
health effects of illicit drug use; and to develop and implement community-based interventions
and initiatives to prevent illicit drug use
Project Implementation

This chapter lay outs the procedure on how the group members is going to conduct the
campaign through webinar. Whereas the group members will have a major role in their program.
Each of them has certain areas in which they’ll engage and manage. They will administer a
survey in which they’ll have a background check on the participants if they have knowledge or
experience on drugs. The group members will supervise this program when the teacher approves
this proposal. They are going to find for a free time where all of the members can join and also
for the participants to be able to attend the said program or webinar. The group members will use
google meet for the webinar and needs 20 participants, and they are going to have supervision
from an officer of the Philippine National Police who has enough knowledge about our topic (if
we can invite a police officer). To see if the participants are active, the group members are going
to ask the participants some questions from the topics that they tackled. And they are going to
evaluate each participant via google forms to check if they learned something from their
webinar.

Monitoring and Evaluation

Monitoring and evaluation is an essential part of the program. As a vital piece of strategic
planning, this aspect should be in implemented as of the beginning of the project.

The Monitoring and evaluation should state the procedures that are needed, accurately
defined goal of the program, well-outlined flow of activities, collaborations that should be met to
achieve desired results, and assessment of the efficacy of the program and utilization of resource
and information that is gained.

Monitoring aspects should be done before the said activity to assess their knowledge with
the use of checklist of topics they have knowledge on. Then the program should push through
with the introduction of resource speakers and defining the said goal of the program.

Evaluations should be conducted at the end to evaluate the said goals and topics are
understood also to evaluate the activity about the presented knowledge are informative and
applicable in their own self. It is also an evaluation of the members’ performance, clarity of the
information given, and recommendations for improvement of the said program. This will
indicate the effectiveness of the said program.

Expected Outputs

The expected outputs of the webinar were:

1. Identify the biological, environmental, behavioral, and social causes and consequences
of drug use and addiction
2. Understand the factors influencing drug use
3. Develop strategies to prevent drug use and its consequences
4. Gain knowledge on how to influence others on preventing drug use
