1 GENERAL

1.1 SCOPE OF SPECIFICATIONS

This specification specifies the requirements and provides recommendations for the design and
application of Passive Fireproofing to steel support structures, equipment saddles and skirts.
Requirements for fireproofing of cable trays are treated under a separate specification.

This specification describes fireproofing requirements for a minimum of three hours* of protection
time against a hydrocarbon-type fire. It is assumed that after this period, structures can be cooled
by water, or plant operating staff shall have been evacuated. In special cases where this is not
likely to occur, increasing the fire resistance to a longer duration shall be considered. Where
effective water cooling is not feasible (e.g. due to the configuration of the structure), the required
duration of the fire resistance shall depend on the estimated time to burn-out or extinguishment
as determined from a fire safety assessment for the particular plant or unit. The hydrocarbon
fire is defined in UL 1709.

This specification defines the minimum requirements and fundamental guidelines only. It does not
relieve the CONTRACTOR of his responsibility to deliver the project in compliance with
COMPANY’s expectations and the requirements of the EPC.

The EPC Contractor shall develop detailed project specific procedures / specifications, to suit the
requirements of EPC, for COMPANY’s Review and Approval.

Requirements that are not explicitly stated in the specification, but essential for successful
execution of the EPC of the project, shall be deemed to be inclusive within the roles &
responsibilities and scope of the EPC Contractor.

Further, the EPC Contractor shall perform all works in accordance with good engineering
practices.

1.2 Definitions

The following definitions shall apply to this specification.

LIQUID POOL FIRE The ignition of a liquid pool formed by the accidental leakage of
hydrocarbon products. Liquid pools can be formed by all hydrocarbon
products containing pentane (C5) and heavier components, but also by
butanes/ butenes (C4) at sub-zero ambient temperature. Additionally,
also propane (C3) and lighter refrigerated/cryogenic liquefied gases
may form liquid pools in case of accidental release while they are
handled at or near their atmospheric boiling points, say at a vapor
pressure below 1 bar (g). In particular, this may be the case during a
prolonged release when the vaporization rate caused by heat pick-up
from the surroundings does not match the rate of release. For the
above categories the possibility of pool fires has therefore to be taken
into account.
LIQUID (OR The ignition of an aerosol liquid jet (or vapor jet) caused by the

FIRES
POTENTIAL Any point in a plant or installation where accidental leakage of

2 APPLICABLE STANDARDS AND PUBLICATIONS


All work shall comply with the applicable standards and publications listed in this section. If an
applicable standard or publication is revised and re-issued during the execution of this Contract,
the EPC Contractor shall bring this to the attention of the COMPANY. COMPANY will determine
which revision shall apply.

2.1 Order of Precedence

Mandatory Egyptian rules, laws, regulations and standards shall take precedence over all other
applicable codes, standards and project specifications.

Licensor specifications and standards are included within Licensor Process Book and have not
been listed in a separate section of this document. EPC Contractor shall liaise with Licensor
through Company for any additional specification and standard required. Licensor standards shall
only take precedence over engineering standards where they are more stringent or are required
by the Licensor for meeting performance guarantees. Where such conflicts in standards exist,
EPC Contractor shall advise COMPANY and COMPANY shall determine which standard to follow
(at no extra cost to COMPANY).

The order of precedence for all applicable codes, standards, government acts and local authority
regulations is as shown below. EPC Contractor shall ensure adherence to this order of
precedence.

In any areas of conflict, the following order of precedence shall apply:

3 FIREPROOFING ( PASSIVE)

3.1 Fireproofing Zones

Only structures located within a Fireproofing Zone (FPZ) shall be fireproofed, except in the
case of specific equipment supporting structures as described in Section 3 . 2 . An FPZ shall
only be applied to a plant or system with a maximum operating inventory of more than 5
metric tons of flammable product.

In this context, a “system” is the smallest volume of piping and equipment (including vessels)
that can be “blocked in” in the event of a fire. These zones shall be identified early in the
detailed engineering phase of the Project by CONTRACTOR.

The fire scenario / fire proofing envelope for liquid pool fires and torch / jet fires shall be as per
Fire Proofing section in Design General Specification - HSE (Doc.no: 5158-00-SR-SPC-0001)

3.2 Structures supporting Equipment

Steel structures located within an FPZ shall be fireproofed when the supported equipment
contains a total of more than 2 metric tons of flammable product, has a total mass
(including contents) of more than 10 metric tons, contains toxic material or when sudden
failure is likely to cause danger to personnel or may lead to consequences beyond the property
limit, including environmental damage (see Figure 2).

Elevated Steel Structures located within an FPZ shall be fireproofed according to API
2218. Steel structures within an FPZ supporting air coolers shall be fireproofed according to
API 2218.

Columns, beams, and any members within FPZ designed for the purpose of reducing the
effective buckling length of the columns shall be fireproofed.

Stairways, walkways, and platforms designed mainly for live loads and top surfaces of beams
supporting floor plates, gratings, or equipment are normally not fireproofed.

See Figure 2 for a decision flow chart for fireproofing of structures supporting equipment.

3.3 Piperacks and Steel Pipe supports

Individual pipe supports and steel structures/ piperacks supporting overhead piping located in
an FPZ shall be fireproofed if one or more of the following apply:
a. The pipe is a flare line or an emergency depressurizing vent line.
b. The pipe contains toxic material.
c. The pipe is connected to equipment which would be severely damaged by additional
nozzle loading in the event of loss of pipe support.
d. The pipe runs beneath an air cooler whose steel support structure is fireproofed
(including horizontal members).

e. The pipe carries fire-fighting water and/or other utilities which would reduce the fire-
fighting capability in the event of loss of support.
f. The pipe is an instrument airline or hydraulic control line whose loss would interfere with
the ability to shut down the plant.

3.4 Extent of Fireproofing

3.4.1 Equipment and mixed use Piping/Equipment Supporting structures

a. Unless otherwise shown on the drawings, columns of equipment and of


equipment/piping-supporting structures subject to the provisions of section 3 . 2 above
shall be fireproofed over their full height from HL to topmost tier level supporting
grating, equipment or fan air coolers.
b. Where columns fireproofing starts from grade level the base-plate and exposed anchor
bolts projection shall be fireproofed
c. Fireproofing of other members (beams, equipment structural saddles) shall follow the
provisions of section 3 . 2 and the details indicated in Fig 1 and 2.
d. Bracings fireproofing shall follow the provisions of section 3 . 4 . 3 below.

3.4.2 Piperack and Steel Pipe supports

a. Unless otherwise shown on the drawings, columns of piperacks and pipe supports subject to
the provisions of section 3.3 above shall be fireproofed from HL up to 0.3 m below the
underside of either the lowest horizontal primary moment resisting member (beam with
explicit moment connection) or of the lowest vertical bracing bay top beam contributing to
structural stability, whichever is higher but not less than 9.0m from HL.
b. Where columns fireproofing starts from grade level the base-plate and exposed anchor bolts
projection shall be fireproofed
c. Moment resisting beams framing into columns fireproofing range shall be fireproofed.
d. Columns and beams of piperack bays located in a FPZ and supporting fan air coolers shall be
fireproofed over their full height from HL to topmost tier level supporting the grating under the
fan air coolers.
e. Bracings fireproofing shall follow the provisions of section 3.4.3 below.

3.4.3 Bracing

a. Diagonal bracing for resisting only lateral wind or seismic forces shall not be fireproofed, as
extreme wind load cases are assumed not to occur simultaneously with a major fire event.

b. Bracings elements intended to reduce effective buckling lengths of main structure/Piperack


located in a FPZ stanchions shall be fireproofed. Such elements shall be identified by the
structural design engineer.

3.5 Vessels

3.5.1 Vertical Vessels

The outside of skirts of vertical vessels located within an FPZ shall be fireproofed if the
vessel contains a total of more than 2 metric tons of flammable product, the total mass
(including contents) is more than 10 metric tons, contains toxic material, or when failure
may lead to consequences beyond the property limit, including environmental damage.

If there are flanged pipe connections within the circumference of the skirt, fireproofing shall be
applied to the inside of the skirt as well.

If the skirt temperature is substantially different from the outside ambient temperature, heat
transfer calculations shall be made to determine if the outside of skirts needs insulation
underneath the fireproofing to ensure that the fireproofing does not crack under the heat
gradient between equipment and external ambient temperature.

3.5.2 Horizontal Vessel and Exchangers

Except where both following conditions prevail, saddles supporting horizontal vessels and
exchangers shall not be fireproofed:

 Vessel or exchanger diameter is more than 750mm

 Supporting foundation is higher than 300mm above level of adjacent finished surface

3.6 Structures requiring Fireproofing regardless of FPZ

3.6.1 General

Structures listed below shall be fireproofed irrespective of their location relative to the FPZ.

3.6.2 Furnace Support Structures

Columns shall be fireproofed from grade level to the full height of the column. All structural
members incorporated to reduce the effective buckling length of these columns shall be
fireproofed. Main floor beams of furnaces shall be fireproofed as well.

3.6.3 Supports of Pressurized Spheres and Bullets

Supporting legs of spheres shall be fireproofed from grade level up to 0.2 m below the
intersection of the leg with the sphere.

All columns and beams supporting bullets and structural members incorporated to reduce the
effective buckling length shall be fireproofed.

3.6.4 Storage Tank Pipe Bridges

At refrigerated and cryogenic storage tanks, the main frames of steel towers which support pipes
and/or pipe bridges shall be fireproofed.

3.6.5 Steel Pipe supports inside Storage Tank bunded areas

Steel pipe supports inside a storage tank bunded area shall be fully fireproofed to the
highest level of supported piping.

3.7 Cold splash protection

Cold splash protection shall be applied on steel members when there is a danger of
embrittlement of the steel due to the cooling effect of product released from a PSL. If the
steel structure is located in an FPZ, the requirement for cold splash protection may already be
satisfied by the required fireproofing. If not, the “fireproofing” should give a minimum
protection of 10 minutes to the effects of cold splash. If “fireproofing” is applied for the sole
purpose of cold splash protection, it shall be limited to steel members which support
equipment weighing a minimum of 10 metric tons (including contents). In that case, the
“fireproofing” shall be applied within a radius of 3 m from the PSL and down to HL.

The fireproofing system should be able to withstand the atmospheric boiling temperature of
the product while the temperature of the steel structure should not fall below its embrittlement
temperature. A 50 mm thick concrete cover meets this requirement.

3.8 Fireproofing Systems

3.8.1 General Fireproofing Performance requirements

All systems or materials to be applied as fireproofing for steel structures including supports
shall provide a passive fire protection against a hydrocarbon fire in accordance with UL
1709 for a minimum duration of 2 hours or as directed by safety.

During this period, the product shall secure protection to the steel specimen exposed to a
heat flux producing a temperature of 1093 °C. The test shall be terminated (failure point)
when the average temperature of the steel substrate reaches 538 °C.

3.8.2 Concrete Fireproofing

Concrete is the most commonly used and preferred fireproofing material for protection of
general structural steel and equipment skirts in process plants.

Concrete fireproofing shall be Grade 20 or higher. The thickness of fireproofing concrete on


structural/supporting steel shall be at least 50 mm.

Reinforcing mesh shall be hexagonal type, 50mm x 50mm x 2.5mm galvanised, secured by
1.5mm galvanised tie wire to studs or spacers, to maintain a minimum cover to mesh of 10mm
from the outside face of casing. Adjacent sheets shall be lapped at least 100mm and shall
be securely tied together.

If necessary, heat transfer calculations shall be made to determine the fireproofing


thickness, the amount and spacing of shrinkage reinforcement and the need for insulation.

Protection of structural members is normally achieved by solid encasement. However, if more


economical, the fireproofing may be applied by casting or gunning provided that quality,
durability and thickness requirements are met.

3.8.3 Proprietary Fireproofing Systems

Proprietary fireproofing systems may be selected to reduce weight (e.g. for prefabricated
equipment, assemblies or modular units) or faster application.

Proprietary systems based on various principles for protection of structural or supporting


steel against thermal load include:
a. Intumescent coatings, which expand to form a protective layer when the temperature
increases.
b. Cement/vermiculite based insulation materials.

Proprietary fireproofing systems may be used subject to COMPANY approval if they meet the
following requirements:
d. it is demonstrated from test results by an independent test institute specialised in fire
testing that the system complies with the general material performance requirements as
per section 3 . 8 . 1
e. the system has a proven track record, demonstrating extended durability under
extreme climatic conditions of at least 15 years without major problems or excessive
maintenance.
f. The system is asbestos-free.
g. the system does not cause corrosion of the steel work when exposed to damp
conditions.
h. The installation is carried out by specialists according to the procedures instructed by the
Manufacturer.
i. the painting system including surface preparation applied on the structural or
supporting steel is approved by the Manufacturer of the fireproofing system.

A weatherproof topcoat is normally required for most proprietary systems. This


weatherproof topcoat shall be as specified by the MANUFACTURER.

3.9 Structural steel protective coating

Structural steel to be fireproofed shall be painted per Project Specification for painting. Where
proprietary fireproofing is used the paint or primer system shall be approved by the fireproofing
material Manufacturer.

3.10 Vermiculite cement – Material and Installation requirements

3.10.1 General

The extent of fireproofing s h a l l be as indicated on the design drawings. The required


thickness of fireproofing material shall be calculated by the CONTRACTOR according to
UL1709, from data derived from fireproofing MANUFACTURER’s data sheets.

The vermiculite cement shall be capable of providing a minimum of 3 hours protection time
against a liquid pool fire defined in UL1709.

3.10.2 Materials

Any proprietary cementitious fireproofing system should incorporate a water repellent and/or seal
coat layer to protect the material from staining and/or ingress of detrimental substances.
Minimum curing period shall be 7 days.

Vermiculite cement shall consist of a proprietary mixture of treated vermiculite and


Portland cement with additives. The material shall be suitable for use in exposed outdoor
conditions.

Vermiculite cem ent shall have minimum of 28 day cube strength of 2.0N/mm2 when spray
applied using spray grade, and 2.0N/mm2 when manually applied using the trowel grade.
Water will be added in the mixer and the mix applied by a spraying machine. Manual
application is acceptable for members less than 100mm in size.

Shooting strips shall be used to obtain proper thickness and true lines over flanges, angles and
re-entrant corners. Strips shall be designed to ensure the hardness of the Vermiculite cement.

3.10.3 Installation/Application

All application procedures and materials used will be in strict accordance to the
MANUFACTURER’s published manuals. Any deviations from these established methods will
be submitted to CONTRACTOR for approval and COMPANY for review before
application on Site.

a. Bags of the pre-mix vermiculite cement shall be kept dry until ready for use, stored off
the ground, under cover, and away from wet or damp surfaces or areas of very high
humidity. The pre-mix shall be used within six months of manufacture.
b. Mixing shall be made in paddle rotating-blade mixers similar to those used for mixing
grout, as compared to fixing blade mixers used for mixing concrete or in accordance
with the MANUFACTURER’s instructions. Quality of the water added shall comply with
the provisions of concrete mix design followed for the project.
c. Steelwork to be cased shall be shop primed with a primer compatible with the
vermiculite cement. Damaged coatings shall be repaired before fireproofing is
commenced. The primed surface shall be clean and free of oil and any other matter
which might prevent good adhesion.

Where alternative fire proofing materials are proposed, the specification for the surface
preparation and painting shall be considered as integral part of this fire protection and
details shall be submitted for COMPANY review and approval.
d. Unless otherwise specified, the thickness tolerance shall be -2/+5mm.
e. Each face shall be checked for thickness every 4m and at least once per member.
f. Spraying shall not be carried out in the vicinity of disconnected piping where rebound
and splatter can enter unless the openings in such lines are closed with wooden plugs
or other suitable shield.
g. Fixings of the reinforcing fabric shall be robust and in sufficient quantity, to secure the
fabric in the required position at all stages of application.
h. The finish shall be carefully wood float or sponge trowelled only to obtain uniform
appearance without attracting excessive laitance to the surface.
i. Special care shall be taken to seal the junction between steelwork and the stop ends of
casing/fireproofing, where exposed to the environment.

Special care is required in the application of fireproofing at expansion joints.


j. No fireproofing shall commence when the bare steel temperature is 40 °C or higher.

In hot climates the ideal time to commence fireproofing is late afternoon, to allow curing
overnight. Similarly, no fireproofing shall commence when the bare steel temperature or the
air temperature is 4 °C or less.

3.10.4 General Considerations for Application of Materials

a. Surface preparation

Steel work surfaces which are to be fireproofed with lightweight vermiculite concrete shall be
prepared and painted in accordance with the Project Specification for Painting.

Where alternative fire proofing materials are proposed, the specification for the surface
preparation and painting shall be considered as integral part of this fire protection and details
shall be submitted for COMPANY review and approval.

A coating system for application to the external surfaces of the vermiculite cement is a
mandatory requirement. The coating type shall be compatible with the vermiculite cement as
recommended by the MANUFACTURER. The proposed top coat shall be submitted by the
VENDOR to the CONTRACTOR for review and approval.

c. Accidental damage

Grade 20 concrete shall be used over columns (steel members) which are located within 1.5 m
of an access way for vehicles and maintenance equipment which shall be protected from
damage.

d. Sealing

At all locations where steelwork emerges from fire proofing, the interface shall be sealed
with a flux seal welded capping plate.

3.10.5 Inspection and Testing

Inspection and testing shall be carried out in accordance with the site QA/QC procedures
provided by the MANUFACTURER.

The VENDOR shall ensure that all work is inspected at all stages for quality control in
respect of reinforcement strength, coverage, thickness, finish uniformity and application.

The VENDOR shall ensure that all materials meet the service conditions and design
requirements.

Acceptance of applied thickness shall be based upon random measurements, but in no case
shall be less than the minimum stated within the fireproofing MANUFACTURER’s application
specification and Section 3 . 1 0 . 3 d) and e) of this document.

3.10.6 Repair

Repair of damaged or defective areas shall be accomplished in the same manner as the
original coating as specified in this document and the MANUFACTURER’s instructions.

Repair materials and procedures shall be approved by CONTRACTOR prior to commencing


repair work.

Surface finishing of repaired material shall be identical to the finish of the adjacent original
approved application.

3.11 Intumescent - Material and Installation requirements

3.11.1 Scope

Proprietary Intumescent Passive Fire Protection (PFP) shall be utilised for specialist applications
such as offshore/marine areas or in areas where there are weight limits.

The PFP shall be applied to a thickness to achieve a 3 hour liquid pool fire rating in accordance
with UL 1709. Minimum thickness for PFP over structural members shall be 16mm.

Fireproofing application shall be in accordance with the fireproofing MANUFACTURER’s


application instructions for the specific products and the requirements listed herein.

3.11.2 General Requirements

Surface preparation and painting procedures shall be as per project scope. CONTRACTOR
shall prepare detailed application procedures for the product. Safety precautions and health
instructions shall be included.

3.11.3 Materials

CONTARCTOR to provide list of PFP manufacturers along with manufacturer’s certification and
previous experience documents to COMPANY for approval.

3.12 Fireproofing Blankets/Enclosures –Material and Installation requirements

Specialist fireproofing materials shall be utilised for emergency shutdown valves/actuators,


control cabinets etc. as determined by the Loss Prevention group.

The fireproofing material shall comprise of either a weatherproof flexible bag or an


insulated prefabricated steel box. The construction of the enclosure shall permit easy access
to the actuator/valve/cabinet controls. Manual valve operation shall be achievable without
removing or opening the fireproof enclosure. Cable entry into the enclosure shall be properly
sealed. The enclosure shall maintain the valve operable under normal site conditions without
over heating due to the absence of ventilation for a minimum of 30 minutes when exposed
to a liquid pool fire. Internal overheating may be negated by the inclusion of an intumescent
epoxy ventilation grille, which intumesces in contact with fire.

MANUFACTURER/VENDOR shall provide third party certification of his proposed construction.


The basis for certification shall be exposure to the liquid pool fire test defined in
UL1709. The internal temperature shall not exceed 93°C after 30 minutes. Time required to
arrive at the subject temperature shall not be deemed as a part of the test time.

4 QUALITY INSPECTION AND TESTING REQUIREMENTS

4.1 Quality Requirements

4.1.1 Quality System

The VENDOR shall operate a quality system satisfying the applicable provisions of ISO 9000
(series). In this regard the VENDOR and his SUB-VENDORs shall implement sound and effective
procedures for control, co-ordination and timely reporting of its activities to the EPC
CONTRACTOR. This quality assurance system, with quality control facilities, procedures,
personnel and tools shall comply with ISO 9001.

The equipment and / or materials defined within the scope of supply of the requisition shall be
supplied to quality assurance and testing programs at all stages of manufacture.

4.1.2 Quality Assurance / Quality Control

The VENDOR shall have in effect at all times, a QA/QC program which will meet the requirement
of ISO 9001 & ISO 9004 which clearly establishes the authority & responsibility of those
responsible for the quality system. Persons performing quality functions shall have sufficient and
well defined authority to enforce quality requirements that initiate, identify, recommend and
provide solutions to quality problems and verify the effectiveness of the corrective action.

A copy of VENDOR's QA/QC program shall be submitted to EPC CONTRACTOR while providing
quotations for EPC CONTRACTOR review and concurrence prior to award.

The VENDOR shall identify in purchase document to its SUB-VENDORs all applicable QA/QC
requirements imposed by EPC CONTRACTOR and shall ensure compliance thereto. On request
the VENDOR shall submit objective evidence of its QA/QC surveillance of its SUB-VENDOR's
activities.

The VENDOR shall submit certified reports of production tests as soon as tests are completed
satisfactorily.

VENDOR shall operate Quality Management System (QMS) within their organization which will
ensure that the requirement of this Specification and indicated standards are fully achieved.

4.1.3 Quality Plan

VENDOR shall submit a Quality Plan covering entire range of production for COMPANY’s review
and approval. Evidence shall be included in the plan to ensure that quality team is independent
from production management team.

4.2 Inspection and Testing

4.2.1 General

Inspection and testing requirements shall be in accordance with the respective


equipment/material specification/datasheets, applicable codes and standards indicated and also
VENDOR standard inspection and testing requirement.

Contractor shall submit detailed inspection and testing plan for fire proofing and related works to
COMPANY for approval.

VENDOR shall identify all tests that will be carried out on the equipment/material at his works in
the preliminary inspection and test plan to be submitted with the bid and which will be later
revised and submitted as a contract inspection and test plan (ITP) for review and approval by
COMPANY / EPC CONTRACTOR.

All items shall be inspected and certified by a third party inspection agency / authorities, if
appointed by the COMPANY / EPC CONTRACTOR.

A detailed test procedure of shop tests shall be submitted at least 10 weeks in advance of any
testing and shall be reviewed by the COMPANY / EPC CONTRACTOR. VENDOR shall provide
weekly reports during procurement and fabrication phases indicating progress status.

The VENDOR shall give COMPANY / EPC CONTRACTOR or his designated agents a minimum
of 21 working days’ notice prior to carrying out any witness shop testing, or pre-delivery function
tests.

The VENDOR shall be responsible for coordinating the inspection and testing of SUB-VENDOR
supplied materials. The materials shall be inspected for compliance with:
 “Approved for Construction” drawings, latest revision
 Requirements of the Purchase requisition and correspondence thereafter.
 Applicable standards, which shall also include the sub-referenced standards therein.
 Inspection and test plans produced by the VENDOR and approved by COMPANY as part
of VENDOR’s Quality Plan.

All the measuring instruments required for shop testing shall be considered by the VENDOR and
to be supported with valid calibration certificates for review by the COMPANY / EPC
CONTRACTOR prior to each test.

Any manufacturing part found defective or defects found by the inspector shall be rectified by the
VENDOR at his own expense in the presence of the inspector without any delivery implication.

Shop testing requirements shall be in compliance with project datasheets, project specifications
and applicable codes and standards. All testing shall be carried out at the VENDOR’s test facility.
Test equipment (with validated certificate) shall be supplied by the VENDOR.

Prior to dispatch, a final inspection shall be made by the VENDOR to ensure all aspects of the
quality plan have been complied with.

The final inspection at the VENDOR’s works shall be considered only as an agreement for
shipping to the construction site, it shall never be considered as a formal acceptance of the Order.
