1. INTRODUCTION:
1.1 PROJECT DESCRIPTION:
Eni Tunisia BV intends to construct an onshore gas-processing facility plant as part of Maamoura & BARAKA
offshore fields development Project.
Hydrocarbon gas and liquids brought onshore via two subsea pipelines will be treated at an onshore gas-
processing facility at MAAMOURA Point. Liquids (condensate and LPG) will be separated, processed and
stored. The produced sales gas and after treatment (acid gas removal, dehydration, wobbe index control) will be
transported via pipeline to a tie-in point to an existing 10” pipeline north west of Hammamet, owned by STEG,
the National Electricity and Gas Company.
The onshore gas-processing facility will be designed for a nominal design life of 20 years, with an approximate
processing capacity of 0.85 MMSm3/day gas and associated liquids around 2000 m3/day, obtained through the
installation of one single train. The CPF will serve the following purposes:
- Associated wet gas will be sweated by gas acid removal, dehydrated, and stripped of heavy
hydrocarbons to sales quality specifications and compressed prior to be exported;
- Condensate and LPG will be recovered and stored prior to be sold and transferred by trucking.
- The produced water and the water used for oil washing is collected and treated in a suitable
waste water treatment plant before to be transported by truck for injection in Belli Water
disposal well.
- Utilities and buildings will be constructed to support base operations.

1.2 DOCUMENT OBJECTIVE:

This specification covers the general criteria regarding site preparation, earthwork, fill materials and subgrade
materials.

2. CODES, STANDARDS AND REFERENCE DOCUMENTS:

In addition to the requirements contained in this Specification and, all design, materials and workmanship shall
conform to the latest edition of specific relevant Codes and Standards. In particular:

3. EXCAVATION:
3.1 GENERAL:

3.1.1 Scope and field of application

This chapter covers the definition of the types and methods of excavation.

It is applicable to civil works where excavation activities are required.

The material and methods of execution shall take into account the geological and geotechnical conditions of the
soil in the site area

3.1.2 Definition of excavation types

3.1.2.1 Top soil removal

Topsoil removal means the excavation made along the ground profile to an average depth of 0,20 m below
ground level, in soils of any nature and consistency excluding rock, to remove the superficial soil layer.

Topsoil removal also includes clearing of bush, grass, shrubs, and other unsuitable material (for example debris);
this material shall be removed using the same mechanical equipment as for topsoil removal.

3.1.2.2 General excavation

General excavation means excavation made at any depth, with a horizontal surface area greater than 150 m2 and
a minimum width of 3,50 m.

General excavation is carried out for grading and levelling of construction areas, for cutting of embankments, for
construction of yards, roads, channels, ground bearing floors, basements, pipe ways etc., for foundations of
cylindrical vertical tanks, etc.

3.1.2.3 Limited section excavation

a) Excavation for foundation works

This means limited section excavation made for footings, continuous foundations, foundations for machinery,
equipment and steel structures, pits, walls, concrete trenches, etc.

b) Trench excavation

Trench excavation means limited section excavation for laying of sewer, aqueducts, pipes and ducts in general,
electric and instrument cables, etc.

3.1.2.4 Deep excavation

Where necessary, the sheetings, the shorings and dewaterings will be employed to ensure stability.

The contractor will ensure the protection of the excavations while using timbering, sheet piling and shoring to
the sides of pits and other excavations in such a manner as to prevent damage and to ensure that they are secure
from falling in.

The Contractor shall be responsible for the adequacy of such supports and shoring.

The Contractor shall be responsible for keeping the excavations free of water and shall provide all necessary
labour and equipment to bale, pump, dewater or drain as required to keep the excavations free of water.

The Contractor shall take all necessary precautions to ensure that no damage or disturbance occurs.

The Contractor shall be responsible for all damage resulting from (a) entry of water into the excavations and (b)
his pumping operations.

3.1.3 Definitions of excavation according to the soil nature

3.1.3.1 Earth excavation

Earth excavation means any excavation in soil of any nature and consistency, which can be carried out without
the use of a ripper, even in the presence of stones provided the volume of individual stones does not exceed 0,50
m³.

3.1.3.2 Soft rock excavation

Soft rock excavation means any excavation in soft rock with uniaxial compressive strength less than 25 MPa;
these rocks can normally be broken by suitable mechanical means and/or by ripper single cut.

3.1.3.3 Excavation in water

Excavation in water means any excavation made below the level of the water table and/or in the presence of
groundwater.

3.2 METHODS OF EXCAVATION

3.2.1 Requirements

1. The requirements in this specification apply whichever the geological soil nature may be and in
the presence or not of water.

2. All excavations shall comply with the sizes and elevations indicated in the drawings.

3. The works shall set out in accordance with the lines, levels and slopes indicated on construction
drawings.

4. The bottoms of foundation excavations shall be made horizontal and/or levelled. The
compaction of excavation bottoms and of backfilling relevant to limited section excavation or
general excavation shall be in accordance with the lines, levels and slopes indicated on
construction drawings.

5. To avoid collapse, any temporary works shall be carried out for supporting the sides of limited
section excavations using shoring props, supports and reinforcement of any kind and size,
including steel sheet piles, Larssen or equivalent type.

6. Drainage of water from excavations as defined in paragraph 5.1.3.3. must be carried out using
suitable equipment such as, for example, motor driven suction pumps, submersible pumps, or
well-point systems. The drainage operations shall continue until excavation is completed.

7. The dumped materials resulting from excavations shall not be prejudicial to the works.

8. Roots, shrubs, debris, plants, etc. from topsoil removal must be transported to dumping areas.

3.2.2 Tolerances

Tolerances on finished excavation, for dimensions, elevations and positioning specified on drawings, shall be as
follows:

a) Excavation bottom elevation +20 /-50 mm

b) Slope position (referred to excavation centre line) +150 /-10 mm

c) Excavation centre line (for limited section excavation) +40 /-40 mm

3.2.3 Use of excavation materials

The use of materials from excavation, which are considered suitable for immediate backfilling or their
transportation to temporary storage for subsequent use, shall comply with the work schedule.

If the material from excavation is not used immediately for backfilling, it shall be heap up in a proper area inside
the plant area and/or construction site, for later use.

The materials which can not be re-used or are considered unsuitable for other works shall be dumped in an area
outside the plant in an authorised site.

4. FILL
4.1 GENERAL

This chapter covers the methods of execution and finishing of fill and/or embankment.

4.2 CLASSIFICATION AND DEFINITION OF FILLS

4.2.1 Fill according to the source of the materials

- With materials resulting from excavations and/or existing stock piles in the site area.
- With materials from borrow pits located inside and/or outside the property area.

4.2.2 Fill according to destination

Type A Fill: Applies to soil placed beneath foundations, concrete floors on the grounding.

Type B Fill: Applies to soil placed adjacent to foundations (including backfill around foundation) under paved
areas, culverts, and road subgrades and for tank farm dikes.

Type C Fill: Applies to areas where a moderate degree of compaction is satisfactory for immediate requirements
and final consolidation is to be obtained by weathering through rainfall or by ponding or jetting. The fill type C
shall be placed in layers not exceeding 0,60m loose measurement or by hydraulic fill, compaction by bulldozer,
grading equipment, or similar treatment shall be sufficient.

4.3 PREPARATION OF FILL SUBGRADE

Before the execution of fill the ground forming the subgrade shall be compacted to 95% maximum dry density
according to AASHTO T99 unless otherwise indicated on construction drawings.

4.4 MATERIALS

4.4.1 Special provisions for fill type A and type B

The plasticity index shall be 15 or less and the liquid limit shall be 30 or less. Any material not meeting the above
criteria or disapproved by Client shall be considered as being unsuitable material.

For the formation of fill up to the elevations prescribed by the drawings, materials resulting from excavations of
any kind made during the execution of the works shall be generally used.

Should the suitable material from excavation be insufficient, the materials required for fill will be taken from
borrow pits. The material from borrow pits may require preliminary treatment (sieving, crushing mixing or other
treatment) before being suitable for use as fill. Borrow pits may also be located inside the property area.

The maximum particle size shall not exceed 10 cm. The fines content, passing through N. 200 sieve shall not
exceed 20%.

4.4.2 Unacceptable material

- Peat, organic clay or silt, wood or other material subject to decomposition.


- Silt; defined for this purpose as soil having 80% or more of material in the particle size range 0,06-0,002
millimetres.
- Material in a frozen condition.
- Clay having a liquid limit exceeding 90% and /or a plasticity index exceeding 65%.
- Clay or generally plastic material which has water content exceeding the plastic limit plus 2%.
- Any material which cannot be compacted in accordance with the compaction requirements.
- All materials having a Moisture Condition Value (MCV) of 9 shall be regarded as unacceptable.
- Contaminated material, materials which have been permeated by oils, chemicals or any other substance that
may the cause the general soil to be classified as contaminated material.

4.4.3 Acceptable material

Acceptable materials are as defined in specification for roads Doc. No 3314.02.BASG.15018.

4.5 EXECUTION OF FILLS

4.5.1 Method of construction

The fill material shall be laid in layers of a thickness proportional to the nature of the material used and the
method of compaction. Where hand tamping equipment is used, the maximum uncompacted thickness of each
layer shall be 0,15m; where mechanical rolling equipment is used; the maximum uncompacted thickness of each
layer shall be 0,30m.

The fill Type A shall be placed in layers not exceeding 0,20m loose measurement and the fill Type B shall be
placed in layers not exceeding 0,30m loose measurement.

Compaction shall be performed with suitable equipment to work in limited areas and in the presence of
foundations.

The best available material shall be reserved for the top layers of the fill, whether such material results from
excavations or from borrow pits.

Prior to placing fill, the upper 15 cm shall be scarified and compacted as specified herein.

Each layer shall be compacted to at least 95 % of its modified proctor maximum dry density in accordance with
ASTM D1557.

The compaction of fill Type A shall be carefully controlled and preferably done with mechanical tampers or
rollers.

Field density tests of each layer of compacted soil shall be taken with sufficient frequency to be representative of
the fill as a whole.

All field density tests shall be made in accordance with ASTM D1556 or ASTM D2922.

4.5.2 General requirements

The execution of fill in plant area of the Type A and Type B may take place in two stages:

• In the first stage the filling is performed to an average elevation below ground level of the
concrete foundations and/or underground networks of the plant.
• In the second stage, after the construction of the foundations and the laying of the networks the
filling is completed up to the level of the bottom of the paving, whether this consists of concrete
pavement or a layer of gravel.

4.6 EXECUTION OF GRAVEL LAYER

Method of execution:

• A gravel layer is a form of finishing for non paved areas obtained by means of a layer of gravel or
crushed stone having a uniform levelled thickness.
• The gravel and crushed stone shall have a maximum particle size of 25 mm. The materials shall
be perfectly clean and free from foreign matter.
• The minimum thickness of the layer shall be 5 cm.

5. SITE PREPARATION
5.1 SITE CLEARANCE

Site clearance in general shall be carried out in accordance with requirements as defined in specification for
roads.

All surface obstructions, gates, fences, trees, shrubs, stumps, roots, hedges and the like shall be taken down or
grubbed up and removed immediately from the site.

5.2 DEMOLITION

All structures of any kind, foundations and any other obstacles existing on the site whether above or below
existing ground level shall be demolished; excavated or broken out and removed down to a depth of 1 meter
below finished grade level.

No demolition shall be started until the Contractor has obtained the approval of the Client.

All demolition shall be performed in such a manner as to ensure the safety of the work and personnel and as to
cause as little inconvenience as possible to adjacent property, plant, personnel or adjoining landowners.

5.3 TEMPORARY DRAINAGE

During wet weather, excavation filling and other earth works shall cease if, in the opinion of the Client, damage
to the ground is likely to prejudice future operations. The Contractor shall provide all temporary drainage and the
like required to minimise such delays.
