DETAILED WORKSCOPE FOR THE MODIFICATION & COMMISSIONING OF 1250A

AUTO MAINS FAILURE (AMF) UNITS, I.A SUBSTATIONS

1 SCOPE OF WORK AND/OR SERVICES

ARTICLE 1- GENERAL

1.1 The CONTRACTOR shall perform the SERVICES in accordance with the CONTRACT.

1.2 The CONTRACTOR shall provide and mobilize all resources including trained and qualified personnel and equipment necessary
to perform the SERVICES in accordance with the CONTRACT.

1.3 The CONTRACTOR warrants that the SERVICES shall be performed in a safe manner to the required standard, using good
working practices by properly skilled, experienced and suitable personnel.

1.4 The CONTRACTOR shall ensure that all personnel employed in the SERVICES are capable of speaking, understanding, reading
and writing the English language.

ARTICLE 2 – MANNING LEVELS

2.1 The Contractor's personnel shall be expected to carry out their activities only during the working days of the week i.e. on a five
days a week (8 hours per day working) Monday to Friday until otherwise the end of the contract/ job.

2.2 The working crew must be equipped with safety boots, hand gloves, headgears and other protective wears necessary for the job. The
Contractor shall ensure that the work is being carried out under safe condition and in a safe manner.

2.3 The Contractor shall provide sufficient tools and equipment for his work force so as to avoid delays in work execution.

2.4 The CONTRACTOR shall comply with the terms of any general agreement made between representatives of workmen and
employers as to the rates of wages and allowances to be paid to workmen employed upon any part of the WORKSITE, provided
that such agreement is either already in force at the date of tender or is one to which the CONTRACTOR is or becomes a party.

SAFETY

2.5 The CONTRACTOR shall submit to SHELL, a detailed monthly safety report, such report to be issued not later than the tenth of
the following month and contain as a minimum, the following information:
¨ Man-hours worked
¨ Lost Time Incidents (LTI)
¨ Near Miss Incidents
¨ Unsafe Act Audit Reports
¨ Safe Act Audit Reports
¨ Minutes of Safety Meetings and any other additional information as may be requested from time to time by SHELL.

2.6 The CONTRACTOR shall provide the following Safety Equipment and Clothing to each of its personnel:
· 1 Hard Hat
· 2 Sets of Coveralls
· 1 Pair Safety Boots
· 1 Pair work leather Gloves
· 1 Raincoat
· 1 Umbrella
2.7 The CONTRACTOR shall allow for adequate replacement and renewal of the above equipment and clothing throughout the
execution of the SERVICES in order to maintain and comply with SHELL Safety standards. SHELL shall inspect the
CONTRACTOR’s Safety equipment and Clothing prior to commencement of the SERVICES and periodically throughout the
services.
Any default by the CONTRACTOR with regard to quality and standards of safety Equipment and clothing will result in immediate
termination of the SERVICES by SHELL.

The CONTRACTOR shall fully comply with all SHELL Safety Regulations and procedures. The CONTRACTOR shall hold
monthly Safety Meetings and drills for all of its personnel. A daily toolbox talk shall be held at the work site to comply with
SHELL Safety procedures.

Details of first Aid and emergency equipment to be supplied by the CONTRACTOR shall be submitted to SHELL for approval
prior to commencement of SERVICES.

2.8 The CONTRACTOR shall evacuate all sick personnel from the work site, utilizing its own transport.

SECURITY

2.9 In the interest of safety and security, SHELL reserves the right to require all the CONTRACTOR's personnel to produce evidence
of identification and to consent to the searching of any vehicle, package, tool box, hold all, suit case or other luggage in their
possession before entering or leaving SHELL locations and premises.

All SHELL rules and regulations, to the extent furnished to the CONTRACTOR from time to time, with regard to personnel
policies, shall apply, where applicable, to the CONTRACTOR and the CONTRACTOR’s personnel engaged in SERVICES
covered by this contract or arising from the performance of such SERVICES in SHELL’s area of operations.

The CONTRACTOR’s attention is specifically drawn to the rules regarding the possession and use of intoxicating substances and
being under the influence thereof. SHELL reserves the right to test any staff on SHELL locations for drug/alcohol abuse.

Any CONTRACTOR personnel unwilling to comply with such requirement shall not be permitted passage to the location and
SHELL shall not be liable for any loss, charge or consequences arising directly out of such circumstances to either the
CONTRACTOR or the CONTRACTOR’s personnel. Such personnel shall be deemed to be absent from work by such refusal to
passage.

HSE-MS

2.10 All safety precautions shall be observed at all stages of the work and especially during work in the vicinity of live facilities. The
Contractor shall be deemed to fully understand, and shall follow all procedures and practices required for safe work on electrical
facilities.
The Contractor shall highlight any other execution risks and document/propose measures/procedures to be put in place, to safely
carry out the work, in spite of such risks. For this reason, a hazard analysis of the Contractor’s work plan shall be conducted.

HSE Considerations:
In accordance with SPDC HSE-MS policy, all activities to be carried out in the execution of this CONTRACT will be such that the
health, safety and security of all persons directly or indirectly involved are protected, and adequate regard is paid to the protection
of the environment.
In addition to the foregoing, special attention shall be paid to the following:
- Pre mobilization Inspection of Contractor’s equipment and personnel
- Subsequent site HSE meetings to ensure safe working practices and good environmental protection.
- Implementation of the Hazard Management System.

The CONTRACTOR shall provide the following site HSE-MS requirement documentation:
1. Corporate safety policy, objectives and programmes.
2. Corporate safety manual/procedures.
3. Corporate insurance policies/workmen compensation.
4. Emergency evacuation/contingency plan.
5. Personnel health/fitness certification.
6. Security clearance of all site staff.
7. Materials and equipment test certificates and licenses
8. Near miss and accident reporting procedures and record.
9. First-aid dispensation record.
10. Housekeeping schedules.
11. Safety meeting schedules.

Hardware

1. Personal protective equipment for all personnel (hard hats, safety shoes, overall, ear muff, insulated hand glove, arc flash vest,
etc.)
2. Fire extinguishers with date of last charge.
3. Adequate number of relevant warning signs (Men at work etc.)
4. Prominent man-hour boards.
5. First-aid box.

ARTICLE 3: THE WORK/SERVICE.

Mobilise to site - adequate number of personnel, to carry out modification, installation and commissioning of the existing Auto Mains
failure panels at IA Substations. With specification below (or Shell approved option)

The scope of this job will include but not limited to;

 Reactivation of the Automatic Mains Failure Systems in IA Electrical Substation.The contractor shall liaise with the IA
Electrical Distribution Team to inspect, troubleshoot and repair the 1250A AMF panels at Electrical Substations 2, 6, 7 &
8, SPDC PHC I.A.
 The contractor shall identify and replace faulty components of the existing AMF panel where necessary.
 The contractor shall carryout integrity testing of the existing Low Voltage cables to confirm the current status.
 The contractor shall carry out testing and simulation of the reactivated AMF system after repairs to confirm functionality.
 The contractor shall carry out all necessary civil activity required to achieve the full scope of this activity.
 The contractor shall provide manpower, tools, test equipment and consumables required for the work execution.

List of tools.
 The contractor shall provide suitable equipment necessary for all electrical and civil activity and should duly premobbed
and calibrated before deployment.

Note that: It is expected that pre-tender, bidders shall carry out their own assessment of the current status of the Substations
involved.
All materials and equipment are subject to the Contract Holder’s approval before installation.
