Standard Definition
The National Occupational Skills Standard (NOSS) is a Standard document that outlines the
minimum competencies required by a skilled worker working in Malaysia for a particular
area and level of occupational, also the path to achieve the competencies. The competencies
are based on the needs of employment, according to the career structure for the occupational
area and developed by industry experts and skilled workers.
The National Competency Standard (NCS) is a Standard document that outlines the
competencies required by a skilled worker in Malaysia.

Glossary
1 Blanket stitch The blanket stitch is a stitch normally used to reinforce the edge of thick
materials. Depending on circumstances, it may also be called a "cable
stitch" or a "crochet stitch". It is "a decorative stitch used to finish an
unhemmed article.
2 Cheongsam Cheongsam, also known as a Qipao, is a close-fitting dress that
originated in 1920s Shanghai.
3 Contemporary Contemporary design represents the style of the moment.
4 Culottes Culottes are an item of clothing worn on the lower half of the body. The
term can refer to split skirts or women's under-pants.
5 Dart Darts are folds (tucks coming to a point) and sewn into fabric to take in
ease and provide shape to a garment, especially for a woman's bust.
Normally used frequently in all sorts of clothing to tailor the garment to
the wearer's shape, or to make an innovative shape in the garment.
6 Fashion Fashion Illustration is the art of communicating fashion ideas in a visual
design form that originates with illustration, drawing and painting and also
illustration known as Fashion sketching. It is mainly used by fashion designers to
brainstorm their ideas on paper or digitally.
7 Figure Figure drawing is the art of sketching the human figure, often done live
drawing with a nude model who is standing or sitting in a pose that emphasizes
the figure. This process helps the artist capture the essence of the human
body’s musculature, texture, and postures.

9 Garment A garment is an article such as a coat, a gown or a dress which means, a
piece of clothing. This term is used when we are communicating in the
production or sale of clothes.
10 Garment The garment component are garment parts that consist one or more

14 Modern A modern Jubah is like a long coat, either with buttons or zippers down
Jubah the front. They can also be in black like the traditional Jubah or several
different colours as seen in the more modern versions.
15 Kurung Pesak A popular design that falls under traditional Baju Kurung category. One
of the distinct features of this design are the gusset.
16 Machine Straight stitching is the most important stitch and is included in all types
stitches of sewing machines. All stitching can be carried out with this stitch,
except for neatening / finishing raw edges.
17 Modern Modern Kebaya is a revolutionised style inspired from traditional Kebaya
Kebaya with contemporary element and ideas.
18 Modern A modern approach design and elements of Baju Kurung that evolved
Kurung with time. It is shorter, shapelier and worn with a long skirt and comes in
various design styles. Unlike the typical traditional Baju Kurung, modern
kurung top has no gusset (pesak). Instead, it is replaced by zip and darts
while the bottom can be a long skirt, A-line skirt, pareo or mermaid skirt.
19 Needles A very fine slender piece of metal with a point at one end and a hole or
eye for thread at the other, used in sewing, ranging from size 7 (fine) to
size 13 (thick), with a normal point for all woven fabrics. The rule of
thumb is as follows: the finer the fabric the smaller the needle size.
20 Notch Notches are clips or wedges cut into the seam allowance in order to
facilitate matching and sewing the corresponding seams during garment
construction.
21 Running The running stitch or straight stitch is the basic stitch in hand-sewing and
stitch embroidery, on which all other forms of sewing are based. The stitch is
worked by passing the needle in and out of the fabric at a regular
distance.
22 Sari The Sari also spelled as Saree is an un-stitched length of cloth, generally
measuring around five to nine yards in length, worn as an essential
attire/outfit of Indian women. The end strip, usually longer than a meter,
is called the pallu or anchal. The Sari is traditionally teamed with a
blouse and a ‘Petticoat’. The blouse is usually figure-hugging, and
generally ends just below the bust, whereas the Petticoat is a waist-to-
floor garment, tied tightly at the waist by a drawstring
23 Seam The line where two pieces of material are held together by a thread.
24 Seam The area between the edge of fabric and the stitching line on two (or
allowance more) pieces of material being stitched together. Seam allowances can
range from ¼ inch wide (6.35 mm) to as much as several inches.
25 Silhouette The term silhouette refers to the line of a dress, or the garment's overall
shape. Silhouettes can be used to emphasize and alter a woman's shape to
create a flattering illusion.

26 Slip Stitch A concealed stitch for sewing folded edges (such as hems) made by
alternately running the needle inside the fold and picking up a thread or
two from the body of the article.
27 Special Industrial sewing machine which is not commonly used in a particular
Machine apparel manufacturing company such as welt machines and pocket
sewing machines.
28 Stitch A single turn or loop of the thread in sewing, knitting and embroidery.
29 Thread Sewing thread is a basic raw material for giving desired shape to a
garment and holding the body parts together by creating seams. It is a
very important item for tailoring shops, industrial garment manufacturers
and fashion houses. It has both functional and aesthetic properties.
30 Thread There are two types of tension on the sewing machine - the thread and
tension bobbin tensions. Tension is adjusted to obtain the required number of
stitches per inch.
31 Traditional A set of complete traditional garment worn to express an identity or
Costume culture which is usually associated with a geographic area or a period of
time in history. It can also indicate social, marital or religious status. If
the costume is used to represent the culture or identity of a specific ethnic
group, it is usually known as ethnic costume (also ethnic dress, ethnic
wear, ethnic clothing, traditional ethnic wear or traditional ethnic
garment).
32 Trimming The materials which are attached with the body of garments by sewing
are termed as trimmings. One point should be noted in case of trimmings,
all the trimmings are used as functional purposes.
33 Tulang Belut A traditional embroidery that is often used as decorative and also to
stitch strengthen the neckline of the traditional Malaysian outfit, the Baju
Kurung and Baju Melayu Teluk Belanga.

1. Introduction
Dressmaking inclusive of ladies and menswear is one of the major components under the
umbrella of fashion industry. In general, the fashion industry is typically separated into
four (4) key important sectors namely:
c) Fashion marketing (custom made and ready to wear) and merchandising; and
Fashion marketing is the process of managing the flow of merchandise from the initial
selection of designs to be produced to the presentation of products to retail customers,
with the goal of maximizing a company’s/individual sales and profitability.
Successful fashion marketing depends on understanding consumer requirements and
responding/producing with suitable products. Fashion entrepreneurs use sales tracking
data, attention to media coverage, focus groups, and other means of ascertaining
consumer preferences to provide feedback to designers and manufacturers about the
type and quantity of goods to be produced.

Ladies garment maker may work as seamstresses, dressmaker or pattern makers for
design companies, manufacturers or fashion boutique. Some ladies garment maker
operates their own businesses, creating clothing for clients. Ladies garment maker
may not require high formal education, but professionals must have creativity and
skill to make garments that women want to wear.
Ladies garment maker measure customers body to get measurements for garments.
Once the ladies garment maker has the customer’s measurements, the process of
cutting fabric and sewing can begin to assemble the clothing. Ladies garment
makers schedule a fitting for customers to try on the clothing and take notes on
alterations required. Some ladies garment maker offers customer alteration on
existing garments as well. A ladies garment maker may specialize in a type of
clothing, such as wedding dresses, or work with a designer to create clothing from
designs.
Ladies garment makers must have good hand-eye coordination, expertise and a
strong attention for detail. A good ladies garment maker would also require good
verbal communication skills to work with customers during the garment making
process. Ladies garment makers need strong customer service skills to provide
customers with quality service. Those who own their own business must have
leadership, business and management skills.
The reviewed NOSS changes its title to Ladies Garment Making and the entry level
at Level 2. This is to reflect the current technological advancement that happens in
the fashion industry. This NOSS specifically outline the competencies required to
perform machining operations as required by the industry. It can be used as a
guideline for job description, performance appraisal and personnel development.
Training centres can utilise this document as a guideline in developing the
curriculum for Malaysian Skills Certificate in Ladies Garment Making (Level 2).
The previous NOSS is reviewed in order to produce the standard framework to the
latest competency standard expected from the current and potential workers of this
field. Ladies garment making is a specialised skill with meticulous work processes
as to produce high standard quality service or products. The ultimate aims of this
reviewed NOSS are to produce technically skilled workers in ladies garment
making equipped with the highest level of discipline and work ethics. The Core
Abilities and Social Values & Social Skills modules are designed and embedded
in the training

curriculum as to provide the trainee with employability skills. These skills are vital
in preparing them before embarking into labour market.
Based on the Malaysia Standard Industry Classification (MSIC) 2008, Ladies lare
classified in Section (C) Manufacturing. The 3-digit code closely match for Ladies
Garment Maker is Group (141) Manufacturing of Wearing Apparel, Except Fur
Apparel.
With the latest development in the fashion industry technology, the NOSS
development committee has identified two (2) main pillars that falls under this
group namely Ladies Dressmaking and Menswear Tailoring. These pillars represent
the two
(2) main work areas which covers women and men apparel/garment. This NOSS
specifically covers the occupational area of ladies dressmaking. The entry level for
this NOSS starts at level 2 as Ladies Garment Maker.

iv) Guidelines on Occupational Safety and Health for Seating at Work, 2003.
b) Factories and Machinery Act (FMA) 1967, (Act 139) – Department of Human
Resources, Ministry of Human Resources.
i) Factories and Machinery (Administration) Regulations 1970;
ii) Factories and Machinery (Fencing of Machinery and Safety) Regulations
1970; and
iii) Factories and Machinery (Safety, Health and Welfare) Regulations 1970.

The minimum requirements set forth by the industry and relevant statutory bodies
for any interested individual to undertake the job or career in this area are as
follows:
a) Age 18 years and above (Employment Act 1955 – Act 265); and
b) Physically fit to perform the task and duty as required.

The NOSS is developed for various occupational areas. Below is a guideline of each
NOSS Level as defined by the Department of Skills Development, Ministry of Human
Resources, Malaysia.

5. Award of Certificate
The Director General may award, to any person upon conforming to the Standards the

Typically, ladies garment maker work in a variety of workspace ranging from small
workshops to large factories buildings. This condition is very much depending on the
employer’s organisation size or business scale. Usually, ladies garment maker personnel
must work according to project or production deadline by meeting a daily, weekly or
monthly production quota set forth by superiors. Most of times, in order to meet the
project and production deadlines, they may have to work extra hours such as overtime
and shift work schedule. They may also work either independently or as part of the
production team with a specific task and production operations based on the work orders
from their superiors.
Ladies garment maker may run their own business, work in small shops or work in the
custom- tailoring section of large department stores. Some may work out of their home
premise. Retail clothing stores, specialty stores, bridal shops and dry cleaners may also
employ ladies garment maker to conduct garment alterations for their clients.

8. Employment Prospects
Datuk Isham also elaborated that Industry 4.0 technologies such as the Internet of Things
(IoT) have impacted both the front end as well as back end of the textile and apparel
industry. “The digital transformation will open up opportunities for completely new and
efficient business models. This can lead to more innovative and enhanced products,
higher productivity and growth. Nonetheless, we understand that it is not easy for a
company to transition into this digital era. The shifts within an organisation’s internal
structure and operating processes will be challenging, but the transformation is
necessary,” Datuk Isham added.
In continuing with the momentum from the Kuala Lumpur Fashion Week (KLFW) 2018,
the full day event aims to create more awareness on the availability of new technologies,
facilitate exchanges of information and encourage more value-added activities towards
bringing Malaysia’s fashion and design industry to the next level of development.
Dato’ Azman Mahmud, Chief Executive Officer of MIDA in his opening remarks said,
“The textile and apparel industry has been a consistent contributor to the national
economy in terms of investments and export earnings. In 2017, the industry was the 11th
largest contributor for exports of manufactured goods, amounting to RM15.3 billion.
During the same period, MIDA has approved 12 projects with total investments of
RM428.8 million, mainly in the production of primary textiles, ready to wear garments,
and textile accessories sub-sectors. These projects have generated a total of 1,850 job
opportunities including skilled positions such as engineers, quality controllers and highly
skilled technicians. I am also pleased to share that many international fashion brands
such as Brook Brothers, Armani, Victoria Secret, Marks & Spencer, GAP, Adidas, Nike,
Burberry and Ralph Lauren are being made in Malaysia.”
“We believe that many more Malaysian textile and fashion entrepreneurs are capable of
becoming international players as we have many talents. Nevertheless, there are many
practical steps that are needed in upscaling their businesses. Companies are encouraged
to take advantage of the available facilities that MIDA offers such as the matching grant
under the Domestic Investment Strategic Fund, Automation Capital Allowance (ACA)
incentive to increase their productivity and moreover, quality,” added the MIDA CEO.1

9. Up Skilling Opportunities
There are ample up skilling opportunities for ladies garment maker. With more advanced
training and experience in a specific discipline of preference, they can be venture into
manufacturing industries or become an entrepreneur providing garment product and
services to the larger manufacturing businesses.
Ladies garment maker normally trains on the job, working with more experienced
colleagues to learn and develop new techniques and skills. It is essential for ladies
garment maker to keep up to date with new developments in the industry and there are
many relevant short courses, particularly with regards to sewing technique, digital
pattern development (CAD/CAM) and other related technology relevant to their field of
garment production operations.
At the time this document is being developed, there are no specific professional
certification being offered either at local or international level for Ladies Garment
Maker.
