1. Introduction

Dressmaking inclusive of ladies and menswear is one of the major components under the
umbrella of fashion industry. In general, the fashion industry is typically separated into
four (4) key important sectors namely:

a) Textile design and production;

Most fashion are made from textiles. The process of spinning and weaving of wool,
cotton and other natural fibres are highly automated nowadays with the introduction
of computer controlled high-speed machinery. Both natural fibres (such as wool,
cotton, silk, and linen) and synthetic fibres (such as nylon, acrylic, and polyester) are
used. A growing interest in sustainable fashion (or “eco-fashion”) led to greater use of
environmentally friendly fibres such high-tech synthetic fabrics which deliver such
properties as moisture removal, stain resistance and retention or dissipation of body
heat. Fabrics are produced with a wide range of effects through dyeing, weaving,
printing, and other manufacturing and finishing processes. Together with fashion
forecasters, textile manufacturers work well in advance of the apparel production
cycle to create fabrics with colours, textures, and other qualities that anticipate
consumer demand.

b) Fashion design and production;

Garment maker/designer typically produce/design clothes that will meet their
consumer demand. The vast majority of garment maker/designer work for
manufacturers, as part of design teams, adapting trendsetting styles into marketable
garments for average consumers. Garment maker/designer draw inspiration from a
wide range of sources, including film and television costumes, street styles, and active
sportswear. For most garment maker/designer, traditional design methods, such as
doing sketches on paper and draping fabric on mannequins, have been supplemented
or replaced by computer- assisted design techniques. These allow designer to rapidly
make changes to a proposed design’s silhouette, fabric, trimmings, and other elements
and afford them the ability to instantaneously share the proposed changes with
colleagues—whether in the next room or on another part of the country.

c) Fashion marketing (custom made and ready to wear) and merchandising; and
Fashion marketing is the process of managing the flow of merchandise from the initial
selection of designs to be produced to the presentation of products to retail customers,
with the goal of maximizing a company’s/individual sales and profitability.
Successful fashion marketing depends on understanding consumer requirements and
responding/producing with suitable products. Fashion entrepreneurs use sales tracking
data, attention to media coverage, focus groups, and other means of ascertaining
consumer preferences to provide feedback to designers and manufacturers about the
type and quantity of goods to be produced.

d) Fashion shows, media and marketing.

Fashion designers and producers promote their clothes not only to retailers (such as
fashion buyers) but also to the media (fashion journalists) and directly to customers.
They present outfits that might be ordered by potential client but which often are
intended more to showcase the designers’ ideas about fashion trends and brand image.

1.2 Rationale of NOSS Development

This document is a revision of previously developed National Occupational Skills

Standard (NOSS) namely Ladies Dressmaking – Level 1 (TA-011-1:2012) and
Ladies Dressmaking – Level 2 (TA-011-2:2012). The revision development process
is inclusive of mapping the NOSS to compare and align the competencies
according to the current industry needs. The development panels also incorporate
the latest technological advancement in the fashion industry as a benchmark and to
sustain this document usage for the next few years to come until it is due for the
next revision.

The reviewed NOSS changes its title to Ladies Garment Making and the entry level
at Level 2. This is to reflect the current technological advancement that happens in
the fashion industry. This NOSS specifically outline the competencies required to
perform machining operations as required by the industry. It can be used as a
guideline for job description, performance appraisal and personnel development.
Training centres can utilise this document as a guideline in developing the
curriculum for Malaysian Skills Certificate in Ladies Garment Making (Level 2).

The previous NOSS is reviewed in order to produce the standard framework to the
latest competency standard expected from the current and potential workers of this
field. Ladies garment making is a specialised skill with meticulous work processes
as to produce high standard quality service or products. The ultimate aims of this
reviewed NOSS are to produce technically skilled workers in ladies garment
making equipped with the highest level of discipline and work ethics. The Core
Abilities and Social Values & Social Skills modules are designed and embedded
in the training

8. Employment Prospects

According to the report by Malaysian Investment and Development Authority (MIDA)

Malaysia has emerged as one of the global trendsetters in textile and apparel wear. From
the streets of Paris to the catwalks of New York, Malaysian designers have had the
honour of creating clothing that have been worn by celebrities, members of royalty as
well as heads of states. Going forward, we want to see more entrepreneurs adopting
higher value- added processes and technologies. We want to build a stronger and more
comprehensive ecosystem, one that focuses on talent, skills and innovation,” said Datuk
Isham Ishak, Secretary General of the Ministry of International Trade and Industry
(MITI) during the Fashion & Design Conference 2018 held at the Malaysian Investment
Development Authority (MIDA) today.

Datuk Isham also elaborated that Industry 4.0 technologies such as the Internet of Things
(IoT) have impacted both the front end as well as back end of the textile and apparel
industry. “The digital transformation will open up opportunities for completely new and
efficient business models. This can lead to more innovative and enhanced products,
higher productivity and growth. Nonetheless, we understand that it is not easy for a
company to transition into this digital era. The shifts within an organisation’s internal
structure and operating processes will be challenging, but the transformation is
necessary,” Datuk Isham added.

In continuing with the momentum from the Kuala Lumpur Fashion Week (KLFW) 2018,
the full day event aims to create more awareness on the availability of new technologies,
facilitate exchanges of information and encourage more value-added activities towards
bringing Malaysia’s fashion and design industry to the next level of development.

Dato’ Azman Mahmud, Chief Executive Officer of MIDA in his opening remarks said,
“The textile and apparel industry has been a consistent contributor to the national
economy in terms of investments and export earnings. In 2017, the industry was the 11th
largest contributor for exports of manufactured goods, amounting to RM15.3 billion.
During the same period, MIDA has approved 12 projects with total investments of
RM428.8 million, mainly in the production of primary textiles, ready to wear garments,
and textile accessories sub-sectors. These projects have generated a total of 1,850 job
opportunities including skilled positions such as engineers, quality controllers and highly
skilled technicians. I am also pleased to share that many international fashion brands
such as Brook Brothers, Armani, Victoria Secret, Marks & Spencer, GAP, Adidas, Nike,
Burberry and Ralph Lauren are being made in Malaysia.”

“We believe that many more Malaysian textile and fashion entrepreneurs are capable of
becoming international players as we have many talents. Nevertheless, there are many
practical steps that are needed in upscaling their businesses. Companies are encouraged
to take advantage of the available facilities that MIDA offers such as the matching grant
under the Domestic Investment Strategic Fund, Automation Capital Allowance (ACA)
incentive to increase their productivity and moreover, quality,” added the MIDA CEO.1
