Job Title**: National Project Coordinator, Green Jobs for Rural Youth Employment project
o In the context of the support of HQ (ESP) work on the Project ‘Green Jobs for Rural Youth Employment (GJ4RYE)’ in Zimbabwe, Sierra Leone,
and Timor Leste (20%):
o Support the Programme Officer of GJ4RYE in implementing the project, by actively providing inputs to the design of curricula and arranging
the sector-specific training for youth participants, and contributing to the development of the training modules of green jobs for youth
employment;
o Support the Programme Officer of GJ4RYE in conducting country research for identifying viable agricultural value chains, green jobs
opportunities, and potential public and private sector partners; as well as monitoring and evaluation of the project progress;
o Support the Programme Officer of GJ4RYE in communicating and liaising with partners, beneficiaries, donor organization (KOICA) and
stakeholders.
o Support the Programme Officer of GJ4RYE in developing a sound project communication strategy, including by assisting in the development
of information materials on the project, to guarantee adequate access to information for all relevant stakeholders through different
communication means.
o In the context of country-level activities support in Timor Leste for the GJ4RYE (60%):
o Oversee the process of policy dialogue with the national partners of the project and key agriculture, employment and rural development
stakeholders. In collaboration with line ministries, map policies and strategies that would benefit from an increased attention to green jobs
and youth employment aspects. Provide policy support to government ministries and public organizations to adequately reflect rural youth
voices and concerns in national policies and strategies;
The organization of an awareness raising session for government ministries, public organizations and private sector on decent rural
youth employment and related sub-topics (child labour, occupational safety and health, innovation and technology in agriculture,
rural out-migration, etc.);
Logistical support as required by the projects, including organize missions, workshops and other relevant events, and actively
Lead the coordination of the steering committees /executive committee responsible for selecting and managing grant applicants.
o Communicating with the local partners and participating youths in tracking the progress of the project, and reporting to the Programme
Officer accordingly. Assist the Programme Officer and FAO Country Representative in liaison and communication with relevant line
ministries, research institutions, KOICA, and other international organizations in collaboration on the GJ4RYE implementation;
o In the context of other DRE Team’s thematic areas and tasks in the country office (20%):
o Provide support to the operational tasks of the DRE-related themes in the country office;
o In consultation with HQ team, collaborate with other existing intervention, programmes and activities within DRE Team, e.g. Integrated
Country Approach (ICA), Child Labour Prevention, Migration, to give guidance and promote coordination of youth employment programmes
and projects within the country.
Minimum Requirements:
- 2 years of relevant work experience in green jobs (green economy), agricultural policy, agricultural business models, rural development, decent
rural employment and youth employment issues or international development;
- Advanced university degree in international development, public administration, business administration, environmental studies, economics,
agricultural or development studies, social sciences or other related fields. 2 years of relevant work experience can be replaced in lieu of an
advanced university degree;
- Excellent command of written and oral English and Tetum;
- Excellent command of Microsoft Office applications (Word, PowerPoint, Excel, Teams, and others).
o Viable agricultural value chains, green jobs opportunities, and potential public and
private sector partners identified;
o Effective communication and working relationships with national and local partners,
donor organizations and stakeholders established and well managed;
o In the context of country-level activities support in Timor Leste for the GJ4RYE (30%):
o Policies and strategies that would benefit from an increased attention to green jobs
and youth employment aspects identified;
o Policy support on mainstreaming rural youth employment into national policies and
strategies provided to government ministries and other stakeholders;
o In the context of other DRE Team’s thematic areas and tasks (20%):
o Under the context of the country, collaboration ideas with other intervention,
programmes and activities of DRE Team identified.
