Meter connection cost proposal

1 Introduction
The government of Ethiopia has planned and allocated budget to expand the electricity access
of the country to 90% within the growth and transformation year’s period (i.e. from 2008 to
2012 E.C). In past two years the number of electrified villages is 993 (398 in 2008 and 595 in
2009 budget year) . UEAP has planned to electrify 618 rural towns and villages in 2010 budget
year.

As per the instruction of the Ministry of Water and Energy and EEU , UEAP is expanding the
scope of distribution network construction to resolve the gap between Electric Access coverage
and the no.of connected EEU customers by including KWH meter installation in electrified
villages and in planned villages within the budget year.

 61,800 service cable installation and Single phase KWH meter installation to households
and service centers within the newly electrified villages by Government/EEU budget
 410,000 service cable installation and KWH meter installation for towns under the
densification project financed by World bank and AfDB.

Therefore this document is prepared to propose an affordable flat-rate cost for meter
connection for the community in rural villages. The proposal was prepared for installation,
transportation and material cost per house hold /service center. The category factors are
applicable on construction cost based on the village environmental condition.

2 Objective
 The main objective of this document is to :-
 Provide affordable meter connection cost by applying flat-rate cost which gives an
opportunity to the community to have unified cost within the range up to 25mt from
nearby LV Pole.
 Provide a cost of meter connection for households >25mt from nearby pole which
requires additional pole and other related costs.(optional)
 Provide Cost for Outsourcing purpose of the Service cable installation.(optional)
3 Scope
To set flat-rate cost for:

 Customer Data collection /Registration

 Service cable connection and KWH Meter installation total cost (for customer )

 Per KWH meter installation cost

4 Basic assumptions of kWh meter cost analysis


 Installation of single phase KWh meter the Scope of work is mainly planned to be done
by UEAP woreda coordination office but outsourcing price is also provided as option.

 UEAP woreda coordination office mobilize all resources needed for installation of meter
connection (like materials, vehicles, tools …etc) to site technician/Mounter with average
distance of 100km.

 The Meter installation is as per standard and all necessary materials are considered.

 Average Fuel cost per liter – 18.5 ETB (considering inflation)

 The construction unit consists of minimum one technician/Mounter and one daily laborer
is assumed to execute the installation within one hour (i.e 8 KWH meters per day)

 One pickup will travel per day 50km for site activity

 Once the materials are transported the material will be properly secured within the village
until all installation work is completed.

KWH Meter installation (cost for customer)


 This includes Service drop cable installation, Meter board fixing, Meter connection and related
tasks.
 Therefore KWH Meter installation cost = Material cost + Labor cost + Transport cost +
Overhead and Administration cost (15%).
 The material cost is different for house hold customers and for Service center due to the load
and variety of use.
 The labor cost is same for all customer found within 25mt distance from tapping but if the
customer is found greater than 25mt additional LV concrete pole and ABC cable extension is
required which is taken from the available construction cost flat rate prepared in 2006 ,Since
this price is very expensive for the customer the cost is to be covered by the government
finance and therefore not included in this proposal.

Service drop cost (for outsourcing)


 The price for Connection cost outsourcing option is prepared based on the assumption that material
supply is done by UEAP Woreda coordination only connection work is to be done by the
construction force (TVET or Local Contractor).
 Connection cost for (>25mt) will require erection of additional concrete pole which has already
existing LV concrete pole installation price.
KWH Meter installation cost for (< 25mt) = Labor cost + Overhead cost (15%) + Profit (10%)

5. Final Proposed price


 Connection cost upto 25mt is standard fee of 1067.58 birr for house hold and 1193.30
birr for the service centers with additional 40birr for registration.
 The Connection cost (for outsourcing Purpose) is 301.74 birr.

 Although the customer pays fixed price the cable length to be installed is as per the actual length.
