UPDATING OF THE MANUAL OF RULES AND PROCEDURES FOR THE

TRAINING AND TRAINING OF STAFF


IN THE DIRECTORATE OF HUMAN RESOURCES OF THE
COMPTROLLER OFFICE OF THE BOLÍVAR STATE (CEB)

In the following chapter, the elements that correspond to the problem statement, research
objectives, justification and scope of the research are described.

Problem Statement

The main function of people management within organizations is to attract, develop and
retain the necessary human resources for the execution of the functions of each entity; and, the
trend of recent times for these processes in the company, is to consider human resources as a
strategic element for the achievement of objectives.

In this way, the activities of human resource management are based on the analysis and
description of positions, attraction, selection and incorporation of personnel, performance
evaluation, development and succession plans, management of wages and salaries and the
design , implementation and monitoring of staff training and development activities.

Within this context, what must be strengthened within organizations to manage human
resources as a strategic element is the implementation of a coherent set of values and the
understanding that the result of this management is evident in the long term, for what, the
entities with disposition to the measurement of results in the short term are opposed to this
strategic vision of the human resource.

In this way, and within the medium and long-term organizational plans, one of the
variables to consider is that of the current collaborators and those that an entity will have in the
future, therefore, Human Resources considerations "are analyzed and they are designed based
on what is to come, considering what will be necessary, both in terms of knowledge and skills,
to achieve the strategic plans and objectives. Due to this, training cannot focus on past elements,
but must be programmed with a view to the future not only of the organization, but also of the
new demands in the cultural, social and technological fields.

It should be noted that, in the case of Venezuelan public institutions, the process of
formation, training, training and/or development of personnel, adheres to the regulations of the
public sector entities in the country, such as the Law of the Statute of the Civil Service of the
Bolivarian Republic of Venezuela (2002), in which article 63 establishes that the development
of the personnel will be achieved through their education and training and includes technical,
professional and moral improvement of public officials; their preparation to perform more
complex functions, incorporate new technologies and correct deficiencies detected in the
evaluation; all of this, in order to provide tools for personnel within State organizations to
assume new responsibilities, adapt to changes and allow them to progress in their careers as
public officials.

The Comptroller of the Bolívar State (CEB), which is an organization with organic and
functional autonomy in accordance with the Constitution of the Bolivarian Republic of
Venezuela, created under the law enacted on November 5, 1974, and which Its main function is
to exercise control, surveillance and inspection of income, expenses and assets of the state.

The Comptroller of the Bolívar State (CEB), as part of the Venezuelan public
organizations, executes its procedures, specifically, in terms of Human Resource management;
based on what is established in its Manuals of Norms and Procedures, where not only the
personnel admission process is standardized; but also those activities related to the management
of salaries and wages, performance evaluation and for the training and training of personnel

However, in the specific case of the Manual of Norms and Procedures for the training and
training of personnel, it is observed that this manual was prepared in 2012, with which much of
the data contained in it is outdated and ineffective. currently, which translates into weaknesses
in the entity's control and internal audit system.

This update is justified on the basis that with the establishment of procedure manuals,
there is a tendency to give a more defined character to the procedural structure of a social
organism, which will lose its empirical and improvisational character, to take shape in a series
of well-defined procedures. That is why a well-prepared procedures manual becomes a valuable
administrative technique.
