A RESOLUTION FOR THE CREATION OF MABALACAT CITY CENTER FOR

CULTURE

THE SANGGUNIANG PANLUNGSOD OF MABALACAT CITY, PAMPANGA, in

regular session assembled:
WHEREAS, Sections 14, 15, 16 and 17, Article XIV of the 1987 Constitution
declare that the State shall foster the preservation, enrichment and dynamic
evolution of a Filipino culture based on the principle of unity in diversity in a
climate of free artistic and intellectual expression. The Constitution likewise
mandates the State to conserve, develop, promote and popularize the nation’s
historical and cultural heritage and resources, as well as artistic creations. It
further provides that all the country’s artistic and historic wealth constitutes
the cultural treasure of the nation and shall be under the protection of the
State, which may regulate its disposition;

WHEREAS, the Local Government of Mabalacat City believes that the

establishment of Mabalacat City Center for Culture that showcase and reflect
the unique identity and diversity of Filipino culture will enhance the
recreational, cultural and educational enrichment of the community;

WHEREAS, Mabalacat City College, a higher educational institution

established by the Local Government Unit of Mabalacat City, aims to foster the
preservation of, promote, and popularize the city’s historical and cultural
heritage to the community;
WHEREAS, Mabalacat City College (MCC), the Local Government Unit of
Mabalacat City (LGU) and the Mabalacat City Arts, Culture and Tourism
Council commit to work collaboratively with one another to established
Mabalacat City Center for Culture;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the
members of the Sangguniang Panlungsod in its ____ regular meeting assembled
to approve the Creation of Mabalacat City Center for Culture at the old
municipal población hall of Mabalacat City;

RESOLVED FURTHER, that in order to protect, preserve, and continuously

exhibit the artifacts and to enhance the experience of visitors visiting the
Mabalacat City Center for Culture, the duties and responsibilities of the
following shall be as follows:

I. OBLIGATIONS OF THE CITY GENERAL SERVICES OFFICE

A. VENUE

1. Shall provide support in the ingress and egress of the

contents, equipment, and materials housed in the Mabalacat
City Center for Culture.
2. Shall conduct reasonable repair and maintenance of the
Mabalacat City Center for Culture.
3. Shall maintain the cleanliness of the area and facilities.

B. SECURITY

1. Shall employ reasonable methods of providing external and

internal security measure for the Mabalacat City Center for
Culture and employ security devices to protect the contents
contained therein from theft, damage and vandalism.
2. Shall ensure the safety and security of the MCC personnel
who are assigned in the premises
3. Shall provide implementation of security and safety
protocols.

C. UTILITIES

1. Shall provide electric and water provision in the premises.

II. OBLIGATIONS OF THE CITY TOURISM OFFICE

A. COMMUNICATION

1. Shall be in charge in the promotion of the Mabalacat City

Center for Culture activities/programs and all other mode of
advertisement;
2. Shall be the organizer of events initiated by the LGU in
charge in the preparation, facilitation and management of all
programs and/or activities of local government of Mabalacat
City held at the Mabalacat City Center for Culture;
3. Shall market the Mabalacat City Center for Culture as a
tourist destination;
4. Shall create and maintain the social media presence of the
Mabalacat City Center for Culture.

III. OBLIGATIONS OF MABALACAT CITY COLLEGE (through its History

Program)

A. VENUE

1. Shall provide OJT students and/or personnel to manage the

day-to-day operation of the Mabalacat City Center for
Culture.
2. Shall install all materials, supplies and equipment necessary
for interior alterations and such other activities as may be
necessary or appropriate to showcase the Mabalacat City
Center for Culture.

B. SECURITY AND SAFETY

1. Shall keep and maintain an updated inventory of all

equipment, furniture and materials housed in the Mabalacat
City Center for Culture.
2. Shall keep, preserve and maintain all the contents of the
Mabalacat City Center for Culture

3. Shall ensure the implementation of the safety and health

protocols.

C. OPERATIONS

1. May enter into agreement with entities for collaborative

works;
2. Shall coordinate with the Mabalacat City Tourism Council
for any advice or recommendation on the contents of the
Mabalacat City Center for Culture;
3. Shall provide experience/immersion to Mabalacat City
Center for Culture activities;
4. May organize exhibits in partnership with the City Tourism
Office;
5. Shall take care of the necessary research and development
activities on the contents of the Mabalacat City Center for
Culture;
6. May provide lectures on the contents of the Mabalacat City
Center for Culture.

IV. OBLIGATIONS OF THE MABALACATY CITY ARTS, CULTURE AND

TOURISM COUNCIL

A. Shall serve as the advisory council of the Mabalacat City Center for
Culture;
B. Shall provide direction and recommendations on the contents and
operations of the Mabalacat City Center for Culture.

RESOLVED FURTHER, that for Mabalacat City Center for Culture activities
that require collections or fees from visitors/guests, 20% of the total collection
will be automatically appropriated to the History program of MCC and 80% of
the total collection will be appropriated to the general funds of the LGU;

RESOLVED FINALLY, that a copy of this resolution be furnished to the

concerned offices.
