EXECUTIVE RESOLUTION NO.

1-2021

A RESOLUTION AMENDING SECTION 1, ARTICLE XII OF THE CONSTITUTION


AND BY-LAWS AND CREATING THE *NATIONAL COMMISSION ON MEDIA,
THEREBY ADDING IT AS ONE OF THE COMMISSIONS OF THE NATIONAL
ASSOCIATION OF POLITICAL SCIENCE OF THE PHILIPPINES

WHEREAS, the National Association of Political Science of the Philippines’ Constitution


and By Laws Section 2, Article II states that one of the organization’s objectives is “to
apply the knowledge of Political Science to serve the society as a whole.”

WHEREAS, Section 1, Article XII states that there are only four commissions in the
National Association of Political Science of the Philippines namely: the National
Grievance and Arbitration Commission, the National Secretariat Commission, the
Revisions and Constitutional Amendments Commission, and the National Commission
on Elections.

WHEREAS, there is a need to create a new commission in order to establish a


community of political analysts in assessing political candidates while also providing an
avenue for leadership, development, learning, student engagement, and fostering of
shared interests.

WHEREAS, the *National Commissions on Media is a commission intended to create a


network of political scientists for a specific purpose, the concern with the process of
growth, industrialization and change and the impact on government forms and policies.

WHEREAS, the goal of this commission is to deepen human understanding of the forms
and nature of political action and to develop theoretical tools for interpreting politically
meaningful phenomena, to describe how various political systems function, and to
provide analyses of the current political climate and the candidates for public office.
WHEREAS, the broadness of the 1987 Philippine Constitution’s eligibility for public
office which only covers age specificity, reading and writing literacy, and citizenship
aims to be addressed by the creation of this commission that would provide maximum
assessment of background and knowledge of different candidates both in the national
and local governments in the perspective of Political Scientists which stresses on their
systems of governance.

WHEREAS, the National Commission on Media shall administer and implement


programs and projects that provide analyses and commentaries on the political climate
and candidates for election.

WHEREAS, as a new commission under Article XII of the NAPSP Constitution and By
Laws, the membership of the proposed commission shall be at the discretion of the
chairman appointed by the National President and subject to the approval of the
General Assembly.

THEREFORE, BE IT RESOLVED, that the membership of the *National Commission


on Media shall be reserved only to members of the National Association of Political
Science of the Philippines.

THEREFORE, BE IT RESOLVED, that the *National Commission on Media Chairman


shall be appointed by the National President and subject to the approval of the General
Assembly.

THEREFORE, BE IT RESOLVED, that the proposed *National Commission on Media


shall enjoy the same privilege and perform its duties as authorized by the Constitution
and By Laws of the National Association of Political Science of the Philippines.

THEREFORE, BE IT RESOLVED, that the *National Commission on Media shall carry


out programs and projects such as but not limited to training, seminars, workshops,
lectures, and symposiums, with the aim of honing the analytical skills and critical
thinking of the members of the organization in political discourse.

THEREFORE, BE IT RESOLVED, that the *National Commission on Media shall, in the


implementation of its programs, utilize the forms of media such as but not limited to the
Internet, video presentations, podcasts, print, and broadcast media as well as carrying
out-face-to-face activities with respect to the health protocols mandated by the
government.

NOW, THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the


National Association of Political Science of the Philippines will establish the *National
Commission on Media thereby adding it as one of the commissions of the organization.
RESOLVED FURTHER, that this Resolution shall take effect immediately upon its
approval, unless otherwise provided by law.
