Responsibilities of Civil Engineer ‐ Consultant
• In the role of consultant,  Civil Engineer faces a series of responsibilities, inherent to 
the study and design of a project. 

• These responsibilities are:

• Search, investigate and analyze the location and characteristics of the site and also 
verify its feasibility for construction purposes.

• Organize, direct and develop the detailed engineering design, according to the 
clients' requirements.

• Assess the potential risks and challenges of the project.

Responsibilities of Civil Engineer 
Prime Contractor
• The Contractor is in charge of directing the execution of the project, in accordance with the plans and 
technical specifications. 
• In addition, She/He must ensure the quality and the best use of materials, equipment, tools and human 
resources within the work.
• The responsibilities are:
• Coordinate and execute all the necessary activities before construction (cleaning, declaration of 
permits, temporary installations, etc.).
• Manage and monitor the financial and legal information of the project.
• Know and enforce the requirements established in the work contract.

Responsibilities of Civil Engineer 
Prime Contractor
• Carry out control, billing and monitoring procedures for all project activities (recurring taxes, 
contracted basic services, supply of materials, payroll, insurance, among others).
• Updating, monitoring, adaptation and compliance with the work schedule.
• Review and supervise As‐Built plans.
• Supervise and guarantee the quality of materials and equipment.
• Coordinate and interact constantly with subcontractors and department heads in the project 
(periodic follow‐up and progress meetings)

5‐Step Construction Quality Control Process

1. Define and Share the Acceptance Criteria 
– The definition of “done”.
Some of the standards that might be incorporated into the 
acceptance criteria include:
• No visible defects
• Complies with minimum code standards
• Meets all manufacturers’ specifications
• Conforms to the customer’s contract specifications
• Specific organizational preferences
• Project‐specific quality standards
• Industry common practices

5‐Step Construction Quality Control Process

2‐ Create an Inspection Plan

The inspection process allows you to determine 
whether a specific task was completed to the 
specifications. 
It’s how you know you have met the acceptance 
criteria that were defined in the first step. 
The team needs to know what will be inspected, 
when inspections will happen, and who is 
responsible for doing them.

3‐ Use Checklists to Conduct 
Inspections

• Quality inspection checklists can help you stay


organized and ensure that all critical items are
verified. However, not all checklists are equally
effective and they are not always properly used.

4‐ Correct Deficiencies and Verify Acceptance 
Criteria
• When deficiencies have been identified through the inspection 
process, subs and crews must correct them. The process is to:
• Physically mark the issue or area to prevent coverup
• Take a picture to clearly identify the issue and show how it’s marked in 
the field
• Correct the issue
• Document the correction

5. Prevent Future Deficiencies


• The final step closes the loop. Learn why the deficiency happened and
adjust the quality control process so it doesn’t happen again.
• Make sure the item is included in the acceptance criteria and
communicated to all parties.
• Add to your checklist system and include it in your inspection plan.
• Success is when you don’t see the issue again and you are that much closer
to achieving first time quality with zero defects.

• In a hypothetical scenario, you are an inspector required to check the


reinforcement of a footing. According to the drawings, the
reinforcement is #5, but you realized that the footing has #7 bars. You
are in the middle of the inspection, and the mixer has just arrived at
the construction site. What would you do? Do you allow to pour the
concrete in the footing with #7 reinforcement?
• En  un  escenario  hipotético,  usted  es  un  inspector  que  debe  verificar  el 
refuerzo de una zapata. Según los dibujos, el refuerzo es el #5, pero se 
dio  cuenta  de  que  la  zapata  tiene  barras  #7.  Está  en  medio  de  la 
inspección  y  “la  tula”  acaba  de  llegar  al  sitio  de  construcción.  ¿Qué 
harías? ¿Permite verter el concreto en la zapata con refuerzo #7?
