I 3.1 Nine (9) approved tenderers were invited to submit their interest to tender. Four (4) tenderers agreed
to tender however only three (3) tenderers collected the Tender Document and submitted their bids
by the stipulated date.
3.4 The Tenderers was required to submit an Earnest Money of RMs,000.00 and all complied with this
requirement.

Since the tender was carried out based on invitation, we assume that the Tenderers are of
equal standing i.e. Performance, flnancial capacity and workmanship, thus our report is mainly
based on price.

6.0 ANALYSIS OF TENDER
This is the lowest tender received at RM15,297,749.17 including GST with a completion period of 12
months from the date of possession of site.

Their Mechanical & Electrical Services bid is the lowest at RM1,970,087.00. And their Landscape bid is
lowest at RM667,986.00.
This is the second lowesttender received at RM16,736,054.27 including GSTwith a completion period of
'12 months from the date of possession of site,
The Tender sum is higher than the Consultant's estimate bq R.M951,884.07 or 6.03%
This Tenderer made a total arithmetical error of (RM10,119,453.70) in their tender. When rectifled the
corrected tender sum is RM27,462,674.99. This error affects its overall tender position from second to third
place.
Preliminaries were priced at RMl,057,500.00 or 7 .18o/o of the Tender sum which is consider very high for
this nature of project.
Generally, all their rates are priced high. Their Mechanlcal & Electrical bid is the second highest at

This Tenderer made a total arithmetical error of RM36.00 in their tender. When rectified the corrected
tender sum is RM16,748,937.89. Their overall tender position has improved from third to second place.
Preliminaries were priced at RM716,500.00 or 4.53% of the Tender sum which is acceptable for this nature
of project.
This Tenderer has not priced for lnfra Structure Works for Phase 28 and Landscaping Works. The
Infrastructure Works for Phase 28 was only indicated as Rate Only.

7,0 SUMMARY AND CONCLUSION

7.1 The objective of this tender exercise is to receive a competitive bid. Our evaluation is mainly
based on the price tendered and we leave the tenderer's performance, capability and working
experience to the Client since the tenderers had been pre-selected. '
7.2 The tender r"porttr Mechanical & Electrical Services and Landscaping Works prepared by the
respective Consultants are attached as Appendix'F' and Apendix'G'.
7.3 From the forgoing analysis, we recommend all tenderers be invited for an interview as below:
b) To seek tenderer's explanation on the low and high rates and items not priced in their
tender submission.
c) To seek the tenderers' clarification on the documents which were not included in the tender
