I.Introduction
The Coronavirus Disease (COVID)-19 pandemic has greatly affected all sectors society. This public health crisis has
compelled countries around the world to revisit their education systems and adopt the most appropriate delivery modalities for
their learners.

From the analysis and data tracked by UNESCO and Northwest Evaluation Association (NWEA), certain groups of
learners have suffered greater setbacks and will continue to face more obstacles in remote-learning environments. Many of these
learners struggle to thrive in a remote environment where they lack hand-on guidance, emotional support, and access to
technology. Hence, they suggested that in areas where disease transmission is under control and administrators can resume
physical classes, these learners need to take priority.

Furthermore, the Department of Education (DepEd) finds it necessary to implement face-to-face classes in order to: 1)
address difficulty of monitoring and assessing learning process remotely, 2) mitigate inequalities and unevenness in access to
technology, household resources, and learner skills self-learning, 3) allow resumption of activities that cannot be done at home,
such as workshop requirements in the Technical Vocational and Livelihood (TVL) track, 4) ease negative mental health impact of
the lack of face-to-face interaction among children, 5) supplement the absence of more responsible adult in the family qualified to
take the role of the learning facilitator, and 6) help reinforce health standards in school setting.

With the approval of president Rodrigo R. Duterte, these challenges were addressed through the reintroduction of the
pilot face-to-face classes in selected public schools last November 15, 2021 while ensuring that the existing public health
standards of the government in light of COVID-19 were strictly followed. The insights and experience from this led to identifying
areas of support for the expanded face-to-face classes which is expected to eventually pave way for all schools to transition to the
new normal in education.

OBJECTIVES

The limited face-to-face class aims to:

1. deliver quality basic education in a safe learning environment to learners in low-risk areas;
2. address the teaching and learning gaps encountered in the distance learning modalities; and
3. strengthen the school-community health and safety support system for all children.

II. SCHOOL PROFILE

There are 266 learners who are enrolled at Canauili Elementary School. Of this number, 137 learners are in Key Stage I
(kinder to Grade 3) and 129 learners are in Key Stage II (Grades 4-6) and will be joining the expanded limited face to face
implementation. These learners are living within the barangay and neighbouring barangays with access to public transportation
from home to school and vice versa. Furthermore, they have no existing comorbidity and the curriculum they are enrolled in
requires hands-on experiences.

To cater these learners, a total 11 classrooms will be used during physicl classes. The school has a medical clinic,
holding and isolation areas.

A total of 12 teachers will be handling physical classes following the Alternative Work Arrangement set by the school. To
ensure the safety of teachers and learners during the expanded limited face to dace classes the teacher-pupil ratio is set at 1:16
for Kindergarten; 1:16 or 1:20 at maximum per classroom lectures from Grades I-6 depending on the classroom area.

The teaching and non-teaching personnel are all fully vaccinated .For a total of 14 teaching and non-teaching personnel,
14(100%) is fully vaccinated. Meanwhile, learners who were selected for physical classes

III. SAFE OPERATIONS

A. MANAGING SCHOOL OPERATIONS

i.Alternative Work Arrangement

Teaching and non-teaching personnel who will be rendering services have undergone orientation on Alternative Work
Arrangement (AWA) that will be implemented during the limited face-to-face classes.

In crafting and executing the AWA, teacher-pupil ratio of 1:16 for kindergarten and 1:16 up to 1:20 for Grades 1-6 for
classroom discussion and is ensured to deliver basic education in a safe learning environment. It is also made sure that teachers
who are involved have no comorbidities nor identified with immunodeficiency or any health risk/conditions. However, teachers with
stable comorbidities whose functions/teaching assignment are indispensable have signified their willingness to participate in the
limited face-to-face classes through writing a letter to volunteer addressed to the school head. Furthermore, these teachers, all of
which residents of Janiuay, have access to service vehicles from home to school and vice versa.

ii.Classroom Layout and Structure

Seating arrangement is given importance in classroom layout and structure as it is one of the key practices to deter virus
transmission during physical classes. With this, only 12 to 20 armchairs will be arranged 1-2 meters apart each classroom or
equivalent to number of learners present. To further ensure that health protocols are followed, floor markers and stickers will be
utilized as well. Sterilization box will also be placed in classrooms for outputs such as quiz papers and activity sheets to be
disinfected upon submission of learners.

Classroom ventilation will also be guaranteed at all times through placing functional electric fans. Moreover, the windows
and doors are fully open during the period of face-to-face classes. Throygh establishing these mechanisms, the school hopes to
ensure zero to minimal risk of COVID-19 transmission of learners.

iii.School Traffic Management

To further strengthen health protocols and protective measures against the spread of COVID-19 virus, Canauili
Elementary School has set-up clear and easy to read signage in strategic places where they can be easily seen by learners,
teachers, and school personnel. This begins upon entry to the school campus wherin a school map isput up in the entrance
points. With this, learners will be guided on the location of their rooms.

This is followed by unidirectional hallway ground markings for queuing and movement in school campus to manage high
traffic areas. Designation of queuing areas will also be placed for restrooms, library, etc. Lastly, there are also designated
entrance and exit points for the entire school campus and every classrooms.

iv.Protective Measures, Hygienenand Sanitation Practices

Complementing the protective measures are entrance and exit hygiene practices and safety procedures. This involves
using of temperature thermal scanner and reserving surgical masks for symptomatic individuals in the entrance and exit gates.
Also practiced upon entry are sanitizing of hands and filling up health declaration sheet for school personnel and pupils, and
contact tracing tool for school-goers.

In relation with this, the school has mobilized the school COVID-19 DRRM team headed bt its Safety officer. The team will
take change in ensuring effective implementation of the school’s health an safety protocols during the preparation and
implementation of limited face-to-face classes.

The schools School-Based management-Wash in School (SBM-Wins) team has also set up proper sanitation and
hygiene facility for school-goers. This includes the availability of handwashing station with clean and safe water supply in strategic
locations such as the school entrance and exit gates, and clean and safe toilet facilities. Supervised hand washing and tooth
brushing activities are also scheduled.

v.School Sanitation and Waste Management

Placement of trash bins with label for biodegradable, non-biodegradable, recyclable. And infectious wastes to practice
proper waste management is done in strategic locations, In line with these, the school has also ensured regular sanitation and
disinfection of school facilities, furniture, and equipment as well as proper disposal system of infectious wastes such as tissues
and masks. Sanitation and disinfecting materials are provided and made available for scheduled sanitation of frequently touched
surfaces and disinfection of school facilities. In handling infectious wastes, separate leak proof yellow trash bag labelled “USED
PPE” will be used. Collection of these waste materials for treatment and disposal will be done twice, after end of class and after
working day. During the collection process, medical grade mask will be used by the personnel in-charge. Treatment through
disinfection or spraying will follow using chlorine solution (1:10) following the Department of Health (DOH) guidelines. Disposal of
disinfected PPE with general wastes to final disposal facility will then follow.

vi. Communication Strategy

The school’s communication plan is established through identifying different platforms of communication to coordinate
with learners, parents,/guardians of learners. This database contains contact number and address of parents,guradians of
learners to be used in case their child shows flu-like symptoms during limited face-to-face classes.

Child-friendly information, Education and Communication (IEC) materials are developed to consistently remind pupils of
proper hygiene, etiquette, and protective measures. These are written in local language and posted on common areas reminding
learners and school personnel of proper hand washing and use of 70% isopropyl alcohol for sanitation as part of hand hygiene.
For respiratory hygiene and cough etiquette, an IEC material also reminds pupils to cough or sneeze into tissues or own elbow.
Meanwhile, proper ose of face mask and observance of social distancing prompts school-goers essential protective measures.
These IEC materials are written in English and local language.

Opening of limited face-to-face classes requires the involvement of different stakeholders. In line with this, an orientation-
for eligibility criteria for participation, existing protocols, mechanisms, procedures needed in the conduct of limited face-to--face
classes was conducted to parents, guardians, teaching and non-teaching personnel, and barangay captains was scheduled last
November 18, 2021. Orientation materials were also made vailable for distribution to different stakeholders.

A re-orientation session for school stakeholders on measures needed for reopening of the school in the event of
resurgences and school lockdown. Added to this, the school has also a proactive COVID-19 local hotline/help to connect and
coordinate to hospitals, testing facilities, and Local Government Unit (LGUs).

vii. Contingency Plan

The school has crafted a Comprehensive School Contingency Plan to manage situations in which suspected or confirmed
cases of COVID-19 or close contacts are detected within the outside the school promises during the conduct of face-to-face
classes. Once activated, this manual contains 11 case scenarios and decision points for school lockdown based on Office
Memorandum OM-OSEC-2021-002 Secretary Leonor M. Briones “School Contingenvy Plan Manual for the implementation of
Face-to-Face classes” and recent Inter Agency Task Force protocols for isolation, quarantine, and lockdown.

viii. School Lockdown and Reopening

The Comprehensive School Contingency Plan includes decision points for school lockdown based on the assessment
and decision of Local Task Force (LTF) against COVID-19. In case the lockdown, the school shall revert to distance learning. This
plan also contains a 24-hour granular lockdown for disinfection following identification/detection of suspect, probable, or confirmed
COVID-19 case/s.

In case of a lockdown, the School Comprehensive Contingency Plan also sets consideration for reopening. This includes
completed contact tracing, complete disinfection activities, 14-day of no confirmed cases in school, low to no community
transmission in the barangay where the school is located, and school area being classified as minimal-risk. Once all these
consideration are met, return school/work will be implemented following the latest national guidelines for close contacts, and
suspects, probable or confirmed cases.

B. HOME-SCHOOL COORDINATION

Active involvement and coordination of the school with the Barangay Local Government Unit (BLGU), Barangay Health
Emergency Response Team (BHERT) and guardians or parents serve as one of the key factors in the success of the
implementation of the limited face-to-face classes.

This home school coordination involves collaborative working relationships between BLGU, families, and schools. With
this, the school has developed a plan in coordinating with the Local Government Unit (LGU), Barangay Local Government
Unit (BLGU), or the Barangay Health Emergency Response Team (BHERT) in ensuring the protocols are observed properly.
The school has formally sought the support of the Local Government Unit (LGU) through the Honorable Mayor Bienvenido P.
Margarico,MD. The LGU of Janiuay expressed its support to the proposed conduct of the limited face-to-face classes through
written agreement or certification released March 7, 2022. The agreement highly emphasized the utmost priority on health
and safety of the learners and teachers while ensuring that learning continues and learning gaps are addressed.

In addition, the school coordinated with the Barangay Local Government Unit or the Barangay Health Response Team

Through orientation last March 6, 2022,on the conduct of limited face-to-face classes. The school recognizes the shared
responsibility of every stakeholder in ensuring that the health protocols are properly observed as indicated in the discussion on
operationalization of the Preventive Alert System in schools (PASS) for COVID-19 (per DepEd Memorandum No. 15, s. 2020). As
expression of the BLGU and BHERT’s support of this Department’s endeavour, written agreements were formally signed by the
representative of each barangay.

Parental or family involvement in school-based learning activities in times of COVID-19 pandemic implicates coordination
on key issues relevant to both the school’s and family’s goals for the learners’ education. As we continue to deliver safe and
quality education, the school formally engaged parents and guardians on an orientation on health protocols and safety measures
last March 11, 2022. The school communicated to the parents the safe drop-off and pick-up procedures, safety precautions and
preventive measures while communiting (e.g. wearing of proper face masks and face shields, refrain from talking and eating while
in public transportation, ensure adequate ventilation, frequent and proper disinfection, appropriate physical distancing), and safety
precautions and preventive measure upon entering the school premises.

As the school reopens for limited face-to-face classes, it is important that precautions are taken both inside and outside
the classroom and upon entry to prevent the spread of COVID-19. Canauli Elementary School has strategically identified a
location near the entrance for holding/waiting area and isolation area. Thus, there are ideally well-ventilated and properly labelled.

Home-school coordination involves different systems of support that cross among the LGU, home and school settings.
This is widely promoted for the positive impact on learners’ motivation, engagement, behaviour, academic and social outcomes
while ensuring healthy and safe learning environment.

IV. FOCUSING ON TEACHING AND LEARNING

i.Learning Resources

The school has secured sufficient supply of learning resources needed for the face-to-face classes based on the
enrolment data and inclusion of the learner participants.

To ensure yhe enough number of learning resources, the pupil-Self-Learning Module (SLM) ratio of 1:1 and the learner-
textbook ratio of 1:1 is implemented per learning area to lessen learner interaction during class hours.

ii.Class Scheduling

The school has designed class program/s that enter of the limited face-to-face classes arrangement and distance
education while observing the maximum 6-hour classroom teaching hours of teachers. Indicated in the class program per grade
level are the breakdown of hours for face-to-face and distance learning, the staggered start and close of the school day, and the
staggered break time hours.

The number of class section is arranged in a way that each class section will be able to attend the face-to-face classes.
The number of learners for each class is also indicated in the classes in the class program in each grade level. For Class A, the
half-day face-to-face classes will be conducted in one (1) straight week. For class B, learners of the one (1) straight week of pure
distance learning classes will alternately attend the face-to-face classes every week for the whole duration of the pilot
implementation.

The specific schedule/breakdown of hours for face-to-face classes is indicated in the class program, including the

iii.Learners Profile

One with the entire academic community the school has expressed its intention to be part in the expansion of the
implementation of the face to face classes which could significantly contribute in the improvement of the delivery of education
amidst the present public health situation. Given the risks and challenges brought by COVID-19, the school strictly considers the
Department of Education’s operational guidelines especially on preparing, selecting, and prioritizing learners who will participate in
the resumption of face to face learning.

As to who will participate in the implementation of the face- to- face classes, the school has comprehensively profiled the
learners based on residents, transportation, health condition, learning facilitator and their final rating for every quarter. In order for
the school to accurately reflect the learners’ information, a survey was created which allows the identified learners to provide
important information considering the guidelines on face-to-face implementation.

Based on the date generated from Canauili Elementary School Profile Survey, consolidated as of January 21, 2022,
46.62% or 124 learners walk to and from the school. Another 53.38 % or 142 learners commute through motorcycle and other
available means of transportation. As with the vaccination status, 2.26% or 6 of the identified learners were fully vaccinated. With
this modular modality, 75% or 200 learners are assisted and guided by their parents, 22% or 60 learners are helped by their
siblings, while 2% or 6 learners are thought by tutors. The result significantly demonstrates the qualification along with the
selection procedure considerations on identifying learners to participate on the limited Face-to face classes.

iv Attendance Monitoring

The school has insured an attendance monitoring of learners to determine thus who are exhibiting difficulties in coming to
school and thus who cannot participate in face-to-face classes thus they will revert to distance learning.

v. Learning and Development Support Plan

The school has informed teachers to conduct consultations with parents, provision of feedback and instructional support
for learners, facilitation of assessment, preparation of Weekly Home Learning Plan (WHLP), and other related tasks after the face-
to-face classes. These concerns are supported by the school memorandum, minutes of the meeting, attendance, and pictures.

The school has also insured prohibition of conduct of physical or face-to-face large gatherings, group work, or activities
that will require close contact, or where physical distancing may not be possible (e.g., school activities, field trips, sports festivals,
flag ceremonies).Signage’s may be placed in school premises as reminders. Such can also be tackled and included in the plan of
activities for the school year.

vi. Budget of Work

The school has provided an appropriate learning development support plan in providing better quality basic education
services.

Learning Action Cell (LAC) sessions are conducted to highlight provision of remediation/intervention for learners during
the face-to-face classes. Coaching, mentoring, and training, help in facilitating blended learning approach.

The school has oriented the teachers on their budget of work and ensured that the school requirement for the learners is
in observance of academic case and provision of flexibility to learners in managing the limited face-to-face classes.

The orientation on the implementation of the Most Essential learning Competencies (MELCs) is included in the Budget of
Work during the limited face-to-face classes. Moreover, an orientation on the observance of academic easily conducted and
provision of flexibility to learners in managing limited face-to-face classes are reflected in the school INSET MATRIX, the COT,
and minutes of meeting.

Academic ease basically lessens the academic work load without suspending the academic calendar. With academic
ease, activities, problems, load, and stress will lessen. Not only does the student’s workload lessen but all teachers.

vii. Vaccination of Teachers and School Personnel

The school has ensured that the teachers and school personnel are vaccinated as a protection against COVID-19 .For a
total of 14 teaching personnel and non- teaching personnel, 14 or 100% is fully vaccinated.

viii. Vaccination of Learners for other Diseases

The school makes sure that the learners who will join the expandedlimited face-to-face classes are vaccinated of COVID-
19.As of February 16, 2022 School’s profile survey, out of 266 surveyed learners, there were 6 learners were fully vaccinated with
Moderna vaccine.

Moreover, 6 learners or 2.26% out of 266 surveyed learners are vaccinated for other diseases such as Measles Rubella,
Tetanus Toxoid, Polio, Hepatitis B, Measles, Mumps and Rubella (MMR) and Haemophilus Influenza Type B Hib).

VI. MONITORING AND EVALUATION

The school has adopted the monitoring tools issued by the Schools Division of Iloilo to assess the compliance and
guarantee the preparedness for the implementation of limited face-to-face classes.

First, in order to ensure the maximum safety of learners, teachers, staff, parents, and other stakeholders, the school
compliance with the necessary protective measures, hygiene practices, and safety protocols. This includes the availability of
temperature thermal scanner or thermal gun in entrance and/or exit gates, hand sanitizer or alcohol dispenser in school gates,
surgical masks in school gates, contact tracing procedures/tools for school goers, health declaration sheet for school
personnel/pupils/school goers, and contact tracing tool for school-goers.

In terms of hygiene and facility, the school has set up a proper sanitation and hygiene facility for school-goers. Hand
washing stations with clean and safe water supply as well as clean and safe toilet facilities are available. The schedule of
supervised hand washing and tooth brushing activities, hand washing facilities in a trash bins, and visual signage n proper waste
management practices near trash bins are placed on strategic locations. Likewise, disinfection materials such as bottled of hand

sanitizers/alcohol-based disinfectants are made available in classrooms, restrooms, and entrance/exit points.

With regard to personal protective equipment, the school complies with the provision of face masks, toothbrush and
toothpaste, and soap. Emergency health kits that include PPES and other needed supplies and materials in the school clinic,
guards, medical mask and face shields for triage and screening of individuals in points of entry (for personnel in school
entrances), medical masks, goggles or face shield, gloves, gown for caring for suspected case of COVID-19 with no aerosol
generating procedures ( for personnel in school clinics), googles or face shield, gloves, gown for suspected/confirmed cases of
COVID-19 with no aerosol-generating procedure for personnel in school clinics, and full PPE for assisting in transporting
passengers to a healthcare facility are readily available.

Second, in order to properly manage the school traffic, the school has set up clear and easy to understand signage,
preferably in local language, and mechanisms to strengthen the observance of health protocols and protective measures. School
map at entrance point indicating the location of classrooms is displayed. There are designations of separate entrance and exit
points in the school, separate entrance and exit points in high traffic areas (unidirectional markers, installation of signage and for
cueing and unidirectional movement, sectioning and queuing), entrance and exit points in the classrooms, hallway ground
markings for walking direction guide and areas for queue (e.g., restroom, library, principal’s office, etc.).

Third, classroom setup is given utmost consideration to provide conducive and safe learning environment. The school
makes sure that the number of seats to be occupied must not exceed number of maximum learners in the classrooms, 1-2 meters
apart, and equivalent to the number of pupils present. There are presence of markers and stickers on the floor to manage traffic
system and physical distancing inside the classroom. Working electric fans, ventilation equipment, and sterilization box where
outputs submitted by the learners will be placed for disinfection are available.

Fourth, so that the detection of COVID-19 is ensured, the school maintains cooperation with the local health authorities in
the tracing and quarantine of close contacts of confirmed cases of COVID-19 consistent with the DOH guidelines. There is a
presence of the School DRRM team who shall ensure that the contact tracing activities as required by the local health authorities,
are initiated, and completed among the possible close contacts among DepEd personnel and learners, as well as close
coordination with the epidemiology surveillance Unit (ESU) officers,. Reporting system requiring parents to report to school if their
children are experiencing flu=like system, recommendation of testing to be done immediately with support and guidance from the

including rest at home, and referral and follow – up of learners, teachers, and personnel to appropriate facilities. Moreover, the
designation of private screening area at the entrance where school-goers,who show symptoms upon screening can be further
examined, separate space where sick school-goers who have been managed in the clinic can temporarily stay, awaiting referral to
the appropriate health facility, without creating stigma, and clinic teachers (s) in absence of school health personnel who shall
provide basic health services and facilitate referral in coordination with the school health personnel at SDO in absence of School
based health personnel is complied. Orientation to the clinicteacher by the school health personnel at the SDO for proper
guidance on how to effectively run the school clinic, reiteration of protocols for learners, teachers, and personnel who manifest
COVID-19 symptoms to not physically report to school and seek medical advice including immunization checks to prevent

Sixth, as to COVID-19 isolation and treatment, the designation of rooms for isolation of students and personnel with fever
and flu like symptoms near the entrances, availability of transport vehicles from school to Temporary Treatment and Monitoring
Facility (TTMF), notification of family member/guardians of learner, family member of school personnel who show flu-like
symptoms, immediate isolation and referral of the personnel/s or learner/s who show COVID-19 symptoms based on severity for
proper management and appropriate testing, provision of necessary emergency care to the personnel or learner following
precautionary measures, by the health personnel or designated clinic teacher, referral/full disclosure of the case to the identified
health authority (e.g., barangay health station, rural health unit) for further evaluation or referral to a hospital if needed, strict
observance of advice from health authorities including possibility of home quarantine or isolation in a quarantine facility or
confinement, report of the close follow-up of the attending/assigned school health personnel or designated clinic teacher with the
condition of the identified learner/personnel to the SDO School Health anf Nutrition unit/Section, as required by existing reporting
mechanisms, strict compliance of learners and personnel who have tested positive for COVID-19 to not to return to school without
clearance from medical authorities are accomplished. Furthermore, monitoring and provision of necessary support of the School
head (SH) to all cases (close contacts, suspects, probable, confirmed) coordination of SH to all cases with the DepEd school
health personnel and local health authorities, coordination to SH to the SDO in ensuring continuity of teaching and learning in line
with the school’s contingency plan, strict observance of provision of Section IV.A (Screening of Returning Personnel and Learners
and Testing Protocol) of the Specific Measures for COVID-19 Prevention and Mitigation in Schools (Enclosure No. 2 to DepEd
order No. 014,s. 2020) before the participation of COVID-19 infected learners or personnel in the face-to-face classes are
complied.

Lastly, as to the contingency plan, the inclusion of decision points for school lockdown dependent on the assessment and
decision of the local Task Force against COVID-19 (LTF), implementation of a 24-hour granular lockdown period for disinfection
following identification/detection of suspect, probable, or confirmed COVID-19 confirmed case/s, only after which can it be opened
for use to occupants consideration of the following for the reopening of classes after a school lockdown and implementation of
return to school/work policies consistent with latest national guideline are considered and complied.
