ABSTRACT

The pandemic COVID-19 brought serious problems in the world including the
education sector. To deliver education to the pupils require schools and teachers to device
ways in order to cater the service without face-to-face interaction, hence, the modular and
virtual system. Pallutan Elementary School caters 37 pupils of 21 parents whose houses are
distant from each other. The objective of Project RELAY is to provide a way to regulate the
difficulty of the parents and pupils in the course of this one school year blended learning
system since not everybody have cellular phones and internet is not stable in some areas, and
none in others. Twenty one parents were given two-way radio from donations. These are used
for the monitoring of routinely activities of the pupils and inquiry tool used by the pupils and
parents to the respective teachers. A simulation exercise od dry run was done to know the
effectiveness of the project and was successfully utilized during the first day of the school
year. To date, it is continuously implemented.
There is an increasing push for improvement in the academic performance of
students across the nation. Researchers have shown that one way to achieve this is
to help students become more organized in their gathering and reviewing of
information. The objective of the study was to assess the effectiveness of using
Project SINE to Grade 10 Maagap Students of Diffun National High School, Diffun
02 District. Using Paired sample t-Test, average scores from pre-test and posttest
were analyzed and interpreted, the study reveals that the Project SINE intervention
was significantly effective and has medium effect size. Findings of the study led the
researcher to recommend the same strategy to be used to other subject area to
enhance comprehension of concepts on plate tectonics. Project SINE may be used
in all subject areas that use English as medium of instruction. It may also be modify
and use to larger number of pupils. This study therefore supported the use of
interactive notebooks as a tool to help improve organization thus student
achievement.

I. Project Title: RELAY (2-way Radio usage in Enlightening parents’ and guardians’ role

on the utilization of self -Learning Activities for the Young learners)

II. Background and Rationale:

In this COVID-19 pandemic, there were so many questions asked whether the basic

education will officially open this academic year 2020-2021. For some reasons, many are not

sure whether all elementary and high school students will physically return to schools or

attend classes. Delivery of quality basic education is also an issue which school

administrators, and teachers is continuously planning and designing various possible

solutions in such manner that the battle cry of the deped Secretary Hon. Leonor Magtolis

Briones,” education must continue even in the midst of pandemic” will be achieved.

We are beset by challenges as we come closer to that date. As of the recent hearing of

the Senate Committee on Basic Education, Arts and Culture, 10 million learners—or 36

percent of potential enrollees—have signed up for the school year 2020-2021. Thereby, there

is a need for the adoption the Deped Oder No. 12, s. 2020 or the Basic Education Learning

Continuity Plan for School Year 2020-2021 in the time of COVID-19 to all school as basis or

guidance in the implementation of quality basic education for all learners.

Different learning modalities are topics in the online seminars of school managers and

teachers primarily to provide opportunities to both in crafting the most appropriate learning

modalities in their respective locals. In some remote areas like Pallutan Elementary School,

the use of online learning through internet connectivity is not really possible due to its

geographical location.

Result of the survey conducted using the Learners Enrolment Survey Form shows that

all parents and guardians who were the respondents admitted that other learning modalities

will not be possible except the modular print. However, on the part of the level of

commitment of parents, there was no assurance that they could assist their children because

according to them, they are farmers having low income and they need to go out to earn for a

living.

This scenario prompted the school’s teaching staffk with the help of the parents

association and barangay leaders, to think of a solution that would help the teachers, the

parents but most especially the learners- a project that endeavours the parents to provide

assistance and guidance to their children even at busy hours; a project that closely monitors

how far the learners have gone in answering the modules; a project that helps the teachers

provide necessary inputs and instructions to the learners and to the parents.

To better serve these future nation builders, project RELAY or 2-way Radio usage in

Enlightening parents’ and guardians’ role on the utilization of self -Learning Activities for

the Young learners) will be introduced as a supplemental gadget to give clearer

understanding of the parents, guardians and the learners on the concepts to be developed

along the Most Essential Learning Competencies in the Self Learning Modules.

III. OBJECTIVES AND EXPECTED OUTCOMES

The project RELAY aims to:

1. Provide each of the 21 parents/guardian/knowledge bearer and 3 advisers a 1:1

two-way Radio;

2. Lessen the expenses of the parents/ guardian for the cellphone load expenses;

3. Establish daily routine to the learners in preparation for the face to face schooling;

4. Monitor the daily routine to the learners as to health preparation, and their

academic endeavors; an

5. Address immediately the query of the learners in answering the activities along the

Most Essential Learning Competencies in all disciplines.

IV. TARGET AND BENEFICIARIES

The beneficiaries of project RELAY are the 21 parents/guardians/knowledge bearers

of the 37 enrolled learners of Pallutan Elementary School this school year 2020-2021.

V. PROJECT DESCRIPTION, INTERVENTION, METHOD AND STRATEGIES

Project RELAY (2-way Radio usage in Enlightening parents’ and guardians’ role on the

utilization of self -Learning Activities for the Young learners) is an innovation to provide

the 21 parents of Pallutan Elementary School a two- way radio which transmit and receive

radio waves. It is an audio transceiver, a transmitter and receiver in one unit used for

bidirectional person to person voice communication with the other users with similar radios.

This could be available in stationary or base station, mobile installed in vehicles, and hand-

held. This is often called the walkie-talkie.

This gadget enables each adviser to connect and interact with learners from

kindergarten to grade VI. By monitoring the readiness of the learners on their daily routine

compared to these they do in school, it would be a great help for the learners to prepare them

when face to face will resume. In addition, the monitoring on the progress of the self-learning

modules given can easily be done by addressing the queries of the learners through this two-

way radio.

The Project RELAY orientation and distribution will be done on the third week of

September and simultaneously done during the distribution of self-learning modules through

house to house basis. The parents will also give checklist to sign as a prof of honesty that the

learners prepare himself/herself before the start of its lesson.

VI. NARRATIVE REPORT

Project RELAY was conceived due to the unprecedented occurrence of the COVID-

19 pandemic hampering the normal system in the delivery of quality education to its

clientele. It has brought about challenges to school administrators, teachers and parents in

assuring that the children learn just like the normal ways.

Since the location of the Pallutan Elementary School lacks cellular and internet signal

access, it became a challenge to the school and the teachers to how they could reach out to

the needs of the pupils after the learning modules were delivered in their households. With

this problem, the researcher thought of trying the use of two-way radios that will become

tools in interacting with their pupils and parents in the course of answering their learning

modules.

Two-way radios or commonly known as “walkie-talkies” were solicited from

different benefactors. After testing of functionality and setting the frequency to 10, these

were distributed to the parents of the pupils. The teachers oriented each parents how to use

thae radios.

During the first day of the school year on October 5, 2020, the radio was initially used

to monitor the daily routine of the learners as to health preparation, prayer, singing of the

national anthem and others. Afterwhich when the answering of learning modules set in,

feeedbacks, querries and remarks from the pupils and parents were received by the teachers

which they responded promptly.
