1. Since the Open Door Policy in late 1970s
and Early 1980s
• Deng Xiaoping was credited as the leader
who initiated the change of policies
regarding travel and tourism in China
•Star-rated hotels (the luxury ones)→ located
in a number of the major cities with a
narrow market focus

2. In late 1980s and 1990s
•The emergence of Sino-foreign joint-venture hotels
e.g. Jianguo Hotel and White Swan Hotel
•Encouragement of learning advanced international hotel management methods
•Receiving policy support from the local governments
•The China National Tourism Administration (CNTA) issued the star-rating standards
for tourist hotels →promoted the development of star-rated hotels
•Achieving a higher degree of facility and service standardization

3. After the entry of China into the World Trade Organisation in 2001
•Policy Support in terms of taxation, pricing and human resources created
further opportunities for hotel development→ the foreign and joint-venture
