1 INTRODUCTION

1.1 Vessel Type

The vessel shall be a twin screw, steel hulled, diesel driven, 2 and 4 point mooring capable
and DP2 classed vessel with all accommodation and wheelhouse forward and an open flat
deck area aft for equipment and cargo. Provided the equipment, engines and crane are in
compliance with the Tender clauses, other hull forms and layouts can be accepted.

1.2 Operating Role

The primary role of the Vessel will be offshore service activities, in CHARTERERS offshore
concession areas.
In addition the vessel may be required for any other function the CHARTERERS finds suitable
for the vessel, including utility and standby duties.

1.3 Special Requirements

Special requirements include but are not limited to the following:


a) Provide support for all company operations, construction and well services, diving
operations conducted from the vessel,
b) Have adequate lifting, workshop, darkroom, warehouses, equipment storage, office and
living accommodation facilities including gym and prayer room and sufficiently manned
to cater for uninterrupted 24-hour operations throughout the Contract period with crew
having sufficient rests in compliance to regulations. (for Charterer’s use)
c) Minimum manning levels on board shall cater for 24 hours operation. Sufficient
personnel shall be on board to support/provide uninterrupted 24 hours operation with
crew having sufficient rests in compliance to regulations.
d) House equipment and personnel, and to have the facility to maintain, service and/or
repair equipment as and when required.
e) Provide COMPANY approved and qualified crane operators for 24 hours support of all
construction and COMPANY lifting activities
f) Provide sufficient COMPANY approved and qualified riggers and banksman’s for 24
hours support for all COMPANY lifting activities
g) Provide sufficient personnel to assist with all boat personnel and cargo transfer activities
h) Provide sufficient personnel to assist in the securing and casting off of other vessels or
barges moored alongside.
i) Provide a COMPANY approved and qualified medics for all medical related matters on
board
j) Provide catering services for the anticipated numbers of COMPANY personnel on board
k) Approved deck stowage areas for bulk dangerous goods (IMDG)
l) Permanent boat landing on both sides suitably fendered, recessed, 1.5 meter above
water to facilitate personnel transfer. The area should be at least 1.3m wide fitted with
swing ropes and non slip deck. Swing rope pad eyes are to be MPI tested every 6
months.
m) Sufficient fenders and bollards on both sides to moor other vessels on either side

n) To berth and/or hold station near offshore platforms to safely load and discharge
cargoes on DP2 mode or 4 point anchor mooring or 2 point bow anchor mooring with 2
softlines at the stern.
o) Provide a sea kindly platform/deck even in rough weather conditions. To minimise
pounding and rolling, the main weight should be concentrated mid-ship and aft, and the
hull form should feature a fine bow with flared section above waterline.
p) Vessel must be fitted with anti roll system either active or passive stabilizing system (eg.
Flume tank) to dampen the vessel’s roll motion.
q) Dedicated cargo tanks to carry brine capacity of at least 300m³ complete with the
appropriate fixed piping and discharge system to the deck of the vessel.
r) Sufficient spare parts to be available in the country for immediate use. This specifically
includes but not limited to following:-
• Main engines, bow & stern thrusters, crane
• Main and auxiliary generators
• Water maker / evaporator
• Wire ropes for anchors and cranes including associated equipment such as spooler
and personnel
• Anchor wires line out and tension meter including associated equipment such as
spooler and personnel
• Mooring ropes
• Additionally, specialist technicians to attend to above within 24 hours of breakdown
and fully compliant to company’s requirements for offshore travel
s) Suitability equipped for DP2 Mode of operation. For DP2 operations, a full DP2 audit by
Company appointed auditor will be carried out. Acceptance for operation on DP2 mode
will depend on the satisfactory close out of all observations noted during this audit. Due
notice of the vessel’s availability for this audit should be given by the Contractor.
t) If chartered for DP2 capability, to comply with COMPANY Design and Engineering
Practice (DEP 37.90.10.32) for Dynamically Positioned (DP) vessels.
u) For DP2, DEP 37.90.10.32 applies, Owners to provide FMEA to be reviewed and updated
within each 5 year period from new, proving trials and annual trials reports as applicable
at commencement and during the course of the charter. Charters approved inspectors
will conduct assurance checks on documents and practical sea DP trial check on vessel
including software and hardware. Charterer’s approved inspector will be arranged by
COMPANY, all other costs will be for OWNERS account.
v) For DP2 operations, 3 position referencing systems shall be available, 1 absolute system
and 2 relative positions. The absolute system shall be at least 2 independent DGPS with
satellite signals from GLONASS. For relative systems, radar based and laser based
systems will be preferred.
w) Minimum manning levels for 24 hours DP operations will include a Master with DP
unlimited certificate and 4 deck watch keeping officers with DP unlimited certificates.
Reference is also made to DEP 37.90.10.32.
x) Meet all current and future COMPANY policies and procedures and industrial
requirements with regards to assurance for marine, aviation, lifting, medical,
environmental health. This includes and is not limited to complying to OVID inspections,
COMPANY marine pre hire inspection, COMPANY marine crew training, COMPANY
aviation inspection, COMPANY lifting inspection, COMPANY medical & environmental
health inspection.

y) Comply with all charterer’s procedures and policies at all times.
z) Vessel must be OVID accredited prior to commencing operations. Annual OVID
inspections are required and all costs will be for OWNER’S account. Vessel must also
fully comply with OVMSA requirements.

1.4 Area of Operation

a) The Vessel will be based at Muara Port and operate from Muara ports, Negara Brunei
Darussalam.
b) The Vessel may be scheduled for regional voyages on CHARTERERS’s behalf.
c) At all times the Vessel shall keep an under keel clearance of at least one meter.
d) Offshore operation will be continuous on a 24-hour per day basis inclusive of Public and
Brunei Shell Petroleum Sendirian Berhad holidays. The vessel must thus be manned
sufficiently to ensure 24 hours continuous operation taking into account compliance to
mandatory rest periods for all crew on board.
e) All maintenance days to be taken offshore within Brunei Shell’s concessionaire monthly.
Maintenance days should not be carried forward.

1.5 Vessels’ Age

The Vessel shall not be more than 15 years old at contract expiry. If the vessel reaches 15
years during running contract, a substitute vessel of equal spec must be provided at no extra
cost to the company.
In special cases, where the age of a vessel exceeds 15 years at contract award or extension,
vendor to submit a recent hull gauging certificate of not more than 6 months old. A new hull
gauging report will have to be submitted every 2.5 years. All Vessels shall be subject to
detailed inspections, which will increase in stringency with age.

1.6 Regulations

The Vessel shall comply fully with SOLAS 74/78 and subsequent latest amendments,
Classification Rules and Regulations, International Convention on Load lines 1966,
International Convention on Tonnage Measurement, MARPOL, IMO Regulations,
International Ship Management Certification, International Convention on Standards of
Training, Certification and Watch-keeping for Seafarers 1995 Convention, International Ship
and Port Security Code, Oil and Gas industry standards and applicable International
Maritime Law regardless of size, flag or tonnage.
In some cases levels of equipment laid down in this specification will be over and above the
levels specified in the above mentioned legislation and conventions, therefore the fact the
Vessel complies with the regulations may not in all cases be sufficient to cover the
requirements of this tender. As an example the CHARTERERS require more lifejackets than
specified in SOLAS.
Exemptions from above SOLAS requirements are: Immersion Suits and Survival craft EPIRB’s.

1.7 Insulation and Noise Levels

a) Noise levels shall not be more than recognised industry standard and at all times and in
all locations less than the limits as laid down in the IMO Resolution A468 (XII).
b) A certified noise survey report in accordance with IMO Resolution A468 (XII) Section 4.3
is to be included in the tender submission and milestone zero documentation.
c) Adequate noise dampers to be fitted to engine exhausts to reduce external noise
created by the vessel’s engines.
d) Each accommodation space that is adjacent to or immediately above a galley, machinery
space, machinery casing, boiler room, or other noise or heat source, must be adequately
insulated from the heat and noise. The maximum allowable temperature level within
accommodation spaces shall be 23ºC.
e) All insulation shall contain no asbestos. An asbestos free certificate should be on board.
An asbestos free report is to be included in the milestone zero documentation.

1.8 Vessel Performance Requirements

The Vessel shall have the following performance and capabilities:


a) Maintaining a minimum cruising speed of 10 knots.
b) Have economic fuel consumption during normal service, without any compromise on
immediate availability of full power.
c) Hold station, without anchors, alongside or stern towards offshore production
installations in sea and swell conditions of up to three (3) metres and winds of up to
thirty (30) knots abeam. If on DP2 mode, the vessel’s performance should be aligned
with the vessels theoretical capability and footprint plots as per capability plots.
d) Sea kindly hull form with proper consideration to roll dampening and a comfortable
motion in a seaway. The vessel must retain buoyancy and stability in the event of
flooding of the engine room, or other major component.
e) Have high manoeuvrability and have quick response to engine and rudder commands,
through direct bridge control systems.
f) Carrying solely for the Vessels' use, sufficient provisions, bunkers and drinking water for
the full complement, for remaining at sea for at least 30 days. Potable water tanks
should be dosed accordingly using HML acceptable standards and conform to the
frequency recommended. Chlorine testing is to be carried out following each dosing.
Cleaning and flushing frequency of the tanks must be captured as part of the planned
maintenance system.
A dedicated FW and Fuel hose is to be supplied for bunkering and the standards,
inspection and testing of bulk hoses is to be complied with as per BSP procedures.
g) The vessel shall be able to safely carry out the required WORK in water depths of 5
meter at chart datum, with a minimum under keel clearance of 1 meter.
h) All equipment is to be maintained in accordance to makers or manufacturers
maintenance standards or intervals. A proper and verified planned maintenance system
is to be placed for all HSE critical equipment on board. List of the critical equipment and
spares must be captured accordingly in the PMS system.

2 VESSEL

2.1 Dimensions

The Vessel shall comply with the following dimension criteria:


Length Over All Approximately: 75.0 meters
Beam Minimum: 20.0 meters.
Loaded Draft Maximum: 5.0 meters.
Freeboard Approximately: 1.5 meter.

2.2 Classification

a) The Vessel shall be certified seaworthy and qualified for BSP service at the
commencement of the charter period.
b) The Vessel must be classed in accordance with the Rules and Regulations of an
internationally recognised Classification society acceptable to the CHARTERERS and shall
have the appropriate notations denoting the Vessel’s various capabilities.
c) Classification Societies acceptable to the CHARTERERS are as listed in the IACS members
listing http://www.iacs.org.uk
d) All certificates and documents relating to Classification shall be free of conditions
imposed by class. If any certificates or documents are provided which shows that
conditions have been imposed, then the Vessel will not be taken on hire until such time
that the conditions are removed from the certificates or documents.
e) The dry-docking schedule of the vessel should ensure that the vessel does not require
dry-docking during the first 2 years of the contract.
f) Any dry-docking should ideally be scheduled during the NE monsoon period, not during
the busy SW monsoon period. A similar spec replacement vessel will be required during
dry-docking. All associated costs will be for owner’s account.

2.3 Aft Cargo Deck Requirements

a) The aft deck shall be level, flush and clear of obstructions. It shall be protected with flush
bolted longitudinally orientated timber sheathing. Ample lugs shall be positioned at
strategic locations at the edge of the clear deck for sea-fastening the heavy equipment.
b) The bulwarks and railings on the working deck shall be of a strong design and shall be so
constructed as to provide optimum protection for the Vessel's crewmembers. Adequate
protection for crew must be provided in case of breaking/recoiling mooring ropes,
including at the capstan controls.
c) Strong and rigid all round fendering shall be provided by means of chafing bars. These
chafing bars shall be fitted in bands at main deck level, forecastle level and several
positions in between. In addition, tire fenders are to be installed on both port and
starboard side in sufficient numbers to prevent damages to the Vessel, barge or other
Vessel moored alongside.
d) The available clear deck space shall not be less than 800m².
e) The clear deck area shall be able to withstand a load of not less than 5000 kg/m².
f) The paint on all decks shall be of non-slip type.

g) An approved designated area for the stowage of dangerous goods (IMDG) as large as
possible and shall be no less than 200m²
h) SWL of all bollards for tying up to platform must not be less than 50 tons and certified by
class. The SWL of the bollard is to be marked on the bollard by bead welding. These
bollards and associated fairleads should be suitably positioned to allow securing of
softlines at the stern.
i) Sufficient floodlights of at least 1000W each shall be fitted, facing the bow and the stern,
to work safely at night, located as high as possible to reduce shadows and glare.

2.4 Propulsion

a) The vessel must have a minimum of two diesel main propulsion engines with a total
minimum continuous output of approximately 5000 BHP. The engine output must be
sufficient to provide the minimum cruising speed and station keeping requirements.
b) Notwithstanding CHARTERERS specifications, adequate horsepower from the main
diesel engines shall be available for the Vessel, to meet speed and all operational
requirements.
c) The propulsion system shall give the Vessel sufficient capacity, in case of breakdown of
one of the main engines, to manoeuvre on the other engine(s) clear from platforms,
barges, etc., in sea and swell conditions of up to two (2) metres and winds of up to 30
knots.
d) The propulsion system shall be free of torsional vibrations throughout the entire
working range except at critical speed/RPM.
e) Oil fuel lines shall be screened or otherwise suitably protected to avoid as far as
practically possible, oil spray or oil leakages onto hot surfaces, into machinery intakes, or
other sources of ignition as per SOLAS, Regulation II-2. The number of joints in such
piping systems shall be kept to a minimum.
f) For DP2 operations, any FMEA report, proving trials and annual trials shall be available
and included in the milestone zero documentation. All costs associated with this shall be
for owners account.

2.5 Bow thrusters and Stern thrusters

a) The Vessel’s bow thrusters must be capable of delivering a minimum thrust of not less
than 10 metric tons.
b) The bow thrusters shall be driven independently from the main engine(s).
c) The vessel shall be equipped with joystick control which is coupled to control the main
engines, thrusters and rudders.
d) Bow thrusters and Stern Thrusters must be capable of delivering minimum thrust to
meet vessels DP2 class requirements
e) If chartered for DP2 operations, vessel shall be equipped with the minimum
requirements for DP2 operations as stipulated by the Charterer’s DP2 auditors.

2.6 Spark Arrestors

Spark arrestors shall be provided in the exhaust systems of all engines.

2.7 Rudders and Propellers

a) Adequate propeller protection shall be fitted, preferably by means of Kort nozzles.


b) Propellers and rudders shall be designed and located in such a manner as to prevent
damage when manoeuvring stern to and alongside offshore installations. Preference is
given to high lift rudders or azimuth propulsions.
c) The vessel shall have as a minimum twin screws preferably with controllable pitch
propellers.
d) The vessel shall have as a minimum two rudders.
e) Vessels shall be equipped with the minimum requirements as stipulate by class for DP2
operations.

2.8 Bunker Fuel

a) OWNERS must have a systematic monitoring and tracking process which the data are
able to be presented to CHARTERERS upon request. All fuel consumption, internal
transfers, receipts and supplies are to be monitored, measured and recorded.
b) An approved make of a tamper-proof fuel flow meter shall be fitted in each bunker fuel
loading and discharge line.
c) The fuel flow meter calibration certificates shall be carried out every 12 months and
copies are to be included in the milestone zero documentation.
d) The fuel bunker line shall be fitted with a 3” self sealing (TODO or equivalent) breakaway
coupling in place at the manifold; adequate fixed savealls shall be in place. The 3” hose
end self sealing coupling should also be on board.
e) Sufficient hoses (minimum 30 mtrs each for fuel and fresh water) should be available on
board for fuel and fresh water receipt. All hose assemblies shall be supplied ‘Approved
Type’ with a test certificate provided by the testing authority requirements.
f) Oil fuel lines shall be screened or otherwise suitably protected to avoid as far as
practically possible, oil spray or oil leakages onto hot surfaces, into machinery intakes, or
other sources of ignition as per SOLAS, Regulation II-2. The number of joints in such
piping systems shall be kept to a minimum.
g) Fuel sounding tables must be calibrated to include correction for trim, list and heel.
Tabulation of these corrections and soundings must be of easy for interpolation and
extrapolation.
h) Adequate size savealls for fuel vents should be provided.

2.9 Machinery guards

All exposed rotating equipment and parts posing any hazard to personnel shall be protected
with a proper guard to prevent any harm.

2.10 Electrical Systems and Generators

a) The electrical installation shall be suitable for tropical conditions.


b) The vessel must be equipped with at least three independently driven generator sets.
Two of these generators must be capable of independently carrying the full load

requirements of the Vessel, including extra equipment as required for the vessel’s
operating role.
c) The system must be able to auto synchronised and cut in an event of over loading or a
power failure
d) Two generators must be run parallel whenever the Vessel is manoeuvring at sea, or in
port.
e) The emergency power supply of the Vessel shall be such that during a total failure of the
main power supply, the manoeuvrability, communication and navigation of the Vessel
are not affected.
f) A 240 volts A/C and a 24 DC supply shall be provided in the wheelhouse.
g) Sufficient 24-volt deck lights shall be fitted to allow crew to move around Vessel at night
in safety, if main generator fails.
h) A battery back-up system must be available. The capacity must be sufficient to supply
the required power for emergency and escape lighting for a minimum period of twelve
(12) hours. The battery power shall be automatically activated in the event of a total
power failure.
i) Alternatively, an automatic start emergency generator with an independent fuel supply
and switch board situated outside the engine room.
j) At least six 1000W floodlights shall be fitted, two facing the bow and four facing the
stern.
k) Vessel shall be equipped with the minimum requirements for DP2 operations as
stipulated by the Charterers DP2 auditors.

2.11 Wheelhouse and Controls

a) The wheelhouse shall be a separately designed command centre with 360 degrees
visibility with a clear view aft for manoeuvring stern to and alongside platforms, barges,
tenders and other Vessels, with full remote control of main engines, bow thrusters and
steering.
b) The wheelhouse shall be of modern design and shall be fully air-conditioned and capable
of maintaining constant 23°C all year round in tropical conditions. The wheelhouse
layout shall be as simple and practicable as possible.
c) Manoeuvring control of the propellers, propulsion units, rudders and bow thrusters shall
be provided from two stations, both inside the wheelhouse; one positioned overlooking
the aft deck, the forward station overlooking the forecastle.
d) Controls shall operate from a separate and independent control system. The controls
shall incorporate sequence actuators and safeguards to protect the system from damage
due to mishandling (i.e. too rapid reversals from full ahead to full astern).
e) Both stations shall be fitted with rudder indicators, RPM indicators and relevant air and
lub oil pressure and temperature indicators of main engines and propellers.
f) Emergency engine stops and relevant engine alarms shall be fitted in the forward and aft
manoeuvring control stations.
g) The Vessel shall be equipped with windscreen wipers/clear view screens at all major
control positions.

h) Sufficient space shall be available at both manoeuvring stations for the placement of
CHARTERERS supplied remote positioning navigation equipment. At least two (2) 240 V
AC outlets shall be available for this equipment at each station.
i) The Vessel shall be fitted with at least two-1000w searchlight, capable of 360 degrees
operation from inside the wheelhouse, one forward and one aft.

2.12 Accommodation

a) The accommodation shall be of a modern standard, well appointed and designated for
living under tropical conditions. All accommodation spaces, including recreation, control
room/bridge, shall be air-conditioned, capable of maintaining a maximum temperature
of 23°C under tropical conditions.
b) Forced draft fresh air must be provided to all accommodation spaces at a rate of 25m³
air movements per person per hour.
c) Fire resistant materials are to be used in all accommodation areas and surfaces must be
smooth non-pervious and easy to clean. Bunk beds minimum size 2.0m x 0.90m with
sprung mattresses are to be provided.
d) Each bunk shall be fitted with a reading light and bunk curtain. Adequate lockers,
cupboards and drawer units shall be provided in each cabin.
e) Each accommodation space must have an emergency light in the event of a total power
failure.
f) There must be sufficient toilet and shower facilities to cater comfortably for all
personnel on board. Cabins shall have a maximum of four berths. Cabins shall have a
maximum of four berths.
g) Single berth cabins shall have self contained toilet and shower facilities. Multiple berth
cabins may have joint shared toilet and shower facilities. Cabins shall have a maximum
of four berths.
h) The cabin for the CHARTERERS Representative should be equipped with the following
items in addition to usual facilities:
• Internal Communication system
• Desk and chair
• Small colour television, one satellite TV decoder and a VCD/ DVD player.
• Comfortable seating
• Full carpeting
• Spring mattress size 2.0m x 0.9m single bed
• Bed lights.
• Wi-Fi
i) The minimum capacity of the CHARTERERS accommodation shall be three (3) single
berths.
j) CHARTERERS’ accommodation shall be dedicated for use only by the CHARTERERS. The
cabins shall be allocated after selection by CHARTERERS prior to award of CONTRACT.
k) In addition for the accommodation for the marine crew, additional accommodation
space for CHARTERERSs use shall be provided:
• Three (3) offices complete with desk, drawer cabinet and swivel chair, for the
CHARTERERS Representative and the Well Services contractor staff. One office shall
be connected to the shipboard PA system and the Company may fit the office with a
Company Telephone, additional to the unit stated in Section 5.

• One (1) air-conditioned workspace preferably with a continuous maximum
temperature of 23°C, located on the main deck and equipped with a workbench for
instrumentation and calibration of equipment.
• A darkroom on the main deck.
• A carpeted prayer room must be provided.
• Certified accommodation for at least 139 CHARTERER’S service crew and capable to
accommodate at least 50 non resident personnel. All COMPANY cabins to be
carpeted. The carpets shall be maintained. At COMPANYs request and at owner’s
cost, worn out & dirty carpets are to be replaced.
• A Conference Room equipped with meeting table and chairs, phone and internet
connection facility, projector and screen, whiteboard. Facilities in the Conference
Room must be adequate to be used as an Emergency Command Centre offshore.
• A photocopier capable of full size reproduction of A4 and A3 originals shall be
provided on board.
l) Each accommodation space that is adjacent to or immediately above a galley, machinery
space, machinery casing, boiler room, or other noise or heat source, must be protected
from the heat and noise. The maximum allowable temperature within accommodation
spaces shall be 23ºC. Noise readings throughout the vessel are to be available and to be
within the requirements of IMO A.468 (XII) “Code on noise levels onboard ships”
m) Each public toilet space shall be constructed and located so that its odours do not enter
any sleeping, mess, recreational, hospital (sick bay) or other living quarter spaces. Each
space to have forced ventilation or exhaust fan.
n) Each accommodation space shall have an emergency light in the event of a total power
failure.
o) OWNERS shall provide a separate and dedicated well ventilated smoking room complete
with non-removable, non-flame cigarette lighting equipment. The smoking area shall not
be the communal recreation area.
p) Recreational facilities shall be provided on board the vessel for use by all COMPANY
service crew and marine crew. As a minimum requirement, sufficient numbers of
satellite TV systems complete with self stabilising antenna, wifi for internet, DVD players,
colour television together with an adequate supply of DVD movies, shall be provided.
q) A gymnasium within the accommodation area shall be provided with the basic
equipment like free weights, bench press, tread mills and bicycle machines.
Alternatively, a combination multi gym station is acceptable which the user is capable of
performing multiple types of exercises excluding the tread mills and bicycle machines.
r) Laundry facilities, including washing machine and dryer, shall be available.
s) Satellite TV antenna dish connected to all the sets in the accommodation must be of
auto-stabilised type where it will automatically track the satellite as the ship’s heading
changes and roll of the vessel.
t) Internet facilities to be provided for Marine Crew.

2.13 Galley & Mess room Facilities

a) The galley shall be one unit well equipped to a good, modern, standard and capable of
providing daily HALAL meals for the Vessel’s full complement of personnel.
b) OWNERS shall supply an adequate quantity of (and replace as necessary) all cutlery,
glassware, crockery, and cooking utensils. Crockery must be of good quality stoneware.

c) Maintain an adequate stock of paper cups, plastic utensils and insulated disposable
individual HALAL food containers for the delivery of “take-away” meals.
d) The vessel shall have one or more large mess room(s) to accommodate at least half the
maximum number of persons onboard the vessel, or separate messes totalling the same
number. The mess(es) shall have installed all modern amenities including coffee/tea
making machines, juice fountains, water chillers, toasters and refrigerators.
e) Mess room shall be provided with a hand washing facility including hand cleanser
consumable and towels.

2.14 Catering services

a) OWNERS must only provide HALAL meals, prepared in galley that has been HALAL
cleansed by Muslim cooks. The galley shall be for the cooking of HALAL food only.
b) OWNERS must provide and maintain a proper and efficient catering onboard the vessel
by the employment of experienced personnel.
c) Sufficient Muslim cooks shall be provided to cater for all meals, which shall include a
choice of western and Asian main courses, allowing for a 24-hour continuous operation.
d) OWNERS shall supply, prepare and serve attractive, best quality, substantial, wholesome
and tasty HALAL meals. Main meals in both Western and Asian style shall be served at 6
hourly intervals with snacks provided midway between each main meal.
e) OWNERS must ensure that all provisions are HALAL and shall ensure that no HARAM
provisions, supplies, items are brought onto the vessel. OWNERS will supply all
provisions including fresh and frozen food items. OWNERS will renew or replace the
food items as and when required due to deterioration or damage or if they fail
inspection/certification by the COMPANY health inspectors. OWNERS will provide fresh
foods on a regular basis. OWNERS shall keep at least two (2) weeks reserves of dry and
deep frozen stock onboard at all times and up to, but not exceeding, two (2) weeks
reserves of perishable/non-frozen goods (e.g. fruit, vegetables). Fresh vegetables to be
supplied twice weekly to maintain freshness.
f) OWNERS shall provide, at all meals, popular types and varieties of sauces/condiments as
normally required.
g) OWNERS must supply mineral water, fruit juices, milk, tea, coffee, soft drinks, cakes,
fresh bread rolls, fruits and ice cream during meals in the messroom and at all other
times as required.
h) OWNERS shall provide as much food as required so that personnel onboard may eat
sumptuously, choosing from the daily HALAL menus items which each man may prefer.
i) OWNERS will prepare and supply casual HALAL meals to persons requiring it onboard
the vessel and who are not normally resident. The supply of casual HALAL meals will
only be when authorised by the COMPANY Site Representative or the COMPANY
REPRESENTATIVE or DEPUTY COMPANY REPRESENTATIVE.
j) Where applicable, OWNERS must prepare and serve resident personnel who, for
operational reasons, cannot return to the vessel for their HALAL meals with "take-away"
meals, plus supplies for midway snacks. Such meals, drinks and snacks must be of the
same quality and quantity as the meals, drinks and snacks served on the vessel.
k) The ratio of catering personnel shall be a minimum of 1 catering crew for every 10
residents on board. The catering crew can be reduced accordingly to suit the numbers of

residents on board but shall also be increased accordingly when there is an increase in
the number of residents.
l) The vessel must be equipped with sufficient freezers, refrigerators, cool rooms, and dry
stores to meet the certified complement of the vessel for an endurance of 30 days at
sea. These rooms shall be equipped with accidental lock-in alarms.
m) Freezer temperature must be maintained not less than-18°C.
n) Chillers temperature must be maintained at +5°C.
o) No food is to be stored in cardboard boxes (except tinned food) or on the floor of any of
the storage areas. A minimum of 30 cm above floor level is to be maintained. Meat and
fish is not to be stored above other food.
p) All food in freezers and chilling rooms must be stored in separate trays.
q) OWNERS must clean, defrost and scrub out freezer units, chilling rooms and dry stores
at a maximum interval of three (3) months.
r) Owners must comply with BSP HSE Module 26.

2.15 Laundry and Cleaning Services

a) Sufficient stewards shall be provided for 24 hours coverage, including laundry, cabin
cleaning/make-up, communal areas cleaning and at least twice per shift cleaning of all
communal washroom/toilet facilities.
b) OWNERS must provide a daily laundry service for personal clothing, including work
clothes, for all residents.
c) OWNERS must change and launder bed linen at least twice a week. Blankets will be
changed and dry-cleaned at least once per month. Bed linen is inclusive of two (2)
sheets and individual pillowcase for each pillow.
d) OWNERS must provide, daily, one (1) clean bath towel and one (1) clean hand towel,
each of good quality, for each resident.
e) OWNERS must provide a set of clean bed linen, one (1) bar of bathing soap, one (1) clean
bath towel, one (1) clean hand towel, and one (1) blanket for every overnight visitor.
f) OWNERS must supply and replace, when and where necessary, bed sheets, pillow cases,
bath towels, hand towels, curtains and blankets. All such items will be of good quality
acceptable to COMPANY and be provided in sufficient quantities.
g) OWNERS must provide personnel to carry out cleaning of: offices, bedrooms,
bathrooms, alleyways, galley (by Muslim cooks only), stores and recreation rooms, all
windows and doors and furniture. They will keep outlets free of debris and other
materials that are liable to choke the drainage system. They shall make all beds as
required.
h) OWNERS must supply bathing soap, floor and furniture polish, toilet paper, washing
machine detergent, fabric softener, various disinfectants and insecticides, brooms,
mops, dusters, plastic buckets, air fresheners (both spray and solid types), and all other
general cleaning materials necessary for efficient cleaning operations. Detergents must
be of good quality and appropriate for use with washing machines, dishwashers, etc. as
applicable.
i) OWNERSs shall ensure that the highest level of hygiene is maintained on the Vessel with
special reference to food handlers, galley and food storage areas and accommodation
areas.

j) Owners shall renew pillows at least once in two years or earlier if soiled. Pillows must be
of good quality foam rubber type. Mattresses must be of good quality spring type and to
be replaced when condition is no longer satisfactory.

3 EQUIPMENT-

3.1 Lifting Equipment

a) For the purpose of this section, lifting equipment shall include, but not be limited to,
hooks, slings, wires, chain blocks etc. This section does not apply to any crane if installed
upon the vessel, (see section on Ships Cranes).
b) All lifting equipment on the Vessel shall be subject to certification and inspection by the
Class society surveyor. Also, lifting equipment shall be in full compliance with Brunei
Shell COMPANY’s Procedures for Lifting Equipment Examination and Certification,
(herein referred to as the PLIC - BSP 072 Procedure 012).
c) The equipment OWNERS shall be responsible for compliance with the requirements of
this section and all costs incurred shall be for the OWNERS account.
d) All lifting equipment shall have a current valid certificate of test and shall be subjected
to inspection, by a competent person, at intervals detailed in the relevant sections
contained within the PLIC.
e) A register of all lifting equipment shall be held and maintained by the OWNERS and kept
on board the Vessel.
f) All lifting equipment shall be checked prior each use, for any defects, which may affect
its safe use.
g) Defective lifting equipment shall not be used and shall be placed in a quarantine area
pending repair (if allowable) or replacement, the register shall be updated to record the
removal from service and entering into service of all lifting equipment.
h) Push/ pull tools to be provided for crew handling deck cargo to avoid hands
coming to direct contact with cargo.

3.2 Ships Crane same as ORMC workboat requirement,

a) The Vessel must be fitted with a lattice boom crane mounted on the main deck. The
crane should be preferably be on one side of the vessel.

c) The crane shall be to an internationally recognised marine standard; API2C or equivalent
standard. The crane shall be mounted onboard the vessel with the approval of the
vessels classification society. Evidence of this approval shall be provided with the
submission.
d) The safe working load (SWL) of the crane shall be to class approval and the relevant
dynamic forces and stability criteria shall have been taken into account in the SWL
determination process.
e) Crane range diagram must be provided for on-board and off-board lifting.
f) The crane shall be inspected and certified annually by a competent person. The
inspection and certification shall be in accordance with the classification society’s rules.
g) Crane hand signals chart (in accordance with BSP-ASS-Standard-004) shall be displayed
in a prominent place.
h) The main crane must be fitted with a sheltered cab equipped with a hands free
communication system and with a lighting system to enable operations at night.
i) In the main crane cabin a unique class approved load chart must be displayed for the
crane for its shipboard rating. The chart has to show operational limits due to roll
periods and roll angles.
j) A free fall facility on the crane is not acceptable.
k) The crane must be fitted with overload alarm and shall be demonstrated operationally.
l) The crane must be fitted with overload cut off switch.
m) Evidence must be provided that the crane load indicators are reading correctly. The
OWNERS shall provide evidence that the cranes automatic safe load indicator has been
calibrated in the last 5 years and verified accurate at each annual inspection. The
accuracy of the ASLI shall be verified to be reading within ±5%.
n) The crane must not interfere with safe mooring operations.
o) A 22mm diameter extension sling / strop 2.5 – 4 meters in length complete with 5.0MT
& 12.0MT scissor type hook and in compliance to COMPANYs requirements shall be
made available for lifting activities. All extension slings / strops and hooks are to be
certified annually by COMPANY’s approved lifting inspectors.
p) An extension hook (stinger) with Scissors type hook with release handles to be provided.
q) The crane requirements must be in-compliance CHARTERERS’ Technical Authority Lifting
and Hoisting Standard certification requirement (BSP-ASS-Standard-004).

3.3 Mooring Equipment

a) Mooring ropes will normally be polypropylene. Provision of all cordages and mooring
ropes shall be at OWNERS cost.
b) The maximum size of stern mooring ropes shall be 10" circumference and a minimum of
150 m in length. All mooring ropes and wires shall be individually marked so that each
one can be identified for inspection purposes. An inspection regime shall be established
in line with those laid out in the BSP "Marine Procedures”.
c) Bollards, bits and fairleads are to be suitably positioned and of adequate strength and
fabrication to facilitate mooring alongside or stern to structures and platforms. Bollards
used for tying up to platforms must be rated to a SWL of at least 40T. The mooring
arrangement must be able to support softlines tying up at the stern of the vessel to the
platform legs.

d) Capstans with 5 metric tons pull capacity, shall be located on the starboard and port
quarter of the Vessel, and located in such a way that they will allow safe handling of
mooring lines near the stern. They must be designed such that they will not run out
when stopped under load.
e) A bow and stern mooring winches shall have sufficient speed to support both heaving
and slacking.
f) Local control stations of winches and capstans shall be properly guarded to prevent
injuries to machinery operators. Controls of winches and capstans shall be by means of
'dead-mans' controls.
g) Heaving lines shall not contain ballast inside a monkeys fist knot, neither should dipping
in paint harden the end. The preferred heaving line termination is for a bight to be
formed about 6" across, and for a short length of rubber hose to be threaded onto the
bight.
h) Sufficient mooring ropes (8" to 10") to be held on board for the purposes of mooring
barges and supply Vessels alongside, and mooring the Vessel alongside jetties.
i) Duration of use of mooring ropes shall be dependent on condition of the rope and must
be discarded when the criteria from Marine Procedure 102 Module 2 Section 9.2.3
cannot be met any longer.
j) At all times, vessels will carry an additional two spare mooring ropes on board. When
not in use, mooring ropes should be stored away from direct sunlight and chemicals.

3.4 Anchoring equipment

a) Anchoring equipment shall be in accordance with the Classification Society’s Rules. The
anchor winch, anchors and wires shall be capable of anchoring the Vessel in water
depths of up to eighty (80) metres, in sea and swell conditions of up to two and a half
(2.5) metres and winds gusting up to 40 knots. The winches shall be fitted with a free
running device. No modifications to manufacturers anchoring equipment shall be
permitted.
b) The vessel shall be fitted with a four-point anchor mooring system onboard. No anchor
cables shall cross any part of the clear deck space. Anchor winches shall preferably be
below decks. Where an anchor cable does cross any other part of the deck, the cable
must be covered by a safety enclosure.
c) The Anchor wires shall have a minimum breaking strength of 80 MT.
d) The anchor wires shall have a minimum length of 1500 meter with minimum diameter of
38mm.
e) Each wire shall be preferably fitted with a wash-down facility before the fairlead and a
device to lubricate the wire after the fairlead.
f) The winch drums shall be fitted with a wire-spooling device.
g) All wire termination must be of Gold nose type.
h) Anchors to be Flipper Delta anchors, with a minimum weight of 4 Metric Tons each.
i) Sufficient spares associated with loose mooring equipment e.g. shackles, swivels and
kenter shackles to be held on board.
j) Anchor racks (cow-catchers) for anchor stowage during transit, to be constructed and
located outboard such that no over side interference occurs for cargo barge and supply
vessels coming alongside.

k) A spare anchor-wire of min. 1500m length and one spare anchor shall be available in the
Brunei shore base.
l) Secondary anchor securing arrangement is to be provided directly to each anchor.
m) At least 5 nos. of 5 tonne foam filled pennant buoys (bright coloured with reflective
paint) or of such capacity to support the pennant wires in the prevailing water depths
must be of cylindrical type with crucifix attached to the top of the longitudinal side.
Storage space for the buoys must be provided on deck without compromising the deck
space requirement.
n) Duration of use of anchor wires shall be dependent on condition of the wires and must
be discarded when the criteria from Marine Procedure 102 Module 2 Section 9.1.3
cannot be met any longer.
o) The vessel shall be equipped with one complete set of pennant wires, of similar
construction and diameter to the anchor wires. The minimum length shall be water
depth plus 50 meters. All wire terminations shall be of gold nose type.
p) At least 4 units of 3T spring / mid line / parachute buoys are required.

3.5 Anchor winches

a) All anchor winches shall be remotely operated from a central console with a closed
circuit TV monitoring system to enable operation of all winches from the one position.
b) Tension Meters and cable line-out counters shall be fitted on all anchor cables and must
have central readout situated in the central console. Displays are to be metric units.
These meters and counters are to be re-calibrated at a minimum of 12 monthly
intervals, or as required by operations at the OWNERS cost.
c) Winch controls are to be fitted with a safety device to prevent accidental operation.

3.6 Anchor procedures

Prior to final acceptance of the Vessel, the anchoring system shall be subjected to a pull and
function test, which shall be witnessed by and subject to approval of a COMPANY
Representative during which it shall be demonstrated that all mooring systems and
associated equipment are functional and operable.
In order to ensure a high standard of safety CONTRACTOR shall produce an anchoring,
anchor handling and mooring procedure for both laying and recovery of anchors and
associated equipment. The following items shall be included in the procedure.
a) Description of all matters relating to the execution of the anchoring, anchor handling,
and mooring operation, including but not limited to details of measures taken to ensure
the operations are conducted safely and efficiently, analysis of risks and associated
safeguards in place and identification of tasks of individual crew members, thereby
ensuring that personnel exposure is reduced to the absolute minimum and all possible
hazards resulting in possible injuries are identified and avoided. The procedure shall be
fully in accordance with all safe marine practices in order to create a safe working
environment for all personnel involved in the operation.
b) An approved format for the monitoring of the tensions and wire lengths of each mooring
wires. Logging must be recorded on every occasion the Vessel moves in and out of
location and at intervals not exceeding 1 hour.

c) All personnel should stand clear of wires and mooring lines under tension and
suspended loads. Ensure that personnel do not stand or work in an unsafe position.
d) Ensure all personnel know their escape path when mooring with soft ropes and/or
pulling or running anchors, and be behind solid barriers at the time anchor is released.
e) Ensure all shackles, wires and associated lifting and handling equipment are properly
maintained. All such equipment shall be certified and subjected to regular inspection.
Proper records shall be available at all times. These items of equipment shall be
subjected to visual inspection prior to the start of daily operations. Strict adherence to
the Company's " Marine Procedures" shall apply.
f) Do not employ captured shackles where the shackle pin cannot be removed for
maintenance and inspection. Shackle pins shall not be seal welded into the shackles

3.7 Tugger Winch

3.8 Air Compressor

A compressed air supply system with a minimum delivery of 150 cubic metres per hour at 7-
bar pressure, with two connections on each side of the aft main deck shall be provided.

3.9 Garbage Macerator

The galley shall be fitted with a macerator for biodegradable food waste. No other waste
materials shall be discharged to the sea.

3.10 Oil/water Separator

The Vessel shall be equipped with an oil/water separator, which complies with the
requirements set in MARPOL.

3.11 Sewage System

The Vessel shall be equipped with a sewage holding or treatment system. The system shall
be in operation during the full charter period.

3.12 Dispersant Spray Equipment

3.13 Welding Equipment

The Vessel shall have onboard equipment and facilities for welding for vessel use.

The Vessel shall have on board equipment for gas cutting, ideally with propane/oxygen and
acetylene for vessel use. All cutting hoses to be fitted with flashback arrestors & check
valves. BSP HSE Module 22.

3.15 Deck Equipment

a) Capstans and or windlasses shall be provided for the purposes of mooring barges
alongside and for berthing the Vessel to offshore structures.
b) The Vessel must be equipped with one (1) lightweight gangway certified by Class for the
Vessel's use when in port and vessel to vessel transfer. The length is 6.0m.
c) The Vessel must be equipped with one (1) platform gangway approximately 15 metres in
length and 1.0 metres wide for use when moored to offshore structures. The gangway
shall be designed so that it is suspended from the offshore structure when in use. This
shall include, as a minimum, being fitted with four (4) hanging/lifting points and four (4)
wire slings for positioning and supporting the gangway. A set of adequately sized steps
suitable for use with this gangway as a landing stage ship side for personnel must also be
provided. Such steps should be easily movable by crew member in that the base can be
easily skidded. The base of the steps must be sufficiently wide as to ensure that they will
not topple if pushed by the gangway.
d) All gangways must have non-slip deck panels and double handrails on every side.
e) The Platform gangways should not exceed 2 tonnes in weight. The gangway, supporting
lugs, prop pins, rigging and slinging equipment are to be certified by Class and supported
by a rigging diagram with evidence that the slinging arrangements take into account the
additional rigging loads created by the shallow rigging angles when supported on the
platform. Rigging angle indicators must be available on the gangway. Procedures are to
be submitted and must allow for the rigging of the gangway onto the platform without
the need for riggers to stand on the gangway whilst it is supported by the crane.
The responsibility of rigging the platform gangway lies with the vessel’s crew unless
specifically mentioned otherwise. This will require crew to be transferred to the
platform via a support craft arranged by the on board company site representative.
f) A set of adequately sized steps suitable for use with this gangway as a landing stage
shipside for personnel must also be provided. Such steps should be easily movable by
crewmember in that the base can be easily skidded. Access to and from the gangway,
from the Work barge and offshore structure shall be such that the relative motion
between them is minimal.
g) The vessel shall have in place an adequate Person on board (POB) system, which shall be
maintained continuously with the actual number of persons onboard. This must
incorporate a quick reference and overview board, indicating the persons onboard and
those on the platform or off-station, which shall be clearly displayed on deck.
h) Above deck level, a storage area for storage of paint/chemicals, with security gates,
shelving and forced explosion proof extraction ventilation shall be provided.
i) A storage area for oxygen and acetylene bottles shall be provided, with security gates
and having unrestricted area for lifting. The oxygen and acetylene bottles are to be
stored in separate compartments or at a minimum of four (4) meters apart.
j) All gangway must be inspected and certified annually as per PLIC. (herein referred to as
the PLIC - BSP 072 Procedure 012).

3.16 Water Making Plant

The vessel shall be equipped with a water-making and chlorination plant sufficient for the
vessel's full complement. The system shall be operational during the entire Contract Period.
The plant must comprise of three (3) units, producing minimum 30 tonnes each unit per day,
each unit must be capable of producing 80% of requirement and be of reverse osmosis type.
UV filtration is preferred.
Potable water tanks and associated pipe-line systems are to be coated with an appropriate
paint system. Rust resistant pipings are preferred.
Potable water tanks should be dosed accordingly using CHARTERER’s HML acceptable
standards and conform to the frequency recommended. Chlorine testing is to be carried out
following each dosing.
Cleaning and flushing frequency of the tanks must be captured as part of the planned
maintenance system.
Monthly water sampling must be carried out for analysis in line with CHARTERER’s HML
requirement.
A dedicated FW hose is to the supplied for the bunkering if required and the standards,
inspection and testing of bulk hoses is to be complied with Shell EP2005-0262-SP-05.

3.17 Construction workshop facilities

Fabrication Workshop requirements

A fabrication workshop shall be present, with a minimum floor space of 60m2 with the following
facilities:
• Side facing seaward to have full height bulkhead, the remaining 3-sides to be open sided.
• Fabshop dimensions 60 square meters
• Install 240V16A 1Ph socket outlets on at least 2 nos pillars supporting the roof (for hand
tools/headlamp/cooling fan use)
• 4 nos 240V 20A 3ph socket outlets (for welding rectifiers)
• 2 nos 240V 16A 3Ph socket outlets (for electrode ovens)
• 4 nos 240V 16A 1Ph socket outlets
• 2 nos 440V 32A 3Ph socket outlets
• Concrete floor to include steel angle grinds for earthing work pieces to be welded.
• Ensure under roof of Fabshop, beams are free of electric cables or conduits for installation
of beam clamps for hanging chain blocks
• Sufficient Fluorescent lamps for night shift work
• 1’’ air supply outlet
• 1’’ fire water outlet
• 2.0m x 1.0m x 1.0m height steel work bench c/with bench vice
• First aid kit
• Earplugs station
• Gas (acetylene and oxygen) complete with control valves and hoses
• Electric cold saw for cutting of pipe and structure up to 400mm

Dark Room

A dark room, minimum floor space of 10m2 and height of 2.5m with the following facilities:

• Air conditioned built-in darkroom on main deck level,


• Internally painted in black,
• Installed with piped fresh water supply, 5-partition stainless steel processing tank with
individual drain valve at the drain outlet connected to a common drain header,
• Red safelight fitted inside and a red light fitted outside to be switched on whilst film
processing in progress.
• Normal fluorescent light fitted inside for general lighting purpose,
• 2 nos. of 2' x 3' table with drawers or lockers,
• Separate exhaust fan from main accommodation.

Blast & Paint

A blasting & painting shop shall be available, with a minimum floor space of 20m2 with the
following facilities:

Blast & paint shop c/w 2” & 1” dia. air supply outlet and ventilation fan. Temporary bay can be
created using scaffolding and canvas as a habitat. The size of the habitat is depending on sizes of
spools or assemblies to be blasted/painted.

4 CARGO HANDLING

Cargo handling practices should be in accordance with the Code of Safe Working Practices for Merchant
seaman as well as the Marine Procedures.

5 COMMUNICATION EQUIPMENT

5.1 Equipment to be supplied by the CHARTERERS

The CHARTERERS shall have the right to install the below mentioned equipment, the intent
of which is to enhance the performance of the Vessel's ability to fulfil the assigned duties.
Failure of the CHARTERERS equipment at any time shall not be grounds for cessation or
diminution of the effective execution of the work assigned under the Charter nor shall it be
grounds for any claims for costs or downtime. Costs for installation and maintenance of the
equipment as mentioned in this clause shall be borne by the CHARTERERS. The equipment, if
installed, will be supplied on a loan basis and shall be returned to COMPANY on completion
of the Contract.
The CHARTERERS shall have the right to determine the location and mounting method for
the supplied equipment in the bridge area and the authority to relocate any existing

equipment, which may interfere with or hinder such installation. The cost of relocating any
existing equipment shall be borne by the CHARTERERS.
a) An email system, telephone and fax machine linked to the local or satellite telecoms
network.
b) A GSM unit, including a transformer power supply unit.
c) The Vessel will be fitted with a device, which permits automatic Vessel tracking (AVT)
from on shore stations. This provides real time data on the location of the Vessel, and it
is an offence to turn this unit off, or to interfere with its operation in any way.
d) The AVT unit will include remote positioning (RP) equipment with LCD monitors and fix
buttons at both the bow and stern manoeuvring stations.
e) One low band VHF radio set with TX/RX channels:
Channel 1 (PMR channel) Transmission: 83.420 Reception: 78.000
Channel 2 (OCS comms channel) Transmission: 83.445 Reception: 78.175
f) GSM phone and fax in the CHARTERERS’ office and main control room.

5.2 Equipment to be supplied by the OWNERS

Communications equipment as required by SOLAS and Marine Legislation of Brunei


Darussalam shall be installed. Communication equipment shall only be operated by qualified
and certified personnel.
a) Notwithstanding the above the CHARTERERS require the Vessel to be fitted with two
VHF radio sets, with scanning and dual watch facilities. One of the units is to be located
adjacent to the forward manoeuvring station and the other adjacent to the aft
manoeuvring station.
b) A 100mm-signalling lamp (e.g. Aldis) together with a mains and battery supply shall be
fitted.
c) The Vessel shall be equipped with an internal communications system between all-
important areas including but not limited to the Wheelhouse, Engine Room, Hospital
and Mess room.
d) Hand-held intrinsically safe digital multi channel radios (4 minimum) shall be provided
with a means of charging the batteries fitted at convenient locations on the Vessel.
Channel availability to be sufficient to cover BSP frequencies as specified in the Guide to
Marine Procedures. (These are in addition to the three required radios, in accordance to
SOLAS GMDSS requirement).
e) A P.A. system shall be provided at the aft control station, which can be, heard anywhere
on the main deck while the main engines are running at full service speed and during
manoeuvring and anchoring.
f) The monkey island or bridge wing area must be fitted with a pedestal platform complete
with wire trunking to undertake the mounting of the CHARTERER’s communication
satellite dome. The location of the pedestal must be situated as such that the deck
strength is adequate and it will not interfere with the operation of the navigation
equipment and not a blind spot for the safety of operations and navigation.

6 NAVIGATIONAL REQUIREMENTS

The Vessel shall be equipped with navigational equipment, which includes but is not limited to the
following.

6.1 Meteorological Equipment

Meteorological equipment to meet Classification Society requirements shall be fitted. Additionally,


equipment for the measurement of wind speed and wind direction visible from both forward and
stern control station, temperature and barometric pressure shall be provided. Calibration of each of
the equipment is at OWNERS cost at the required specific duration.

6.2 Navigation Equipment

a) Books, charts, publications, NTM'S, etc. all of which are being kept updated in accordance with
the latest issued Notice to Mariners and other information.
b) A fixed chart table with drawers underneath.
c) Navigational equipment shall include a good quality deadbeat liquid compass (including
deviation card), gyrocompass, G.P.S. (Global Positioning System), AIS and Navtex. Calibration of
each of the equipment is at OWNERS cost at the required specific duration.
d) Two reliable modern radar units, one X band and one S band, with a minimum range of 0.25 nm
and a maximum range of at least 48 nm shall be fitted and interfaced with the gyrocompass.
e) An echo sounder with paper record and/or digital read-out shall be fitted. The echo sounder
shall be capable to register working depths of up to 100 meters under the keel.
f) A speed log shall be fitted with a display at the forward and aft control station.
g) The navigation light system shall include a control and alarm panel situated inside the
wheelhouse. The system shall also be powered from the 24V-supply system.

7 SAFETY REQUIREMENTS

7.1 General

The standards as set out below shall be considered as the minimum requirements. These
requirements may be in addition to the requirements as specified in SOLAS regulations. All
survival craft, liferafts, lifejackets and lifebuoys and workvests shall comply with SOLAS
requirements and shall be fitted with retro-reflection material.

7.2 Inflatable Life Rafts

a) Sufficient capacity for 200% of the total complement of crew plus the maximum number of
passengers shall be provided. The life rafts shall be installed 100% of the total complement
on each side of the Vessel.
b) All life raft stations shall be prominently marked by a number clearly displayed. These
numbers shall be clearly indicated on the muster bill and in the cabins signifying the life raft
station to which all members of crew and passengers are allocated.
c) Sufficient spare life rafts and hydrostatic releases shall be provided in the shore base to
ensure that all the life rafts do not exceed their service period before being sent for service.

7.3 Lifejackets

a) Sufficient capacity for 200% of the total complement of crew plus the maximum number
of passengers shall be provided.
b) The lifejackets shall be positioned one per occupant per cabin and seat plus a sufficient
quantity in weather-protected boxes on the upper decks at the Muster stations.
c) The lifejackets should be fitted with good quality light and a whistle for attracting
attention.

7.4 Lifebuoys

a) Lifebuoys shall be conveniently located on the upper decks such as will allow them to be
easily obtained and cast loose. Each lifebuoy shall be fitted in brackets.
b) At least two of the lifebuoys, one on each side of the Vessel on main deck level, shall
have a good quality self-igniting light and a floating line of at least 15 meters length.
c) At least two of the lifebuoys, one on each side of the Vessel near the wheelhouse, shall
have a combined light/smoke signal.

7.5 Means of Escape and Means of Access

a) All emergency exits and escape routes shall be clearly indicated by notices of a retro
reflective nature. Corridors, escape routes and other passages shall be in compliance
with the rules of the classification society and marked in accordance with SOLAS
regulations. This includes that at least two separate escape routes shall be provided,
situated as far apart as practicable, to allow for escape to open deck and embarkation
stations.
b) Emergency lights shall clearly indicate the route to open deck.
c) Two scrambling nets, one port and one starboard side of Vessel and positioned along
bulwarks ready for instant use shall be provided.
d) Two boarding areas for use at sea shall be clearly identified, on both port and starboard
side of the main deck. They shall be equipped with an overhead support for manila
swing ropes, and the deck in the area shall be painted/covered with a non-skid
preparation. Openings to be at least 1.3 meter wide and shall be fitted with wooden
beams to close or bulwark doors when not in use.
e) The height of the boat landing should be about 1.5m above normal operating draft.
f) The vessel shall provide it own means of Safe access for port use in the form of a
certified gangway.

7.6 Emergency Alarm System and Muster Lists

a) The Vessel shall be provided with the means of raising the alarm in emergencies. The
preferred system is of bells operated by means of break glass call-points or a central
control. The signals provided on such a system shall be in accordance with SOLAS
regulations.
b) The operation of any call-point shall sound the general alarm only, the Abandon and All
Clear signals being operable only from the central control. The central alarm system,
including the fire detection system, are to be located inside the wheelhouse

c) In locations where the noise levels are high i.e. Engine Rooms, etc., flashing or revolving
lights shall be provided to raise the alarm.
d) Muster lists are to be in accordance with SOLAS Chapter 3, Regulation 53 and shall be
displayed at each deck. The list with muster details shall be posted in a prominent
position showing special duties to be undertaken in the event of an emergency. It shall
also specify definite signals for calling all the crew to their survival craft, life raft and fire
stations and shall give full particulars of those signals. The muster lists of all personnel
onboard shall be maintained and updated immediately if there is any change to the
complement of the Vessel.
e) The location of all safety and fire fighting equipment will be clearly marked on a safety
plan, and where the method of storage conceals the equipment, the
cupboard/container shall also be marked. The safety Plans are to be displayed on each
deck, together with the muster lists.
f) Muster station(s) are to be clearly marked on the deck to act as a permanent muster
station to cater for the maximum number of berths. The area(s) marked on deck shall be
kept permanently free of materials and equipment.
7.7 Work vests

a) Work vests must be provided to each member of the crew when working on open main
deck, working over water and during boat transfers. This shall be as a minimum Type III
Flotation Aid.
b) The use of standard lifejackets is forbidden under normal working conditions.
c) Each work vest shall be fitted with retro reflective material and a battery operated light
and whistle.
d) The use of work vests by crew members is compulsory when working on the main deck,
working over water and during boat transfers.

7.8 Safety harness

a) Approved type body safety harness must be made available to the working crew
members when required.
b) The feature must have 5 points adjustable full body harness and has a single back D-ring
for fall arrest and 2 side D-rings for work positioning.
c) A lanyard keeper to secure lanyard when not in use, a backside web torso strap for ease
of donning and mating buckle closures for quick leg strap attachment.

7.9 Line Throwing Apparatus and Pyrotechnics

A line-throwing appliance of any approved type capacity of carrying a line not less than 230
metres with reasonable accuracy and shall include not less than four projectiles and four
lines. Self-contained appliances are preferred e.g. Schermuly. Pyrotechnic hand flares and
parachute signals, in accordance with SOLAS, Chapter III, shall also be provided.

7.10 H2S and Flammable Gas Detectors

A fixed gas detection system with audible and visual alarms and capable of detecting H2S on
exposed decks and inside accommodation should be provided. The control unit should be
fitted in the wheelhouse and should be linked to the vessel’s alarm system.
The system must be serviced and calibrated annually by a competent person.
At least 2 portable H2S detectors should be provided. This to be calibrated annually if not of
the disposable type.

A fixed gas detection system with audible and visual alarms and capable of detecting
flammable gases in all enclosed areas of the vessel on exposed decks and inside
accommodation should be provided. The control unit should be fitted in the wheelhouse and
should be linked to the vessel’s alarm system.
The system must be serviced and calibrated annually by a competent person.
At least 2 portable gas monitoring devices should be provided. Personal H2S meters are
required for each personnel rigging the gangway on the platform. This to be calibrated
annually if not of the disposable type.

Combine H2S and flammable fixed and portable gas detectors are acceptable.

7.11 Grab bags / Evacuation bags

a) High visibility buoyant grab bags to be provided for the full complement as per the
safety equipment certificate. These bags should be provided at a conspicuous area at
each level of Accommodation and Engine room such that sufficient numbers shall cater
to the maximum number of personnel at those locations.
b) As a minimum, the bag should contain a smoke hood and a light stick and meets SOLAS
standards.

8 FIRE FIGHTING AND PROTECTION REQUIREMENTS

8.1 General
The standards and requirements as set out below shall be considered as the minimum requirements
and may be in addition to the requirements in SOLAS.

8.2 Fire Prevention

The construction of the Vessel shall as far as possible be of a non-combustible nature and the use of
timber and other inflammable materials shall be kept to the absolute minimum. The use of
combustible type of insulating material such as expanded polyurethane is unacceptable. The
exclusive use of non-combustible insulating material is mandatory.

8.3 Fire Extinguishers

a) All fire extinguishers shall be of an internationally approved type and shall be colour coded
accordingly; Foam (Yellow), Dry Powder (Blue), Water (Red) and CO2 (Black).

b) Fire extinguishers shall be distributed so that they are compatible and suitable with the risk,
equipment and materials; Electrical (CO2), Liquid Fires (Dry Powder or Foam) and Material Fires
(Water or Foam).
c) The standards acceptable for the construction of extinguishers are those laid down by "Fire
Officers Committee" (UK) or "National Fire Protection Association" (USA). All extinguishers shall
be subject to an annual inspection.
d) Portable Fire Extinguishers shall be hung on brackets and not left free standing. Fire
extinguisher boxes of weatherproof construction may be provided for extinguishers on the
upper decks if desired. The extinguisher locations shall be marked adequately.
e) Fire extinguishing mediums on a CFC basis, including Halon, are not accepted and shall be
substituted by more environmental friendly extinguishing mediums.
f) All fire extinguishers shall be inspected and certified annually by an approved and reputable
servicing centre.

8.4 Fire Fighting System

a) The Vessel shall be equipped with one or more independently driven fire pumps, with minimum
total capacity 300 m³/hr, at 80 m head.
b) If a fire in any one compartment could put all the pumps out of action, there shall be an
alternative means of providing water for fire fighting. This alternative means shall be a fixed
pump independently driven which shall be capable of supplying two fire hoses at a pressure of
3.5 bar (50 psi) or as required by the IMDG code document of compliance.
c) The diameter of the fire main line shall be sufficient for the effective distribution of the
maximum required discharge from two fire pumps operating simultaneously. Engine room
isolation valve to be clearly marked. Any other isolation valves installed for maintenance reasons
shall, under normal circumstances be locked in the open position.
d) One fire monitor shall be mounted on the monkey island with the associated pipeline system
connected to the main fire pump and a capacity commensurate with the firepump capacity.
e) All parts in the main fire fighting system, including hydrants, hoses and nozzles, shall be fitted
with one type of coupling system of an international recognised system, acceptable to the
CHARTERERS. Each hydrant shall be provided with adjacent storage facilities for one hose and
one nozzle. All fire hose nozzles are to be of the combination jet/spray type.
f) The number of position of hydrants shall be such that at least two jets of water not emanating
from the same hydrant, one of which shall be from a single length of hose, may reach any part of
the Vessel normally accessible to the crew.
g) At least two international ship-shore fire hose connections which can be connected to either
side of the vessel.
h) Two fire monitors shall be mounted on the monkey island with the associated pipeline system
connected to the main fire pump(s). The capacity of each fire monitor shall be not less than 100
m³/hour.
i) In addition to the above ship's fire fighting system, the vessel must have provision of firewater
for construction use especially on brown field installations. These shall be a minimum of two (2)
double 65mm dia. hydrant outlet on both port and starboard stern of vessel, with a minimum
discharge rate of 150m³/hr at 80m head. These hydrants to be fitted at gangway end of vessel.

a) The necessity or otherwise providing of fixed automatic fire detection and/or automatic fire
extinguishing system shall be determined in accordance with SOLAS and IMO Regulations.
b) As a minimum a remote fire detection system shall be fitted in all machinery, maintenance
spaces, cabins and all common accommodation spaces.
c) All fire detectors shall be connected to a central control panel in the wheelhouse, indicating
which detector or zone has been activated. The detectors shall be activated by an abnormal air
temperature or smoke concentration, or by other factors indicating incipient fire.
d) There shall be at least two independent sources of power supply to the system, one of which
shall be an emergency source. Household battery powered detectors are not acceptable.
e) In locations where the noise levels are high i.e. Engine Rooms, etc., flashing or revolving lights
shall be provided to raise the alarm.
f) A list or plan shall be located adjacent to the alarm panel, indicating the spaces covered by zones
and /or detectors.
g) The fire detection system shall be inspected and certified annually by an approved and reputable
servicing centre.

8.6 Fire Extinguishing Systems

a) All machinery spaces of the Vessel, including winch room and bow thrusters room, and any
other enclosed area containing diesel or gas fired engines shall be provided with a permanently
installed CO2 fire protection system or equivalent total flooding system.
b) Whenever fixed automatic fire extinguishing systems is installed to provide protection to
enclosed spaces (such as engine rooms) where personnel might be present, the system shall be
so designed as to sound an alarm for a period of approximately one minute before discharge of
the extinguishing medium occurs. The system shall also have provision outside the area for
being manually operated, the time delay safeguard also being provided on the manual facility.
c) The Vessel shall have a dedicated paint store. This paint store shall be equipped with a CO2 total
flooding system, which can be operated from outside the paint store. The paint store shall have
an explosion proof extractor fan, which can be stopped from the outside of the paint store.
d) The Galley shall have an independent extinguishing system and the provision of an alternative
portable extinguishing system not including the fire blanket.
e) The fire extinguishing system shall be inspected and certified annually by an approved and
reputable servicing centre.

8.7 Fireman’s Outfit same as ORMC workboat

At least two sets of firemen's outfits stored so as to be easily accessible and ready for use. The
firemen outfit shall be in accordance with SOLAS Chapter II-2, Regulation 10.

8.8 Medical Equipment

The vessels and the consequent requirements for medical stores and equipment areas are set out as
MSN-1768 Category B (vessel making trips less than 150 nm from port) or subsequent latest
amendments. A certified chemist shall approve medical equipment and medicines. In addition to
complying with Government regulations, the following individual equipment shall be provided:

a) Oxygen resuscitation apparatus with an adequate supply of oxygen; size R, or equivalent
quantity.
b) Manual suction apparatus with endotracheal catheters and laryngoscope (2 Pieces).
c) Airways, Brook pattern (4 Pieces).
d) Two (2) Paraguard stretchers, suitable for transporting patients within the Vessel or to another
Vessel or helicopter.
e) 12 Pieces Blankets and 12 Pieces towels for survivors.
f) Twelve (12) splints - (Inflatable type) 6 sets
g) Four (4) First Aid Kits, for 30 men, with contents as detailed MSN-1768
h) Hundred (100) litres medical oil cleanser. The medical oil cleanser shall be stored in a separate
locker and be kept available only for the use of trained personnel.
i) An automatic external defibrillator.
j) The equipment shall be checked and re-furbished after use or at six (6) monthly intervals
whichever occurs first.
k) All medicines consumed by CHARTERERS’ personnel will be for CHARTERERS account. A
thorough inventory of the equipment and medicine are to be included in the Milestone Zero
Documentation.
l) Vessel must be incompliance to the CHARTERERS Minimum Health Management Standards
elements including Medical Emergency Response Procedure audit requirement.
m) Expiry dates on medicines shall be checked and expired or consumed items shall be replaced
immediately or at six (6) monthly intervals whichever occurs first by OWNERS.
n) All medicines consumed will be for CHARTERERS account. A thorough inventory of the
equipment and medicine are to be included in the Milestone Zero Documentation.

8.9 Eyewash Station

Eyewash stations shall be provided on the main deck and in the engine room including all machinery
spaces.

8.10 First Aid Kit

First aid kits shall be available in wheelhouse, mess room and engine room. Expire dates on
medicines shall be observed and used items shall be replaced immediately by new items. A record
shall be kept in the Vessel's logbook of all injuries, which require application, or use of items
contained in the first aid kit. Content shall be in line with MSN-1768 or subsequent latest
amendments.

8.11 IMDG Equipment

Additional equipment is to be carried as per the requirements of the IMDG code document of
compliance. This is to include protective suits, additional breathing apparatus, dry chemical fire
extinguishers, fire hoses and the current publication of the IMDG Code.

9 CERTIFICATION AND RECORDS

The Vessel shall carry all required and up-to-date certificates, including but not limited to those
specifically described below:

d) Safety Construction Certificate
e) Safety Equipment Certificate
f) Safety Radio Telephone Certificate
g) International Oil Pollution Prevention Certificate
h) Certificate of Insurance
i) ISPS Certification
j) Certificate of compliance for the Carriage of Dangerous Goods.
k) Works Certificates for the wire ropes stating manufacturer, diameter of rope, construction,
nominal tensile strength results from testing and date of testing; within the last 2 years

9.2 Drawing and Documentation

The Vessel shall carry all required and up-to-date drawings and documentation, including but not
limited to those specifically described below, on board:
a) Data stability booklet
b) General Arrangement plan
c) Deck Capacity plan
d) Sea trials data
e) Any other relevant documents and certificates, issued by classification societies and/or
governments

9.3 Vessel Operating Manuals

Operating manuals containing guidance for the safe operation of the Vessel under normal and
emergency conditions shall be available onboard to all concerned. As a minimum the operating
manuals shall not be limited to the following:
a) A general description of the Vessel;
b) Plans and instructions for the operation of the ballast system;
c) Schematic diagrams of main and emergency power supplies and electrical installations;
d) Schematic layout of sprinkler system, if fitted;
e) Fire control plan including type and location of fire-fighting appliances and a procedure for
evacuation of personnel from the Vessel, including an escape route;
f) A plan showing safety provisions including location and operation of life-saving appliances and a
procedure for evacuation of personnel from the Vessel;
g) Procedures for anchoring, anchor handling and mooring operations;
h) Procedures for adverse weather conditions and platform pull off emergencies;
i) Crane operating manuals of all cranes on board;
j) Gangway rigging procedures;
k) HSE Management System;

l) Emergency Response Procedures;
m) MSDS sheets for all chemicals onboard;
n) Manual with data on stability. Stability manual derived from an inclining experiment, setting
forth allowable maximum height’s of the centre of gravity in relation to draught or other
parameters;
o) OWNERS Fuel control Procedures.
p) 2 sets of SOLAS training manual to be provided on board
q) For new vessels, vessel suitability reports derived from tank model reports or computer aided
design reports

10 CREW REQUIREMENTS

10.1 General Crew Requirements

a) The crew shall comply with all local and international regulations in force at any period of the
contract.
b) All crew shall be aged over 18 years but not over 60 years and be physically, medically, and
mentally capable of performing the duties required under the Contract. Medical examinations of
each crewmember shall be conducted in line with CHARTERERS requirement and be duly
certified as physically and medically fit.
c) All crew are to be provided with fire retardant coveralls.
d) All deck crew are to be provided with impact gloves.
e) All certified deck officers and certified engineers shall be in possession of Bridge Resource
management and Engine resource management effective from 01st April 2014.
f) Sufficient numbers of English speaking responsible persons who comply with adequate rest
periods, properly qualified to flag state and company requirements and experienced in their
respective duties for safe and reliable vessel for 24 hours continuous manning shall man the
vessel to the satisfaction of the CHARTERERS. The minimum number of crewmembers shall be as
per the flag state manning certificate. Cooks with food handling certificate is also required.
g) The qualification and experience standards for all marine crew members shall be as a minimum
but not limited to those set by the International Maritime Organisation titled “International
Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1995”
(STCW), including subsequent amendments recognised by the Marine Department of the
Government of Negara Brunei Darussalam. If the vessel is not registered in the country where
this applies, proof of qualification for an equivalent standard must be produced.
h) In addition, all marine crew are always subject to the overriding right of the COMPANY to accept
or reject a particular crewmember or crewmembers at its sole discretion.
i) Whilst revalidation based on more or less continuous service in the appropriate rank is sufficient
for most watchkeeping duties, this does not apply to some aspects. On that basis renewal of
STCW compliance after 5 years must include refresher training in first aid, fire fighting, survival
craft and survival at sea, and blanket revalidation based on sea service alone is not acceptable.
j) Validity and authenticity of Certificates of Master and officers are to be verified with the
relevant Government Authority of the country of origin.
k) At least two of the personnel on board shall be trained in the use of GMDSS communication
equipment, shall hold Radiotelephony certificates and shall be familiar with emergency radio
procedures. These shall be the only personnel permitted to broadcast.

l) Certificates, including certified authentication evidence, together with a full C.V. are to be
submitted to the CHARTERERS for approval. The master, deck and engine room officers will be
required to pass the CHARTERERS SETS competency evaluation. Practical assessment will be
carried out where deemed necessary.
m) Masters and officers will also be interviewed and assessed by the CHARTERERS and it shall be
the CHARTERERS sole discretion to accept or reject any particular crewmember. Any costs
incurred due to the rejection of a crewmember shall be for the OWNERS account.
n) The number of approved rigger foreman and riggers must be sufficient for the safe operation of
connecting, operating the gangway to the platform and lifting operations at all times.
o) All crew must comply with specific Brunei Shell training for their positions held on board.
p) Training Requirements:
- At least one officer shall have had recent extensive first aid training in addition to the
required STCW First Aid Training.
- The Crane operators, rigger foreman and riggers must be certified as per the COMPANY’
Technical Authority for Lifting and Hoisting Standard certification requirement (BSP-ASS-
Standard-004). This currently includes being in possession of a valid rigging and slinging
course and banksman level 1 & 2 from COMPANY recognised training centres within Brunei.
- The Helideck crew must be certified as per COMPANY’ Technical Authority for Aviation.
- The Medic must be certified as per COMPANY’ Technical Authority for Health.
- Barge Master, Barge Engineer and key deck personnel will need to be in possession of IMS 5
training conducted by Megamas Training Centre, Brunei.
q) All crew must comply with COMPANY Personal Protective Equipment standards. This includes
the provision of fire retardant coveralls and impact resistant gloves.

10.2 Tour of Duty

a) The maximum period of duty for the Master, officers and Crew shall be five (5) months,
followed by paid leave, based on a Duty: Leave ratio of not less than 4 : 1.
b) Return airfare and repatriation cost shall be provided by the OWNERS to the country of
domicile of each individual crewmember after completion of the crew member’s tour of
duty.

10.3 Crew Certification and Experience

In addition to the foregoing and to clauses under paragraph 6 of Annex C of this document, the
Master, officers, engineers and crew shall have the following certification and experience:
10.3.1 The Master shall:
a) Hold a valid certificate of competency as Master, Unlimited (STCW 1995 II/2 endorsement,
3000 GRT or more)
b) Have a minimum 2 years proven experience in the offshore industry as Master of a Vessel of
similar type and have recent experience with vessels with 2 point mooring spread, including
anchor handling experience and shall be able to communicate in written and spoken English,
including necessary technical terminology, adequately.
c) Carry out his duties with utmost dispatch during day and night operations in accordance
with the best and accepted safety marine practice and shall render all customary assistance
with the Vessel’s crew and equipment.

d) Be subject to the directions of CHARTERERS as to the tasks to be performed by the Vessel
and the destinations of the Vessel but not as to the manner of carrying out such tasks. The
responsibility for the safety of the crew, passengers, cargo and Vessel shall at all times
remain the sole and paramount responsibility of the Master.
e) Be trained and be familiar in the use of communication equipment provided on board, shall
hold at least a GMDSS Radiotelephony certificate and shall be familiar with emergency radio
procedures.
f) For DP2 mode, the Master must be in possession of a full DP operator certificate.

10.3.2 The Chief Engineer shall:


a) Hold a valid license of competency as Chief Engineer, Unlimited (STCW 1995 III/2
endorsement, 3000 KW or more)
b) Have a minimum of 2 years proven experience in the offshore Industry as Chief Engineer of a
Vessel of similar type and BHP and shall be able to communicate in written and spoken
English, including necessary technical terminology, fluently.

10.3.3 The Chief Mate shall:


a) Hold a valid certificate of competency as Chief Officer, Unlimited (STCW 1995 II/2
endorsement, 3000 GRT or more)
b) Have a minimum 2 years proven experience in the offshore industry as Mate of a Vessel of
similar type and size and shall be able to communicate in written and spoken English,
including necessary technical terminology, adequately.

10.3.4 The Second Officer shall:


a) Hold a valid certificate of competency and STCW 1995 endorsement commensurate with the
vessel’s size and working area.
b) Have a minimum 2 years proven experience in the offshore industry as Second Officer of a
vessel of similar type and size and shall be able to communicate in written and spoken
English, including necessary technical terminology, adequately.

10.3.5 The Second Engineer shall:


a) Hold a valid certificate of competency and STCW 1995 endorsement commensurate with the
vessel’s size and working area.
b) Have a minimum of 2 years experience in the offshore industry as a Second Engineer of a
Vessel of similar type and BHP and shall be able to communicate in written and spoken
English, including necessary technical terminology, adequately.

10.3.6 The relevant officers and crew with frontline supervisory designation shall undergo the
CHARTERER’s IMS-5 Marine Competent Worksite Supervisor certification and ISSOW
Certifications.

10.3.7 The marine crew shall have a minimum of 2 years direct experience in the offshore industry
on a Vessel of similar type as Deck Crew and hold a valid STCW endorsement for their
intended position on board. They shall be able to speak English to a reasonable level and
read simple instructions in the English language. They must be certified as per the

CHARTERERS’ Technical Authority rigging and slinging and banksman certification
requirement (BSP-ASS-Standard-004).

10.3.8 The marine crew on board the Vessel shall include provision of at least two qualified and
certified Crane Operator by Megamas or Adinin training Centres in Brunei. The crane
operator shall be fully conversant with all of the CHARTERERS procedures regarding safety
and lifting operations and will have attended the CHARTERERS training course or equivalent
training course acceptable to the CHARTERERSs and have attained the Certificate of
Competency under the CHARTERERS requirement in BSP Lifting and Hoisting Standard (BSP-
ASS-Standard-004). Two crane operators will split the work shift to allow 24 hours crane
operations.

10.3.9 In addition to the marine Crew on the vessel the CONTRACTOR shall provide a minimum 2
(two) qualified rigger supervisor and 4 (four) qualified riggers for 24 hours operation, for the
various lashing, lifting, slinging, platform mooring and other relevant rigging duties on board
the vessel and on the platform.
The riggers shall comply with COMPANY’s relevant procedures and guidelines and
shall have a minimum of two years experience in rigging duties of which at least one
year in an offshore environment.
The rigger supervisor shall be fully conversant and comply with COMPANY’s relevant
procedures and guidelines and shall have a minimum of two years experience in
rigging duties in an offshore environment.
For the rigging activities the rigging foreman shall report to the company site
representatives.
They must be certified as per the CHARTERERS’ Technical Authority rigging and
slinging certification requirement in BSP Lifting and Hoisting Standard (BSP-ASS- Standard-
004).

10.3.10 The Medic shall be certified and trained in accordance with the CHARTERERS requirements
as laid down in BSP Module 40 – Occupational Health and Minimum Health Management
Standards in particular Chapter 2.9.2 & 2.9.3 with reference to the Medical Emergency
guidelines for health Care Professionals and First Aiders – HSE report – 94023 issue 3.1 or
subsequent latest amendments.

10.3.11 Cooks and Stewards should comply with the guidelines and standards of HSE Module 26
Kitchen and Galleys (BSP-02-Standard-1659).

10.3.12 If the vessel is fitted with either a rescue boat or a fast rescue craft in line with her LSA
requirement, there should be a least 2 dedicated trained coxswain to operate the craft at all
times besides the requirement of STCW code sec A-VI/2.

10.3.13 All crew must comply with all Brunei Shell Petroleum requirements and Industrial Standards
at all times of the contract period with no additional charges to the Charterer’s.

10.4 OWNERS Responsibility

The OWNERS responsibility shall be to provide sufficient crew to enable the Work barge to operate
in the specified role on a continuous 24 hours basis. No crewmember shall be required to work more
than 14 successive hours in any 24-hour period. There should be a minimum of 10 hours rest each 24
hours work period; at least 6 hours of this rest period must be continuous. The COMPANY may
request the OWNERS to provide additional personnel at no cost to the COMPANY if operations for
which the Work barge is contracted are in the opinion of the
COMPANY carried out inefficiently or not in a timely manner consistent with the nature of the
operations being performed or in contravention of good marine practice.

The OWNERS shall ensure that appropriate arrangements are made with the Brunei Immigration
Department regarding security for the payment of repatriation costs of all employees who are not
Brunei Citizens or Permanent Residents, to their place of domicile upon termination of this
CONTRACT.

OWNERS shall ensure that all crew personnel who are not Brunei Citizens or Permanent residents:

a) Hold and maintain all necessary certificates of vaccination and inoculation to enable them to
enter and reside in Brunei Darussalam.
b) Hold and maintain valid travel documents, work permits, visas, and all other documents
necessary to entitle them to lawfully work in Brunei Darussalam

10.4.1 All OWNERS personnel must produce medical fitness certificates issued by COMPANY
approved medical practitioners prior to their arrival in Brunei Darussalam, certifying that
they are medically fit to be a seafarer and live and work in Brunei Darussalam.

10.4.2 Offshore Passes & Offshore Travel


All crewmembers must hold a valid offshore pass issued by BSP. Part of this process requires
them to attend a HSE induction program by BSP. Validity of offshore passes will be
determined in accordance with the validity of the crewmember's STCW certificates, as
specified in this document. OWNERS are advised to allow two weeks lead-time when
applying for offshore pass. Application must be submitted with photocopies of the
person’s qualification and a medical fitness certificate to allow checks to be made for
compliance with the standards specified in the contract. As soon as clearance is obtained
and the man enters Brunei prior to joining the Work barge, the original documents must be
produced, and assuming all is satisfactory, a pass will be issued.

In addition, for personnel travelling on a BSP helicopter, successful completion of Helicopter


Underwater Escape Training (HUET) at an accredited OPITO approved training establishment
will be a mandatory requirement. OWNERS are advised to refer to BSP HSE Standards
module 29 “Procedure for travelling offshore” for more details.

Offshore Travel will be in accordance to COMPANY requirements. No shows and


cancellations made within the cut off time will be charged accordingly to the contractor.

10.5 Handover Periods

A minimum 24-hour hand-over period is required for all joining senior officers (Master, Chief
Engineer, Chief Officer and Second Engineer). A minimum 6-hour hand-over period is required for all
the other Officers who are not in the above category. The relieving officers in both cases cannot
take over until this hand-over period is completed.

All Officers also must have at least 8 hours continuous rest prior to joining a Work barge or attending
interviews and/or briefings.
