Feasibility Study for the Introduction of the


Integrated Corridor Management (ICM) Approach for
the Roodepoort to Johannesburg Inner City Corridor
and Roodepoort to Randburg Corridor in the City of
Johannesburg

1. Project Background

A-M Consulting Engineers (Pty) Ltd (AMCE) appointed by the Johannesburg Development
Agency (JDA) on behalf of the Transport Department to undertake a Feasibility Study for the
Introduction of the Integrated Corridor Management (ICM) Approach for the Roodepoort to
Johannesburg Inner City Corridor and Roodepoort to Randburg Corridor in the City of
Johannesburg

In 2020 the CoJ approved and noted various aspects of the city’s Strategic Integrated Public
Transport Network (SIPTN). The SIPTN identified primary public transport corridors and
selected mode technologies to be implemented on the corridors based on the minimising total
operational costs to society. The mix of modal technologies for the identified corridors are as
follows:
 Corridors that will be best served by rail;
 Corridors that will be best served by combination of commuter bus and minibus taxis;
and
 Corridors that will best be served by Bus Rapid Transit.

In the process of developing the SIPTN, a new approach was identified, i.e. Integrated Corridor
Management (ICM), with the aim to not only minimise costs but to improve the commuter
experience on selected corridors.

2. What is an ICM Approach

The ICM approach is the use of roadway infrastructure and public transport supply to move
the most people safely, quickly and reliably with minimum environmental impacts and at
reasonable costs. Including the introduction of comprehensive packages of traffic demand,
roadway supply management, public and non-motorised transport priory in conjunction with
safety improvements to reduce congestion, improve public transport services and corridor
patronage.

3. Study Area

The study area corridors for the Roodepoort to Johannesburg Inner City and Roodepoort to
Randburg corridors are indicated in Figure 1 below.

Project Progress

The project phases are shown in Figure 2 below and currently the project team is undertaking
Transport Data Collection Surveys in various locations along the corridors.

The purpose of the Transport Data Collection Surveys is to draw an understanding of the
existing traffic and travel patterns along the corridors. The surveys will include traffic counts,
roadside interviews, cordon counts, origin and destination.

The Johannesburg Mteropolitan Department (JMPD) will be assisting the project team to
conduct the road-side interviews at various locations along the corridors, only a small sample
size of motorists travelling along the corridors will be randomly stopped by JMPD to enable
the study team to ask questions for data collection purposes.

Stakeholder Engagements will be undertaken in three phases with interested and affected
members of the public, during the project of the project. The phases are as follows:

 Phase 1: Project Announcement and Project Introduction


 Phase 2: Baseline Assessment and Ideation
 Phase 3: Draft Feasibility Study

Phase 1 of the stakeholder engagement as be planned shall take place in the month of June 2022.
