Smt.Lalitha is the petitioner in this case. On 26.2.2014 she had filed a


petition before the Commission with the following allegations. The petition in
original is marked as Ext.A1. The details are as follows. By about 8 p.m on
20.2.2014 one Noushad and one Sheikh along with ten others had unlawfully
committed rioting in front of their house and abused them. They humiliated
Lalitha by calling out her by caste name and also criminally intimidated her.
There was a threat of murdering her son Rajesh. The incident was in connection
with the destruction of a “Kanikka Vanchi” of a near by Mosque at
Pravachambalam and there was also assault on Scheduled Caste youth by name
Sandeep and Appus as a retaliation. Hence the complaint.
The report of the Fort Sub Divisional Police Officer and Assistant Police
Commissioner is called for. It was brought to the notice of the Commission that
on the basis of information furnished by Sandeep Crime.Case No.286/14 was
registered and the matter is pending before the Judicial First Class Magistrate
Court at Neyyattinkara. On the basis of the information given by one Anwar

Crime Case No.279/14 of the said Police Station was registered and
investigation was going on. In the meantime one Akhil had filed a private
complaint before the District and Session Court, Thiruvananthapuram. The son
of the petitioner Rajesh is the first accused in Crim279/14 of Nemom Police
Station. The ACP has further reported that he had taken care to prevent a
communal riot in those areas and he has taken sufficient precautionary measure
to ensure peaceful living of all sections of people especially the SC people. The
report is marked as Ext.B1.
The petitioner’s anxiety was to save her son from further trouble. The
respondent ACP had reported that sufficient Law and Order protection was
granted and taken appropriate steps. There are cases and counter cases. The
Commission hereby order to keep a permanent vigil and provide protection to all
especially the petitioner and Scheduled Caste People. With this observation the
petition is closed.
