Objectives:
The objectives of the process of testing and commissioning of CCTV System is to verify proper
functioning of the equipment’s and system after installation, and to ensure the performance of
the installed system’s equipment meets the specified design intent through a series of tests and
adjustments.
Finally, to capture and record performance data of the whole installation as the baseline for
future operation and maintenance.

EQUIPMENTS:
 Toolbox
 Digital Multimeter for voltage and continuity tests.
 Ladders.
 Scaffolding (to be provided by the contractor for the High-level Area).
 Commissioning Laptop
 Safety requirements tools such as safety shoes, safety helmet, safety glasses,
fluorescent vest, and safety gloves to ensure maximum ability of safe work and
dust mask when required.
Safety Requirements:
 Persons engaged with Testing must be skilled and have received proper and adequate
training on safety and should be maintained in safe condition and the Testing methods not
to create danger either for the operator or for other persons.
 Necessary PPE to be worn while working in energized circuits.
 Ensure adequate lighting is provided in the working area at nighttime and if inside the building
area to be well illuminated.
 Ensure service area/work area openings are provided with barricade, tape, safety nets and
warning signage to be provided.
 Emergency evacuation plan and procedure to be developed prior to start of testing.
 Permit to work (PTW) to be applied and obtained to start work on the required area.
 Calibrated Instruments only to be used.

Preparation & Pre-Testing & Commissioning Work:


Before start of testing & commissioning the completeness of the system shall be ensured by
physical inspections and interpreting the previously submitted and approved work inspection
reports/records/RFI’s.

Pre-Commissioning of CCTV Cameras:

• Ensure all installation works are complete as per approved method statement for
installation of CCTV System. Also Ensure that IT data network is ready and
commissioned; VLANS & IP ranges are approved by DGDA IT team.
• Make sure all cables/wires for CCTV System have been tested for continuity.
• Make sure all cables/wires for CCTV System have been tagged and marked as per
approved shop drawings.
• Make sure that all cameras are installed in the correct location as per approved shop
drawings.
• Make sure that the height of the camera same as per approved drawings.
• Make sure that the camera is installed and directed to the view specified in heat map
drawing.
• First step involved in pre-commissioning is establish LAN network between camera and
commissioning laptop/workstation.
• Connect IP camera network port to the portable POE network switch from the patch
panel in respective communication room. Plug the commissioning laptop to the other
port of the portable network switch.
• Set IP address of commissioning laptop to the required range as agreed/confirmed by
DGDA IT team.
• From the commissioning laptop run “configuration manager” application. Then press
search. (We can use IP Scanner to detect the default IP camera).
• Get the correct username and password from user manual included with each single
camera.
• Make sure that commissioning laptop and connected camera are reachable together
using CMD/Ping Command.
• Open the browser and write in the URL tab the default IP address of the Camera.
• Write the correct username and password in the required fields.
• From the “Network” option, click on the “Manual Set” option to change the IP address
of the camera as required.
• Save Changes.

Commissioning Date:

• Now change the IP address of the commissioning laptop same as of IT network plan and
try to ping the new address of the Camera.
• Once the camera is reachable and pingable, open web browser and write in the URL tab
the new IP address of the Camera.
• Write the correct username and password in the required fields.
• “Live Monitoring view” screen will open.
• Go to Setup then Camera Setup then focus setup.
• Adjust zoom and focus for the camera lens to the desired field of view.
• Go to System Setup then time and date setup.
• Check Synchronize with the time of PC, then define the IP address of the related
management Server.

Pre-Commissioning of CCTV Servers, Workstations & Monitors:


• Make sure that all servers (management, recording and fail over recording servers) are
installed in the specified racks as per approved shop drawings.
• Make sure that the room is totally air conditioned.
• Make sure that the servers are installed in proper way inside the RACKS.
• Make sure that the power cables and data cables are tight and arranged well.
• Make sure that the severs are set with correct IP addresses as per IT plan.
• Make sure that the cameras are pingable/reachable from the management servers.

Commissioning the Cameras:


• Open the browser on the commissioning laptop/ workstation.
• In the URL tab, type the camera IP address. Then press Enter.
• Type the correct username and password.
• “Live Monitoring View” screen will open.
• Communicate with technician who is beside the camera and give him instructions where
to move the camera (left, right, up, down) to fulfil the required field of view.
• make sure that the view, focusing and zooming is fine and matching the project’s
specifications and requirements.
• Instruct the technician to close the cover of the camera and check the view again and
cleanliness of the exposed camera cover.
• For PTZ cameras, ensure that they can pan, tilt, and zoom well.
• For LNPR, ensure that the quality of the picture high and provide clear picture for
vehicles plates numbers.

Commissioning Date:

• Regarding people counting cameras, make sure that the counting functionality is
working fine.
• If above mentioned notes are achieved, then the camera is ready.

Commissioning the Servers & Workstations & VMS Software configurations:


• Ensure that the operating system of the server is as per projects specs and
requirements.
• Check the management software installation and functionality.
• Check the configurations of the software and make sure that all cameras are added to
the system.
• Make sure that the recording servers and fail over recording servers are configured and
included in the configurations.
• Check the storage if it is as per project specs and requirements.
• Ensure the FPS is set to correct value as per specs and requirements.
• Ensure the high availability of managements servers, such that if MGMT Server 1 is
down then the MGMT Server 2 will hand over and control the recording servers.
• Ensure the installation of workstation in the correct location.
• Make sure that the workstations are powered.
• Make sure that the workstation hardware, mouse, and keyboard are functional.
• Ensure that the VMS client software is established on each workstation.
• Ensure that the monitors of video wall are connected to the workstations as per
approved shop drawings.
• Make sure that the layouts and cameras viewed on each screen as per project specs and
requirements.
• Make sure that the name of the camera and time is displayed for each camera.
• Ensure that the functionality of video Playback is working fine.
• Ensure that Joystick is functional.
