Proposal Relating to TBC Equipping Program (Steps to Growth)

Rationale:

After series of meetings and discussions, the Curriculum Team concluded that:
1. The School of Leaders course of the existing Steps to Growth focuses more on lifegroup
leading. After SOL 2, there are no available equipping classes for those who are not into
lifegroup leading.. There is therefore no continuing learning of biblical truth/doctirnes
through the Steps to Growth program for the general membership of TBC.
2. The invitation for believers to become TBC Voting Member becomes available only upon
reaching SOL 3, a class that can only be attended by lifecoaches. By implication, the
qualification to become voting member is very high. This prevents certain active and faithful
attending members to qualify and participate in major decisions of the church.
3. The existing Steps to Growth offers leadership training that is limited only to lifegroup
leading. It does not offer equipping courses that are essentials for preachers, pastors in
training and potential preacher/pastors.
4. The existing Steps to Growth does not prepare believers for ministry involvement other than
lifegroup leading.

Proposal:

1. Revise the existing equipping program and propose an equipping program that:
a. Provides continuing study of biblical principles/doctrines and sustains spiritual growth of
the general membership.
b. Provides greater opportunity for new attending members to become voting members
thereby increasing our pool of voting members and nominees for Board of Elders
membership.
c. Provides basic knowledge and training to pastors in training, preachers and potential
preacher/pastors, and
d. Promotes ministry involvement (aside from lifegroup leading) and recognize it as a
significant contribution to church growth both in quality and in number.

2. Revise the qualification to become a voting member which would read as follows:

Requirements to become a voting member:

1. At least 18 years old.


2. Baptized by immersion.
3. Must have at least finished Discovery Lessons 2 of the TBC Equipping Courses.
4. Must have been attending lifegroup meetings for the past three consecutive months.
5. Must have been attending Sunday Worship Services for the past four consecutive
months.
6. Must have understood the TBC Statement of Faith and willingly signed the covenant.
Transition Plan:

1. Make manuscript for new topics. (November 1- December 31, 2021)


- Identify the lessons.
- Meet with the Curriculum Team and get names of potential teachers who can make the
manuscript.
- Contact the potential teacher-writers.

2. Develop a schedule of classes for pilot testing of the revised equipping program. (January
2022)
- Meet with the Curriculum Team and come up with the schedule.
- Coordinate with the Ministry Director.
- Get statistics of new believers who were evangelized in 2019 to 2021.

3. Partially implement the new equipping program. (February 1, 2022 – May 31, 2022)

- Get feedback/survey from the participant-students.
- Meet with the curriculum team and do the assessment.

5. Finalize assessment and make decisions based on the assessment. (June 2022)

Proposal to Amend the Qualifications of a member of BOE

Rationale:

- The requirement of cell leadership or lifegroup leading narrows down the number of potential
candidates for the seats of Board of Elders.

Proposal: Requirements to become a member of the Board of Elders shall read as follows:

1. Must be a voting member.


2. Must meet the requirements God has set in 1 Timothy 3:1-2.
3. Must be at least 30 years old.
4. Must be *actively involved in at least one of the recognized TBC ministries.

*Actively involved means that he/she has been actively participating for at least six months, both
physically and mentally by being involved in the planning and decision making in that particular
recognized TBC ministry.
Proposal to Modify Lifegroup Structure

Rationale:

- The goal of maintaining the G12 is unattainable.

- G12 leadership is so tiresome. Leaders are pressured to produce 12 leaders.

- Members who become leaders are dislocated and tend to compare leaders mentoring style.
