DIVISION P1 GENERAL REQUIREMENTS


SECTION P1.1 SCOPE OF WORK

P1.1.1 Description of Work


Where any work or item which is not listed in the Requirements but is found, such work/item shall be
regarded as a part of the Work and the Contractor shall perform the same under the Contract without
modification of the Contract, unless otherwise specified by the Engineer.

Types and contents of facilities, materials, equipment, instruments, tools, etc. set out under the
Requirements are preferred and recommended, but are for reference only. The actual types and contents
employed or applied may vary. The Contractor may propose alternative types and contents in the Bid and
during the execution of the Work to be accepted by the Employer and the Engineer. The quantities or figures
described in the Requirements are also for reference only and may not match the actual quantities to be
performed.

In this Contract Document for design and build works, the following words and expressions shall have the
meanings hereby assigned to them, except when the context requires otherwise:

- The word(s) “the Contract” or “this Contract” or “Contract” appearing hereinafter means “the
Contract for Design and Build Works” under the Comprehensive Contract,
- The word(s) “the Owner” or “the Client” or “PPWSA” is equivalent to “the Employer”,
- The word(s) "the Consultant" is equivalent to "the Engineer". It is noted that “the Engineer” will
work on the behalf of the Employer,
- The word(s) “the Reference Drawings” appearing hereinafter shall mean “Reference Drawings of
Comparator Facilities” given in Part 3 of Employer’s Requirements of the Contract Document,
- Any drawings such as “drawings” or “Drawings” except “Reference Drawings” appearing
hereinafter shall mean the drawings to be created and/or developed by the Contractor such as
“design drawings” and/or “working drawings” and/or “shop drawings”, namely “Contractor’s
drawings”,
- The word(s) “the Requirements” appearing hereinafter shall mean all requirements given in
“BASIC REQUIREMENTS” of “Book 1”, “Book 2 General Technical Requirements” and “Book
3 Particular Technical Requirements”,
- The word(s) “Water Treatment Plant (hereinafter referred to as “WTP”)” includes all facilities
such as intake facilities, raw water transmission facilities, water treatment facilities, bulk water
meter room, and other facilities within the construction site of Ta Khmau WTP,
- The word(s) “the plant” is equivalent to “the WTP”, and “the WTP” means “Ta Khmau Water
Treatment Plant”,
- The word “headworks” includes raw water intake facilities and raw water conveying system,
- The word(s) “The Work” means the whole work of design and build works,
- The word(s) “The Site” means all working areas for the construction of the WTP to be
incorporated to the Work, and
- “Plant start-up” is equivalent to “trial operation”,
- “General Technical Requirements” is referred to as “GTR”,
- “Particular Technical Requirements” is referred to as “PTR”,
- Words indicating the singular also include the plural, and vice versa.

Where any related work of modification of existing facilities, equipment, or pipes in the Site, which is not
set out in the Requirements and not shown on the Reference Drawings are deemed necessary by the
Engineer or the Contractor, such related work shall be a part of the Work contracted.

P1.1.2 Intent of Contract Documents

P1.1.3 Recognized Standards and Specifications


For the following work items, the local specification of “Construction Specification” issued by the Ministry

of Public Works and Transportation, Cambodia in 2003 shall be referenced:

- Earth works and allied activities,


- Subbase and basecourse,
- Bitumen works,
- Structures,
- Drainage and protection work,
- Ancillary works administrated under public works and transportation, and
- Unexploded ordnance.

Where “SUS303”, “SUS304” or the like appear in the Requirements, it means stainless steel under the JIS
“Japanese Industrial Standards”.

Similarly, “SS400” means material for general structural steel Grade SS400 under the JIS G 3101titled
“Rolled Steels for General Structure”.

Three (3) additional benchmarks are established on the Site as shown on the Reference Drawings.

The Contractor shall confirm these control points for the approval of the Engineer before starting survey
work.
