This Material Standard Specification shall be read in conjunction with the latest
revision of SCECO-East General Specification No. 01-SMSS-01, titled “General
Requirement for All Equipment/Materials”, which shall be considered as an integral
part of this SMSS.
This SMSS shall also be read in conjunction with SCECO-East Purchase Order or
Contract Schedules for the project, as applicable.

The order to which this Specification is attached will contain the following
information:
4.3 Minimum heating value to be used, using 100% efficiency factor of recovery.
4.4 Use of energy efficiency models, with high density insulation and low watt
density heating element(s).
4.6 Inspection and test requirements if they differ from the Standard (procedure
indicated herein).
4.7 All details of construction not specifically described herein shall conform to
the referenced standards pertaining to electric hot water heating and storage
tanks.
5.1 The basic types and sizes of heaters are tabulated below:
6.0 MATERIAL
6.1 Steel Plate: The steel plate used in fabricating the tank shall conform to ASTM
A20/A20M quality.
6.2 Glass-Lining: The internal portion of the water heater tank shall have a glass
lining per manufacturer’s specifications.
6.5 Heat Trap Fittings: Fittings for cold water inlet and hot water outlet shall
conform to ASTM A53, galvanized, seamless.
7.1 The electric water heaters shall comply with ASHRAE 90.1b and UL certified
to ANSI Standard for Household Electric Storage Water Heaters UL-174.
7.2 The tank capacity shall be sized as indicated in item 5.0 above.
7.3 The minimum thickness of steel plates and steel sheets shall meet ASTM
A20/A20M standards before shaping and the glass lining is applied.
7.4 The tank shall be electric shielded arc (ESAW) or gas metal arc (GMAW)
welded construction by manual, semi-automatic or automatic welding
procedures.
7.5 The tank shall be treated by pickling or other process to ensure a clean surface
before the internal coating is applied.
7.6 The tank shall be equipped with magnesium anode rod(s) to prolong tank life
and inhibits corrosions
7.7 The tank shall have automatic temperature controls for a desired temperature
range from 27°C to 60°C for standard usage, and a specified higher
temperature control range for commercial or industrial applications.
7.8 The tank shall have automatic over-temperature protectors to cut off the power
if excess temperature occurs. All controls shall meet UL-1453.
7.9 The tank shall have a dip tube to direct incoming cold water to the element
heating surface near the bottom of the tank to minimize mixing of cold water
with already hot water.
7.10 The heat trap fittings for cold water inlet and hot water outlet connections
shall be provided with a dielectric waterway to help prevent corrosion. Fittings
shall be identified with a blue and red mark for cold water inlet and hot water
outlet connections respectively.
7.11 The heater tank head shall have openings for the cold water inlet, hot water
outlet and the magnesium anode rod. The tank shall have openings on the side
of the tank for the tank drain and the tank electric control elements. The
opening for the temperature and pressure relief valve may be in top or side of
the tank; if in the side of the tank the opening shall be on top 150mm of the
tank. The opening shall be separate from the openings for the water
connections.
7.12 The tank opening shall be reinforced with welded plate of the proper thickness
to ensure that full length pipe threads are cut. Openings shall be taper pipe
threads conforming to the requirements of ANSI B1.20.1. The tank water inlet,
tank drain and temperature and pressure relief valve shall be 20mm nominal
pipe size. The control connection shall be sized as needed for the selected
control equipment.
7.13 The tank heads shall be designed to withstand the pressure rating of the tank.
The top head shall be dished outward and the bottom head shall be dished
inward. Both heads are to have their concave surfaces facing downwards.
Heads are to be single fillet lap or butt welded to shell.
7.14 The glass-lining shall be fused to the steel tank interior at 871°C for lasting
protection against rust and corrosion.
7.15.1 The cold water inlet and hot water outlet mentioned in item 7.10
shall be 20mm galvanized heat trap fittings of Schedule 40 nominal
pipe size of such length that the outer end extends through the shell,
and threaded with male taper pipe thread as indicated in item 7.12
above. The nipples shall be exposed to permit the insulating
(dielectric) coupling of connecting pipe.
7.15.2 A length of durable plastic or copper tubing on the cold water inlet of
tank shall extend into tank to not less than 150mm from the bottom as
required in item 7.9. If copper tubing is used, it shall conform to
ASTM B88, Type K, annealed.
7.15.3 The drain shall be provided with a 20mm non-corrosive valve and
male threaded pipe of one-piece molded construction extending
through the tank shell. The valve with a pressure rating suitable for
the service shall have an outlet male thread conforming to garden
hose standard.
7.16 The tank shall be built to withstand a 2.07 MPa hydrostatic test pressure and a
working pressure of 1.34 MPa.
7.17.1 The outer steel jacket shell shall be 0.90 mm (gage 24) minimum
thickness before coating. The shell shall be provided with reinforced
holes conforming to the drain and control connections specified in
paragraph 7.12. The outside shall be provided with a baked-on
enamel finish.
7.17.2 The outer steel jacket top shall be 0.70 mm (gage 20) minimum
thickness before coating. The top shall be provided with reinforced
holes conforming to the water inlet and outlet connections specified
in item 7.12 (carefully-made extruded openings are acceptable, in lieu
of reinforced holes). The outside shall be provided with baked-on
enamel finish.
7.17.3 The outer steel jacket bottom shall be constructed of steel of adequate
thickness. Legs shall be attached to the bottom to support the
complete unit above floor. The storage water tank shall be supported
from the bottom plates and legs by suitable means. The bottom shall
be so constructed as to prevent the entrance of moisture to the
insulation.
7.18 Insulation
Rigid foam insulation shall fill the space between the inner water storage and
heating tank and the outer steel jacket. Insulation thickness shall be at least
40mm with a minimum R-value of 2.20 m2 -°C/Watt.
7.19 Controls
7.21 Thermometer
A thermometer shall be fitted on the heater. It shall have suitable scale for the
purpose of indicating the water temperature within the heater. The error in the
reading shall not exceed ± 2%.
An ASME rated relief valve shall be furnished with the heater for safe heater
operation. The pressure setting of the relief valve must not exceed the pressure
capacity of any component in the system including the water heater. The
temperature setting of the relief valve must not exceed 99°C (210°F)
A factory installed terminal block shall be furnished with the heater for safe
and easy wiring connections.
8.0 TESTING
8.1 Pressure tests on tanks shall be performed on each tank using potable water or
air as the test medium. A pressure of 2.07 MPa shall be maintained for a
period of not less than 15 minutes.
8.2 At least one water heater of each type or design shall be tested as indicated in
ANSI/UL-174. The unit to be tested shall be selected from the production line
by SCECO-East representative. In addition, each unit shall be tested per
vendor’s manufacturing standards to ensure consistent quality and performance
specifications established for water heaters.
9.1 The marking, either in Arabic or English, shall be applied to the electric water
heater in such a manner that it remain legible and indelible after installation
and inspection.
9.3 A fully illustrated Instruction Manual in English and Arabic shall be delivered
with each electric water heater, including the following information:
9.3.3 The value of the maximum pressure of cold water, at which the heater
is allowed to be operated.
