gress if it’s projected to cost $100
million or more to implement.
“Under the REINS Act, once ma-
jor rules are drafted, they must then
be affirmatively approved by both
chambers of Congress and then
signed by the President, satisfying
the bicameralism and presentment
requirements of the Constitution.
Currently, regulations ultimately
take effect unless Congress specifi-
cally disapproves,” according to a

argued that a speech he gave that
day was “totally appropriate.”

For more than 80 years, Americans
who love their country have been fight-
ing a defensive political battle to preserve
the values and traditions that made our
country great. But we have suffered one
defeat after another. Even the incremen-
tal successes of the Reagan and Trump
administrations have been wiped away
in the “progressive” tide, like sandcastles
on the seashore.
This is the lesson we have learned from
participating in federal politics. As I wrote
in an earlier essay in this series, “In the

she used a racial slur. The three-second
video later circulated around her school,
