PROJECT OVERVIEW
The Jefferson Substation is a 3-story tall building in Downtown Portland, Oregon. The building was constructed
in 1909 and expanded in 1925. It was built entirely of reinforced concrete and is on the National Register of
Historic Places.
Plans are underway to combine the Jefferson Substation with a new, 17-story high rise that will serve as the
Multnomah County Central Courthouse. The two buildings will be combined into one building but will remain
structurally independent. The combined building will meet the requirements for Type IA construction. In order
to meet Type IA fire-resistance rating requirements, the thickness of concrete and the cover over reinforcement
must follow the mandates of the 2014 Oregon Structural Specialty Code (OSSC).
APPROACH
The proposed column assembly has been analyzed in accordance with 2014 OSSC 721.5.1.
Provide fire protection rating as required for Type IA construction on the steel column per UL test data.
The assembly is analyzed for equivalency using published fire test data and acceptable fire science
principles.
Code Unlimited has been provided with results of a structural analysis of the Jefferson Station building. The
analysis provides thickness of members, reinforcement location, and thickness of existing cover over structural
reinforcement. Passive fire Protection requirements were compared to code minimum requirements along with
UL tested assemblies. New steel columns will be installed at several locations (see attachment section), the
steel columns will be in adjacent to existing concrete columns as shown in Fig. 1 below. Both columns will
require field applied surface protection. The detailed applied fire proofing evaluation for the concrete member
is provided in a separate Engineering Judgement letter.

PROPOSED DESIGN
The proposed typical column assembly located at grid locations jH/j4 and jF/j4 consists of W14x193 steel
section with concealed existing concrete column. The new steel column shall be to be protected with the
SFRM coatings as shown in Figures 1(a) and 1(b).

The proposed column assembly of steel section W14x193 is an alternate to the W14 x 233 used in the test
assembly X790 as shown in figure 2.

A wide flange structural steel column with ASTM designation W14 x 193, has W/D ratio of 2.14, with 3-hour fire
rating as shown in figure 4.

SFRM EQUIVALENCY
W/D ratio provides a means of sizing structural members for the purpose of fire protection. According to the
“Analytical Methods for Determining Fire Resistance of Steel Members” by James A. Milke, columns with
different W/D ratios can be substituted for a column listed in a specific tested covering as long as the thickness
of the protection is also adjusted using the formula.

The proposed thickness of SFRM around the new Steel Column is 0.935 in. In the case where the new
column is adjacent the existing concrete column (fig.1b), per manufactures guidance, the SFRM
thickness shall be over sprayed by 1” onto the concrete. The SFRM will fill the gap completely to
ensure the intersection will be protected.

CONCLUSION
The new steel columns are to be protected with SFRM per the UL tested assembly X790. Once the additional
coating is applied, the members will maintain a greater fire resistance rating than prescriptive requirements. All
exposed steel surfaces are to be coated with SFRM. In the case where the steel column is installed adjacent
to an existing concrete column (fig. 1b), only 3 sides will be exposed to fire. The gap between the two columns
will be protected and the concrete column provides the necessary protection for that steel face.
Therefore, the proposed thickness of SFRM protection for the steel column assembly will provide the required
3 hr rating per Table 601 as compared and detailed in this letter with UL fire testing guidance.
