Campuchia qua mặt Việt Nam khi cho Trung Quốc đặt căn cứ hải quân
Cambodia bypassed Vietnam when it allowed China to set up a naval base
Trao đổi với Đài Á Châu Tự Do, giáo sư Carlyle Thayer - chuyên gia trong lĩnh vực an ninh ở
khu vực Châu Á-Thái Bình Dương [Professor Carlyle Thayer, security expert on the Asia-
Pacific region], cho biết phía Việt Nam đã từng tin tưởng rằng Campuchia sẽ không để Trung
Quốc đặt căn cứ quân sự:
“Tôi được phía Việt Nam cho biết là họ đạt được đồng thuận với Campuchia về việc sẽ
không để bên thứ ba thiết lập sự hiện diện quân sự và gây tổn hại đến lợi ích của bên còn
lại.”
Bình luận về việc Campuchia nói một đằng làm một nẻo, vị giáo sư người Úc cho rằng cả
Campuchia và Trung Quốc trước đó đều chơi chữ với các nước trong khu vực.
Ngoài căn cứ hải quân, Trung Quốc cũng được cho là đang xây dựng một sân bay với vỏ
bọc dân sự, nhưng có thể được chuyển sang mục đích quân sự trong tình huống khẩn cấp.
Với hai cở sở trên, giáo sư Carlyle Thayer cho rằng trong tình huống căng thẳng với Việt
Nam, thì Trung Quốc có thể huy động cả hải quân lẫn không quân để đối phó:
“Trung Quốc sẽ có đủ năng lực ở thực địa để chuẩn bị cho tình huống căng thẳng với Việt
Nam. Rất nhanh chóng, máy bay chiến đấu và tàu chiến của Trung Quốc sẽ xuất hiện ở sau
lưng Việt Nam.”
Vị giáo sư thuộc Đại học New South Wales, Úc, [Professor at the University of New South
Wales, Australia] cũng cho rằng Việt Nam có rất ít khả năng để đảo ngược tình huống, thay
vào đó thì nước này nên tập trung nghiên cứu về hệ quả của việc bị Trung Quốc đặt căn cứ
hải quân sát với phần lãnh thổ phía nam của mình:

“Trước hết Việt Nam cần phải huy động lực lượng tình báo để tìm hiểu xem Trung Quốc
đang thực sự xây cái gì ở Campuchia, và phân tích xem lợi ích của mình sẽ bị ảnh hưởng ra
sao, cả trong trường hợp xấu nhất.
Nhưng Việt Nam hiện không có khả năng để đe dọa, hoặc đưa Campuchia trở lại trong quỹ
đạo của mình.”
Ông cũng cho rằng ở thời điểm hiện tại thì Việt Nam chưa bị đe dọa, nhưng về lâu dài thì
tình hình có thể thay đổi.

Australia-based political scientist Carl Thayer said the semantics don’t change the situation
“Ream Naval Base is a Cambodian base on its own territory. Are they allocating a section
that China can use? And if so, can Cambodians gain access to it without seeking prior
permission?” he asked.
“So Hun Sen says it's not a base, it is a facility, and it's still a base. Or [as] Shakespeare
[said], ‘A rose by any other name would smell as sweet,’” added Thayer, an emeritus
professor at the University of New South Wales in Australia.
“A Chinese navy base in Cambodia, if it's called a facility, it's still a Chinese navy base,” he
said.

Giáo sư Carl Thayer: Việt Nam không sở hữu các vũ khí tấn công chiến lược tầm xa hoặc năng
lực để bắn hoặc duy trì một lực lượng quân sự lớn ở một khoảng cách xa Việt Nam. Việt Nam
đóng góp vào hòa bình trong khu vực theo hai cách. Thứ nhất, Việt Nam theo đuổi “tự lực”-
phụ thuộc vào nguồn lực của riêng mình-để xây dựng sức mạnh phòng thủ. Một Việt Nam yếu
kém sẽ chỉ mang lại đe dọa cho an ninh của chính mình. Thứ hai, Việt Nam đóng một vai trò
chủ động và xây dựng trong cơ chế Hội nghị Bộ trưởng Quốc phòng các nước ASEAN (ADMM)
và các cơ chế hợp tác phụ của nó như không quân, hải quân, tình báo và lục quân ASEAN.
PV: Đại tướng Phan Văn Giang tái khẳng định chính sách “4 không” trong bài phát biểu của
mình. Chính sách này giúp bảo đảm hòa bình trong khu vực như thế nào, thưa Giáo sư?
Giáo sư Carl Thayer: Có hai hợp phần trong thế trận quốc phòng của một quốc gia: Khả năng
và mục đích. Câu hỏi này đã hỏi trúng vào tâm của mục đích. Việt Nam đã ra mắt bốn Sách
Trắng Quốc phòng từ năm 1998. Những cuốn Sách Trắng này luôn luôn bao gồm chính sách
“3 không”: Không tham gia liên minh quân sự; không liên kết với nước này để chống lại nước
kia; không cho nước ngoài đặt căn cứ quân sự hoặc sử dụng lãnh thổ Việt Nam để chống lại
nước khác. Sách Trắng Quốc phòng năm 2019 của Việt Nam bổ sung thêm cái không thứ tư:
Không sử dụng vũ lực hoặc đe dọa sử dụng vũ lực trong quan hệ quốc tế. Điều này thực sự đã
được nêu trong Sách Trắng Quốc phòng của Việt Nam năm 2004. Chính sách “4 không” của
Việt Nam đưa ra bảo đảm cho các quốc gia khác trong khu vực vì Việt Nam luôn trung thành
với lời nói của mình bằng chính hành động của mình.

Besides, Mr. Thayer lauded Vietnam’s “four noes” policy, which was reiterated by Mr. Giang
at the Shangri-La Dialogue. He emphasized that such policy is an insurance policy of Vietnam
to all regional nations.
He also lauded Vietnam’s contributions to regional peace, including self-reliance in building
up defense capabilities and proactive approach in the ASEAN Defense Ministers’ Meeting
(ADMM).

Trao đổi với Đài Á châu Tự do, Giáo sư Carlyle Thayer, chuyên gia nghiên cứu quan hệ quốc
tế khu vực Châu Á-Thái Bình Dương[Professor Carlyle Thayer, expert on the international
relations of the Asia-Pacific region], cho biết có hai lý do để phía Việt Nam tránh đưa tin về
tình trạng ở quốc gia láng giềng.
Lý do thứ nhất mà vị giáo sư người Úc đưa ra đó là vì chính quyền Việt Nam không muốn
tạo điều kiện cho một cuộc thảo luận về nguyên nhân dẫn đến cuộc khủng hoảng ở Lào, vì
như vậy sẽ khó tránh khỏi việc quy trách nhiệm cho Nga:
“Họ không muốn cuộc chiến ở Ukraine được nhắc đến. Nếu cho phép báo chí mổ xẻ vấn đề
ở Lào thì đương nhiên câu hỏi được đề cập sẽ là tại sao tự dưng Lào lại gặp vấn đề? Tại
sao nó lại xảy ra lúc này?
Lào là một ví dụ điển hình của tình trạng các nước kém phát triển trên toàn thế giới bị tác
động nặng nề qua nhiều hình thức khác nhau, trực tiếp hay gián tiếp, bởi sự gián đoạn của
chuỗi cung ứng toàn cầu, trong đó có nhiên liệu và thực phẩm.
Rõ ràng là phải có một động cơ đằng sau việc ngăn chặn các cuộc thảo luận về nguyên do
của cuộc khủng hoảng tại Lào, bởi vì Nga là nước mà Việt Nam không muốn chọc giận lúc
này.”…
Còn nguyên do thứ hai của việc chính quyền giới hạn việc đưa tin về cuộc khủng hoảng ở
Lào, theo giáo sư Thayer là vì Đảng Cộng sản Việt Nam không muốn cho người dân biết về
sự thất bại ở một quốc gia Cộng sản khác.
“Khi cho phép đưa tin thì một vấn đề khác sẽ nảy sinh đó là liệu có muốn chỉ ra sự thất bại
của chính phủ Lào không? Nếu vậy thì có nghĩa là một chế độ Cộng sản hoàn toàn có thể
mắc sai lầm.
Cũng giống như người Công giáo tin rằng Giáo hoàng thì không thể mắc sai lầm, người
Cộng sản cũng vậy, họ cho rằng chủ nghĩa Cộng sản không thể sai.
Cho nên tôi cho rằng lý do thứ hai chính là vì phía Việt Nam không muốn đề cập đến sự thất
bại của chính quyền Lào.”
Vị giáo sư đại học về hưu cũng cho rằng Việt Nam sẽ phải hỗ trợ Lào vượt qua cuộc khủng
hoảng này, và đến lúc đó, báo chí sẽ được sử dụng để ca ngợi sự tương trợ mà Đảng và
Nhà nước Việt Nam trao cho đồng chí của mình.

Reporter: With its size, weaponry, equipment, and activities, does Vietnam pose any threats
to any countries or otherwise contribute to strengthening peace in the region?
Prof. Carl Thayer: Vietnam does not possess long-range strategic strike weapons or have the
capacity to lodge and sustain a large military force at a great distance from Vietnam.
Vietnam contributes to regional peace in two ways. First, Vietnam pursues “self-help” (relying
on its own resources) to build up defensive strength. A weak Vietnam would only invite
threats to its security. Second, Vietnam plays an active and constructive role in the ASEAN
Defense Ministers’ Meeting and its subordinate bodies such as ASEAN air force, navies,
intelligence and armies.
Reporter: General Giang also reiterated in his speech Vietnam’s ‘4 No’s’ policy. How will this
policy help secure peace in the region, Prof.?
Prof. Carl Thayer: There are two components of a country’s defense posture – capability and
intent. This question gets to the heart of intent. Vietnam has issued four Defense White
Papers since 1998. They have always included the three no’s – no alliances, no foreign military
bases, and no joining one country to oppose a third country. Vietnam’s 2019 White Paper
added a fourth no – Vietnam would not threaten or use force in its relations with other
countries. This was actually expressed in Vietnam’s 2004 White Paper. Vietnam’s four no’s
provide reassurance to other states in the region because Vietnam is faithful to its words by
its deeds.

Ý định biến Biển Đông thành “vùng nội thuỷ” của Trung Quốc có thể thực hiện?
Can China's realize its intention to turn the South China Sea into its "internal waters”?
Trả lời Đài Á châu Tự do hôm 23/6, Giáo sư Carl Thayer, chuyên gia Úc về Việt Nam và vấn
đề Biển Đông [Professor Carl Thayer, Australian expert on Vietnam and the East Sea], cho
biết kế hoạch biến Biển Đông thành nội thuỷ của Trung Quốc không phải là điều mới. Tuy
nhiên, lời phát biểu từ phía Nhật Bản coi như là một bước để khiến các nước Malaysia,
Philippines, Việt Nam, Indonesia... quan tâm đến về vấn đề này.
Theo vị Giáo sư người Úc, đúng là Trung Quốc sẽ không dễ dàng thực hiện được ý đồ của
họ bởi vì trong bối cảnh hiện nay, tất cả các nước đều phản đối yêu sách về chủ quyền của
Trung Quốc.
Mỹ đưa các tàu chiến đi qua khu vực Biển Đông cho thấy nước này không công nhận đây
là vùng nội thuỷ của Trung Quốc. Và Úc, dù không có hoạt động tự do hàng hải như Mỹ,
nhưng họ cũng có một số chương trình tương tự. Và, theo giáo sư Carl, thật đáng quý khi
không có một quốc gia nào chấp nhận các tuyên bố chủ quyền của Trung Quốc.
Tuy nhiên, ông cũng nhấn mạnh rằng nếu các nước không tiếp tục lên tiếng phản đối, Trung
Quốc sẽ dần hiện thực hoá ý đồ đó:
“Vấn đề là bạn sẽ làm gì nếu Trung Quốc cố gắng thực hiện các bước thiết thực để thực thi
kế hoạch này.
Điều đó có thể xảy ra nếu Trung Quốc có những can thiệp phù hợp. Cho nên, như đã thấy,
Trung Quốc vẫn tiếp tục tuyên bố chủ quyền trên gần như toàn bộ khu vực Biển Đông. Tuy
nhiên, Mỹ, Úc hay các nước Đông Nam Á đều đáp trả rằng Trung Quốc không thể làm như
vậy.
Nhưng nếu không có ai làm bất cứ điều gì thì Trung Quốc có thể đạt được mục đích. Bởi vì
không ai phản đối có nghĩa là các nước đã chấp nhận tuyên bố của Trung Quốc.”

Đông cũng giống như cách mà họ đang làm đối với Eo biển Đài Loan.

Vietnam entirely justified in exercising self-defense against Khmer Rouge: Carl Thayer
Famous specialist on Southeast Asia Carl Thayer said Vietnam was entirely justified under
international law in exercising self-defense against the Khmer Rouge who first attacked
Vietnamese island territories in 1975.
Vietnam and Cambodia celebrated the 55th anniversary of diplomatic relations on June 24,
2022. On this occasion, Emeritus Professor at the University of New South Wales (UNSW),
Canberra Carl Thayer wrote to The Hanoi Times his insights into the relations between the
two neighboring countries.
1/ How important do you think it was to Vietnam and Cambodia when the two countries
established diplomatic relations on June 24, 1967?
In 1967 the war in Vietnam was escalating as the United States poured more ground troops
into South Vietnam and sought to interdict the Ho Chi Minh Trail. At the same time, the U.S.
continued its air war over North Vietnam.
Prince Norodom Sihanouk consistently followed the path of neutrality and non-alignment
since independence from France in 1953. However, neutrality was difficult to maintain as the
war in South Vietnam spilled over into Cambodia.
Prince Sihanouk made the correct assessment that in the long-term the Democratic Republic
of Vietnam would prevail and reunify the country. This led to the establishment of diplomatic
relations on 24 June 1967.
2/ What is your assessment regarding Vietnam’s role in liberating Cambodia from the Khmer
Rouge in 1979?
Vietnam was entirely justified under international law in exercising self-defense against the
Khmer Rouge who first attacked Vietnamese island territory in 1975. There was a brief hiatus
in 1976 when both sides negotiated on border issues.
But in the final quarter of 1976 and continuing into 1977-78, the Khmer Rouge stepped up
their aggression with cross-border attacks on Vietnamese villages. Vietnam responded by
counter-attacking but this did not deter the Khmer Rouge who continued to massacre
Vietnamese living in the border area.

Vietnamese forces joined with Cambodians who fled the Khmer Rouge regime and together
liberated the country from the Khmer Rouge’s genocidal rule in late 1978-early 1979.
3/ Cambodian leaders have repeatedly affirmed that without Vietnam’s help, they would not
have survived. What is your assessment of this?
I first visited Cambodia in August 1981 and returned regularly in the 1980s. I met many
Cambodian officials who had lived under the Khmer Rouge. I also visited the mass graves of
victims of the Khmer Rouge. If Vietnam had not supported the Cambodian forces opposing
the Khmer Rouge the genocide would have continued and hundreds of thousands of
Cambodians would have perished. Cambodian leaders are correct, they would not be alive
today if Vietnam had not intervened.
4/ What is your view on the trend and prospects of Vietnam-Cambodia relations in the years
to come?
This year is the Vietnam-Cambodia, Cambodia-Vietnam Friendship Year. The general trend in
the future will be carried out under the expression “good neighborliness, traditional
friendship, comprehensive cooperation, and long-term stability” adopted by both parties. For
example, the demarcation of the land border is eighty-four percent complete and both sides
are striving to complete this process in the coming years now that both are recovering from
the COVID-19 pandemic.
Special Economic Zones have sprung up along the border to facilitate mutually beneficial
trade to exceed $5 billion. Both sides will implement the Master Plan on Vietnam-Cambodia
Economic Connectivity to 2030 and the Memorandum of Understanding on Cooperation
Strategy in the Transport Sector for the 2018-2025 period with a Vision to 2030.
Cambodian and Vietnamese military forces cooperate to repatriate the remains of
Vietnamese soldiers who were killed in the fighting against the Khmer Rouge.
Cambodian military officers continue to attend Vietnamese military training courses. And
Vietnam, Cambodia, and Laos will continue to work together to develop the Mekong sub-
region.

Canberra], nói về diễn biến mới này:
“Hiện tại quan hệ song phương (Việt Nam và Úc- PV) đang phát triển, đặc biệt trong lĩnh
vực kinh tế.
Do vậy, điều này phụ thuộc vào phía Úc để tiếp tục gây sức ép lên Chính phủ Việt Nam và
phía Việt Nam có thể trả tự do cho ông Khảm khi hai bên chuẩn bị cho các cuộc gặp cấp
cao…
Sau chuyến thăm này, tôi cho rằng phía Việt Nam sẽ xem xét, đánh giá lại về trường

ý kiến về vụ bắt giữ ông, và Việt Nam sẽ chủ toạ cuộc họp Hội đồng Nhân quyền của Liên
