there are 2 mainstreams in designing language course curriculum:

1) based on avalilable teching materials and

2) based on learning outcomes that want to be achieved

both of them have their own references, so they are correct.

based on available curriculum is the most effective type of designing the curriculum,
so the learning outcomes be based on the teaching materials available.

the strengths:

1) very effective in designing the curriculum

2) administratively will be safe if there is audit. it is easy to manage, both for the teachers
and the administrators. That's why actually it is really suitable with the situation in military
environment. because everything really provided and very organized.

The clear example is in KIBI TNI AD. In KIBI TNI AD, the curriculum mention that the name of
the course is "KIBI ALC Level 1, Level 2, Level 3, and Level 4. because it is based on the
material from US.... American Language Course (ALC) Books. from book 1 up to 30. KIBI ALC
Level 1 Based on ALC Book from 1-6, Level 2 from 7 - 12, Level 3 from 13 -18, and Level 4
from Book 19-24. So everything is based on the ALC book, starting from syllabus, lesson
plan, testing materials, etc. that's why I can say that it is very safe in terms of admin, because
everything is already priovided and really in order.

The weaknesses:

1) sometimes the lesson is out of date, and it is not relevant for the learners' recent needs.

2) it doesn't give an open choice for the instructor, because we are focusing on the provided
materials.

3) it has a limited flexibility both for the teacher and the students (very rigid)

4) the students' achievement is limited. For example, students level 1 will only bet materials
from book 1-6 and the result is limited too.

ALCPT cannot be used to measure the students learning outcomes. ALCPT stands for
American Language Course Placement Test. So, actually it is designed to be used to place
the sgtudents based on their levels ..... Level 1, 2, 3, 4, or 5. for example, if students get
under 45 means that they are in level 1, 45 - 60 level 2 and so on.
Curriculum Based On SS Learning Outcomes

The strong points of this style are:

1) flexible in terms of teaching materials and teaching methods.

In designing the syllabus, we do not focus on teaching materials, but on the skills. for
example, in writing. there will be different learning outcomes from elementary to advanved
level. for elementary, may be the at the end of the course, students are able to write a
paragraph, while in advanced level, the SS are able to write an argumentative essay. the
books or the teaching materials being used depends on the teacher, as lonn as it is about
writing a paragraph for the elementary level. So, the teacher have flexibility or freedom to
select his or her teaching materials

2) The SS achievement is not limited.

The students schivement is not fix, it depens on their capability. For example, it is
possible that elementary class students can pass intermediate or even post intermediate
level. if we apply this system, the teaching materials depends on the teachers. However, it is
already mention in Rencana Operasional Pendidikan or Rensopsdik. Basically the teacher is
free to select their teaching materials based on syllabus, but it should be mentioned first in
RENOPSDIK or Rencana Operasional Pendidikan.

In Pusdiklat Bahasa we aplly mix of those two systems. ADFELPS test is a kind of proficiency
test just like TOEFL or IELTS. it is standardized test, so if your level in ADFELPS is 7 for
examples, means that whenever, whereever, whoever the tester, and in any condition you
English competency is 6.5 in IELTS and 7 in ADFELPS.

why does IELTS and ADFELPS have different measure in scoring? Is it because IELTS is more
difficult? no, it is just because ADFELPS is designed specifically for Defence and military
environment, while IELTS for academic. So, it is a little bit different in genre.

Okay now, we back to need analysis. That's why the reason of conducting need analysis first
before designing a curriculum. It is to know the students' need so that we can dicide the
learning outcomes and draw the syllabus.

oke once again ... could you please open PPT on Penyusunan Kurikulum IELTS that I have
uploaded last meeting.

The background of establishing IELTS Prep Crs is as in page 6. especiaaly point 3 on


scholarship from LPDP. Then Mabes TNI, and Angkatan requested Pusdiklat Bahasa to run
IELTS Preps course.

Then ... we discuss it and did need and situation analysis as mention on page 7.

From those analysis, we move on page 8 ... designing the curriculum. later ... you can see
from the example of the real curriclum of IELTS analize the organization and Kompetensi
dasar. could you please focus on the box of the bootom of page 8. So ... this is a kind of
"magic words" for curriculum designers. if you want to design a curriculum you MUST
remember those "magic Words". There are "skill and knowledge" in every lesson. and in
language course, there are 4 levels; pre elementary, elementary, intermediate, and
advanced. If you want to design a cur for pre elemntary, so the words that you need is
Mengetahui for Knowledge and Dapat secara terbatas for the skill. for example: Siswa
"mengetahui" kaidah-kaidah dalam menulis paragraph dan "dapat secara terbatas"
mengaplikasikannya dalam penulisan akademis. for level elementary..... Siswa "mengerti"
kaidah-kaidah dalam penulisan paragraph dan "dapat" menerapkannya dalam penulisan
akademis. So, you must stick on those words. and the rest of PPT is about the organization
of the curriculum. basically, the main sentences are same. we just put the different "magic
words" on each level but the phrases or the sentences depends on the skill snd knowledge
being explained.

Now ... could you please open the real curriculum of IELTS and open number 2 ... PP or
Program Pendidikan. please open page 1 and look at "Rumusan Kompetensi". what level do
you think this course is designed? how do you know it is for intermediate level? Because It
indicates that student can understand (memahami) and can applicate (mampu
mengaplikasikan). It supposed to be a intermediate class.

Why is it in intermediate level for IELTS Prep course? Not Advance level? and for the
indikator keberhasilan is only 5.5? We put intermediate level and 5.5 as the standard of the
passing grade with the following considerations:
1. We should consider the input of the SS. We do not know yet the level of the students,
although we have had the standard or the minimum requirement.
2. Curriculum is a legal document, so in designing IELTS cur. we should also consider the
output of the students. It would be too risky if we put higher level such as at least 6.5 for
example, because if the SS cannot reach that target they will fail and will not get the
certificate and it will affect their carreer in TNI.

3. Band 5,5 for IELTS is the minimum level the SS can pass. The might get 6,7 or 8 .... so there
is no problem at all.

It doesn’t mean that students can study overseas with 5.5 IELTS score.  the minimum is for
overseas study is 6.5. But this is the minimum standard of pasing in our IELTS Prep Course.
The results actually depends on the input, the motivation, SS work hard.
So .... in designing a curriculum, we have to think of many aspects.

IELTS is a test .... while the course is IELTS Preparation course.


There is no course or lesson on a test. Only the preparation which consists of strategy how
to encounter the test

Oke .. let's move on into page 2.

There are 3 categories of the lessons: BSD, BSI, and BSP. Bidang Study Dasar (BSD) is not
always being tought directly.... it is implied in everyday activities, such as roll call, discipline,
going to the mosque, teamwork, respecting others, etc. so in your certificate there are 3
categories:
1. Kepribadian
2. Kesamaptaan Jasmiani
3. Akademi

kepridadian includes ... disiplin, teamwork dll. but the most protion is on academic

on the SS requirement. The requirement for the SS is flexible dipending on the


organization's need. The last topic for today ...

could you please open AP (number 3).


This is the core of the curriculum actually. There are some columns "Materi Ajar, Tujuan
Pembelajaran, Pokok Bahasan, Jumlah JP, and Keterangan". For BSI, there is no Jumlah JP,
while BSI and BSD they have it. if you notice, all the magic words are the same ....
"memahami and mampu". The most challenging in designing cur is determining Tujuan
Pelajaran and Pokok Bahasan. because you to be creative in this case. BSD has no JP
because it is implied in your daily activities. For the score of "Kepribadian" you can get
information from the teachers, CM, your friends, staff, OB, and so on
The first time you are innaugurated you got pint 85. When you get achivement, such as
becoming Ketua Senat you will get 2 points. The other way around, if you break the rule,
coming late for example, your score will be decreased 1, and so on. At the end of the course
it is accumulative and becomes your Personality or Kepribadian score.

for regular KIBI, as we know, they are devided into 4 to 5 classes (various of levels), how to
determine indicator of success? We provide 3 level of curriculum, elemantary, intermediate,
and advance. We do not decide how many classes for each level, because we don't know yet
the level of the students. after the SS arrive at Pusbahasa, they will get a placement test and
"put them based on their language level". so the curriculum and renopsdik put into practice
after we know the SS class. different from KIBI TNI AD, that decide the class first and put the
SS on the available class regardless the level of the students competency.
So sometimes ... one class consists of mix ability class and it is very challenging to handle. So
whatever the system applied in your unit, you have to be flexible and adjust yourself into
the situation.
