PROCEDURE ONE
1. Buyer confirms soft offer and issues ICPO.
2. Seller issues commercial invoice (CI) for the availability quantity in the end seller storage tank, buyer signs
CI and returns the CI to seller with their signed tank storage agreement (TSA)for seller approval.
3. Seller issues (below) POP documents to the BUYER.

a. Authorization to physically verify product (ATV)/Dip Test Authorization (DTA) to be endorsed by BUYER’S
TANK FARM;
b. Authorization to sell & collect (ATSC);
c. Fresh SGS Report (24 hrs);
d. Commitment and guarantee letter to supply;
e. Product passport;
f. Tank storage receipt (TSR).
4. Buyer books the SGS to conduct dip test in end seller's storage tank and buyer pays SGS from his own
account for all the SGS charges for inspection and providing Q&Q reports in full. Buyer will provide copy of
Q&Q reports to the seller free of charge. Buyer provides tank details to end seller after performing dip test by
SGS on his account and then seller injection commences to buyer's tank.
5. Within 24 hours, buyer makes 100% TT wire transfer payment, end seller changes title of ownership to
buyer at the same time of receiving the full payment.
6. Seller pays all intermediaries involved in the transaction and subsequently monthly shipment continues as
per terms and condition of the commercial invoice, and extension of transaction by issuing twelve (12)
months contract to buyer for proceeding.
7. Seller issues 12months contract to be signed with all parties including. NCNDA / IMFPA and allocation
license.

FOB SPOT / DIP & PAY - (HOLLAND / RUSSIA TRADING PROCEDURE 2
1. Buyer issues ICPO to Seller along with company profile, registration and passport copy of a director (in
charge).
2. Seller issues Commercial Invoice (CI) to Buyer. Buyer signs the CI returns it to Seller along with Buyer's Tank
Storage Agreement (TSA) and filled NCNDA/ IMPFA.
3. Seller issues Commitment Letter to Supply the product to Buyer.
4. Buyer provides to Seller with (2-5) days previous activated TSR (Tank Storage Receipt) for Seller’s approval
from concerned storage company.
5. Seller pays Buyer tank farm to insert s Seller's' name to Buyer's TSR (Tank Storage Receipt). If Buyer doesn’t
possess previous activated TSR, then seller pays (2-5) days to Buyer's tank farm to confirm injection readiness
towards the transaction.
6. Buyer contacts its nominated tank farm and provide Confidential Agreement to Seller with Tanks GPS and
IMDG Code in conformity with safety allowance and readiness to receive the product at its prepared storage
tanks.
7. Seller releases to Buyer and Buyer tank storage company the injection schedule along with the notice of
readiness (N.R) to commence injection of product to buyer's tank.
8. Seller issues full POP to buyer via email as typically consisting of:
a. Copy of SGS report (loading port),

b. Unconditional Dip Test Authorization (UDTA).
c. Copy of TSR (in Rotterdam) & BL (reference copy),
d. Copy of Certificate of Origin,
e. Copy of Import & Export permits (by Russian Energy’s Ministry),
f. Copy of Statement of Product availability,
g. Copy of Title Holder Certificate.
9. Buyer if requires Dip Test upon satisfactory result, Buyer makes 100% payment via MT103/TT within 72
hours, Seller transfers ownership title to buyer.
TRANSACTION PROCEDURES FOB ROTTERDAM/HOUSTON PORT 3
1. Buyer issue ICPO containing the Seller's working procedure with banking details and scanned copy of
buyer's passport along with TSA.
2. Seller issue Commercial Invoice of the product in tanks at the port with Company Registration Certificate &
Export license, with ICC letter of warning to buyer.

3. Buyer Send Letter of agreement to proceed with their Official letter heading after receiving PPOP
documents along with NOR from His tank storage company.
4. Seller issue to buyer PPOP listed below:

. Fresh SGS,
. Injection Report (From Injection Company)
. Dip test authorization letter (DTA) (Fully Authorized)
. Q&Q (Product Passport)
5. Upon verification of buyer Storage Receipt, Seller begin Injection into buyer tank immediately after
verification SGS and PPOP Documents.
6. Buyer makes 100% payment byMT103/TT wire transfer for the total product and Seller pays commission to
all intermediaries involve in the transaction 24 hours after confirmation of Buyer payment.
7. Seller pays commission to all intermediaries as per IMFPA/NCNDA 24 hours after confirmation of Buyer’s
payment.
TERMS & OPERATIONAL PROCEDURE: CIF (TTO)
1. Buyer issues ICPO with seller procedure.
2. Seller issues takeover contract for review and endorsement by all parties. Buyer sign and send back along-
side with an official letter of acceptance of the contract.
3. Seller issues proof of product and shipping documents as listed below;

A. Certificate of product origin
B. Storage tank receipt
C. Product passport (Q&Q analysis report)
D. Vessel q88 documents
E. Bill of lading
F. Copy of storage tank endorsement.
4. Upon receipt of the above documents by the buyer, within 24 hours buyer secure the title transfer deed to
enable vessel re-routing to the buyer's destination port and sign NCNDA/IMFPA.
5. Upon receipt of the above payment of the title transfer deed, the ownership certificate will be issued and
the full set of proof of product along with shipping documents will be sent to the buyer while the vessel will
be re-routed to the current buyer discharge port.
6. Upon arrival of the vessel at the buyer discharge port. The vessel captain will hand over all the original pop
documents to the buyer representative while buyer pays in full after positive SGS, CIQ or equivalent
inspection at the discharge port via t/t wire transfer.
7. Mandates/ intermediaries receive their commissions according to spot delivery.

END SELLER PROCEDURE ON CIF BASIC
1. Buyer issue ICPO to seller.
2. Seller issued SPA for buyer for review and countersign
3. Seller issue bellows PPOP documents to buyer.
A. Commitment to supply
B. Availability of product
C. Analysis Report issued by GOST R
D. Certificate of Origin
E. Export License.
4. Seller sends buyer the shipping company details and buyer contact the shipping company and finalizes the
CPA Fees.
5. Upon Vessel arrival at Port of Destination, Seller issue ATB/DTA for buyer/buyer's inspection team to
conduct CIQ or its equivalents.
6. Buyer pays for product amount via MT103 and Seller Transfer Ownership Title / Full POP to buyer's name.
7. Buyer discharges the product and Seller pays commissions within 48 hours.
Note:
All primary documents should be address to our office “TRADE-OIL LLC “the supplier representative.
Mandate authorization certificate will only be issued to a reliable and potential buyer or buyers mandate
upon confirmation of allocation proceedings. Any ICPO/LOI or related documents which are not direct to our
office or not reflecting our given working and banking procedures from the seller above will be rejected and
never be given attention. All prices are 100% open for negotiation. Discounts are always open between buyer
and seller. We can negotiate prices on behalf of the end supplier.
