Budget Commission and Department released the amount of 80,000.00 Pesos from trust funds
given to the Provincial Treasurer for the proposed Tabuk Emergency Hospital. Then the
Governor Amado B. Almazan of Kalinga Province sought Dr. Laureano T. Rigor, an able private
practitioner of Tabuk at that time to assist in the formation of a new hospital. A 25-bed

services to the public with the support and assistance of the Tabuk Municipal Officials and civic
spirited citizens. The hospital was housed in a small annex building of the Tabuk Municipal Hall,

equipment, instruments, and other supplies taken from the private clinic of Dr. Rigor until such

a 4-hectare lot in Bulanao, Tabuk formerly occupied by the Regional Constabulary Command.
On this site, two new buildings were constructed for a 75-bed hospital from 1973 to 1974. On
May 1974, the hospital transferred to its new home Bulanao, Tabuk, Kalinga.
The following year additional buildings were constructed and the hospital earned the
status of a 100-bed hospital. It was renamed Kalinga-Apayao Provincial Hospital under the
Department of Health.

In 1983, by virtue of Presidential Executive Order 51, then the Ministry of Health was
reorganized by integrating hospital care delivery into its field operations. The Provincial Hospital
became component of the Integrated Provincial Health Office. The IPHO was housed in the

In 1991, R.A. 7160 otherwise known as the Local Government Code was enacted. The
Provincial Hospital and the other District Hospital of the province were devolved to the
Provincial Government of Kalinga-Apayao while the Rural Health Units were devolved to the
Municipal Government. The Technical Services of the former IPHO was retained in the
organizational set up of the hospital. The IPHO was renamed Office on Health Services. On
February 14, 1996, R.A. 7878 was assigned into law, converting the sub-provinces of Kalinga
and Apayao into two separate provinces, the hospital was renamed Kalinga Provincial Hospital
as a component of the Office on Health Services under the new province of Kalinga. The Office
on Health Services is composed of the Provincial Health Office with its Technical Staff, Kalinga

The Kalinga Provincial Hospital shall provide a comprehensive quality hospital care to

Hospital, and the yellow arrows represents the seven municipalities of Kalinga namely,
Tinglayan, Tanudan, Pasil, Rizal, Balbalan, Pinukpuk, and Lubuagan and one component city,
the City of Tabuk. Thus, the yellow rays pointing at the Caduceus at the center of the logo means
