Pratapgarh Bypass-UP-2021-22-593 Dt. 12-04-2021). Regarding Pavement Design recommendation.

Dear Sir,

Please refer to Schedule B of your Contract Agreement, Clause 5 part ii), it is clearly stated in the
agreement that what composition of pavement and its thickness is to be adopted. For Main Carriageway the
minimum thickness is given as BC-40mm, DBM-115 mm, WMM-250 mm and GSB-200 mm. Although
your office has changed the composition of the pavement layer and adopted Alternate technology as per IRC
37-2018, as a result of it the thickness is revised and reduced considerably.

2. Although, via IITPAVE your office has submitted a report and has done the actual stress analysis,
permissible stress calculations are missing in the report.

3. Kindly refer to the analysis submitted by your office, please correct the following inputs taken while
computing actual stress/strain.

i) As per IRC-37 2018 clause 7.3.1, For typical cement-treated granular sub-base materials, the ECGSB
can vary from 2000 to 6000 MPa. “Since the sub-base acts as a platform for the construction vehicles
carrying 30 to 35 tonnes of construction material, low-strength cemented sub-base would crack under the
heavy construction traffic and a design value of 600 MPa is recommended for the analysis and design of
pavements with CTSB layers.” However, your office has submitted the analysis and the Modulus value for
CTSB and WMM layer has been considered as 350 MPa.

ii) For the Granular layer above Cementitious Base, refer to clause 8.1 of IRC 37-2018,” For the
granular base placed on CTSB layer, the resilient modulus may be taken as 300 MPa and 350 MPa for
natural gravel and crushed rock respectively.” So, kindly do an analysis considering CTSB and WMM as
two distinctive layers as the modulus of both layers are different, however, stress computation will be analyzed
on the critical points only, that is bottom of the Bituminous layer and top of the Subgrade layer.

iii) As per IRC-37 2018 clause 7.3.1, Poisson’s ratio value of the CTSB layer may be taken as 0.25. As
per the analysis submitted by your office, it is considered 0.35.

4. Kindly amend and correct the input values submitted by your office as well as submit the Permissible
stress calculation as per code.

5. Except for this correction, the main concern of the Authority Engineer is that the change in
composition layers might have financial implications on the project, as per this agreement or any latest
circular/amendments we have to acknowledge the same to the Authority and can only proceed if the Authority
wishes and gives the recommendation for the same. The recommendation for change of pavement
composition is beyond the power delegated to AE and hence we can only review the design. Anything having
financial implications on the project or any changes beyond the Contractual Clause may be informed to the
client and should have their written consent on the same. If the recommendation of using the alternate
pavement composition is given approval from the department, then AE shall give further recommendations on
the design.

6. Hence, kindly get the acknowledgement and approval of using alternate composition from the Client
and submit the same to Authority Engineer to proceed further.
