PREFACE
Consumer Price Index (CPI) is one of the most important

statistical and economic indicators, most related to individuals’ daily
life. Besides, its impact on decisions making processes throughout
economic aspects.
CPI reflects prices levels changes of commodities and services at

retail markets, for its importance for inflation measure. It is also
considered one of the essential tools used for GDP calculation at fixed
prices, in addition to real wages levels change measures after
eliminating price changes effect.
CPI first series was published in 1914 titled Household

Expenditure Index using 1913/1914 fiscal year as a base year only
covering Cairo city. In January 1940, the second series came out under
the same title using 1939 as a base year. The third one started in July
1967 titled CPI, using 1966/1967 fiscal year as a base year, this time
covering 11 cities and 6 rural areas. The fourth series was published in
July 1988 using 1986/1987 fiscal year as a base year with all Egyptian
governorates covered. CPI series continued until the tenth series which
was published in October 2019 using 2018/2019 as a base year.
CAPMAS hopes that the new CPI series will be helpful at

meeting the statistical needs for researchers, planners and decision
makers.

Statistical Methodology  
Main characteristics for the new Consumer      
Price Index (CPI) series.   
 
 
1- Prelude  
 What is the Consumer Price Index? CPI is the        
measure of the average price change of 
consumption items-goods and services–bought 
by individuals daily.  
 CAPMAS releases the tenth CPI series starting        
from September 2019.       
  
 
2- Geographical scope:
 
       
 CAPMAS produces indices for urban and
  
rural for each governorate.
         
 Also produces indices for aggregate urban, 
aggregate rural and all of Egypt.
 
3- Periodicity  
(a) Periodicity of price Collection   
   
 Food, industrial commodities and services

prices are collected and validated monthly

for urban and rural areas from the 1st to
 
the 28th of each month.
-         
 For commodity groups with continuous
 -  -    - 
price fluctuations, prices are collected
--
weekly; examples of such groups are
(vegetables, fruits, fresh meat, poultry, fresh
fish, birds, eggs).
(b) Publishing periodicity  
 The Bulletin is released monthly on the       
tenth day of each month following the 
reference month.
 
4- Index base period
     
 Prices of 2018/2019 are used as base period 
for the new CPI series.  
   
5- Linking CPI Series   
      
 The ninth series of CPI was based on a basket of   
goods/services derived from HIECS 2008/2009 and       
the base period of January 2010 and continued
        
until the data of August 2019 while the current
       

series is used to derive a basket of derivative of        
HIECS 2017/2018 and base period 2018/2019.   
 To link the two series, using CPI calculated in        
the weights of 2008/2009 and the base period of 
January 2010 for 2018/2019 (base period of the        
new series) were used to rescaling indices on the    Re-Scaling  
previous basis until August 2019. 
 

 CPI is compiled according to Classification of        
Individual Consumption by Purpose COICOP    COICOP 1999  
1999. This came after being adjusted to the        
Egyptian society taking into consideration all 
related international published studies by       
International Labor Organization (ILO),        
International Monetary Fund (IMF), and the 
International Comparison Program (ICP) in
which Egypt is a member among a group of  
African and Asian countries. 


CPI classification is divided into (12) divisions, (47)    
main groups, (116) classes, (479) more detailed
 
commodities and services groups, and (945)  
commodity/service.

 
       
7- Weighting System       
 The weights were derived from HIECS  
2017/2018 where each commodity item on the         
urban and rural level is given a weight equals        
the ratio of the commodity expenditure to the   
total consumption expenditure.         
 Given the short time period between HIECS      
2017/2018 and the base period 2018/2019, the       

survey weights have not been updated.
 
       
8- Index Compilation
 
 CPI is compiled on two steps:    Jevons    
a- The Jevons index formula (an unweighted 
geometric mean) is used to calculate the basic 
index for the (945) more detailed commodities
and services groups as follows:

9- Replacement
 
(a) Seasonal Items
  
 They are goods and commodities
disappear from markets during specific  
periods within the year. Their prices are          
imputed using the short-term relative
   
price change of a similar item, for their
importance in international comparisons.   
This is done by using the following

(b) Permanent items
  
 In response to economic changes and
variant consumption patterns, some 
commodities may disappear       
permanently from the market. In
such situation, if the commodity   
disappeared for two consecutive
months, it will be replaced by another
commodity whose prices are available  
for two consecutive months.
 
