This procedure also covers different type of portable ladders, selection and inspection of portable ladders. Scope This procedure is applicable for all the maintenance, repair, construction, routine / non- routine activities and project jobs etc, which require the use of portable ladders at PFL plant site or township. 3. What Are portable ladders (Definition) The ANSI standard A14.2-1990 defines a portable ladder as “A ladder that can readily be moved or carried, usually consisting of side rails joined at intervals by step, rungs, cleats, or rear braces." 4. Portable ladders Accident Any fall can be serious and fall from the height of even a low ladder can result in a serious painful and capacitating injury, below are causes of falls from ladders; Use of faulty / defective ladders. Distance of ladder / angle of ladder. Pee ee 5. Selection of portable ladders: 5.1. Specific job and work being performed using the portable ladder. 5.2. Purpose for which the portable ladder was designed to be used 5.3. The person using the ladder. 5.4. The environment including uneven / unstable ground, slippery conditions, clearance, etc. 5.5. Height of work surface to be reached for work. 5.6. Load put on the ladder. 5.7. Worker position in relation to the task. 5.8. Regulatory requirements including requirements for length, duty rating & overlapped length, 6. Setting up of a portable ladders 6.1. Move the ladders near to your work. Get help if itis too difficult to handle alone. 6.2. Make sure that there are no electrical wires overhead, 6.3. Step up the ladder on a secure, level surface or secure it so that it cannot be displaced. 6.4. Look the spreaders on a step ladder. Secure the lock assembly on extension ladders. Use traffic cones or other barriers to protect the base of the ladder if vehicles or pedestrians could strike it. 6.6. Make sure that a non-self-supporting ladder extends at least three feet above the top support point for access to a roof or other work level 6.7. Angle non self-supporting ladders properly. The length of the side rails from the ladders base to the top support point (the working length) should be four times the distance from ladders base to the structure (the set-back distance). |. This results in a 4:1 set up angle. ‘Achieving a 4:1 set up Angle A non-self-supporting ladder should have a set up angle of about 75 degrees, a 4:1 ration of the ladder's working length to set back distance. > > > Five steps for setting up an extension ladder Stand at the base of the ladder with your toes touching the rails Extend your arms straight out in front of you If the tips of your finger just touch the rungs nearer your shoulder level, the angle of your ladder has 4:1 ratio. Safety Precautions of portable ladders: Falls from portable ladders (step, straight, combination and extension) are one of the leading causes of occupational fatalities and injuries. 1. Read and follow all labels / markings on the ladder. 2, Avoid electrical hazards! — Look for overhead power lines before handling a ladder. Avoid using a metal ladder near power lines or exposed energized electrical equipment 3. Always inspect the ladder prior to using it. If the ladder is damaged, it must be removed from service and tagged until repaired or discarded. 4. Always maintain a 3-point (two hands and a foot, or two feet and a hand) contact on the ladder when climbing. Keep your body near the middle of the step and always face the ladder while climbing 5. Only use ladders and appropriate accessories (ladder levelers, jacks or hooks) for their designed purposes. 6. Ladders must be free of any slippery material on the rungs, steps or feet. 7. Do not use a self-supporting ladder (e.g., step ladder) as a single ladder or in a partially closed position 8. Do not use the top step / rung of a ladder as a step/rung unless it was designed for that purpose. 9. Use a ladder only on a stable and level surface, unless it has been secured (top or bottom) to prevent displacement. 10. Do not place a ladder on boxes, barrels or other unstable bases to obtain additional height. 11. Do not move or shift a ladder while a person or equipment is on the ladder. 12. An extension or straight ladder used to access an elevated surface must extend at least 3 feet above the point of support (see diagram). Do not stand on the three top rungs of a straight, single or extension ladder. 13, The proper angle for setting up a ladder is to place its base a quarter of the working length of the ladder from the wall or other vertical surface. 14, A ladder placed in any location where it can be displaced by other work activities must be secured to prevent displacement or a barricade must be erected to keep traffic away from the ladder. 15. Be sure that all locks on an extension ladder are properly engaged. 16. Do not exceed the maximum load rating of a ladder. Be aware of the ladder's load rating and of the weight it is supporting, including the weight of any tools or equipment. 12. Tagging of Portable Ladders: Each area engineer (Maint / E&l) will tag the portable ladders (A type ladders / step ladder or Extension ladder) in their respective area. Inspection record will be maintained by concerned Area owner / Engineer and inspection unit.
