9. Adequacy for the Assignment

The project has a total length of 3.7km, of which the bridge length is over 1.8 km. The bridge is designed to be a
reinforced concrete and pre-stressed concrete, 85 m width and 15 m height, the design speed is 60 km/h. The bridge
crossing the Tra Khuc River, will link Tinh Khe commune and Nghia Phu commune, in Quang Ngai province. It
measures 3,700 meters in length, including a section of the bridge measuring over 1,276-metre bridge section. The
bridge will be built at a total cost of VND2,250 billion, which will be sourced from Government bonds and the
provincial capital.

Name of Project: Project on secondary cities development in Quang Nam, Ha Tinh and Dak Lak province,
sub-project: Development of Tam Ky City
ADB is helping Viet Nam improve basic urban infrastructure in Buon Ma Thuot in the central highland region and the
coastal cities of Ha Tinh and Tam Ky. The project will strengthen integrated urban development, environmental
planning, climate change adaptation, and project management. It includes improving flood control and drainage to
protect communities from natural disasters.

Name of Project : HUE JUNCTION ELEVATED ROUND ABOUNT AND FLY-OVER BRIDGE PROJECT

The Build-Transfer (BT) project, invested by Trungnam Group, involved a total investment of more than 2,050 billion
VND (approximately 95.3 million USD). The flyover has three levels. The ground level will be for rail traffic, and
vehicles travelling on this level will not cross the railway line. The second level is an elevated roundabout with three
lanes for traffic. The third is a cable stayed flyover bridge with 17-metre wide and has four lanes. It is used for vehicles
traveling to Da Nang from Hue and vice versa at a maximum speed of 60 kilometers per hour. Technically, the
overpass has a total of 491 bored piles and 50 spans with a total length of over 2 km.

Main Project Features:This project was built in two provinces of Phu Yen and Khanh Hoa. Head point at: station Km
1353 +500 - National Highway No.1, Hao Son Hamlet, Hoa Xuan Commune, Dong Hoa District, Phu Yen province,
end point: station Km 1374 +525 under Co Ma Hamlet, Van Tho commune, Van Ninh district, Khanh Hoa province.
The total length of 13.4 km, the length of 3.900m Ca Pass tunnel, 500m Co Ma tunnel; approach road and bridges on
the line 9 km.
The project is invested and constructed in BOT and BT, with a total investment of 15,603 billion dong, while the Ca
Pass Tunnel Construction finance (BOT investment) is 10 555 billion dong; Construction finance for Co Ma Tunnel ,
and approach road on the route (BT) is 4,509 billion dong; costs for land clearance and resettlement is 539 billion
dong.

Main Project Features:Tran Thi Ly Bridge, with its unique architecture, is a cable-stayed bridge. It is 731 meters long
and 34.5 meters wide, including the main span of 230 meters. It highlights a 12-degree leaning tower with a height of
145 meters. Total width of bridge deck is 34.5 meters including:
The total construction cost of this bridge is 1700 billion VND with the construction time of 36 months.
Activities Performed: (i) Responsible for supporting the Team Leader in the establishment of construction

Main Project Features : The Greater Mekong Sub – region: Kunning – Hai Phong Transport Corridor – Noi Bai –
Lao Cai Highway Project (the project). The project is partially financed by ADB Loan Vie 2222 and the Executing
Agency is the Vietnam Expressway Corporation (VEC). Noi Bai - Lao Cai is one of the key infrastructure projects in
Vietnam. The route is also part of the economic corridor linking Kunming (China) to the port city of Hai Phong.
Expressway with design speed 80-100km/gio Investment Company by developing highway of Vietnam (Ministry of
Transport) as an investor. Beginning of a long line on the ramp of the highway from Noi Bai - Ha Long Bay is located
in Hanoi and end with a highway connecting Kunming - Ha Khau, located in the province of Lao Cai.
The total investment cost for this project nearly 20,000 billion VND (over 1.2 billion U.S. dollars). By 2013, the first
phase of the project will be completed with a length of 245km. Phase 2 of the project will be implemented after 2020,
investors will be built next to the location 19km highway linking Kunming - Ha Khau, located in the province of Lao
Cai. By design, the Hanoi - Yen Bai will have six lanes and the Yen Bai - Lao Cai will have four lanes, divided into two
investment stages. The total Phase 1 investment is 770 million dollars.
Activities Performed: (i) Responsible for supporting the Team Leader and Core Team in the establishment of
construction management system of 4 Nos. Resident Engineer’s Offices. (ii) Prepare guidelines for reporting system,
working drawing checking, Interim Payment Certificates, design changes, etc. (iii) Support the Consultant Team to
check and give comments on Working Drawings for bridges and roads works. (iv) Assist the Team Leader in the co-
ordination of the Quality Control Systems for the Resident Engineer’s Offices. (v) Assigned as main liaison in
interfaces with local agencies including the Client sub-office and groups with the project. (vi) Place the role of Team
Leader in the absence of International Team Leader.

approximately 84,500 km of classified roads. Approximately 50% of provincial roads in the
central region are earth, gravel or penetration macadam roads rated in bad or poor
condition. To address the priority needs for the road network, the Government of the
Socialist republic of Vietnam has applied for a loan from the Asian Development Bank
towards the cost of improving the Central Region Transport Network Project. This Project
will improve approximately 1,200 km of roads in 19 provinces. Roads to be upgraded will
be a combination of provincial and district roads selected using a network approach for
each province. The implementation of the civil works contracts will be undertaken in three
(3) phases, of about 254 km, 290 km and 510 km respectively. Some small bridges along
the selected roads will be improved also.
Activities Performed: (i) Assist Project Manager in checking and giving comments on Design Documents for Phase III
of the Project (prepared by Sub-Consultants). (ii) Assist Project Manager in reviewing the alignment design and
drainage design of the Civil Contracts in Phase I and II (the Detailed design was prepared by other Consultant). (iii)
Assist the Project Manager in updating Construction Supervision Manual and preparing Term of Reference and
Guidelines for Survey and Detail design of the road network in Phase III. (iv) Check and give comments for alignment
design, drainage design, and topographic survey as submitted by the Sub-consultant.

The work includes 18Km of new National Highway with 8 bridges span of 24m to 100m
and 13 underpass box culverts.
Name of Project : ADB THIRD ROAD IMPROVEMENT PROJECT, NATIONAL HIGHWAY NO.1, QUANG
NGAI TO NHA TRANG – 400 KM
Year : April 2003 – March 2005
Location : Quang Ngai- Nha Trang
Client/Financing : ADB
Main Project Features : The improvement works carried out on the National Highway Component (NHC) on the
National Highway No.1 generally ranged from overlays to complete reconstruction. In most
areas, the previous 6.5 to 7.0 metre pavement was widened to 10 metres to consist of a 7-
metre carriageway with 1.5 metre paved shoulders. The majority of the approximately 400
km length included in the NHC is now reasonably homogenous in terms of design
standards and road conditions. The bridge works involved only minor bridges, however; a
complementary programme, using bilateral funding from Japan, to replace major bridges is
nearing completion. Most of the NHC section of NH1 is through flat terrain, with low levels
of curvature, and following the existing good alignment.
The work was executed in four contracts, one in each of the provinces through which the
NHC passes. Typically, the minimum work involved the application of 7-10 cm of asphalt
treated base (ATB) and 5 cm of AC pavement. In some areas, 15-30 cm of base course
and occasionally 25 cm of sub base was included to increase pavement strength to
appropriate levels for the traffic loading. The pavements were designed for 10 years
before needing an overlay at an average cost typically $160,000 - $200,000 per km.
There are also short sections of upgrading to four-lane standard and new alignment, four
sections of four-lane standard road in urban areas, and four bypasses on new alignments
around urban areas. In total, these comprise about 8 percent of the total Project length.

the project including repairing, widening, and replacement bridges. (vii) Assist the Senior Planning and Quantity
Engineer to prepare the Cost to Completion Report following the Design Review phase.

Pavement Thickness using multiple methodologies, e.g. AASHTO; TRL (UK); and Vietnam
Design Standards.
