GENERAL INSTRUCTIONS

1. The exam aims to determine the impact of a certain development in a four-legged intersection
2. Apply the procedure on how to conduct a Traffic Impact Assessment
3. Determine the solution to mitigate the impact of the development to the intersection
4. Show the solutions for the Traffic Impact Assessment and Benefit-Cost Analysis (Excel-File)
5. Prepare a report for the Traffic Impact Assessment and Benefit-Cost Analysis (Pdf-File)

DISCUSSION

The data required for the Traffic Impact assessment has been provided, Traffic Flow data and various simulation
data are provided through an excel file. You are tasked to assess the situation and create a report whether the
project area is in need of an intervention (based on the results of TIA) and if the intervention is worth it’s cost.
(Assume intervention is introduction of Traffic Lights in the area, worth P75-M)

PROCEDURE (Similar to Quiz #5)

A. Refer to the Traffic Flow Data, Convert Traffic Volume into PCU
B. Draw a diagram/illustration of the intersection and mark the entry points and exit points.
C. Determine the number of lanes and identify its capacity
D. Solve for the Base traffic in each segment.
E. Put the sum of the 3 directions (right, left, through) in the base year traffic and do it for all segments and
Solve for the volume to capacity ratio (VCR)
F. For trip generation, determine the trip generation rates and the type of unit (residential, commercial, etc..)
G. Based on the original traffic count get the percentage of each vehicle type. Solve for the vehicle trips and
divide the trips among the percentages and total the PCU
H. Estimation of Future Traffic, use the very first data before you convert it to PCU to project future values
with the aid of traffic growth rate
I. For base year, just put the total PCU you computed in each segment
J. Determine the LOS for all segments from each specified year and create a separate sheet in the excel file
that shows the results of the TIA
K. Create a report briefly stating the findings of the TIA and Benefit-Cost Analysis

1. Area of Development: 103,756.345 sq. m of Residential Zones, Medium Density
2. Development starts at the year 2021 with the following occupancy percentages
a. 2022 – 20%
b. 2023 – 40%
c. 2024 – 85%
d. 2025 – 100%
3. Use the same intersection, location, and trip assignment (for in and out) as the one in Quiz #5.
4. All tables and references used for computations such as PCEF(PCU), LOS, Traffic Growth Rates and Trip
Generation Rates are similar to that in Quiz #5.
Questions that need to be answered by Benefit Cost Analysis
1. Is the Installation of Traffic Lights worth it? Explain and Prove
2. If it is worth it, at what year will the return on investment happen?
3. If it is not worth it, what seems to be the main factor contributing to the reasons why?
Hint: In order to obtain an assessment on the benefits and costs of the proposed solution to mitigate the
impact of the development, you need to compute the “savings” with respect to the costs given in the excel file,
comparing the costs of Scenario 1 (without traffic lights) and Scenario 2 (with traffic lights)
Using the “savings” that you have computed, you would now be able to compare the total cost of the
proposed solution (intervention) which was given in the first page of this document, to the total benefits
(savings) that you would accumulate. With that, you would be able to answer the questions mentioned above.
Note: Question 2 and 3 may or may not be answered based on the findings of the Benefit Cost Analysis.
