�स्तारवना/ Preliminary

 इन िनयम� को क� �ीय िसिवल सेवाएं (कायर्�हण अविध) 1979 कहा जाता है और ये �दनांक
08.05.1979 से �भावी ह�गे
These rules may be called the Central Civil Services (Joining Time) Rules, 1979,
came into force w.e.f. 08.05.1979.
 ये िनयम वकर् चाज्डर्0 कमचा�रय� को शािमल करते �ए िसिवल सेवा� म� िनयु�् सभी सरकारी
कमर्चा�रय� तथा क� � सरकार के सभी पद� पर लागू ह�गे
These rules shall apply to all Government servants appointed in Civil Services
and posts under the Central Government including work-charged staff
 िन� पर लागू नह� ह�गे : रे ल्वेo कमर्चारी, रक्षा सेवा बजट से भुगतान पाने वाले सश�य बल, अनुबंध
पर कायर्रत तथा आकिस्मक �नय से भुगतान पाने वाले �eि�
Does not apply to: Railway employees, Armed Forces paid from the Defence
Services Estimates, engaged on contract, those paid out of contingencies etc.

2. प�रभाषाएं / Definitions

 िवभाग �मुख से तात्प,यर् ऐसी �ािधकारी से है िजसे िव�ीcय शि�य� के �त्यानयोजन िनयम 1978
के अन्तागर्त घोिषत �कया गया हो
"Head of Department" means the authority declared under the Delegation of
Financial Powers Rules, 1978.
 कायर्�हण अविध से तात्प यर् है ऐसे समय से है जो सरकारी कमर्चारी को नए पद पर िनयु�् होने
के िलए या ऐसे स्थाि◌न पर जाने के िलए जहां उसक� तैनाती क� गई हो, �दया जाता है
“Joining Time" means time allowed to a Government servant in which to join a
new post or to travel to a station to which he is posted.
 स्था नांतरण से तात्पnयर् नए पद पर कायर्भार �हण करने के िलए या मुख्या◌ालय प�रवतर्न के कारण
सरकारी कमर्चारी �ारा एक पद से दूसरे पद पर संचलन से है
"Transfer" means the movement of a Government Servant from one post to
another to take up duties of a new post or in consequences of change of his
headquarters.

3. कायर्�हण अविध / Joining Time

 लोकिहत म� स्थाअनांतरण के कारण सरकारी कमर्चारी को कायर्�हण अविध �दया जाता है ता�क वह
नए स्थाहन पर या उसी स्थारन पर नए पद पर कायर्भार �हण करने के िलए �दया जाता है ।

 Joining time shall be granted to a Government servant on transfer in public
interest to enable him to join the new post either at the same or a new station.
 180 �दन� से कम समय के िलए अस्थाrई तौर पर स्था नांतरण हेतु कायर्�हण अविध नह� �दया
जाता। के वल या�ा हेतु वास्तेिवक समय �दया जाता है
No joining time is admissible in cases of temporary transfer for a period not
exceeding 180 days. Only the actual transit time is allowed.
 एक पद से दुसरे पद पर स्था नांत�रक अिधशेष कमर्चारी कायर्�हण अविध के िलए हकदार है
The surplus staff transferred from one post to another shall be eligible for
joining time.
 स्थाtपना म� घटौती के कारण एक क� � सरकार कायार्लय से दुसरे म� उनमु�i कमर्चारी कायर्�हण
समय के हकदार है । तथािप सेवा म� �ेवधान को कायर्�हण अविध के �प म� बदला जा सकता है
बशत� �ावधान 30 �दन� से अिधक न हो तथा उनमु� होने क� �दनांक को सरकारी कमर्चारी ने
कम से कम 3 वषर् क� िनरं तर सेवा क� हो
Government servants who are discharged due to reduction of establishment
from one Central Government office to another, is entitled to joining time.
However, the period of break may be converted into joining time provided that
the break does not exceed 30 days and the Government servant has
rendered not less than 3 years continuous service on the date of his
discharge.
 कायर्�हण अविध का �ारं भ होगा / The joining time shall commence from
i. य�द कायर्भार पूवा�न म� त्याtगा हो तो पूराने पद पर कायर्भार त्याrगने क� �दनांक से
the date of relinquishment of charge of the old post if the charge is
made over in the forenoon
ii. य�द कायर्भा अपराह्न म� त्या गा हो तो अगली �दनांक से
from next date if the charge is made over in the afternoon.

4. उसी स्थाdन पर या एक स्थाeन से दुसरे स्थाकन पर स्थाdनांतरण िजसम� िनवास प�रवतर्न नह� होता हो
तो एक �दन क� कायर्भार अविध �दान क� जाती है
Not more than one day's joining time shall be allowed to a Government
servant to join a new post within the same station or which does not involve a
change of residence from one station to another.
5. य�द एक स्था न से दुसरे स्थाnन पर स्थाsनांतरण िजसम� िनवास प�रवतर्न अिनवायर् हो तो सरकारी
कमर्चारी को िन�थ सारणी के अनुसार कायर्भार अविध �दान क� जाएगी

 In cases involving transfer from one station to another and also involving
change of residence, the Government servant shall be allowed joining time as
indicated in the following schedule.
पूराने एवं नए मुख्याlलय अनुमत्यr कायर्भार अविध य�द स्थाiनांतरण के कारण

NOTE - Distance means actual distance and not weighted mileage for which fare is
charged by the Railways in certain ghat/hill sections.

 अगर कायर्�हण अविध के उपरान्तl अवकाश आते हो तो ऐसी दशा म� यह मान िलया जाएगा �क
अवकाश� को समावेिसत करने के िलए सामान्यन कायर्�हण अविध िवस्ता◌ार हो गया है
When holiday(s) follow(s) joining time, the normal joining time may be
deemed to have been extended to cover such holiday(s).
 िवभाग �मुख �ारा अिधकतम 30 �दन� तक कायर्�हण अविध का िवस्ता र �कया जा सकता है और
30 �दन� से अिधक हेतु भारत सरकार के िवभाग �ारा िवस्ता्र �कया जा सकता है
Extension of joining time up to the maximum of 30 days can be granted by the
Head of Department and beyond 30 days by the Department of the
Government of India.
 मागर्दश� िस�ांत यह है �क कायर्�हण अविध का कु ल समय म� लगभग 8 �दन तैयारी हेतु तथा
उपयु�् या�ा का समय एवं कायर्�हण अविध को िवस्ताय�रत करते हएु अवकाश य�द कोई हो तो
Guiding principle being that the total period of joining time should be
approximately equal to 8 days for preparation plus reasonable transit time
plus holidays, if any, following the extended joining time.

6. य�द सरकारी कमर्चारी िन�hिलिखत कारण� से पा� कायर्�हण अविध का उपयोग �कए बगैर नया पद
�हण करता है तो उसके अ�जत खाते म� कायर्�हण अविध म� से �यु�र कायर्�हण अविध को घटाने के
बाद शेष �दन (अिधकतम 15 �दन) जमा �कया जा सकता है :-
the number of days of joining time subject to a maximum of 15 days reduced by
the number of days of joining time actually availed of shall be credited to his
leave account as Earned Leave, when a Government servant joins a new post
without availing full joining time by reasons that :-

 य�द कमर्चारी को पूरी कायर्�हण अविध का ऊपयोग �कए बगैर ही नए पद पर कायर्भार �हण
करने का आदेश �दया गया हो
he is ordered to join the new post without availing of full joining time
 वह अके ले ही िनकलकर नए पद पर कायर्�हण अविध का �योग �कए बगैर ही कायर्भार �हण
करता है तथा या�ा भ�ेए का दावा �स्तु त करने क� समयाविध के भीतर ही अपने प�रवार को ले
जाता हो
he proceeds alone to the new post and joins the post without availing full
joining time and takes his family later within the permissible period of time for
claiming Travelling Allowance for the family;

नोट : बशत� अ�यु�t कायर्�हण अविध को शािमल करने के बाद छु �ीय� क� संख्याल 300 �दन� से
अिधक नह� होनी चािहए
NOTE: Provided that the earned leave at his credit together with the unavailed
joining time allowed to be so credited shall not exceed 300 days.

 कायर्�हण अविध को आकिस्मक छु �ी को छोडकर �कसी भी �कार क� अथवा �कसी भी अविध क�

िनयिमत छु �ी के साथ जोडा जा सकता है
Joining time may be combined with regular leave of any kind or duration
except casual leave.

 य�द सरकारी कमर्चारी को स्थाeनांतरण पर या�ा के दौरान ही �कसी अन्यe नए स्था◌ान पर जाने का
आदेश �दया जाता है तो वह संशोिधत आदेश �ा�र होने क� �दनांक तक ली गई कायर्�हण अविध
तथा संशोिधत आदेश �ा�् होने क� �दनांक के बाद क� अगली �दनांक से पूरी नवीन कायर्भार
�हण अवसिध का पा� होगा ।
If a Government servant in transit on transfer is directed to proceed to a new
place, he shall be entitled to joining time already availed of up to the date of

 receipt of revised orders plus fresh spell of full joining time from the date
following the date of receipt of the revised orders.

7. कायर्�हण अविध वेतन / Joining Time pay

कायर्�हण अविध पर कायर्रत सरकारी कमर्चारी कायर्�हण अविध वेतन का पा� होगा जो �क उसके
�ारा पूराने पद पर �भार छोडने के �दनांक के वेतन तथा भ��◌् के बराबर होगा । वह वाहन भ�ेा या
स्थारई या�ा भ�ेर का पा� नह� होगा
A Government servant on joining time shall be entitled to be paid joining time pay
equal to the pay which was drawn before relinquishment of charge in the old post
plus allowances. He shall not be allowed Conveyance Allowance or permanent
Travelling Allowance.
