COMMENT

I, Ma. Editha Bunagan, of legal age and currently residing at ___________,

presently employed and assigned at PDEA RO2, after having been sworn to in
accordance to law depose and state that;

1. I received a Memo from _____________ on ___________ 2021 and despite my

willingness to comply with the foregoing Memo, I was not able to subsequently
comply due to the fact that the whole of the Province of Cagayan was under
MECQ and Tuguegarao City was likewise in MECQ thereby restricting me to
secure the legal services/advise;

2. I admit to have a loan obligation from Coloso Lending Facilities and that Mr.
Poncejan was a co-maker and I am truly grateful to his sympathy. However,
contrary to his allegations that I refused to pay the same is not true;

3. When I was assigned in PDEA RO6, I incurred the said loan amount for the
hospitalization of my family member and that said amount was spent for the
same reason alone;

4. It is never my intention to refuse to pay nor neglect payment, in fact I made

previous payments as can be gleamed from the attached payment schedules;

5. Having been assigned in another regional office away from my previous

assignments, adjustments had to be made and then came the influx of the
Covid19 pandemic that hit the world hard;

6. It is never my intention to turn away from my obligation as a debtor and I am

trying to make both ends meet in order to make it all up and I beg not for the
condonation of my monetary obligation but for leniency of time in order to
make good my obligations;

7. Moreover, I seek indulgence of the good office not to file administrative case
against me as it will only worsen my cascading situation and it will be of no
help to make good the situation;

8. I do not intend to run from my obligation but my current financial situation

does not allow me to be able to comply outright. My financial and monetary
obligation is personal in nature and in no manner had it affected my efficiency
and capacity as a government employee. Neither did I use and dragged the
Agency’s name or used the Agency’s capacity to secure such loan;

9. I respectfully pray that I be given additional period of time to make good my

obligation and likewise seek that no administrative recourse be accorded to
me. I am not acting in bad faith and I have no wilful intent to defraud my
creditors
10. I attest to the truthfulness of the foregoing and the same are voluntarily
executed
