Energy Efficiency Management Plan (SEEMP)
Summary of MEPC.213(63)
Resolution MEPC.213(63) adopted on 2 March 2012 referring to guidelines for development of a ship
energy efficiency management plan is expecting to enter into force on 1st of January 2013 upon
acceptance on 1st of July 2012.
The SEEMP is intended to be management tool to assist a company in managing the ongoing
environmental performance of its vessel and as such, it is recommended that a company develops
procedures for implementing the plan in a manner which limits any onboard administrative burdens
to the minimum necessary.
The SEEMP should be developed as a ship specific plan by the company. The SEEMP seeks to improve
a ship energy efficiency through four steps:
Planning
Determine both the current status of ship energy usage and expected improvement of ship
energy efficiency.
Implementation
After ship and a company identify the measures to be implemented it is essential to establish
a system for implementation of the identified and selected measures by developing the
procedures for energy management by defining tasks and by assigning them to qualified
personnel.
Monitoring
The energy efficiency of a ship should be monitored quantitatively. This should be done by an
established method, preferable by a international standard. The EEOI developed by the
Organization is one of the internationally established tool to obtain a quantitative indicator
of energy efficiency of a ship and/or fleet in operation and can be used for this purpose.

Factors that influence the fuel –efficient operation
1. Improved voyage planning: optimization of the voyage route
2. Weather routing: has a high potential for efficiency savings but conversely may also increase
fuel consumption for a given voyage
3. Just in time: good early communication with the next port in order to give maximum notice
of berth availability and facilitate the use of optimum speed.
4. Speed optimization: optimum speed refers to the speed at which the fuel used per ton mile is
at minimum level for that voyage.
5. Optimized shaft power: means the engine load obtains with the smallest fuel consumption at
highest possible speed which can be achieved with a shaft power meter fitted on the
intermediate shaft.
6. Optimum trim: trim has a significant influence on the resistance of the ship through the
water and optimizing trim can deliver significant fuel savings.
7. Optimum ballast: achieved through good cargo planning.
8. Optimum propeller: retrofitting of the propeller during dry docking period using
arrangements such as fins and/or nozzles will increase propulsive efficiency and hence
reduce fuel consumption
9. Optimum use of rudder and heading control system: better course control through less
frequent and smaller corrections will minimize losses due to rudder resistance. Retrofitting of
more autopilot to existing ship could be considered.
10. Hull maintenance: hull resistance can be optimized by new technology of antifouling coating
systems. Regular in‐water inspection of the condition of the hull is recommended. Propeller
polishing or even appropriate silicon based coatings may significantly increased fuel
efficiency.
11. Propulsion system: thermal and mechanical losses existing in the marine diesel engines can
be minimizing by the new breed of electronic control engines.
12. Propulsion system maintenance: maintenance in according with manufacturer’s instructions
will also maintain efficiency
13. Energy management: a review of electrical consumption on board can reveal the potential
for unexpected efficiency gains (lightening). Thermal insulation is an obvious means of saving
energy.
14. Fuel type: using a fuel with a higher calorific power will reduce substantially the daily fuel
consumption having thus a consequence over the energy savings.
15. Other measures: development of computer software for the calculation of fuel consumption
to optimize operations and the establishment of goals for improvement and tracking of
progress may be considered.
