JOB PURPOSE:
Assisting 91.4 million people in around 83 countries each year, the World Food Programme (WFP) is the
leading humanitarian organization saving lives and changing lives, delivering food assistance in
emergencies and working with communities to improve nutrition and build resilience.

In 2019, WFP is scaling up its Yemen operations aiming to provide 12 million people with monthly food
assistance through direct food distributions or vouchers; nutritional support to nearly 3 million pregnant
and nursing women and children under 5; and gradually increase its cash assistance to 1 million people.

STANDARD MINIMUM QUALIFICATIONS


Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture,
Environmental Science, Social Sciences or other field relevant to international development assistance, or
First University Degree with additional years of related work experience.
Experience: At least three (3) years of postgraduate professional experience in Programme
implementation, Monitoring and Evaluation, Development or food aid support. Experience in UN agencies
or international NGOs is a plus.
Languages: Fluency in both oral and written communication in English and Arabic languages.
Technical skills, knowledge and competencies:
 Profound knowledge in database management and analysis
 Experience working with COMET is a plus
 Experience in leading large scale of training
 Knowledge in Oracle or MS SQL 
 Good command of MS office, analytical tools and software.
 Excellent oral and written communication skills and ability to effectively engage and influence
stakeholders at different levels in the organization
KEY ACCOUNTABILITY:
*COMET: WFP’s corporate software/tool for Monitoring & Evaluation (M&E) activities
*LESS: WFP’s corporate software/tool for Logistics activities
* I/CSP: Interim Country Strategic Plan
* CSP: Country Strategic Plan
* CO: Country Office
Under the direct supervision of the Head of Monitoring & Evaluation unit, the incumbent will be
responsible of the below:

1. Oversee and ensure availability and the quality of the outcome, output indicators (including
beneficiaries, tonnage, and cash) COMET data to measure the I/CSP progress and achievements in the
CO, to enable better operational decision making.

2. Ensure the Need Based Plan (NBP) is updated in COMET to ensure the Budget and Programme is
synchronized.

3.Ensure the Logframe is developed in line with project documents. Make sure the outcome and output
indicators are owned by the technical unit. 

4. Issue regular COMET reports to highlight the data entry status and follow-up on data entry by the
Country Office staff.

5. Conduct regular analysis of the available data from COMET to demonstrate Yemen Country Office
(CO) trends on achieving the intended results.

6. Conduct analysis of the Field/Area offices capacity on measuring the planned versus actual results, in
good quality.

7. Lead field offices capacity strengthening related to COMET data entry. 

8. Work in close collaboration with internal counterparts and external partners to strengthen the data
quality, accuracy and consistency to build credible performance evidence.

9. Coordinate regular reconciliation update status reports by governorates and districts, and follow-up with
the Field/Area offices to ensure timeliness of their reconciliation

10. Lead reconciliation between COMET and LESS.

11. Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS:


1. Act as the main COMET focal point for RBC Yemen CO providing strategic guidance technical support,
and oversight;

2. Mainstream COMET in all Field/Area Offices to be used in day-to-day operations;

3. Provide guidance to Field/Area Offices and Country office users on how to translate country office
context and scenarios into the COMET Implementation Module;

4. Review and approve project creation, budget revisions and country strategic plans including beneficiary
figures, rations, residence, demography and feeding days in COMET and ensure its alignment with
COMP and programme /BR narrative;

5. Help the Partnerships unit in their identification, development and management of partnerships to
ensure alignment with corporate guidance and with COMET;
6. Train and develop strong and capable COMET focal points in all Field/Area/Country office and ensure
continuous capacity building of Field/Area offices new and existing staff;

7. Provide high-level technical guidance and templates for COMET
