TYF BACKGROUND:
Tamdeen Youth Foundation (TYF) is a non-profit organization which was established in May29, 2013 to provide
community development, civil awareness and capacity building programs.  It also implements positive interventions in
emergency situations assisted by its qualified and experienced staff in voluntarism, innovation and humanitarian works.
In addition to, it has strategic partnerships with many international, regional and local organizations.

PROGRAM/DEPARTMENT SUMMARY:

The TYF Finance Department is responsible for all financial functions in <location>, including accounting, payments
and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The TYF Finance
Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its
role as a support to the Program Department, the Finance Department provides timely reports and assistance to the
Executive Management and the Program team to ensure that financial resources are used efficiently and effectively.

GENERAL POSITION SUMMARY:


Working in the Finance Department under the direction of the Finance Manager, the Senior Finance Officer will ensure
the accuracy and completeness of TYF accounting records and will have primary responsibility for managing the
monthly accounting cycle.

ESSENTIAL JOB FUNCTIONS:


1. Oversee and manage daily accounting and finance functions including timely recording of transactions,
cash management, banking, payroll, inventory, receivables, and payables.
2. Plan and implement systems for financial operations in the Head office and in area program offices in
accordance with TYF Finance Manual and donor regulations; including systems for cash flow management,
budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-
keeping, grant management and compliance.
3. Train and supervise finance staff in all the programs.
4. Maintain banking relations and plan and monitor cash flow requirements to ensure the smooth implementation
of TYF projects.
5. Prepare monthly standard accounting submissions to the Finance, including general ledger files, account
reconciliations, expenditures by cost center/project, as well as other financial information in a timely and
accurate manner.
6. Prepare monthly management reports to the Finance Manager and Program staff as required, including
expenditures by cost center/project and other financial information, in a timely and accurate manner.
7. Assists the Programme Manager /Programme team in preparing budget proposals and budget.

8. Lead in monitoring grants, programme management budgets, and bring to the attention for the Roving
Finance Manager/Programme Manager for any significant variances.

• Check and validate all financial transactions including adjusting journal entries to ensure that they are
properly coded, properly supported and within the budget holders’ limit to minimise the number of correction
miscoding

• Undertake and monitor all payments, including partner organizations, and ensure smooth, timely issuing for
payments and all financial transactions of TYF, including projects, are in line and compliance with TYF
policies and within the authorization limits.
• Review the monthly payments for all transactions and programs and ensure all supporting documents are
reviewed and ready for donors and auditing.
• Review financial reports issued by the Finance Officers and compare with the GL transactions, for review by
the Finance Manager, to donors in line with donors’ requirements and templates.
• Ensures the implementation of TYF’s internal controls, finance policies, systems and procedures that it
conforms to the minimum and mandatory financial standards.
• Interacts with internal and external auditors in any field visits for completion of regular audits as needed.
• Assist in developing annual fiscal year budgets together with the Finance Manager.
• Continuously stay abreast with donor policies, procedures, rules and regulations; compile and update applicable
local policies; train TYF staff in these policies.
• Ensure compliance with the financial policies and procedures.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to TYF and to not
jeopardize its humanitarian mission.
• Other duties as assigned.

SUPERVISORY RESPONSIBILITY:
Finance Officers in TYF Head office and all branches.

REPORTS DIRECTLY TO: Finance Manager

KNOWLEDGE AND EXPERIENCE:


 Four or more years of general ledger accounting experience is required.
 A university degree in accounting is required.
 Two years experience in the Finance Department of an international NGO is preferred.
 Demonstrated competency with computerized general ledger software
 Advanced computer skills in MS Office programs, particularly Excel
 Prior management experience and strong organizational skills
 Excellent oral and written English skills

SUCCESS FACTORS:
The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-
task, meet deadlines and process information in support of changing program activities is necessary. A high professional
standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with TYF and
donor policies and procedures is essential. The Senior Finance Officer must be willing to travel to TYF field offices and
project sites.
