ABSTRACT

Tourism is a good driver of development for emerging countries

like the Philippines. Because the country is rich in natural

wonders and consists of hundreds of islands to explore, people

from around the world visits the country to experience the nature

and picturesque scenes of the “Pearl of the Orient”. Utilization

of the potential of tourism in the country gave way to the

development of Cabiao Floating Market which is considered as the

“first of its kind” tourist destination in Nueva Ecija,

Philippines. The development of Cabiao Floating Market, in one way

or another, affected the lives of the residents of Barangay Santa

Rita.

This study aims to focus more on how the Cabiao Floating

Market affected the residents of Barangay Santa Rita and how they

perceive the floating market as a tourist destination, business

hub and a cultural representation of the locality.

Specifically, the study sought answers to the profile of the

respondents, effects and impact of the development of Cabiao

floating market and the expectations of residents towards the

completion of the development of Cabiao floating market.

Major Findings

The findings of this study are summarized as follows:

1. Profile of the Respondents

Twelve (12) or 40% of the respondents were under the age

bracket of 15-24 years old; ten (10) or 33.33% of the respondents

are 25-64 years old while eight (8) or 26.66% of the respondents

are aged sixty-five (65) and above. Whereas, sixteen (16) or 53.33%

are females and fourteen (14) or 46.66% are males.

The researcher is able to yield equal responses from the

barangay divisions namely Purok 2, Purok 3, Purok 5, and Purok 7.

Meanwhile, Purok 4, Purok 6 and Purok 8 were not able to reach the

standard of four respondents so these divisions only have 3

respondents each. Purok 1 has the most participative respondents

having a total of 5 respondents in the division.

2. Effects of the Development of Cabiao Floating Market

Seventy-five percent (75%) of the respondents have a negative

perception on the effectiveness of the Cabiao floating market in

uplifting the economy of the locality. However, the respondents

agreed that even when the operation hours are limited, the floating

market is still an effective tourist attraction for Cabiao.

Majority of the respondents also said that the Cabiao floating

market is not yet efficient in providing livelihood to the

residents and the cultural promotion is still low and barely

recognized. Further, the respondents have mixed perceptions to the

environmental effect of the development. Some of the respondents

perceive the development as an opportunity for the beautification

of the Nabao Lake but some thinks that the development of the

Cabiao floating market added to the threats for the preservation

of the natural environment of the Nabao Lake.

Despite the negative perceptions, majority of the respondents

are very enthusiastic and optimistic for the future development of

the floating market.

3. Impact of the Development of Cabiao Floating Market

Twenty-three (23) or 76.66% of the respondents admitted that

the Cabiao floating market has brought no significant changes in

their lifestyle while the remaining seven (7) or 23.33% said that

it somehow affected their way of living because the floating market

became their go-to place for family bonding and past time.

Even though the floating market created strategies to promote

the culture and products of the Kabyawenos, majority of the

respondents said that it is not yet enough to make a significant

cultural impact and awareness for them. Furthermore, thirteen (13)

respondents reacted positively to the environmental impact of the

floating market to them. Meanwhile, seventeen (17) respondents

answered that the Cabiao Floating Market did not really affect

their environmental awareness in a positive manner but it made

them realize how the development really became a threat to the

natural environment.

4. Expectations of Residents towards the completion of the

development of Cabiao Floating Market

Majority of the respondents have shown a positive attitude

towards the future development of the Cabiao Floating Market. They

are enthusiastic about helping and supporting the Cabiao Floating

Market to further improve its development.

Conclusions

After the investigations, sufficient number of evidences,

thorough analysis and careful interpretation, the researcher have

arrived at the following conclusions:

1. The respondents are in the right age range and are matured

enough to have a casual understanding about the impact of

Cabiao floating market to barangay Santa Rita.

2. The findings revealed that the economic, tourism, socio-

cultural and environmental aspect of the Cabiao floating

market is not balanced. Although the development excels in

its tourism, the economy is not yet fully stable and

established. Likewise, the culture of the locality is not

effectively promoted and the natural environment is still

at risk.

3. Majority of the respondents admitted that the Cabiao

floating market has not affected or changed their

lifestyle. It also did not contribute to their cultural

values and awareness. It did awaken their environmental

awareness and it motivated the respondents to be

responsible for the cleanliness of the floating market but

the welfare and preservation of the Nabao Lake has become

their major concern.

Recommendations

In the light of the findings of this study and the conclusions

derived therefrom, the researcher came up with the following

recommendations:

1. The authorities and bodies involved in the development of

Cabiao Floating Market should create and implement more

livelihood trainings and programs that features the creation

of authentic crafts and locally available products that Cabiao

has. It can be a good source of skills and income for the

residents and it can be used to promote the culture of the

locality.

2. The local government should increase community engagement and

including the residents in managing and maintaining the Cabiao

floating market. Through inclusivity, the residents will feel

more connected to the floating market which can affect their

point of view of the importance of the floating market to

their everyday living.

3. The residents must continue their act of volunteerism in terms

of maintaining the cleanliness of the Cabiao Floating Market.

By doing this, they can help in protecting and preserving the

natural environment of the locality. Further, tree planting

activities can also be done to compensate for the land that

is taken by the development.

4. Continuous research about the impact of the Cabiao floating

market is recommended to fully determine its short term and

long-term effects and influences especially since the

floating market was not fully developed yet. Future

researchers can explore different perspectives and aspects at

different phases of the development to widen the scope of

this study.

Chapter 1

THE PROBLEM AND ITS SETTING

Introduction

Tourism is a complex economic sector that give rise to the

movement of people locally and internationally for personal,

business and professional purposes. It is a flexible industry that

knows how to adapt to the changing needs and desires of people and

the current trends for economic, socio-cultural and environmental

aspects to bring out the best services they can offer to ensure

customer satisfaction, promote the culture of the locality and

secure a good revenue to keep the industry going. In fact, in the

annual analysis of the World Travel & Tourism Council (WTTC) about

the global economic and employment impact of Travel and Tourism in

2018, the sector is accounted for 10.4% of global Gross Domestic

Product (GDP) and yielded 10% of the total global employment. This

makes the travel and tourism sector a contributor of one out of

five of all global net jobs over the last five years. Generally

speaking, tourism industry can open a wide range of opportunities

not only for the economy but also other aspects affecting a country

if it is utilized well. Hence, tourism is a good driver of

development for emerging countries like the Philippines.

Natural attractions are the most visited tourist destinations

in the Philippines. Because the country is rich in natural wonders

and consists of hundreds of islands to explore, people from around

the world visits the country to experience the nature and

picturesque scenes of the “Pearl of the Orient”. According to the

Department of Tourism (DOT), aside from several tourism milestones,

the Philippines’ tourism revenue has reached a total of USD 9.31

billion in 2019, exceeding the 2018 receipts by 20.81%. This rising

percentage of development further emphasize the importance of

tourism in the country’s growth. That is why, different strategies

and projects are developed to further improve the tourism of the

country.

Cabiao Floating Market is the recently developed “first of

its kind” tourist destination in Nueva Ecija, Philippines. The 38-

hectare development is adjacent to a 2.7-kilometer Nabao Lake which

has been the all-time eco-tourism destination in the locality. In

a report of The Manila Times in 2020, the new tourist destination

is expected to attract more visitors that will elevate the tourism

industry of the town and help the community bounce back from the

economic challenges brought by the pandemic through job

opportunities and livelihood programs for the residents. Further,

the floating market aims to back up the national government’s

“Balik-Probinsya” program which encourages local folks to come

back to the province and help rebuild and strengthen the economy

of Nueva Ecija. The whole project aims to target multiple birds

with one stone in considering the economic, socio-cultural and

environmental aspect of the locality all in one go.

However, the development of Cabiao Floating Market seriously

affected the residents of Barangay Santa Rita, especially those

who are formerly residing in the location of the tourist

attraction. Many families needed to relocate and it affected their

daily living. Because of that, the municipality provided the

affected families housing projects to accommodate them and offered

jobs to compensate for the inconvenience of the development of the

floating market. Furthermore, the strict health protocols because

of the Covid-19 pandemic forces the new tourist attraction to close

its gate to visitors to ensure the safety of both tourists and the

locals.

The study aims to focus more on how the Cabiao Floating Market

affected the residents of Barangay Santa Rita and how they perceive

the floating market as a tourist destination, business hub and a

cultural representation of the locality. The researcher has the

strong desire to contribute in the improvement of the on-going

project and would like to determine the impact of the development

of Cabiao Floating Market to the residents of Barangay Santa Rita

Cabiao, Nueva Ecija.

THEORETICAL FRAMEWORK

This study is anchored on the Theory on Customer Satisfaction

(Thomassen, 2003) stating how the perception of the customer is a

result of consciously or unconsciously comparing their experiences

with their expectations.

Thomassen’s Customer Satisfaction Theory emphasizes that the

value proposition and other influences have an impact on final

customer satisfaction. Factors such as word-of-mouth, personal

needs, past experiences, and marketing and public relations is an

indicator of customers’ needs and expectations. The customer’s

satisfaction level was based on the comparison between expectations

and experiences (Thomassen, 2003).

Thus, this theory sets a strong foundation for the study to

analyze and determine the impact of the Cabiao floating market to

the residents and how effective the market is in meeting the goals

and expectations set for its development.

Hence, the researcher utilized the Input-Process-Output

Approach in determining the impact of the development of Cabiao

Floating Market to the residents of Barangay Santa Rita.

Particularly, the research paradigm of the study is presented in

Figure 1.

The input elements include the profile of the respondents and

effects of the development of the floating market to them in terms

of economic, tourism, socio-cultural and environmental aspect

followed by the impact of floating market in their lifestyle,

income and cultural and environmental awareness.

The process element contains the data gathering techniques

which includes digital structured interviews, observations and

documentation.

The output element contains the clarified conception of the

impacts of the Cabiao floating market to the residents.

STATEMENT OF THE PROBLEM

This study was conducted to determine the impact of the

development of Cabiao Floating Market to the residents of Barangay

Santa Rita Cabiao, Nueva Ecija and the findings of this study shall

be used as bases for the improvement of the development and similar

proposed projects.

Specifically, the study sought answers to the following

questions:

1. How may the profile of the respondents be described in terms

of age, sex and residency?

2. What are the effects of the development of the floating market

in terms of?

SIGNIFICANCE OF THE STUDY

The study was conducted to know the impact of the floating

market to the residents of Barangay Santa Rita. The results of

this study are envisioned to benefit the following:

Developers. The consideration of the feedback from the

floating market’s end-users will help the developers improve the

strategies to be used for the development of the floating market.

Local Government. The result of this study will shed light to

the possible problems that the residents encounter as an aftermath

of the development of the floating market. Through this study,

local government can improve the plans for the welfare and

livelihood of the residents.

Entrepreneurs. Determining the resident’s perception will

give ideas to business owners to formulate strategies for effective

business and trade to increase their revenue from the floating

market. This can also help them decide on how to create more job

opportunities for the people and attract visitors through effective

business plans.

Residents. This study will be a tool for the residents’

awareness, understanding and appreciation of the Cabiao Floating

Market. The findings of this study can be a wake-up call for the

residents to be involved and give importance to the development of

the floating market as they are the primary beneficiaries of the

project.

Future Researchers. Only few local studies are conducted to

analyze the impact of such tourist attraction to the people. This

study will be a guide and a basis for the future researchers who

would like to expand the parameters of the research or conduct

similar research that is based on different location.

SCOPE AND DELIMITATION OF THE STUDY

This study will determine the impact of the development of

Cabiao Floating Market to the residents of Barangay Santa Rita

Cabiao, Nueva Ecija. The primary subjects of this research study

will consist of senior citizens, working adults and youth who are

all permanent residents of Barangay Santa Rita. The respondents of

this study will be selected based on how frequent they visit the

floating market and how they are related to the development.

For the safety of both the researcher and the respondents,

digital interviews will be used to acquire data given that all the

information to be collected will be asked for permission from the

respondents for documentation.

Gross Domestic Product (GDP)is the market value of all the

REVIEW OF RELATED LITERATURE AND STUDIES

According to Fink (2014), literature reviews are designed to

provide a description, summary and critical evaluation of the

books, scholarly articles and other sources of relevant information

that works in relation to the research study being investigated.

Thus, this chapter presents the ideas, researches, conclusions and

other related literature from other authors and researchers that

help strengthen the foundation of this research study. Similar and

relevant sources of literature and studies were included in this

chapter to further understand the theme of the study, the aspects

it will affect and its significance.

2.1. FLOATING MARKETS IN THAILAND

Thailand is the home of the well-known floating markets around

the world such as Damnoen Saduak market, Amphawa floating market,

Lok Baintan floating market, etc. These markets are deeply rooted

in the history of the country where people used to trade

agricultural goods by means of rivers and canals and the lived

experiences of Thai people as vendors and barterers of goods

through the years. Originally, these livelihoods turned tourist

attractions are called ‘market on appointment’, by which it means

markets that took place at certain times and places. Hence, until

today, Thailand’s floating markets became a place for gathering

and interaction for trade, tourism and social relations. (C.

Pongajarn et al.).

It is undeniable that the floating markets affected Thailand

in different aspects especially in terms of economy, culture and

the environment. The activities offered in the floating markets of

Thailand are the main reasons for tourist visits. According to

the data from the Cultural Tourism Guidelines in Klonghae Floating

Market, 27% of the tourists that visits the floating market buy

local products from the local vendors. Food tourism comes to the

second main reason of tourist visits of the floating market with

a total of 21.5%. Relaxation, photography and sight-seeing

activities comes next with 16.4%, 15.2% and 10.9% consecutively.

Tourist visits that are focused on cultural studies also get a

percentage of 9%, which completes the data (Supavarasuwat, 2021).

2.1.1. ECONOMIC IMPACT OF THAILAND FLOATING MARKETS

The economic impact of Thailand floating markets differs on

how it was used as a business and trade hub. In a study about the

impact of Damnoen Saduak floating market to the agricultural

society and tourism community, Thongpanya (2018) revealed that the

occurrence of the floating market made a positive impact to the

community since it provided employment and monetization of the

community members. Likewise, Sukkasem (2012) found out that Amphawa

floating market also garners more local community income because

that tourism activities in Lok Baintan floating market still cannot

improve the socio-economic life of traders due to lack of financial

source and low income because of the low sales of products. It is

revealed in the study that one of the reasons why the locals have

low income is because tourists come to the floating market to take

photos and not avail the products being sold at the market. Also,

there is lack of government role in the tourism activities and no

community organizations are managing the floating market.

Therefore, these studies revealed that the improvement and

development of floating market greatly relies on how the local

community support the operations of the floating market. Successful

management of the tourist attraction makes a good revenue for the

locality and therefore improves the economic status of the locals.

Moreover, lack of support from community and local government and

lack of financial source can affect the floating market negatively.

2.1.2. SOCIO-CULTURAL IMPACT OF THAILAND FLOATING MARKETS

According to the Framework of Convention on Tourism Ethics by

the United Nations World Tourism Organization (UNTWO), tourism

policies and activities shall respect, protect and preserve the

cultural heritage and identity of the locality. In the case of the

Thailand floating markets, although initially aims to promote the

culture of the locality, the tourism attractions negatively impact

the socio-cultural aspect of the locality. Because of the changing

demands and trends in the tourism industry, the tradition and

culture of the country is being affected, threatening the

conservation and preservation of the cultural identity of the

place.

Study shows that because of tourists’ demands, traditional

lifestyle in Damnoen Saduak floating market needs to be adjusted

to cater the needs of the customers. This therefore decrease the

uniqueness of the community (Supavarasuwat, 2021). Furthermore,

the same study reveals how the attitude of the local residents

were affected by the demand of tourism and instead of generosity,

competition arises to be able to sell products to tourists.

Lack of human resource and social assets affects the traders

in Lok Baintan floating market (Arisanty et.al., 2018). Findings

showed that poverty is still the main problem of the floating

market traders due to lack of education, training and expertise in

craft making which is one of the sources of products to be sold in

the floating market.

Culture, tradition and livelihood co-exist in the Thai

community and if one of these were affected, and so the other

aspects of the community. Even though Thailand is rich in culture

and tradition, the studies showed how its people tries to adjust

their own culture just to satisfy the tourists. Furthermore,

despite the popularity of the floating market to the tourists all

around the world, some traders are still in the state of poverty.

2.1.3. ENVIRONMENTAL IMPACT OF THAILAND FLOATING MARKETS

Environmental problems are inevitable for facilities like the

floating market. Since most of the activities of the market are

done in boats, the water in floating markets is the most affected

by the pollution and wastes from the market. Since there is low

water quality in the canals where the floating markets are located,

people cannot use the water in the rivers and canals for

consumption (Supavarasuwat, 2021). Similar results were found in

the water quality of Amphawa floating market wherein the research

found that activities cause the rise of water problems in Amphawa

and therefore, the water need to settle pre-treatment before it

can be used for consumption.

2.2 FLOATING MARKET IN THE PHILIPPINES

The municipality of Sitangkai is a first-class coastal

municipality in the province of Tawi-Tawi, under the Autonomous

Region in Muslim Mindanao (ARMM), Philippines. Sitangkai island is

known as a ‘water world’ because most of the residential houses,

government offices and commercial business establishments are

built on stilts (Lee, 2020). The main transportation system in the

municipality is through water thus earned its moniker as the

“Venice of the Southern Philippines”. Because most of the business

in Sitangkai is done through boats, it is mostly compared to the

floating markets like those in Thailand and Vietnam.

Sitangkai floating market is the main source of goods in the

municipality. Fish vendors in the municipality sells sea products

fresh from the sea as they sell fish and other products in their

boats. The municipality is also known for its seaweed products and

other crafts like mat weaving. Further, residents also sell

imported products from its neighboring country Malaysia. However,

despite the amount of sea products and other imported goods

available in Sitangkai, residents still suffer from water scarcity

that affects their daily living (Lee, 2020).

Chapter 3

RESEARCH METHODOLOGY

This chapter presents the methods and procedures to be

conducted by the researcher in order to determine the impact of

the development of Cabiao Floating Market to the residents of Sta.

Rita Cabiao, Nueva Ecija. It includes the research design, research

locale, sample and sampling procedure, data gathering techniques

and data gathering procedures.

Research Design

Research design refers to the overall strategy that the

researcher chooses to integrate different components of the study

in a coherent and logical way in order to effectively address the

research problem (W.M.K. Trochim, 2006).

Qualitative approach is employed for this study. Qualitative

research collects and works with non-numerical data that seeks to

interpret meaning from the data that help understand social life

through studying targeted populations or places (Crossman, 2020)

Under the qualitative approach is phenomenology which

explores the lived experiences of people over a certain phenomenon.

Phenomenological methods are effective at describing the

experiences and perceptions of individuals from their own

perspectives. Experiences being describe in phenomenological

approach includes not only the experiences of sensory perception

but also intellectual thought, emotion, desire, volition and action

(Sakrak, 2021).

The researcher opted to use this kind of research design

because of the desire to acquire first hand data from the

respondents so as to formulate rational conclusions and

recommendations for the study.

Research Locale

The research was conducted in Barangay Santa Rita Cabiao,

Nueva Ecija.

Barangay Santa Rita is more or less 4 kilometers from the

municipal center of Cabiao and it is bounded by Barangay Santa

Ines and Barangay Sinipit on the east, Barangay San Carlos and

Barangay Santa Isabel on the west, Barangay San Roque on the north

and Barangay Concepcion on the south.

Santa Rita is an agricultural barangay where majority of its

population dwells on farming as its main source of income. It has

a total land area of 826 hectares wherein most of it are farm

lands. Palay, corn and other crops are the major farm produce.

It has a total population of 9,825 in which 4,905 are female

and 4,920 are male. The Barangay’s total registered voters are

4,987. It has a total household of 1,790 with 1,825 families.

Roman Catholic dominates the Barangay when it comes to religious

affiliation, while others are Jehovah’s Witness, Iglesia ni Cristo,

Protestants and Baptists.

The barangay’s vision is:

All of the respondents of this study were chosen using

purposive sampling. Purposive sampling is the purposeful selection

of a participant due to the qualities the participant possesses

persons who have the knowledge and background on the subject of

the study to obtain a more relevant information that will answer

the research questions.

Respondents of the Study

In this study, there were 8 sets of respondents involved. The

selected senior citizens, adults and youth who are all permanent

residents of Barangay Santa Rita were the participants in

determining the impact of the development of Cabiao Floating

Market. They were chosen because the researcher believes that they

have the lived experiences and a close connection to the existing

Cabiao Floating Market. The illustration of distribution of

respondents is shown in Table 1.

After the interview questions has been validated, the

researcher sought the approval of her research adviser in order to

make an interview with the selected residents of Barangay Santa

Rita about their personal experiences and perceptions about the

development of the Cabiao Floating Market. With the approval and

consent given by the research adviser, the researcher began

interviewing and recording all the answers of the respondents with

full authority and permission from the respondents themselves.

1. Data Gathering Instruments

The research instruments used for this study are structured

online interviews, casual observations and documentation.

1.1 Structured Online Interviews

Structured online interviews were used for this study to

validate the data collected from the respondents. Structured

interviews are composed of predetermined questions that aims to

anchor the interview to obtain the necessary information needed

for the study. The respondents were asked by the researcher as

soon as specific questions were constructed.

1.2 Casual Observations

Casual observations are the supporting details that is rooted

from the perceptions of the researcher towards the development of

Cabiao Floating Market.

1.3 Documentation

Documentation is an important part of any data gathering

procedure. It will present all the evidence and valid process

undertaken to complete the study.

2. Data Gathering Procedure

In this study, the researcher used structured online

interviews, casual observations and documentation to be able to

record the answers of the respondents. The researcher interviewed

a total of thirty (30) respondents.

Each respondent who confirmed to the letter of invitation for

online interview were contacted in their allotted time. Online

interviews were chosen by the researcher for the safety and

convenience of the respondents as well as for compliance to the

Covid 19 protocols in the barangay. The purpose of the study,

respondent’s confidentiality and data reporting is explained to

each participant before the actual interview. Pseudonyms were used

to ensure the confidentiality and privacy of the respondents.

To ensure validity of the interview data, all interview

transcripts were reviewed and checked by the researcher for

accuracy.

This chapter presents all the data gathered in this study

which had been carefully analyzed and described using Descriptive

Approach.

Table 2 shows the distribution of respondents based on their

age, sex and residency. The table shows that the participation of

the youth in the study was the highest, having a total of 46.66%.

A total of 10 adults were able to participate as respondents to

the study garnering 33.33% of the total respondents. Senior

citizens have the least number of respondents with only 26.66% of

the total percentage.

The distribution of respondents based on sex almost divided

the respondents in half with a total of 16 female respondents and

14 male respondents. But female respondents still led the number

with a total of 53.33%.

Through purposive sampling, respondents were selected with

the best and most relevant qualities and knowledge they have about

the topic being discussed in the study. However, the availability

of respondents was challenged by the current situation. Thus, the

distribution of respondents per barangay division is not equal.

The researcher is able to yield equal responses from the barangay

divisions namely Purok 2, Purok 3, Purok 5, and Purok 7. Each of

the mentioned division have four (4) respondents each. Meanwhile,

Purok 4, Purok 6 and Purok 8 were not able to reach the standard

of four respondents so these divisions only have 3 respondents

each making up the 30% of the total respondents. Purok 1 has the

most participative respondents having a total of 5 respondents in

the division.

As can be concluded from the distribution of respondents in

the different fields, the youth is the most participative among

the three age brackets. Furthermore, there is no gender

discrimination in the selection of the respondents because both

male and female residents of Santa Rita have been very active in

participation. Also, proximity to the Cabiao Floating Market did

not affect the engagement of the residents to the tourist

destination at all since the farthest barangay division were able

to provide more respondents than those who are near the

development.

2. Effects of the Development of Cabiao Floating Market

In general, the effects of the development of Cabiao Floating

Market varies based on respondents’ observations and how they

personally perceive the development as consumers. On different

aspects such as economy, tourism, socio-cultural and environment,

their responses were based on personal experiences.

2.1. Economy

Majority of the respondents answered negatively when

asked about the economic effects of the development of the

Cabiao Floating Market to Barangay Santa Rita. Most of the

respondents said that the Cabiao Floating Market did not

really perform well economically as expected due to different

challenges faced by business owners that operates business in

the floating market.

“Businesses did not operate in the Cabiao Floating Market

in the long-run. Maybe it's because of the rent, the location,

and the overall marketing plan.”

floating market because it doesn’t operate on a daily basis.”

From the data that has been collected, the reasons for

the slow economic progress of the Cabiao Floating Market were

identified. Respondents emphasized that the unstable

operations of the market were affecting the business owners.

Cabiao Floating Market is only open during holidays and during

municipal organized events to control the number of tourists

that visits the market since the social distancing protocols

due to the Covid 19 pandemic was not yet fully lifted. This

affected the business owners because their revenue was too

low as compared to the payment for the rent and it has caused

a number of businesses to shut down.

Some of the respondents indicated that the overall

marketing strategy of the Cabiao Floating Market is also a

factor why the market is not clicking. Based on observations,

residents of Santa Rita still prefer buying goods and other

products to the main public market of the municipality even

if it is far because there is not much products sold in Cabiao

Floating Market.

But despite of the negative perception of the residents,

twenty-three (23) of out thirty (30) respondents perceive the

Cabiao Floating Market as an opportunity for economic growth

if plans were made to improve the economy of the market.

2.2. Tourism

The seasonal operations in the Cabiao Floating Market

made a domino effect not just in the economy but also the

tourism of Barangay Santa Rita. Since it started operating in

the midst of the pandemic, the people visiting the Cabiao

Floating Market is controlled hence affecting the economy

negatively. However, nineteen (19) or 63.33% of the

respondents agreed that the development of Cabiao Floating

Market made a positive effect to the tourism of the locality.

“At some point it is effective. It attracts people from

nearby places to go and visit CFM.”

Consequently, Cabiao Floating Market did affect the

economy and tourism in a way that is visible to their

perspective. Hence, it can be concluded that how the

respondents react to the questions that were asked on them

was purely based on how Cabiao Floating Market appeals to

them as a tourist hub. That is why, when asked to describe

their connection and relationship to the floating market and

if they were supporting or will support the development, most

of the respondents answered with conditions. Apparently, the

residents of Barangay Santa Rita are enthusiastic in

supporting the development of Cabiao Floating Market if the

market will be managed well.

“As a resident, I show my support in Cabiao Floating

Market by promoting it social media so it can reach a lot of

people and maintaining the cleanliness of the place.”

Floating Market which has resulted into divided perceptions.

Because of the development of the floating market, some of the

respondents shared how the market contributed to the proper

waste disposal and cleanliness of the environment as compared

to when the floating market isn’t developed yet.

for environmental and cultural identity. This Cabiao Floating

Market Project and the previous campaign that I handled were

almost similar. Right now, I can clearly say that they are

doing it the wrong way.”

Even with the continuous improvement of Barangay Santa

and the municipality of Cabiao, the respondents are still

concerned about the impact of the project to the natural

environment. Hence, helping to clean the surroundings is a

voluntary task for them to give contribution into the

beautification and preservation of the area.

3. Impact of the Development of Cabiao Floating Market

How the development of Cabiao Floating Market influenced

the living, perceptions and awareness of the respondents is

an important factor to determine the major findings of this

study. Thus, throughout the interview, the respondents were

asked what has changed in their lifestyle, their cultural

awareness and environmental awareness since the Cabiao

floating market started its operation.

3.1. Lifestyle

Even with becoming a sudden tourist attraction that has

garnered attention from the nearby places, Cabiao Floating

Market has brought no significant change in most of the

respondent’s lifestyle at all.

Since the operation of the floating market was seasonal

and does not really operate daily, the respondents were not

that affected to any changes or concerns about the floating

market. Gathering restrictions from the Covid 19 protocols

also affected the engagement of the respondents to the

floating market.

3.2. Cultural Awareness

Majority of the respondents said that the Cabiao floating

market is not yet able to effectively promote the culture of

the locality since they see no cultural representations in

the market yet. Even though the floating market has an

existing souvenir shop that aims to promote the culture and

products of the Kabyawenos, it is not yet enough to make a

significant cultural impact and awareness for the

respondents.

3.3. Environmental Awareness

Since the floating market was situated in an area that is

highly affecting the natural environment of Barangay Santa

Rita, the respondents react differently about the

environmental awareness that the development of Cabiao

Floating Market. A total of 13 respondents reacted positively

as they said that the floating market made them realize the

importance of cleanliness and being responsible for their own

trash to not harm any further the Nabao Lake. Meanwhile, 17

respondents answered that the Cabiao Floating Market did not

really affect their environmental awareness in a positive

manner but it made them realize how the development really

became a threat to the natural environment.

4. Expectations of Residents towards the completion of the

development of Cabiao Floating Market

As a continuously growing business and tourist destination,

the full potential and capabilities of the Cabiao floating

market can’t be determined yet. However, the respondents were

very optimistic that the floating market will be a very great

opportunity for economic, tourism, socio-cultural and

environmental development if it will be managed accordingly.

“I'm looking forward that the businesses there will

become successful and somehow will gain their investments

through the help of good revenue. I am also looking forward

that the Floating Market will be consumer friendly when it

comes to the price of the items that is being for sale in

there.”

“If they make it more budget friendly for business owners

who want to enter the market, it can become the heart of

Cabiao. This will allow businesses to stay at the market in

the long run. The more enterprises there are, the more people

will come, and the floating market will become more vibrant.

SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

This chapter presents the summary of findings, conclusions

and recommendations yielded through comprehensive study and

thorough analysis of data.

Summary

The main purpose of this study was to determine and describe

the impact of the development of Cabiao Floating Market to the

residents of Barangay Santa Rita Cabiao, Nueva Ecija. The method

of research used in this study is descriptive and phenomenological

approach.

Basic instruments in the form of casual observations and

documentation were used to gather the information for this

undertaking. Likewise, structured online interviews among

respondents were conducted.

The respondents in this study were the selected senior

citizens, adults and youth who are all permanent residents of

Barangay Santa Rita.

Specifically, the study sought answers to the following

questions:

1. How may the profile of the respondents be described in terms

of age, sex and residency?

2. What are the effects of the development of the floating market

in terms of?

Major Findings

The findings of this study are summarized as follows:

1. Profile of the Respondents

Twelve (12) or 40% of the respondents were under the age

bracket of 15-24 years old; ten (10) or 33.33% of the respondents

are 25-64 years old while eight (8) or 26.66% of the respondents

are aged sixty-five (65) and above. Whereas, sixteen (16) or 53.33%

are females and fourteen (14) or 46.66% are males.

The researcher is able to yield equal responses from the

barangay divisions namely Purok 2, Purok 3, Purok 5, and Purok 7.

Meanwhile, Purok 4, Purok 6 and Purok 8 were not able to reach the

standard of four respondents so these divisions only have 3

respondents each. Purok 1 has the most participative respondents

having a total of 5 respondents in the division.

2. Effects of the Development of Cabiao Floating Market

Seventy-five percent (75%) of the respondents have a negative

perception on the effectiveness of the Cabiao floating market in

uplifting the economy of the locality. However, the respondents

agreed that even when the operation hours are limited, the floating

market is still an effective tourist attraction for Cabiao.

Majority of the respondents also said that the Cabiao floating

market is not yet efficient in providing livelihood to the

residents and the cultural promotion is still low and barely

recognized. Further, the respondents have mixed perceptions to the

environmental effect of the development. Some of the respondents

perceive the development as an opportunity for the beautification

of the Nabao Lake but some thinks that the development of the

Cabiao floating market added to the threats for the preservation

of the natural environment of the Nabao Lake.

Despite the negative perceptions, majority of the respondents

are very enthusiastic and optimistic for the future development of

the floating market.

3. Impact of the Development of Cabiao Floating Market

Twenty-three (23) or 76.66% of the respondents admitted that

the Cabiao floating market has brought no significant changes in

their lifestyle while the remaining seven (7) or 23.33% said that

it somehow affected their way of living because the floating market

became their go-to place for family bonding and past time.

Even though the floating market created strategies to promote

the culture and products of the Kabyawenos, majority of the

respondents said that it is not yet enough to make a significant

cultural impact and awareness for them. Furthermore, thirteen (13)

respondents reacted positively to the environmental impact of the

floating market to them. Meanwhile, seventeen (17) respondents

answered that the Cabiao Floating Market did not really affect

their environmental awareness in a positive manner but it made

them realize how the development really became a threat to the

natural environment.

4. Expectations of Residents towards the completion of the

development of Cabiao Floating Market

Majority of the respondents have shown a positive attitude

towards the future development of the Cabiao Floating Market. They

are enthusiastic about helping and supporting the Cabiao Floating

Market to further improve its development.

Conclusions

After the investigations, sufficient number of evidences,

thorough analysis and careful interpretation, the researcher have

arrived at the following conclusions:

1. The respondents are in the right age range and are matured

enough to have a casual understanding about the impact of

Cabiao floating market to barangay Santa Rita.

2. The findings revealed that the economic, tourism, socio-

cultural and environmental aspect of the Cabiao floating

market is not balanced. Although the development excels in

its tourism, the economy is not yet fully stable and

established. Likewise, the culture of the locality is not

effectively promoted and the natural environment is still

at risk.

3. Majority of the respondents admitted that the Cabiao

floating market has not affected or changed their

lifestyle. It also did not contribute to their cultural

values and awareness. It did awaken their environmental

awareness and it motivated the respondents to be

responsible for the cleanliness of the floating market but

the welfare and preservation of the Nabao Lake has become

their major concern.

Recommendations

In the light of the findings of this study and the conclusions

derived therefrom, the researcher came up with the following

recommendations:

1. The authorities and bodies involved in the development of

Cabiao Floating Market should create and implement more

livelihood trainings and programs that features the creation

of authentic crafts and locally available products that Cabiao

has. It can be a good source of skills and income for the

residents and it can be used to promote the culture of the

locality.

2. The local government should increase community engagement and

including the residents in managing and maintaining the Cabiao

floating market. Through inclusivity, the residents will feel

more connected to the floating market which can affect their

point of view of the importance of the floating market to

their everyday living.

3. The residents must continue their act of volunteerism in terms

of maintaining the cleanliness of the Cabiao Floating Market.

By doing this, they can help in protecting and preserving the

natural environment of the locality. Further, tree planting

activities can also be done to compensate for the land that

is taken by the development.

4. Continuous research about the impact of the Cabiao floating

market is recommended to fully determine its short term and

long-term effects and influences especially since the

floating market was not fully developed yet. Future

researchers can explore different perspectives and aspects at

different phases of the development to widen the scope of

this study.
