Priority Strand Training Module for PPSSH Strand 5.5
INTRODUCTION
This module underscores Strand 5.5. Community Engagement from Domain 5: Building
Connections, which focuses on the importance of Home-School-Community Partnership in the
school system.
This module applies the theories on home-school-community partnerships that centers on
honing school head’s competence in engaging stakeholders and taking initiatives to help improve
school communities and gain support for learner development by building a network of
stakeholders (learners, parents, teachers, alumni, authorities, and other stakeholders). Moreover,
this module simulates processes, tools, and skills in dealing and forging relationships with
stakeholders.
The participants will perform differentiated activities according to their career stage in this
strand:
Career Stage 1 Involve the community, such as parents, alumni, authorities, industries and other stakeholders, in
school programs, projects and activities to gain support for learner development, as well as school and community
improvement.
Career Stage 2 Initiate partnerships with the community, such as parents, alumni, authorities, industries and other
stakeholders, to strengthen support for learner development, as well as school and community improvement.
Career Stage 3 Empower the community, such as parents, alumni, authorities, industries and other stakeholders, to
participate in addressing concerns on learner development, as well as school and community improvement.
Career Stage 4 Lead the community, including parents, alumni, authorities, industries and other stakeholders, in
creating collaborative actions in solving complex issues on learner development, as well as school and community
improvement.
TRAINING OUTCOMES
1. Demonstrate a deeper and reflective understanding of the concepts of school leadership, resources
management, and instructional supervision founded on school systems, policies, guidelines, and mechanism;
2. Reflect on the gaps in the existing programs and practices that affect the delivery of high-impact
leadership and management of stakeholders, resources, and instruction.
3. Develop an effective management plan that addresses the gaps and empowers a network of
stakeholders in developing high quality instruction, strong school culture, and job-embedded professional
development for school personnel.

MODULE OBJECTIVES
At the end of the 10-hour training engagement, teachers/ school heads/ supervisors will be able to:
1. Manifest reflective understanding of the various theories and concepts about community engagement
and partnership to support the school system.
2. Determine approaches and strategies in establishing community engagement, partnerships and
networks.
3. Prepare a management plan that reflects a community partnership framework.

REA How can home-school-community partnerships help improve school communities and gain
D support for learner development?
The school head must examine the community in which the school lies to create good
relationships with its members. Communities maybe composed of different ethnic, religious,
and socio-economic groups that may have either mutual or divergent interests. Recognizing
the diversity within the community and understanding its characteristics, power-balance
components, as well as its traditions, must be a primordial step for the school principal before
beginning to build the relationship. (UNESCO International Institute for Educational Planning)
This same community can provide learners with opportunities to develop their civic
responsibility and apply classroom learning through meaningful service to the community
(Service-Learning Methodology).

School Heads in Career Stage 1 are expected to prepare a list school projects and activities
addressing learner development, as well as community improvement, and identified sectors of
the community can get involved and how this involvement can be made possible.
School Heads in Career Stage 2 will create a program of school projects and activities involving
specific sectors of the school community to support learner development, as well as community
improvement.
School Heads in Career Stage 3 are tasked to complete an action plan with the concerned
sector/s of the community to address identified school or community issues using a specific
learning approach (e.g. Project-based Learning Approach).
School Heads in Career Stage 4 will draft policies and procedures to support the empowerment
of the community aimed to address concerns on learner development, as well as school and
community improvement.
