Smoking is a practice in which a substance is burned and the resulting smoke breathed in to be

tasted and absorbed leaves of the tobacco plant which have been rolled into a small square of rice

paper to create a small round cylinder called a “cigarette”. Smoking is one of the most common forms

of recreational drug use. Tobacco smoking is the most popular form, being practiced by over one billion

people globally, of whom the majority are in the developing countries. Smoking bans (or smoke-free

laws) are public policies, including criminal laws and occupational safety and health regulations, that

prohibit tobacco smoking in workplaces and other public places. Legislation may also define smoking as

more generally being the carrying or possessing of any lit tobacco product. Tobacco smoking in the

Philippines affects a sizable minority of the population. According to a 2009 survey conducted under

the auspices of the Philippines Department of Health, Philippines Statistics Authority, The World Health

the population are “current tobacco smokers”. This figure represents 17.3 million of 16.3 Organization,

of male smokers in the 10 –member Association of Southeast Asian Nations.Public smoking should not

be banned, prohibition of public smoking is not good yet it decreases the economic rate of the

country. The smokers pay for their leisure (cigarette) which helps our taxes to improve. Cigarette

improves the lives of the tobacco farmers and all those who depend on the industry to help for their

livelihood and promote the balanced and integrated growth and development of the economy.

According to National Tobacco Administration Highlights of Accomplishments for CY 2016,

amidst formidable issues and challenges in immediate past years which were foreseen to exert

negative impact on the industry (to include, aggressive global campaign against tobacco and smoking,

increasing health consciousness, increasing domestic taxation of tobacco e.g R.A 10351, and increasing

import liberation and global competition) NTA continued to be aggressive in its performance to fulfill

its twin mandate, to improve the lives of our tobacco farmers and all those who depend on the

industry for their livelihood and promote the balanced and integrated growth and development of the

tobacco industry to make agriculture a solid basis for industrialization, resulting to some significant
feats in the development of the local tobacco industry for the ultimate benefit of its stakeholder,

especially the tobacco farmers: The industry provides livelihood and substances to about 2.9 million of

stakeholders, including the 800,000 tobacco farmers and their families; in 2016, it generated PHP 85.93

billion in excise taxes, including other fees and duties, which help the government fund its education,

health, welfare, infrastructure and economic programs other the country under RA10351. In 2015, the

number of smoking Filipino adults reached 17.3 million, making the Philippines as the second largest

tobacco consumer in southest Asia, next to Indonesia. According to the Global Youth Tobacco Survey

(GYTS), more than one in four Filipino children aged 13-15 are smokers. Among those in this age group

who smoke, 17.5 percents are girls and 28.3 percent are boys. Cigarettes smoking are the most

common sources of secondhand and thirdhand smoke. It is noted that secondhand and thirdhand

smoke can cause disease and death to both smokers and non-smokers. The air pollution emitted by

cigarettes is 10 times greater than diesel car exhausted. Environmental tobacco smoke produces fine

particulate matter, which is the most dangerous element of air pollution for health.

The economic growth of the country would be much affected when the smoking ban would be

implemented. Smokers pay’s for their leisure, especially the tobacco and cigarettes. It also helps to

brought the country up. If the smoking will be banned, the farmers will also be affected as well as

because the farmers whose job is to plant tobacco to be used in the cigarettes has the possibility to

stop their money earning job. The stopping of there would be also the stop of the tobacco and the

production of cigarettes would be shut off and the imports of cigarette to the other country would also

be banned and that will cause the collapse our economic growth.
