operation the equipments and ancillary equipment under the supervision


of the successful tenderer in so far as the latter is responsible. The
successful tenderer shall also provide all insurance including third party
insurance as may be necessary to cover the risk. No extra payment
would be made to the successful tenderer on account of the above.

9- Insurance and Storage -:

All consignments are to be duly insured upto the destination from


warehouse at the cost of the contractor. The insurance covers shall be
valid till the equipment is handed over duly installed, tested and
commissioned.

10- Inspection by CEA-: After completion of the work, the contractor will
offer the same for inspection of Central Electricity Authority. The
contractor will extend all help including test facilities to the
representative of Central Electricity Authority. In case the contractor
fails to make desired facilities available during inspection, the
department reserve the right to provide the same at the risk & cost of
the contractor. The observation of Central Electricity Authority which are
a part of agreement will be attended by the contractor promptly. The
installation will be commissioned only after receiving clearance from
Central Electricity Authority. Inspection fees of Central Electricity
Authority will be borne by the department.

11. Losses of the transformers shall be in accordance with IS 1180-Part 1,


Level 3 Compliance.

12. The material in required quantity to be used in the work shall be got
approved from the Engineer-in-charge before its use at site. The
Engineer-in-charge shall reserve the right to instruct the contractor to
remove the material which, in his opinion, is not as per specifications.
13. Contractor shall preserve the copies of invoices, test certificates, gate
passes etc. to prove the genuineness of material/purchases. The
responsibility of procurement, genuine material of specialized works
shall rest with the contractor.
14. No inspection out side the country is permissible if required so the
same will be deemed to be waived off and necessary test reports shall
be submitted before the dispatch of equipment.
15. Agency has to provide all related diagram and calculation sheet for
protection system.

This specification covers the design, manufacture, testing, packing supply of HT Panel set having
One Incomer/Outgoing Panel, One Incoming Panel,two Outgoing Panel and One Bus-coupler
Panel, Indoor Type,Iron Clad Floor Mounted of 11kV, incorporating Vacuum Circuit Breaker

1.00 CONSTRUCTION:-
VCB Panel board shall totally enclosed, Single Bus Bar, Floor mountedMetal Clad, Indoor type

Effectively Earthed supply system comprising of housing for Breakers,mechanical interlocks,


safety shutters, 06 No Isolating Plugs and a VCB with three vacuum interrupters & epoxy
supports insulators and self-aligning finger type isolating contacts, Trucks having integral locking-
inDevice for insertion and withdrawal of VCB complete with necessary interlocks. Manual charged

2.00 Rating:

630A, 11KV, 500MVA, 3 Phase,50Hz system

3.00 Conforming to IS 3427, 12729& 13118 (1991) IEC-62271-100 & 62271-200 &
60694

4.00 Design: -The Switchboard Panel shall be designed so as to essentially include a VCB of
11KV, 630A, 500MVA 3 Phase, 50Hz for One Incomer/Outgoing Panel, One Incoming Panel, two
Outgoing Panel and One Bus-coupler Panel with Main Bus Bar rated for 12KV, 1000Amp Copper
Conductor, epoxy insulated.The panel shall be electrically operated trip free 630 Amp TP VCB with
mechanical ON & OFF indicators and spring charged motor,shunt tripping & closing coil
arrangement suitable for 110Volts DC Powerpack. The power pack of 110Volts DC to be included.
CTs shall be one setof Epoxy resin cast double core double ratio (as per BOQ) with 15VA burden
for all Feeders. The panel shall have protection scheme of microprocessor based numerical
relays (O/C+ E/F IDMT+Inst), and digital multifunction meter for energy metering. The panels
shall have auto-reclosing feature for singleoperation with time setting of 3.00Minutes.

5.00 CIRCUIT BREAKER


5.01 The circuit breaker panel shall be complete with the following.
5.02 Racking in/ racking out mechanism.
5.03 Plugs and sockets.
5.04 Mechanical inter-locks and safety shutters.
5.05 Mechanical ON/OFF Indicators.
5.06 Minimum of 6NO+6NC auxiliary contacts directly operated by Circuit breaker.
5.07 Anti condensation space heaters.
5.08 Suitable tripping arrangement.
5.09 Mechanical counter for total number of breaker operations.
5.10 The Circuit Breaker shall be of Horizontal Isolation, Horizontal Draw-out type.
5.11 The Circuit Breaker shall be suitable for auto reclosing duty.
5.12 The Circuit breaker drive mechanism shall be provided with facility for pad locking at any
position namely “”SERVICE”, “TEST” and “ISOLATED
6.00 OPERATING MECHANISM
6.01 Manually operated spring charged, motor wound spring charged with both mechanical and
electrical release for closing.
6.02 The operating mechanism shall be trip free.
6.03 External supply shall not be made available for motor charging or even heater operation.
The power pack shall be of the required capacity.

7.00 BUSBAR SECTION


7.01 The panel shall be single bus bar pattern with air insulated encapsulated bus bars housed in
a separate compartment, segregated from other compartments.
7.02 The Bus bar material shall be high conductivity Copper rated as specified. Max. Bus Bar
temp shall not exceed 90 degree C in any conditions viz.rated and short circuit current.

8.00 CURRENT TRANSFORMERS


8.01Suitable accommodation shall be provided in the panel to mount one set of three numbers
dual core double ratio CTs.
8.02 Access to CTs for cleaning, testing or changing shall be from back side ofthe panel.
8.03 CTs shall be Dual Core, Double ratio of suitable burden (not less than 15VA) with 1Amp
secondary.
8.04 CTs shall conform to relevant Indian standards. The design and construction shall be robust
to withstand thermal and dynamic stresses during short circuits. Secondary terminals of CTs shall
be brought out suitably to a terminal block which shall be easily accessible for testing and
terminal connection.
8.05 The protection CT shall be of accuracy class 5P10 of IS 2705-Part III1992.
8.06 The Metering CTs shall be of accuracy class 1 of IS 2705 – Part III 1992.

9.00 VOLTAGE TRANSFORMER


9.01 A Voltage Transformer of Burden not less than 100VA and as per specified ratio.
9.02 The accuracy class for the VT shall be Class 1 as per IS 3156 part I & III.
9.03 The VT shall be cast resin epoxy construction. It shall be withdrawal type with HRC Fuses or
MCB on both HV & LV sides.

10.00 PROTECTION AND TRIPPING ARRANGEMENT


10.01 The Relays shall be microprocessor based numerical relays with O/C+ E/F IDMT+Inst. The
VCB shall have inbuilt anti-pumping feature.
10.02 Tripping Relay shall be used for tripping signal to the shunt trip coil of CB operating on
Power pack.
10.03 Over current Relays shall have adjustable setting for current from 50% to200% and Earth
Fault from 10% to 40%. These shall be manual reset type.
10.04 The panel shall have master trip relay, TCS Relay and Auxiliary relay for Transformer
faults.

11.00 METERING INSTRUMENTS & PANEL ACCESSORIES


11.01 A voltmeter analog of class 1 accuracy as per IS-1248 shall be provided on panel with
Voltmeter selector switch duly wired.
11.02 An Ammeter analog of class 1 accuracy as per IS 1248 shall be provided with necessary
Ammeter selector switch duly wired.
11.03 A multifunction meter Digital type shall be provided for energy metering, power factor etc.
11.04 The Panel shall also cater to Lamp indications for ON/OFF of switchgear, Panel
illumination, spring charge status, tripping at faults status, healthytrip.
11.05 The panel shall have other panel accessories like fuses, heaters, Thermostat, plug &
Socket, T-N-C Switch, Emergency Push Button,Local/remote selector switch & hooter.
11.06 Separate MCBs shall be provided for lamps, heaters, voltmeter and other instrumentation
etc. in panel.
11.07 Anti condensation space heaters shall be provided in panel.

12.00 CABLE BOXES


12.01 Cable boxes shall be situated in a compartment at the rear side of the housing.

12.02 Cable entry provision shall be made from bottom with sufficient head room for cable
terminations. Gland Plate of removable type of 3mm Thick sheet of aluminum shall be provided
for cable terminations.

13.00 EARTHING
13.01 The entire panel shall have an Earth bus bar of copper tinned material of suitable section
with 02 earth terminals.

ADDITIONAL TERMS AND CONDITIONS FOR LT CUM APFC PANEL

1. Scope

The scope of supply covers design, fabricate, integrate, pack, dispatch, install to site
along with routine testing as per IEC of Low Voltage Switchgear & Control gear
Assemblies up-to 1000 V ( Will be termed as ‘ LV panel’ here forth ) .

2. Standards

The equipments covered under this specification shall conform to the latest revisions of
relevant Indian and International Standards some of which are listed below.
IEC 61439 part 1 & 2 : Low voltage switchgear and control Gear assemblies
IS 13947 1993 : General requirements of Switchgear and Control Gear for Voltage
not exceeding 1000 / 1200V AC
IS 11353 1985 : Guide for uniform system of marking Identification of Busbar and
Terminals.
IS 13703 1993 :Low voltage fuses
IS 2705 1992 :Current transformers
IS 694 1990 :PVC insulated cables for voltages including 1100 V with Copper and
Aluminum Conductor).
IS 1248 1983 :Direct Acting Electrical Indicating Analog
IS 8623 1993 :Low voltage Switch gear & control gear assemblies
IS 5082 :Electrolytic Aluminum Busbar,Trunking system, Rod tubes &
sections for Electrical Purposes.
IS 13779 1999 : AC Electric Meters / Static Meters.

3. Site Conditions

3.1. The LV panel will be located indoors and shall be designed to operate satisfactory
at rated load under the service conditions. This equipment will be subject to the
ambient temperature conditions at the site.

4. LV Panel Construction

4.1. The LV panel manufacturer shall be ISO 9001 / 9002 certified.


4.2. The LV panel shall be factory manufactured by OEM or by manufactured by
authorized Franchisee of OEM based on design given by OEM.
4.3. The LV panel shall be complete design verified assembly as per IEC 61439.
The enclosure shall comply with relevant standard. The enclosure protection shall
not less than IP42 unless other specified in BOQ.
4.4. The LV panels shall be of aesthetic design, dust, damp& vermin proof.
4.5. The LV panels shall be modular, extendable and shall have maintenance friendly
construction. The LV panel shall have compartmentalized bolted construction.
The LV panels shall be metal clad sheet steel enclosed cubicle, fully
compartmentalized, floor mounting type suitable for indoor installations.
4.6. The LV panel cubicles shall have structural steel frame work. It is enclosed on all
sides and top by Cold Rolled sheet steel of minimum thickness of 1.6 mm.
Intrinsic load bearing member shall be used as per design verified assembly and
should have min. thickness of 2 mm. Load bearing members to be supplied by
OEM or by approved supplier of OEM.
4.7. The LV panel shall have integral base frame.
4.8. All LV panels and covers shall be properly fitted and secured with closed profiled
frame
The LV panel shall have provision for top / bottom cable entry to suit site
conditions.
4.9. Adequate and proper support provided in cable compartments to support cables.
4.10. The LV panel shall have provision to provide different panels heights from 1800 to
2400 mm to suit site varied condition.
4.11. The maximum and minimum height of the operating handles from floor level shall
be as 1800/ 250 mm respectively.
4.12. All switch gears & assemblies shall be made of same OEM only or assemblies as
recommended by OEM of switchgears.
4.13. The LV Panel shall comply with the Technical Data Sheet, SLD, and Feeder List as
specified in BOQ.
The LV panel shall be configured with Air Circuit Breakers, MCCB's, Switch Fuse
units and other switchgear components & equipment as specified in the Schedule
of Quantities.
4.14. Front access shall be available to all components in each cubicle which require
adjustment, maintenance or replacement.
4.15. All the doors and covers shall be with full neoprene gasket to prevent any ingress
of dust. Door hinges shall be concealed type for compartment doors. However, for
wire ways, busbar chambers covers and dropper chamber covers shall be bolted
type for safety purpose.
4.16. Removable undrilled gland plates shall be fitted for bottom cable entry.
4.17. All fixing bolts, screws etc. appearing on the panel shall be so arranged as to
present a neat appearance.
4.18. The Air circuit breakers shall be equipped with Integral Micro Processor based
protection release.
4.19. The MCCB's and Switch Fuse units shall be arranged in multi-tier formation.
4.20. AirCircuit Breakers shall be arranged in Single tier formation only to facilitate ease
of operation and maintenance.
4.21. All Outgoing MCCB/Motor Feeders shall be Non Draw-out type mounted on a single
base plate.

4.22. All components like, circuit breakers, switches etc. shall be compatible with the
short- circuit levels.
4.23. All internal wiring shall be with suitable stranded copper conductor FRLS insulated
wire.
4.24. Indicating lamps shall be low power consumption type preferably not more than
0.6W and shall have surge and low voltage glow protection (LVGP).
4.25. All CT’s & PT’s shall be resin cast unless specified otherwise or as approved by the
Engineer-in-charge.
4.26. All relays, meters & switches shall be flush mounted.
4.27. All metering equipment shall be digital unless specified otherwise or as approved
by the Engineer-in-charge.
4.28. All holes in metalwork shall be protected by substantial grommets or bushes to
protect wiring passing through them.
4.29. The arrangement of controlling switches in the LV panels and their marking shall
be such that these are prominent, easily identifiable and accessible.
4.30. Single line power / control diagrams shall be placed at the back of door or other
accessible locations in the panels or near to panel with complete details as
required.

5. Bus bars and insulating materials

5.1. The busbars shall be of Aluminum and suitable for specified fault current.
5.2. The busbars shall be of rectangular cross sections suitable for full load current.
The busbars shall be colour coded using identifying colour rings at regular interval.
Red, Yellow & Blue colour shall be used for phases & Black for neutral for each
shipping section of panels . The earth Busbar shall be identified with Green color
rings at regular intervals. The Busbar sizes shall be determined taking into
consideration the continuous rating and fault level indicated, as applicable, without
exceeding the temperature raise limits as per IEC, over ambient temperature.
Feeder in adjacent vertical to be feed with common vertical busbar / dropper.
5.3. Bus bar supporting systems shall withstand the short circuit forces circuits, without
Deflection or deformation.
5.4. The busbars shall be supported of regular intervals using SMC insulators as per the
tested design. It should have minimum Comparative Tracking Index (CTI) of 600 V
as per IS 2824).
5.5. Direct access to, or accidental contact with busbars and primary connections shall
not be possible.

6. Earthing

6.1. One Earthing terminals shall be provided on each side of panel.


6.2. The earth bar shall be electrically continuous and shall run the full extent of each
panel.
This earth bar shall be on the same side as the cable entry.
Each unit shall be constructed to ensure satisfactory electrical continuity between
all metal parts which are not intended to be alive.
6.3. Suitable holes with bolts and nuts shall be provided at each end of earth bar of
switchgear for connection to a main Earthing grid.
6.4. The earth bar shall be accessible in each cable entering compartment either
directly or through a branch extension to ground the cable armor and shields.
6.5. Door earthing shall be provided for all feeder doors, rear doors and CBC doors.

7. Painting and Finishing

7.1. All metal works and metal parts of the switchboards shall undergo a process of
greasing, pickling in acid, cold rinsing, phosphatising, passivating and then sprayed
with a high corrosion resistant primer.

8. Internal Wiring:

8.1. All control wiring except CT secondary wiring shall be carried out with minimum
2.5 sq. mm Copper conductor FRLS wire.
8.2. CT secondary wiring shall be carried out with 2.5 sq. mm copper conductor FRLS
wire.
8.3. All wiring shall be securely fixed and neatly arranged to enable easy tracing of
wires.
8.4. All terminal blocks and wires shall be tagged for identification in accordance with
IS 11353 .
8.5. All wiring for external connections shall be brought out to the individual terminals
on a readily accessible terminal block. Clamp or screw type control terminal blocks
shall be provided for outgoing control cables. Minimum 10% spare terminals shall
be provided for future use. Control terminal block shall be separated from power
terminal blocks by means of an insulating barrier.

9. Name Plates & Label

9.1. One name-plate giving designation of the switchboard shall be affixed prominently
on top.
9.2. Details of designation shall be specified.
9.3. Labels giving following details shall be affixed on each feeder panel:-

Rating (KW/KVA/AMP)
9.4. All components whether mounted inside the switchboard or on the door shall be
permanently and clearly labeled with reference number and/or letter of their
function. Labels for feeder panel designation shall be fixed on the front side of
respective panels with Special rivet made of nylon. These labels shall be identical
size to permit interchange.

10. TESTS & INSPECTIONS

10.1. LV panel shall be subjected to routine tests as per latest IEC standard.
All meters and other reference devices used for testing shall have valid calibration
from reputed national laboratories / Institutes. Inspection by purchasers will not be
carried out unless the vendor confirms that equipment are ready for proceeding
with the tests.
10.2. Shop test shall be witnessed by authorized / certified Quality engineer an agency
authorized by Engineer-in-Charge.
10.3. Acceptance tests on completed LV panel shall be as follows:

(a) A general visual check shall be carried out. This shall cover measurement of
overall dimension, location, number and type of devices, terminal boxes,
location and connection of terminals etc.
(b) Checking of bill of materials as per approved drawing.
(c) Checking of operation of various feeders as per approved schematic
drawings.
(d) Operation check shall be carried out for every control function as per
schematic drawings by manually simulating fault conditions and operation
of control switches/relays etc.
(e) Checking of interchangeability of identical feeders, if applicable
(f) Insulation resistance test and value measurement on power and control
circuits before and after high voltage withstand test.
(g) High voltage test on power and control circuit as per applicable standard.
(h) For equipment bought from other suppliers, certified test reports of tests
carried out at the manufacturers works shall be confirmed. Normally all
routine tests as specified in the relevant standards shall be conducted by
the sub supplier at its works.
